Media Availability: Premier Furey, Deputy Grand Chief Nui and Chief Commissioner Igloliorte Available to Discuss Launch of Innu Inquiry

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, Deputy Grand Chief Mary Ann Nui of the Innu Nation, and retired Provincial Court Judge James Igloliorte, Chief Commissioner for the Commission of Inquiry into the Treatment, Experiences and Outcomes of Innu in the Child Protection System, will be available today (Friday, April 29) to discuss the launch of the Inquiry.

They will be joined by Commissioners Anastasia Qupee and Dr. Mike Devine and members of the Innu leadership.

The availability will take place at 2:00 p.m. in the lobby of East Block, Confederation Building.

Masking, physical distancing and other public health guidelines will be in place.

Provincial and Federal Governments Support Creation of more than 130 New Affordable Housing Units for Vulnerable Populations in St. John’s

The following is being distributed at the request of Newfoundland and Labrador Housing Corporation:

Everyone deserves a safe and affordable place to call home. Today, the Provincial and Federal Governments announced $20.2 million to support the construction of 132 affordable housing options in St. John’s.

The announcement was made at The Gathering Place in St. John’s by the Honourable Andrew Furey, Premier of Newfoundland and Labrador; the Honourable Ahmed Hussen, Minister of Housing and Diversity and Inclusion; the Honourable Bernard Davis, Minister of Environment and Climate Change on behalf of the Honourable John G. Abbott, Minister of Children, Seniors and Social Development and Minister Responsible for the Newfoundland and Labrador Housing Corporation; and Joanne Thompson, Member of Parliament for St. John’s East.

The Federal Government is investing over $10.9 million under the Rapid Housing Initiative and there is over $5.3 million cost shared equally by the Federal and Provincial Governments through the federal-provincial bilateral agreement under the National Housing Strategy. The Gathering Place is also providing a $4 million contribution.

With part of this total funding, the Gathering Place will operate 56 new supportive housing units and 40 new low-barrier emergency shelter beds, which will help address the need for housing and supportive services to assist individuals experiencing or at risk of homelessness.

The remaining funding will enable the construction of 36 new homes that will be operated by the Newfoundland and Labrador Housing Corporation. This investment will expand affordable housing options for individuals and families in low-income, which includes women and women with children, seniors, Indigenous persons, youth, persons with disabilities and those experiencing homelessness.

Today’s announcement highlights the strength of working together with federal and community partners to build stronger and healthier communities.

Provincial Government Remembers Newfoundlanders and Labradorians Killed or Injured in Workplace Incidents

This National Day of Mourning is an opportunity for workers, employers, families and others, to renew their commitment to healthy and safe workplaces. Newfoundlanders and Labradorians have a fundamental right to safe, incident-free work environments, so they can return home safely to their families at end of every working day.

During the past five years, 140 workers in this province lost their lives as result of workplace incidents and occupational disease.

Flags at all Provincial Government buildings throughout Newfoundland and Labrador are lowered at half-mast today, to remember workers who have died, been injured or suffered illness in the workplace.

On April 28 of each year, remembrance ceremonies are held across the country. At 12:00 pm today, the Newfoundland and Labrador Federation of Labour will host an event at the Fluvarium in St. John’s honoring workers.

This event will be attended by the Honourable Sarah Stoodley, Minister of Digital Government and Service NL, and Minister Responsible for Occupational Health and Safety, and the Honourable Bernard Davis, Minister of Environment and Climate Change, and Minister Responsible for WorkplaceNL.

The consultation process was conducted by government’s Public Engagement and Planning Division, and included an online questionnaire through engageNL and three virtual consultation sessions. Information gathered will help inform potential amendments to the Act.

Minister Crocker Congratulates 2022 Arts and Letters Award Winners

The Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, today congratulated the winners of the annual Arts and Letters Awards Program. The awards were presented at a reception recently held at The Rooms in St. John’s.

First launched in 1952, the Arts and Letters Awards Program encourages the creation of new works of art. The program celebrates artistic excellence for both emerging and established artists throughout the province.

