The Honourable Sarah Stoodley, Minister of Digital Government and Service NL, will speak at the 2022 Arts and Letters Awards Reception tomorrow (Friday, April 22).

The reception takes place in St. John’s at The Rooms beginning at 7:30 p.m.

The Arts and Letters Awards Program is an annual competition encouraging the creation of new works of art by residents of Newfoundland and Labrador.

Open to both established and emerging artists of all ages, the program recognizes over 60 winners each year for original works in visual art, literary, French literary, music, and multimedia categories.

Winners receive a cash prize and have the opportunity to participate in the annual exhibition at The Rooms. 

Featuring the work of the 2022 award recipients, the Arts and Letters Exhibition will run from April 23 – May 15 at The Rooms and is open to the public.

The Department of Transportation and Infrastructure is enhancing its NL 511 website, app, and phone service to include more information regarding marine services.

The new marine service enhancements include:

• My511 app notifications for ferry service changes;
• Ferry crew having the ability to provide updates from the vessel or port;
• Ferry information available via the 511 phone Interactive Voice Response service, website and app;
• Regular updates on schedule changes;
• Up-to-date marine weather information from Environment Canada; and
• Automated ferry service updates to Twitter, via @NL511Updates, regarding ferry service status changes.

The NL 511 app continues to provide up-to-date information to help residents and tourists make better-informed decisions before they travel.

The app, which is free of charge and is available on smartphone app stores, can be customized by users to display specific features and to receive notifications for routes they use frequently, including when travel is not recommended on provincial highways or ferry status changes.

The service is available by downloading and installing the app, visiting nl511.ca, or by calling 511.

Further enhancements to the app are planned for later in 2022.

Applications are now being accepted for the 2022 Becoming an Outdoors Woman program being held May 13 – 15 at the Lion Max Simms camp in Bishop’s Falls. This year marks the 25th Anniversary for the program in Newfoundland and Labrador.

Applications are also being accepted for a Becoming an Outdoors Family event taking place May 28 – 29 at Butterpot Provincial Park.

The Becoming an Outdoors Woman weekend, open to women 18 years of age and older, is designed to increase confidence in outdoor pursuits and to help build better awareness of the natural environment. Participants will have the opportunity to learn the basics about a variety of nature and wilderness based activities including hiking, outdoor cooking and survival, basic angling techniques, wildlife and plant identification, safe use of firearms and archery equipment.

Individuals who were registered for the Becoming an Outdoors Woman event scheduled for October 2021 that was cancelled due to the pandemic will be contacted and offered an opportunity to take part this year.

The Becoming an Outdoors Family program teaches new and regular campers basic skills that can benefit a lifetime of outdoor recreation. A least one parent or guardian must attend and can be joined by up to three children aged 16 or under for the one night camping trip. Staff and volunteers from Salmonier Nature Park and Butterpot Provincial Park will also be present to educate families about Newfoundland and Labrador’s nature and wildlife.

Today, in Gander, the Honourable Andrew Furey, Premier of Newfoundland and Labrador, joined the Honourable John Haggie, Minister of Health and Community Services, to highlight Budget 2022 investments in health care that benefit the Central region of the island portion of the province. They were joined by Andrée Robichaud, President and CEO of the Central Regional Health Authority, and Dr. Jared Butler, Acting Director of Medical Services for the Central Regional Health Authority.

The expansion of the role of virtual care in the province is part of government’s ongoing work to provide support and options for patients. With an investment of $3 million, Budget 2022 builds upon this program through the continuation of two Virtual ER services in the Central Health region to assist with the provision of urgent care. This virtual option at two of Central Health’s referral centre sites will be staffed 24 hours a day. Virtual ER services also provide continuity for the delivery of essential health care, particularly in support of physician shortages and recruitment challenges.

Health Hubs in Gander and Grand Falls-Windsor continue to be important points of care for residents in the region. Budget 2022 includes support of $1.8 million for the continuation of the Health Hubs in these areas.

Budget 2022 also allocates more than $14 million for the continued implementation of the measures government announced in fall 2021 to help improve access to primary health care in Newfoundland and Labrador, including a new Collaborative Team Clinic for the Central region.

Additionally, a second paramedicine team has also been implemented for seven days a week, with a second crew on standby, at the James Paton Memorial Regional Health Centre, and the Central Newfoundland Regional Health Centre. This continued investment helps improve call response times, increases paramedic presence in the ER during the busiest time of day and improves the health and safety of the people of the Central region.

