As part of Budget 2022: Change is in the air, the Government of Newfoundland and Labrador has eliminated fees under the Provincial Nominee Program effective immediately.

Staff with the provincial Office of Immigration and Multiculturalism provide an array of free services to newcomers and employers, including assistance with preparing and submitting applications through the Atlantic Immigration Program and the Provincial Nominee Program.

The fees eliminated include the $250 application fee for an individual applying as a skilled worker and the $1,000 application fee for an individual applying as an entrepreneur.

The removal of immigration application fees is the latest action that builds on a suite of initiatives to assist newcomers. A list of initiatives can be found in the backgrounder below.

This latest initiative will assist the province in reaching the ambitious goal of welcoming 5,100 newcomers annually by 2026, and positioning Newfoundland and Labrador as a national leader on immigration settlement and retention.

• Medical Care Plan (MCP) coverage:
  • For all Ukrainians in Newfoundland and Labrador arriving on emergency travel visas;
  • For international graduates extended to 90 days post-graduation, making it “best-in-class” coverage in Canada (full-time international students are already covered during their studies);
• One-of-a-kind ‘Job Matching’ initiative connecting skilled newcomers with local employers;
• Funding a unique-to-Canada Postgraduate Retention Coordinator with the School of Graduate Studies at Memorial University;

• Amending the Corporations Act to make it easier for newcomers to start their own businesses;
• Funding community groups to host multicultural events across the province;
• Creating Priority Skills Newfoundland and Labrador to fast-track entry of highly skilled newcomers to the province;
• Working with the Government Canada to formalize and make permanent the Atlantic Immigration Program;
• Welcoming former Afghan refugees to Newfoundland and Labrador with a Ministerial Statement in the House of Assembly and direct engagement with the community; and

Entrepreneurs from Newfoundland and Labrador won several prestigious awards at the 2022 Atlantic Canada Craft Awards for Excellence. This year’s awards were presented virtually during Craft East’s Digital Retail Forum.

The Craft Council of Newfoundland and Labrador won the 2022 Atlantic Canada Craft Award for Excellence for Industry Leader. The Industry Leader award recognizes superior leadership, excellence in the development of craft and exceptional contributions to the industry in Atlantic Canada. Through the efforts of staff and volunteers, the organization has found new and exciting ways to promote craft makers throughout the province while providing opportunities to develop their skills, products and markets. Celebrating its 50th anniversary in 2022, the Craft Council of Newfoundland and Labrador has been the beacon for excellence in craft in the province.

Peter Burt and Robin Crane of Newfoundland Salt Company were named recipients of the 2022 Atlantic Canada Craft Award for Outstanding Exporter. Based in Bonavista, the Newfoundland Salt Company has developed 86 wholesale clients and counting. The company sends their finer salts to eighteen restaurants throughout the province, and over forty restaurants across the rest of Canada. The operators also collaborate with other businesses that produce unique food products.

Slippers ‘n Things won the 2022 Atlantic Canada Craft Award for Outstanding Retailer. Since 2006, Slippers ‘n Things has been the cornerstone of the craft community in Happy Valley-Goose Bay, offering finished work as well as supplies necessary for the making of traditional Labrador craft. Using the skills learned from his mother, Mike Voisey specializes in handmade slippers, made from the highest quality of materials that showcase the traditional designs of his Labrador culture.

The Atlantic Canada Craft Awards for Excellence are presented annually in conjunction with the Craft East Buyers’ Expo, which showcases crafts and giftware made exclusively in the Atlantic Provinces.

Funding applications for the 2022 Community Garden Support Program are available to help eligible municipalities and community groups establish and enhance new and existing community gardens. There is no deadline to apply, but applications will be processed on a first-come, first-served basis.

As part of the $2.25 million Provincial Agrifoods Assistance Program, the Provincial Government is continuing to invest $100,000 annually into non-repayable grants under the Community Garden Support Program.

In 2021, the program supported 146 community gardens, including funding to enhance 102 existing community gardens and establish 44 new gardens. This compares to 124 total projects in 2020 and 101 projects in 2019. In 2021, the maximum available grant increased from $500 to $750. The Community Garden Support Program was established to increase:

• Food self-sufficiency;
• Access to fresh foods;
• Consumption of fruits and vegetables; and
• Awareness and appreciation of the importance of local food production and the agriculture sector.

Approximately 7,400 people participated in, and benefited from, this program in 2021, including youth, seniors, and Indigenous groups. This has grown from nearly 6,000 people in 2020 and 3,500 participants in 2019.

The following statement was read in the House of Assembly today by the Honourable John Hogan, QC, Minister of Justice and Public Safety and Attorney General:

Speaker, ground search and rescue teams in Newfoundland and Labrador play a significant role in public safety. Regardless of the conditions, these volunteers step up when there is an emergency and people are in need of assistance.

