Mr. Speaker, I rise today to highlight the launch of Text-9-1-1 or T911. The system assists 911 Call Takers to communicate quickly and clearly with persons who are Deaf, late deafened, hard of hearing and others who may benefit by using wireless text messaging.

Mr. Speaker, I recently had the honour of welcoming a visiting delegation from the Vietnam Skills for Employment Project to our province.

Amendments to the Workplace Health, Safety and Compensation Act to provide presumptive coverage for work-related post-traumatic stress disorder (PTSD) for all workers covered under the act will be introduced for second reading in the House of Assembly today.

Today, I am announcing that the Government of Newfoundland and Labrador will proceed with the establishment of an inquiry into search and rescue services in our province, in keeping with a commitment we made to the people of the province, to those working in marine environments, and to the family and friends of Burton Winters.

Education and Early Childhood Development

In recognition of Computer Science Education Week, students throughout the province are participating in a number of activities, including Hour of Code. Educators are encouraged to involve students in this global initiative, as coding activities serve to empower students to create, communicate, collaborate and problem solve.

Fisheries and Land Resources

The Honourable Gerry Byrne, Minister of Fisheries and Land Resources, will join the Honourable Jonathan Wilkinson, Minister of Fisheries, Oceans and the Canadian Coast Guard, to co-chair meetings of the Canadian Council of Fisheries and Aquaculture Ministers (CCFAM) on Tuesday, December 4, and Wednesday, December 5, at the Delta Hotel, St. John’s. Minister Byrne and fellow ministers will meet with media at the close of the two-day event, at 11:30 a.m. on Wednesday, December 5, also at the Delta. Topics to be discussed during the meetings include marine conservation, aquatic invasive species and inland fisheries.

The Honourable Dwight Ball, Premier of Newfoundland and Labrador, and the Honourable Sherry Gambin-Walsh, Minister of Service NL, will provide details on an Act to Amend the Workplace Health, Safety and Compensation Act tomorrow (Tuesday, December 4) at 12:00 p.m. in the Media Centre, Ground Floor, East Block, Confederation Building.

Advanced Education, Skills and Labour

The Provincial Government is seeking input from employees and employers in response to an application from industry stakeholders requesting to designate the Refrigeration and Air Conditioning Mechanic as a compulsory certified trade in Newfoundland and Labrador. Only registered apprentices and journeypersons may work in a compulsory certified trade.

The public is advised of a change in the hours of operation for offices of the Department of Advanced Education, Skills and Labour in Happy Valley-Goose Bay and Wabush.

Transportation and Works

The Provincial Government is inviting the public to attend Newfoundland and Labrador’s 32nd annual Christmas Lights Across Canada celebration. The event will be held on Thursday, December 6, beginning at 6:00 p.m. in the lobby of the Confederation Building, East Block.

Mr. Speaker, I rise today to recognize December 3 as International Day of Persons with Disabilities. This day is celebrated internationally to promote the rights and well-being of persons with disabilities.

Today, the Honourable Sherry Gambin-Walsh, Minister of Service NL, is recognizing National Safe Driving Week, which officially began on December 1.

The Honourable Lisa Dempster, Minister Responsible for the Status of Persons with Disabilities, today signed a proclamation to celebrate the International Day of Persons with Disabilities.

Tourism, Culture, Industry and Innovation

The portion of the T'Railway Provincial Park in the Gaff Topsails, approximately 13.7 kilometres east of Howley, has been repaired and is now open.

Health and Community Services

The Newfoundland and Labrador Centre for Health Information (NLCHI) has informed the Department of Health and Community Services about a software error involving the provincial Electronic Medical Record program. The error may have delayed physicians and other health care providers in receiving some medical results, which in turn may have delayed timely notification to patients. The error involved medical results that occurred between November 2017 and November 2018 for 615 patients.

The Honourable Al Hawkins, Minister of Education and Early Childhood Development, will join representatives from Mali, Philippines and Russia in a panel discussion in Brussels, Belgium, December 3-5, for the United Nations Educational Scientific and Cultural Organization (UNESCO) Global Education 2030 Meeting.
