The Department of Fisheries, Forestry and Agriculture’s Resource Enforcement Division is seeking public assistance to support an ongoing investigation into a recent caribou poaching incident near the community of Loon Bay.

An investigation was initiated after Resource Enforcement Officers discovered a fresh caribou paunch on the Loon Bay Access Road, which is an area closed to caribou hunting. Based on evidence located at the site, officers estimate the animal was killed between the evening of Monday, December 11, and the morning of Wednesday, December 13.

Anyone with information about this incident or who witnessed suspicious activity in the area is encouraged to contact the Resource Enforcement Division, Gander Detachment, at 709-256-1293.

The public can also report anonymously by calling 1-877-820-0999 or contacting Crime Stoppers at 1-800-222-TIPS. Anonymous reports can also be submitted online at www.nlcrimestoppers.com or www.stoppoaching.ca.

The public is reminded it is an offence under the Wild Life Act to harvest any species of game during a closed time and to willfully or intentionally allow the flesh of wildlife taken or killed for food to be destroyed, wasted or spoiled.

Effective Thursday, February 1, 2024, at 12:01 a.m. the Royal Newfoundland Constabulary will be the new police of jurisdiction for the communities of Massey Drive and Mount Moriah.

In August 2023, the Honourable John Hogan, KC, Minister of Justice and Public Safety and Attorney General, announced that the Royal Newfoundland Constabulary would be expanding its jurisdiction in western Newfoundland. This first phase of expansion will be followed by additional phases throughout 2024, with further information to be shared publicly as the process continues.

The Royal Canadian Mounted Police will continue to manage ongoing files that have been previously reported through them in this area. Residents with ongoing matters should continue to engage the police agency currently handling their file, unless notified directly that their file has been transferred.

There is no change to 9-1-1 services. As always, dial 9-1-1 in case of emergency.

Residents of Massey Drive and Mount Moriah can expect continued professional police services, delivered through the Royal Newfoundland Constabulary. The Royal Newfoundland Constabulary is familiar with the region, having provided policing services in Corner Brook for more than 30 years.

The Royal Canadian Mounted Police are thanked for the years of dedication and commitment to the residents of Massey Drive and Mount Moriah. The Provincial Government is continuing to work with communities, both police agencies, and the Government of Canada to ensure policing is working in the most effective and efficient way possible to ensure all Newfoundlanders and Labradorians feel safe and secure.

The Government of Newfoundland and Labrador is proceeding with Phase III of the review of the province’s current offshore oil and gas interests. Specific focus will be on the province’s 4.9 per cent equity position in Hebron, 8.7 per cent equity position in the Hibernia Southern Extension, five per cent equity position in the White Rose Extension project, and the asset and exploration teams and intellectual property within Oil and Gas Corporation of Newfoundland and Labrador.

As part of this phase, Rothschild & Co. will present the province’s portfolio of oil and gas assets to potential buyers. This exercise does not bind government to any subsequent action but enables an informed decision on whether to proceed to detailed negotiations to sell those assets. No new contract with Rothschild & Co. is required.

Government received the initial (Phase I) report by Rothschild & Co. in April 2022, which was the first comprehensive review of assets in the province’s history. Government moved ahead with the review of oil and gas assets (Phase II) in March 2023. No similar decisions have been made at this point with respect to any other asset included in the initial Rothschild & Co. review.

Government continues to consider how to structure the province’s asset portfolio to ensure sound fiscal stewardship for taxpayers, deliver modern, high-quality services to residents and respect the valued work done by public sector employees.

The Provincial Government has released a report outlining a review of the Operating Grant Program for child care services in Newfoundland and Labrador.

The report includes six opportunity areas for improving the Operating Grant Program, including:

• Governance;
• Funding and rates;
• Program policies, processes and requirements;
• Accountability;
• Workforce; and
• System enablers.

The Department of Education has reviewed the report. Work has begun to address approved recommendations in each of the areas identified for improvements in line with the high-level road map included in the report.