In December 2021, we released the final report from the Inquiry into Ground Search and Rescue for Lost and Missing Persons in Newfoundland and Labrador. The findings of this public inquiry will have long-lasting impacts for many more years to come. Since the release of the report, our government has committed approximately $1.8 million to the Newfoundland and Labrador Search and Rescue Association. This includes the nearly $1 million that was announced last week as part of Budget 2022 and the $775,000 provided at the end of 2021. The $1.8 million is in addition to the current $191,000 in annual funding provided to the Newfoundland and Labrador Search and Rescue Association. The significant investment will be used to implement the inquiry recommendations, as well as for equipment and training.

Speaker, we are committed to working with our partners to strengthen search and rescue in Newfoundland and Labrador, and we will continue to work on how best to implement the inquiry recommendations. I want to thank NLSARA for its continued partnership in this area.

Newfoundland and Labrador has a long history of volunteerism, and the system as it exists, would not function without the efforts of these dedicated and trained ground search and rescue teams. I would like to take this opportunity to thank the search and rescue teams around this province for their hard work, dedication and commitment to our communities.

 The Government of Newfoundland and Labrador is contributing $85,000 to assist The Salvation Army, Newfoundland and Labrador Division, in the purchase of an Emergency Disaster Relief Vehicle in Happy Valley-Goose Bay and the construction of a garage to house the vehicle.

With the acquisition of this vehicle, The Salvation Army Corps is better equipped to provide outreach services and supports to vulnerable populations, as well as other areas of Labrador during emergencies and adverse events.

The Federal Government and community organizations also supported The Salvation Army with significant levels of funding for the emergency response project, totaling over $400,000.

With a growing frequency of climate-related disasters, and an expression of need in communities, the Salvation Army’s Emergency Disaster Services has grown into an international network involving thousands of trained personnel in Newfoundland and Labrador, Canada, and worldwide, including many volunteers. Salvation Army Emergency Disaster Services personnel provide supports that meet the immediate, as well as long-term, physical, emotional and spiritual needs of disaster survivors, responders, and vulnerable populations that include the homeless and transiently homeless.

Speaker, I rise in this Honourable House to congratulate Hospitality Newfoundland and Labrador’s annual award winners.

These awards recognize the outstanding tourism leaders and businesses that make valuable contributions to the provincial tourism industry.

Sullivan’s Songhouse received the Cultural Tourism Award and Kathi Stacey received the Tourism Achievement Award. Both of these awards are sponsored by the Department of Tourism, Culture, Arts and Recreation.

Located on the Southern Shore of the Avalon Peninsula, Sullivan’s Songhouse welcomes people into a traditional biscuit-box house, twice a week, to celebrate the rich tradition of storytelling and song. Just like a traditional kitchen party, host Sean Sullivan, accompanied by friends and fellow musicians, encourages visitors to participate and ‘give a song,’ if they are so inclined.

Positioning Eastern Newfoundland as a leader in sustainable tourism and a premier destination for travelers, Kathi Stacey created a sense of local pride with her ‘My Town’ television program. She is responsible for the Legendary Coasts of Eastern Newfoundland partnership with St. Pierre et Miquelon, a new and never before seen partnership that has been an amazing success for both the French Islands and Eastern Newfoundland.

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation today announced that the Provincial Government has entered into a multi-year partnership agreement with NASCAR. The partnership will see three Pinty’s Series races held in Newfoundland and Labrador over the next three years. This is Canada’s largest national motorsports series, and the agreement is the first time a Pinty’s Series race has been hosted on an island. Newfoundland and Labrador is only the fifth province to host a NASCAR race.

As part of Come Home 2022, the first NASCAR Pinty’s Series Race, the PRO•LINE 225, will take place at the Eastbound International Speedway and Concert Park in Avondale on Saturday, June 25, 2022. Tickets for this race can be purchased online here beginning Friday, April 15, 2022, at 12:00 p.m.

The week leading up to the first race will be NASCAR Week with a series of family-friendly activities and events including a NASCAR vehicle parade from the port in Argentia to the Eastbound International Speedway and Concert Park, a Meet the Teams autograph session, and a NASCAR Advance Auto Parts Weekly Series race on Friday, June 24. It is estimated that the events of the weekend will attract close to 10,000 spectators.

The partnership agreement will see a total investment of $665,000 from the Provincial Government over three years – $305,000 in 2022 and $180,000 in 2023 and 2024 respectively. The NASCAR races and associated events are anticipated to generate an estimated $5.4 million for the provincial economy.