Prizes totaling $44,000 were awarded in the categories of literary, music, visual arts, and digital multimedia. There were 30 winning entries in the Junior Division and 32 winning entries in the Senior Division. Four hundred and seventy entries were submitted for consideration for the 2022 program.

The Percy Janes First Novel Award, the program’s top prize of $2,500, was awarded to Dane Gill of St. John’s for his manuscript Anson in Antarctica.

The Arts and Letters Exhibition, featuring the work of the 2022 award recipients, runs from April 23 to May 15 at The Rooms in the Level 4 Art Gallery.

Proponent Selected for Bays West Aquaculture Industry Expansion

The Honourable Derrick Bragg, Minister of Fisheries, Forestry and Agriculture, today announced that Grieg Seafood Newfoundland is the successful proponent of the Provincial Government’s recent Expression of Interest process for potential aquaculture development on the province’s southwest coast. Minister Bragg made the announcement in Burgeo with the Honourable Andrew Parsons, Minister of Industry, Energy and Technology and MHA for Burgeo-La Poile.

Grieg Seafood Newfoundland was the highest ranked proponent in a thorough, multi-phase procurement process to seek Expressions of Interest, followed by Request for Qualifications and Request for Proposals phases. The Provincial Government engaged a third-party fairness advisor to guide the procurement process and to ensure it was transparent and non-biased.

The Provincial Government will now begin discussions on a Memorandum of Understanding with Grieg Seafood Newfoundland, which will lay out time-bound milestones the company must meet when developing this area.

The bays west area, from Bay d’Espoir west towards Burgeo and Port-aux-Basques, has the potential to produce 15,000 to 20,000 metric tonnes of Atlantic salmon and create employment and economic development, particularly on the island’s southwest coast.

Itinerary unveiled for the 2022 Royal Tour of Canada of The Prince of Wales and The Duchess of Cornwall

Today the Government of Canada unveiled the official itinerary for the upcoming Royal Tour this spring, part of the year-long celebrations marking the Platinum Jubilee of Her Majesty Queen Elizabeth II. From Canada’s easternmost point to rich northern landscapes, Their Royal Highnesses The Prince of Wales and The Duchess of Cornwall will visit St. John’s, Newfoundland and Labrador on May 17, Canada’s Capital Region on May 18 and Yellowknife and Dettah, Northwest Territories on May 19.

During their tour, Their Royal Highnesses will meet with diverse communities through engagements on topics such as innovation and entrepreneurship in the context of the pandemic, climate change and sustainability as well as diversity and inclusion, to name a few.

Itinerary Highlights

May 17: St. John’s, Newfoundland and Labrador

The Royal Couple will begin their visit to Canada with an official welcoming ceremony in the presence of Indigenous leaders at the Confederation Building, overlooking the capital of St. John’s. The public ceremony will include military honours, a prayer in Inuktitut, Innu drumming, Mi’kmaq music, as well as lively artistic performances showcasing the province’s rich tradition of song and story. The event will also include official addresses by dignitaries and The Prince of Wales.

The Royal Couple will then visit Government House, the official residence of the Lieutenant Governor of Newfoundland and Labrador, to participate in events with members of the community, commencing with a solemn moment of reflection and prayer with Indigenous leaders at the Heart Garden to honour and remember the Indigenous children who attended Residential Schools in Labrador and Northern Newfoundland. A discussion on Canada’s wool industry will follow, showcased through Newfoundland and Labrador artistry. The stop will also include the inauguration of the new Commonwealth Walkway – a Platinum Jubilee commemorative project – on the grounds of Government House.

Their Royal Highnesses will wrap up their first day in Canada at picturesque Quidi Vidi Village, where they will meet local artists and participate in a collective work of rug-hooking at Quidi Vidi Village Artisan Studios. They will meet with local vendors and members of the community during a walkabout of the harbour. They will also visit Quidi Vidi Brewery to learn about its unique brewing process and meet with local food producers and representatives of Newfoundland and Labrador’s vibrant culinary scene.

May 18: Canada’s Capital Region

His Royal Highness The Prince of Wales will be invested into the Order of Military Merit during a ceremony at Rideau Hall before he and The Duchess of Cornwall lay a wreath in honour of Canadian veterans and active service members at the National War Memorial.