The Operating Grant Program is a key component of the Canada-Newfoundland and Labrador Canada-wide Early Learning and Child Care Agreement, and helps to address the affordability, quality, and availability of child care services for families with young children in the province. Through the Canada-wide agreement, the Government of Canada is contributing more than $306 million for child care in Newfoundland and Labrador between 2021-2022 and 2025-2026.

There are currently more than 8,600 early learning and child care spaces operating at $10 a day or less in the province, with almost 1,200 child care spaces created in 2023.

Effective June 1, 2024, high-cost credit lenders must be licensed to operate in Newfoundland and Labrador.

High-cost credit lenders are distinct from banks, credit unions and payday lenders, and offer installment loans at high interest rates. The cost of borrowing may include additional fees and compounding interest. These financing arrangements may be used, for example, for lease-to-own home furnishings, renovations or vehicle purchases.

To better protect borrowers who take out high-cost loans, high-cost credit lenders will be required to comply with the Consumer Protection and Business Practices Act, along with the High-Cost Credit Product Regulations and High-Cost Credit Product Licensing Regulations.

The Regulations, published in the Newfoundland and Labrador Gazette, prescribe high-cost credit product rates, detail prohibitive practices and specify guidelines to enter into a credit agreement. The Regulations also establish licensing, notification and document retention requirements.

This new legislation makes Newfoundland and Labrador the first Atlantic Province to implement a regulatory regime specific to high-cost credit lenders.

The Honourable Lisa Dempster, Minister of Labrador Affairs, today announced additional improvements for patients who avail of the Medical Transportation Assistance Program (MTAP).

These improvements, which are effective for travel beginning on or after December 1, 2023, include:

1. A new 85 per cent flight assistance rate for Labrador-Grenfell Health Zone residents travelling in- and out-of-province with airfare costs greater than $8,000 over a 12-month period
2. Elimination of the $400 deductible for residents of Island health zones who travel for medical appointments out-of-province.
3. An increase in assistance for residents of Island health zones who travel out-of-province by air. This change means that all residents of the province are entitled to the same airfare assistance rates when they must travel out-of-province to access specialized insured medical services. The extra financial help for patients and their escorts (if applicable) is offered upfront or after travel is complete and consists of:
   1. $1,000 in total which can be applied towards the cost of first eligible flight(s);
   2. 75 per cent towards additional eligible airfare costs between $1,000 and $8,000; and
   3. 85 per cent towards costs greater than $8,000 accumulated over a 12-month period.
4. An increase in the claimable per diem rate for purchased accommodations to $150 per night in-province and $175 per night out-of-province.
5. An increase in the private vehicle mileage rate from 20 cents to 25 cents per kilometre for patients who drive more than 4,000 kilometres during a 12-month period.

These improvements build on earlier enhancements announced in May and September, which included the expansion of assistance rates to all residents of the Labrador-Grenfell Health Zone and the establishment of a new in-province Flight Voucher Program in partnership with PAL Airlines. The newest 85 per cent airfare assistance rate will also be available for pre-approved flights booked through the new in-province Flight Voucher Program when airfare costs are greater than $8,000 over a 12-month period.

The improvements in medical transportation assistance are financed through a $1-million initiative announced by the Provincial Government in Budget 2023.

This release is being issued on behalf of the Newfoundland and Labrador Housing Corporation.

As part of the Provincial Government’s continued focus on providing access to safe and affordable housing, over the coming weeks eight individuals or families will move into newly constructed Newfoundland and Labrador Housing (NLHC) affordable homes in the Pleasantville area of St. John’s.

The two buildings, located at 35 and 37 Janeway Place in Pleasantville, each feature two wheelchair-accessible one-bedroom units on the main level, as well as two one-bedroom units on the second level.

Universal Design features are incorporated throughout the building and include items such as widened exterior and interior doors and hallways, and lever-type door handles and faucets. Energy efficiency is also a key element in the design and construction of the buildings.