Come Home 2022 aims to encourage former residents of Newfoundland and Labrador to come home, remind residents of the wonders here in their own ‘backyard,’ and complement ongoing work to attract visitors earlier in the season and expand ongoing marketing efforts with non-resident visitors. Newfoundland and Labrador is to welcome Their Royal Highnesses, The Prince of Wales and the Duchess of Cornwall, to Newfoundland and Labrador in May as they begin their tour to Canada to celebrate the Platinum Jubilee of Her Majesty Queen Elizabeth II, marking her 70th anniversary on the throne.

“As the Premier of Newfoundland and Labrador, I am pleased to welcome back Their Royal Highnesses, the Prince of Wales and the Duchess of Cornwall, to our beautiful province, in their first official visit to Newfoundland and Labrador since 2009. The Province has a historical connection with the Royal Family, and it is an honour to have Their Royal Highnesses start their tour to Canada in Newfoundland and Labrador.

Today, the Honourable John Hogan, QC, Minister of Justice and Public Safety and Attorney General announced a number of budget investments that will help ensure Newfoundland and Labrador remains a safe place to live, work and raise a family.

This year’s budget allocated over $40 million for a number of initiatives recognizing that the safety and security of our communities is important to all residents. The Provincial Government continues to invest strategically in areas that support public safety and emergency services.

Budget 2022 includes:

• Over $21 million to support the procurement of a Province-Wide Radio System that will enable emergency responders to communicate in a timely manner with one another.
• Approximately $1 million in additional funding for the Newfoundland and Labrador Search and Rescue Association (NLSARA), which stems from recommendations from the Ground Search and Rescue Inquiry. This is in addition to $775,000 provided to NLSARA since the conclusion of the Inquiry.
• Almost $17 million in additional annual funding to support the work of the RCMP in protecting communities throughout Newfoundland and Labrador.
• A $6 million investment to support the extension of the Labrador Correctional Centre and $3.7 million allocated to continue the procurement of a new correctional facility that will replace Her Majesty’s Penitentiary.

Each of these initiatives helps create a safe environment for the residents of Newfoundland and Labrador.

The Honourable Elvis Loveless, Minister of Transportation and Infrastructure, the Honourable and John Hogan, Minister of Justice and Public Safety, and the Honourable Sarah Stoodley, Minister of Digital Government and Service NL. today announced $8.5 million to convert the former College of the North Atlantic campus in Stephenville Crossing into a courthouse and government service centre in the Bay St. George area.

The courthouse and government services are currently offered at the 1,034 square-metre (11,130 square feet), 70-year old Stephenville Public Building on Alabama Drive. The former College of the North Atlantic campus includes close to 4,080 square metres (43,916 square feet) of space.

The renovations will improve safety and security of court proceedings at the courthouse and enable government services to be provided in a modernized and accessible building. It will also lead to a more functional and spacious working environment for public service workers, including judges, lawyers, plaintiffs, and sheriff’s officers.

Budget 2022 includes $1 million to undertake design work and begin renovations to the building in 2022. The Department of Transportation and Infrastructure anticipates renovations to be completed in 2024.

Budget 2022 includes:

• A new 20 per cent green technology tax credit for Canadian-controlled private corporations that invest in equipment for energy conservation and clean energy generation, use fuels from waste, or make efficient use of fossil fuels. The maximum credit is $1 million annually, of which up to 40 per cent is refundable.
• A new 10 per cent manufacturing and processing investment tax credit for the manufacturing, fishery, farming and forestry sectors to stimulate capital investment, which supports local competitiveness, productivity, exports, employment and the transition to net zero. This credit will be up to 40 per cent refundable for Canadian-controlled private corporations.
• Approximately $35 million to support economic development initiatives including research and development, commercialization, investment attraction, regional development and business growth activities.
• $567 million for infrastructure projects, which will help create 3,200 jobs and $390 million in economic activity.
• $20 million in new investments to support the hospitality, tourism, arts and cultural industries.

The Department of Fisheries, Forestry and Agriculture is celebrating NationalWildlife Week (April 4 – 10) by inviting the public to participate in a fun-filled Wildlife Expo to highlight and promote awareness of our province’s rich and diverse wildlife resources.

The Expo is being hosted by staff from Salmonier Nature Park on Sunday, April 10 at the St. John’s Farmers’ Market from 10:30 a.m. to 4:00 p.m. All ages are welcome and admission is free.

This year’s National Wildlife Week theme is ‘Reconnecting with Nature’ and the Wildlife Expo presents a great opportunity to get out with family and friends to learn more about our province’s wildlife and environment in an enjoyable family setting.

Department staff, volunteers of the Friends of Salmonier Nature Park and a variety of other local conservation organizations and vendors will be on hand to host entertaining wildlife-themed activities geared toward families and kids. Some wildlife exhibits from Salmonier Nature Park’s Wildlife Discovery Center will also be on display to educate the public about the important conservation work that is taking place in the province.