Their Royal Highnesses will then meet with members and organizations from the Canadian Ukrainian community and take part in a traditional prayer service at a cathedral in Ottawa to learn about their stories and Canada’s efforts to support the people of Ukraine.

Afternoon events will include a visit to an elementary school to engage with schoolchildren, parents and teachers on the importance of literacy. The Prince of Wales will also meet with Prince’s Trust veterans and youth program participants and take part in a discussion on sustainable finance in combating climate change and building a net-zero economy. Their Royal Highnesses will then visit the home of the world-famous Royal Canadian Mounted Police Musical Ride to meet the riders, walk through the stables and attend a special performance of the Musical Ride.

Later at Rideau Hall, The Prince of Wales will hold bilateral meetings with the Governor General of Canada and with the Prime Minister of Canada. A special evening reception with Their Royal Highnesses will celebrate Her Majesty’s Platinum Jubilee and bring together Canadians from various backgrounds who have dedicated their lives to serving their communities, like Her Majesty.

May 19: Yellowknife and Dettah, Northwest Territories

On the final leg of their journey, Their Royal Highnesses will land in Yellowknife and visit Dettah, a thriving Dene First Nation community, to take part in various community events and experience local culture and traditions. Their visit will include a community welcome, an opening prayer, a traditional drumming circle, a feeding the fire ceremony, a discussion with local Chiefs and Elders, and a visit to Kaw Tay Whee School, a school offering high quality and culturally responsive programming.

At Fred Henne Territorial Park, The Prince of Wales will meet with members of the Canadian Rangers to mark the organization’s 75th anniversary and be appointed an Honorary Canadian Ranger. At the Dettah Ice Road, he will then meet with local experts to discuss the impact of climate change in the Northwest Territories and the importance of Indigenous-led initiatives to address these challenges. Meanwhile, The Duchess of Cornwall will visit a safe transitional housing centre and community organization that offers services to women and children fleeing violence.

Finally, at the Prince of Wales Northern Heritage Centre, Their Royal Highnesses will meet with local food producers. They will also take part in a discussion on Treaty 11, its history and its legacy in the Northwest Territories, as well as observe a demonstration of traditional Inuit sports and learn about traditional crafts. Treaty 11 is known as the last of Canada’s numbered treaties, which was signed by the Crown and First Nations in the Northwest Territories in 1921.

Their Royal Highnesses will then proceed to the Ceremonial Circle for a Platinum Jubilee Celebration and the unveiling of a plaque at the Northwest Territories’ Platinum Jubilee Garden.

Transitional CEO Announced for Single Health Authority Planning Phase

David Diamond, current President and CEO of the Eastern Regional Health Authority, has been named the transitional CEO to lead the planning team that will be put in place for the establishment of one health authority for the province.

As announced in Budget 2022, the Provincial Government is moving forward with plans to establish a single health authority to create more consistency in health care throughout Newfoundland and Labrador, as well as avoid duplication in associated corporate services such as human resources, payroll and finance. The four existing health authorities will be maintained during transition planning and operations will continue status quo.

Health Accord NL was established to re-imagine health and health care in Newfoundland and Labrador, and a compelling case for change was clearly detailed throughout their consultation process and final report. Arising from the Health Accord NL recommendations, government has begun the process of integrating the existing four health authorities into one entity. It is important that the new authority structure be reflective of all regions of the province and, as such, the new health authority will engage with communities during the interim period.

During the transition process, the team will assess and manage integration issues such as: evaluating program delivery within the public sector and recommending organizational structures to improve access to consistent, quality and safe care; seeking opportunities to streamline clinical services delivery and corporate services; developing human resources strategies to manage transition issues; aligning policies; consolidating systems; and maintaining engagement and communications with many stakeholders as the transition progresses. Employment impacts will be managed primarily through attrition and other efficiencies, and it is anticipated that employees would be offered meaningful, comparable alternative employment in the new regional health authority.