Budget 2022 continues a course of action to reimagine the system to best deliver health services focused on improving health outcomes and addressing the factors that influence people’s health. More information can be found here.

Nova Scotia-based companies Hurricane Industrial Equipment Incorporated and Blue Water Agencies Limited have been charged with violations under Newfoundland and Labrador’s Occupational Health and Safety (OHS) Act and Regulations.

The charges result from an investigation by the Department of Digital Government and Service NL’s Occupational Health and Safety Division into an incident which occurred in July 2020, resulting in serious injuries to an employee of Hurricane Industrial Equipment Incorporated at Blue Water Agencies Limited’s worksite in Conception Bay South.

Hurricane Industrial Equipment Incorporated is charged with two violations under the OHS Act and Regulations relating to its alleged failure to:

1. Provide a safe workplace, and the necessary equipment, systems and tools that are without risk to workers, and
2. Ensure that safe work procedures were followed at the workplace.

Blue Water Agencies Limited is charged with two violations of the OHS Act and Regulations relating to its alleged failure to:

1. As a Principal Contractor, to ensure that employers and workers performing work in respect to a project, comply with the OHS Act and Regulations, and
2. As an employer, to ensure that its OHS Program was implemented, in particular with respect to contractors.

The companies’ first appearance is scheduled for May 16, 2022, at Provincial Court in St. John’s.

The bursary awards a $500 tuition voucher for post-secondary education to graduating students who showed leadership in establishing and maintaining safe, caring and inclusive school communities.

Hunters wishing to enter the 2022 big game licence draw or advance their priority pool are reminded applications must be submitted by Friday, April 29.

Beginning this year, the big game application process has shifted to a primarily online service to increase efficiency and flexibility in administration and improve hunter service. Individuals who have not yet set up a Wildlife Information Management System online account are encouraged to do so.

The application period was increased from four to nine weeks this year to provide additional time for individuals to register for an online account.

Detailed account set-up instructions were mailed to all hunters who do not currently have an online account. The mail out document contains a detailed step-by-step guide describing how to set up an online account. In addition to the mail-out document, an instructional video outlining each step can be viewed here. Other options for submitting applications are being provided for individuals who reside in areas with limited internet access.

Individuals seeking assistance setting up an online account or who have general questions about the registration process can contact the Wildlife Division by telephone at 709-637-2025, 709-729-2630 or email at wildlifelicense@gov.nl.ca.

Earlier in the application period, some individuals experienced difficulties in contacting the division. The backlog has been cleared, and individuals can now expect to receive a response to emails within one to two business days.

‘Celebrating Home’ Call for Proposals and Funding Guidelines 2022-2023
The Department of Immigration, Population Growth, and Skills is investing up to $500 for any organizations and municipalities to support Come Home 2022 activities. The ‘Celebrating Home’ initiative supports community organizations and municipalities and local service districts to host diversity and multiculturalism events as a part of Come Home 2022 throughout the year.

This initiative is inspired by the multifaceted ways one can view ‘home’, and offers a celebration of these different viewpoints. The word “home” can have various meanings and is defined based on one’s context, culture, and background. Acknowledging these differences, through the growing diverse population and celebrating diversity and multicultural with community events are key factors of welcoming Newfoundland and Labradoreans around the world and attracting more immigrants to come ‘home’ to Newfoundland and Labrador.

Funding Eligibility
Eligible applicants must operate within Newfoundland and Labrador and be either a:

• Municipality or local service district; or
• Not-for-profit community group or organization.

The ‘Celebrating Home’ Initiative Program will provide up to a maximum of $500 per eligible applicant in the form of a non-repayable grant. Applicants will not be required to submit a claim or invoices, but may be required to provide a brief report on use of funds and project results.

Applicants must agree that the name of the organization and the amount of funding awarded will be released publicly.

Eligible Funding Activities
Eligible funding activities would be those that:

• Promote Come Home 2022 through a celebration of diversity and multiculturalism;
• Advance cultural diversity and understanding of cultural differences in Newfoundland and Labrador communities through intercultural exchanges and events; and,
• Create an avenue for cultural groups and/or organizations to educate other residents on their specific cultures, as well as engage them in culture-specific celebrations.