Since the Humboldt Broncos bus tragedy in 2018 and the inspirational story of one young player who was an organ donor, April 7 is recognized annually as Green Shirt Day. Logan Boulet, a 21-year old hockey player, did not survive the tragic crash that killed 16 people. He had registered as an organ donor just weeks before the accident and had informed his father about his wishes a year before. Logan was able to save or help improve six people’s lives through his organ donation.

As a result of Logan’s decision, thousands across the country and the world registered as organ donors, and this became known as the “Logan Boulet Effect.” To mark the day he became an organ donor, his family launched Green Shirt Day to be recognized on April 7 of each year.

Green Shirt Day is one day out of an entire month dedicated to organ donation awareness, as April is recognized as ‘Be a Donor’ month. The issue of organ and tissue donation affects people not just in Newfoundland and Labrador, but throughout the country. While donated organs and tissues can help save or enhance the quality of life of many, hundreds die each year due to a shortage of donations.

Everyone in our province has the ability to make an impact simply by indicating your “Intent to Donate” when completing your MCP application or renewal form. All residents should consider themselves to be a potential organ or tissue donor, regardless of age, recognizing the decision could save someone’s life.

Today, the Honourable Siobhan Coady, Deputy Premier, Minister of Finance and President of Treasury Board, released Budget 2022: Change is in the air; with the target of a surplus position by 2026-27.

Expected Deficit Projection

2022-23         $351 million
2023-24         $309 million
2024-25         $270 million
2025-26         $74 million
2026-27         $82 million surplus

Fiscal Overview 

• The projected deficit for 2022-23 is $351 million.
• Revenues projected for 2022-23 are $9.1 billion.
• Expenses projected are $9.4 billion, of which $774 million is 100 per cent federally-funded initiatives.
• The projected borrowing requirement for 2022-23 is $2.7 billion.
• The net debt is now anticipated to reach $17.1 billion in 2022-23.
• Current oil price projections have improved to $US86 per barrel, while the Canada-United States exchange rate is forecast at 79.3 cents.

Actions to Help with the Cost of Living 

Budget 2022 helps families in our province save money at a time when the cost of living is increasing globally. In addition to the five-point plan announced on March 15, actions include:

• Elimination of the 15 per cent retail sales tax on home insurance. Effective budget day for one year;
• 50 per cent reduction in registration fees for passenger vehicles, light duty trucks and taxis for one year;
• No provincial tax or fee increases;
• Lower cost child care. We have lowered child care costs from an average of $35 per day just 18 months ago to $10 a day starting in January 2023;
• Metrobus or GoBus passes currently available to income support clients in St. John’s, Mount Pearl, and Paradise are being expanded to include seniors receiving the Guaranteed Income Supplement, as well as youth-in-care and those receiving youth services programming; and
• The Pre-Natal Infant Nutrition Supplement, formerly the Mother Baby Nutrition Supplement, will be boosted to $150 per month for low income pregnant mothers and for families with children under age one – up from $100 per month. The one-time payment provided during the month of the baby’s birth will also increase from $100 to $150.

Supporting Industry and Business 

Budget 2022 includes investments to encourage growth, development and diversification of our economy:

• $567 million for infrastructure projects, which will help create 3,200 jobs and $390 million in economic activity.
• Approximately $35 million to support economic development initiatives including research and development, commercialization, investment attraction, regional development and business growth activities.
• A new 20 per cent green technology tax credit for companies that invest in equipment for energy conservation and clean energy generation, use fuels from waste, or make efficient use of fossil fuels. The maximum credit is $1 million annually, of which 40 per cent is refundable.
• A new 10 per cent manufacturing and processing investment tax credit to support the manufacturing, fishery, farming and forestry sectors to invest in capital equipment.
• A new All Spend Film and Video Production Tax Credit. The 30 per cent tax credit will apply to total qualified production costs with a maximum credit of $10 million annually per project.
• $20 million in new investments to support the hospitality, tourism, arts and cultural industries. 

Responsible Financial Management 

Budget 2022 addresses government’s financial challenges and ensures the cost of servicing our debt is lower and more manageable. The plan is built on:

• Fixing Muskrat Falls financially which we have now done through the rate mitigation plan and the $5.2 billion partnership with the federal government;
• Strong financial management through modernization and transformation of government, determined control of spending, and providing additional financial supports, balanced budget legislation, and strengthening the Office of the Auditor General; and,
• Responsible debt management which includes changes to the Financial Administration Act, a new focus on debt repayment and restructuring, more effective debt financing, and the advancement of a future fund.