Proponent: Fisheries and Oceans Canada, Small Craft Harbours
The proponent is proposing the construction of a breakwater approximately 130 metres long by 20 metres wide to provide protection of an existing wharf in Barr’d Harbour on the Great Northern Peninsula. An area adjacent to the breakwater will be graded to provide safe vehicle access for launching small vessels. The project site is located within the community of Barr’d Harbour approximately 17 kilometres Northeast of Port Aux Choix (Route 430). The undertaking was registered on April 20, 2022; the deadline for public comments is May 27, 2022; and the minister’s decision is due by June 4, 2022.

Public Advisory: Provincial Campsite Reservation System to Start Accepting Reservations for the 2022 Come Home Camping Season

The provincial campsite reservation system will open for the Come Home 2022 camping season on Wednesday (April 27) at 7:00 a.m. (NST). To reserve a campsite at one of the province’s 13 camping parks, people can call toll-free 1-877-214-CAMP (2267) or visit www.nlcamping.ca.

Seven of the 13 camping parks are scheduled to open for the Victoria Day weekend. The six remaining camping parks will open in late May or early June. The opening and closing dates of the 13 camping parks can be found in the backgrounder below.

Provincial Government Supporting Electric Vehicle Project through Budget 2022

At today’s opening of the EV Resource and Learning Centre, the Honourable Bernard Davis, Minister of Environment and Climate Change announced $77,900 for a new electric vehicle outreach project, to be provided by Drive Electric NL.

Through this innovative project, Drive Electric NL will help bring the electric vehicle experience to Newfoundlanders and Labradorians. Drive Electric NL will offer information sessions to potential owners before purchase and offer test drives with an electric vehicle to experience driving one first-hand. The organization also plans to visit participating schools throughout the province to present an electric vehicle ‘show and tell’ session for students.

Established in 2018, Drive Electric NL is a not-for profit organization created to educate individuals and businesses in Newfoundland and Labrador on the benefits of electric vehicle ownership and related opportunities.

Through Budget 2022, the Provincial Government is investing an additional $1 million for electric vehicle charging infrastructure and $900,000 for electric vehicle incentives, which includes a $2,500 rebate for consumers who purchase or lease an all-electric vehicle and a $1,500 rebate for the purchase or lease of a plug-in hybrid vehicle.

Applications Now Open for the K-6 Teacher Mathematics Bursary Program

Applications are now being accepted for the spring 2022 semester for the K-6 Mathematics Bursary. The deadline for spring applications is June 30, 2022.

Through the Education Action Plan, released in 2018, the Provincial Government introduced a math bursary for K-6 teachers to build capacity and enhance math education in primary and elementary schools.

The Department of Education welcomes applications from administrators and teachers who work with K-6 students, including replacement and substitute teachers.

Since 2018, more than $260,000 has been invested in mathematics professional learning opportunities for school administrators, classroom teachers and specialists, including $65,750 in bursaries for more than 100 K-6 teachers.

The Honourable John G. Abbott, Minister of Children, Seniors and Social Development and Minister Responsible for the Community Sector, joins Penny Rowe, Chief Executive Officer, Community Sector Council Newfoundland and Labrador, to proclaim April 24 – 30 as National Volunteer Week.

Volunteers are pillars in Newfoundland and Labrador’s community sector. National Volunteer Week provides an opportunity to recognize the importance of volunteerism, and acknowledge the extraordinary efforts and impact volunteers make in their communities. It is also a time to celebrate the inspiring and invaluable service of volunteers and appreciate their selfless and dedicated service.

This year’s theme – Volunteering is Empathy in Action – highlights the importance of empathy to volunteering, which was particularly exemplified by the exceptional efforts of volunteers over the last two years of the COVID-19 pandemic.

Since 1976, the Community Sector Council of Newfoundland and Labrador has played an important role in engaging communities, fostering volunteerism and cultivating leadership to build healthy and dynamic communities.

The Government of Newfoundland and Labrador invests more than $100 million annually in grants and core funding to support the community sector. This year, a new application and assessment process will be developed for core funding. Through Budget 2022, an additional $5 million is also added to the funds available to support community-based organizations.