Ineligible Costs
Ineligible costs include:

• Major Capital costs, including vehicle purchases, construction or renovation of buildings or monuments, etc.’
• Travel outside Newfoundland and Labrador, except in special circumstances pre-approved by the Department;
• Financial losses/deficits incurred by the organization;
• Training allowances or tuition payments; and
• Lobbying/advocacy activities of the organization

There is an application form to complete for the funding. This form is available online here. The Provincial Government is reviewing the Animal Health and Protection Act and Regulations to help ensure the legislation continues to reflect the highest possible standards for animal welfare.

An online questionnaire and options for submitting written feedback are now available on engageNL. The Department of Fisheries, Forestry and Agriculture is contacting stakeholder groups directly to request their input during virtual engagement sessions to be held in May 2022. Anyone with an interest in providing a presentation can contact the Animal Health Division at 709-729-6879 or email AHPAReview@gov.nl.ca.

The Animal Health and Protection Act was enacted into legislation in 2012 and reviewed with public consultation in 2017. Information gathered during the current review process will help assess the Act and Regulations. A “What We Heard” report will be released at the end of the consultation process.

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, today expressed their heartfelt condolences to the family and friends of pioneering filmmaker Paul Pope on his passing earlier today.

“The loss of Paul Pope brings such tremendous sadness. He was a dynamic force in Newfoundland and Labrador’s film and television industry having produced or worked on hundreds of projects,” said Premier Furey. “His work showcased our beautiful province on the national and international stage, and helped bring visitors from all around to experience what we have to offer with their very own eyes. As we mourn this loss, we recognize the outstanding contributions Paul made to the film and television industry, and his contributions to our province and country. His legacy in this industry will live on for years to come, particularly as he spear-headed the recently announced Film and Media Production Centre at College of the North Atlantic. It was a pleasure working with Paul, and we will ensure his vision is realized as we continue to support the industry he loved.”

“In addition to his passion for film and television, Paul had a passion for Newfoundland and Labrador,” said Minister Crocker. “He was an active member of the Come Home 2022 Host Committee and was the creative force behind some of the wonderful events that the residents of our province will enjoy in the months to come. The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Deer Lake Municipal RV Park and Campground                              (Reg. 2194)
Proponent: Deer Lake Park Limited

The proponent proposes to expand the existing municipal RV park and campground located within the Town of Deer Lake. Park expansion would include development of a 3.6 hectare section within the existing park; the addition of a 9.7 hectare parcel of land adjacent to the park; and, the 10.1 hectare island at the mouth of the Humber River. Accommodations would include RV sites, tenting lots, cabins, geodesic domes and treehouses. Work would include tree clearing, installation of infrastructure for electrical and water and sewer services, and the construction of access roads and a suspension bridge to the island. Middle Brook Fishway Refurbishment                                                (Reg. 2195)
Proponent: Department of Fisheries and Oceans Canada

The proponent proposes to refurbish an existing fishway located in Middle Brook at Gambo to enable the continued operation of the fishway and migration of salmon upstream to spawning grounds. Construction activities would include the installation of new water control structures, refurbishment of existing uplands, replacement of the damaged fishway weir wall, and replacement of the existing concrete stop log sill. ENVIRONMENTAL IMPACT STATEMENT REQUIRED:

St. Lewis River Atlantic Salmon Habitat Enhancement Project    (Reg. 2032)
Proponent:  Atlantic Rivers Outfitting Company

The minister has advised the proponent that an environmental impact statement (EIS) is
required for the project. Additional information is needed to inform the minister of the
following, including, but not limited to: the purpose and rationale for the project; potential effects on existing upstream species and habitat; a quantitative evaluation of salmon and other species; fishway design details; plans for long-term monitoring, maintenance, and contingencies including financial considerations; and, the location of human receptors and potential effects on traditional land use and resource activities. An Environmental Assessment Committee (EAC) will be appointed to provide scientific and technical advice to the minister and to draft guidelines for the proponent to assist with the preparation of the EIS. Winter activities are key economic generators, building strong, healthy communities. Investments in outdoor experiences in Labrador are helping to create a premier destination for winter enthusiasts.

To support economic development initiatives in Labrador, the Provincial Government is contributing nearly $82,000 to three projects.

The White Wolf Snowmobile Club provides snowmobile enthusiasts in Labrador West with access to over 500 kilometres of groomed trails. To help improve the quality of its extensive trail network, the club was approved for $35,182 to assist with the purchase of new equipment.

Grand River Snowmobile Club is a not-profit based in the Upper Lake Melville area and maintains a snowmobile trail network of over 350 kilometres in the region. The club was approved for $24,227 to assist with equipment upgrades and infrastructure improvements to support its trail network.

Birch Brook Nordic Ski Club offers over 50 kilometres of groomed cross-country ski and snowshoe trails in the Happy Valley-Goose Bay area. To assist with infrastructure improvements, Birch Brook Nordic Ski Club was approved for $22,483.

Funding for these projects will help improve winter tourism products and services, enhancing visitor experiences and supporting Labrador’s economy.

The event will take place in the East Block lobby of Confederation Building at 11:00 a.m.

Premier Furey will be joined by the Honourable John G. Abbott, Minister of Children, Seniors and Social Development and Minister Responsible for the Status of Persons with Disabilities and the Honourable Sarah Stoodley, Minister of Digital Government and Service NL.

Speaker, I recently had the pleasure of joining members of the Professional Planners Association of Newfoundland and Labrador for a virtual event, focusing on the important contribution planners make to the growth and vitality of communities.

Over half of municipalities in the province have municipal plans and development regulations. Other municipalities are working towards preparing their first plans. Municipalities understand the importance of establishing goals for sustainable development and improving the quality of life for their residents.

Planning is an essential tool to attract industry, residents, and professionals, which are all vital to achieving vibrant and sustainable local communities. Through land use planning, municipalities have a consistent set of rules that apply to everyone and can help meet community goals.

Speaker, as we review the Joint Working Group Report and Recommendations on Regionalization, it is clear that land use planning is a critical component to guide our communities into the future.

With that in mind, the Department of Municipal and Provincial Affairs will begin work towards preparing Professional Planners legislation. This is a very important step in the process of developing professional self-regulating legislation for the association. I look forward to working with the association as we begin this work.

Speaker, on behalf of government, I would like to recognize an important day in the history of Newfoundland and Labrador.

It was on April 13, 1925 that the first women gained the right to vote and hold public office in the province. This was made possible after years of advocacy and through the efforts of the suffragists, who campaigned tirelessly to make their voices heard and their votes count.

In October 1928, 52,343 women cast ballots in their first general election – representing a remarkable 90 per cent voter turnout rate.

Speaker, I am pleased to say that today, all Newfoundlanders and Labradorians aged 18 years and older have the right to vote and run for public office. In 2021, a record number of women put their names forward for election at all levels of government in the province.

As we look to the future, I encourage all women and gender diverse people to continue exercising their right to vote, and to consider serving as elected representatives of the people.

Speaker, I ask all Honourable members to join me in recognizing the anniversary of the first women getting the right to vote in our province. May we continue to advance towards true gender equality and honor the rights of all people in Newfoundland and Labrador.

As provincial film and television productions continue to attract investment into the province and garner national and international followings, Budget 2022: Change is in the air supports the film and television industry in its efforts to expand the local talent pipeline and create jobs in Newfoundland and Labrador.

Budget 2022 investments in the film and television industry include:

• Approximately $10 million for a new Film and Media Production Centre at College of the North Atlantic in St. John’s which includes $2.6 million for operating costs and one-time investments for equipment and renovations;
• A new All Spend Film and Video Production Tax Credit; and
• $10 million for the Film and Television Equity Investment Program.

With approximately 1,400 jobs currently in the film and television industry in this province, there are still significant growth and career opportunities available right here at home. To help grow the industry, College of the North Atlantic will create a new Film and Media Production Centre in St. John’s. This campus will prepare students for exciting and diverse careers in the film industry, with new program offerings in TV and Film Technical Production, Creation, Post-Production, Production Management and Visual Effects.

As part of this new project, the College has also signed Memoranda of Understanding with the Toronto Film School, the Canadian Film Centre and the Nova Scotia College of Art and Design, allowing local students to transfer credits with these partner institutions. This will allow College of the North Atlantic students to further their training with connections to some of the most recognizable and established programs in this country.

Provincial Government funding through Budget 2022 will support renovation and equipment costs for the new campus, which will be located at existing real estate on Strawberry Marsh Road in St. John’s. Classes are expected to start in September 2022.

A new All Spend Film and Video Production Tax Credit provides eligible productions with a 30 per cent tax credit with a cap of $10 million annually per project. This further incentivizes both local and international film studios to choose Newfoundland and Labrador as a premiere destination for their upcoming projects.

Budget 2022 also includes $10 million for the Film and Television Equity Investment Program, which provides funding to eligible producers through the NL Film Development Corporation for the financing of productions in the province. This program supports local productions that in turn create jobs and economic offshoots, often in rural areas of the province.