The units are the result of a combined $1.8 million investment from the Provincial and Federal Governments, including funding under the National Housing Strategy’s Rapid Housing Initiative (RHI) Project Stream, Phase 2.

These eight units are the first of 40 NLHC affordable housing units being constructed on Janeway Place, with construction on the remaining 32 units scheduled to begin in spring 2024.

These units are in addition to the 40-unit affordable residential apartment complex that will be constructed nearby on the corner of Charter Avenue and St. John’s Place. This complex will feature one-and two-bedroom units, as well as retail and supportive services space on the ground floor. Construction is anticipated to commence in 2024.

The Provincial Government continues to advance programs and initiatives to increase access to affordable housing in Newfoundland and Labrador. This includes:

• The five-point plan to increase the availability of housing that is affordable. Through targeted actions, valued at more than $65 million, this plan will result in upwards of 500 new housing options added to the market; and
• The Affordable Rental Housing Program, an investment of over $80 million to support 91 private and community housing sector projects in constructing approximately 900 new affordable rental housing homes by September 2025.

The Rapid Housing Initiative, delivered by the Canada Mortgage and Housing Corporation (CMHC) as part of the National Housing Strategy (NHS), provides funding to develop new affordable homes. It covers costs associated with constructing new rental buildings, converting non-residential to affordable multi-unit homes, and rehabilitating buildings in disrepair and/or abandoned into affordable multi-residential homes. These investments made under the Rapid Housing Initiative are expected to support thousands of construction-related jobs for Canadians from coast to coast to coast.

• The Rapid Housing Initiative (RHI) was launched as a $2.5 billion program under the National Housing Strategy (NHS) to help address the urgent housing needs of vulnerable Canadians.
• The Government of Canada’s 2022 budget announced an additional investment of $1.5 billion for a third round of the Rapid Housing Initiative (RHI). This new funding will create up to 4,500 new affordable homes, with at least 25 per cent of funding going towards women-focused projects. This brings the total investment in RHI to $4 billion, which will help build over 15,000 homes in total for people who need them most in this country.
• The Rapid Housing Initiative is part of Canada’s National Housing Strategy (NHS), an $82+ billion plan to give more Canadians a place to call home. Progress on programs and initiatives are updated quarterly at placetocallhome.ca. The Housing Funding Initiatives Mapshows affordable housing projects that have been developed.
• As of September 30, 2023, the Government of Canada has committed over $38.89 billion to support the creation of over 151,803 and the repair of over 241,133 homes. These measures prioritize those in greatest need, including seniors, Indigenous Peoples, people experiencing or at risk of homelessness, and women and children fleeing violence.

The Provincial Government, along with its community partners, continues its efforts to address homelessness in the province, and is today announcing a partnership between the Newfoundland and Labrador Housing Corporation (NLHC), Newfoundland and Labrador (NL) Health Services and Clayton Hospitality, a local hotel operator. This partnership will see the hotel, located at 106 Airport Road in St. John’s, used as a transitional supportive living arrangement for individuals experiencing homelessness.

Transitional supportive living provides temporary accommodations with wrap-around supports for individuals who are experiencing homelessness, with the goal of fostering transition to independent permanent housing. This facility includes 140 rooms for use as transitional units and will include designated rooms supported by NL Health Services. Clients will be identified through an intake process and health care services will include harm reduction, community health nursing, case management, mental health and addiction services and social navigation.

The facility will feature on-site personnel, security and a key card system for each individual room, as well as three-times daily meal service. Hotel staff will be joined by a combination of community-based staff, security and health care professionals.

The facility is expected to begin accepting temporary residents in March 2024. The lease agreement provides for a three-year term until December 31, 2026.

The new arrangement complements the important work to date by the St. John’s Homelessness Acute Response Task Force since its establishment in late-November. All individuals staying at the tent encampment have been offered safe and secure placement with wrap-around supports.

Coordinated services continue to be offered and delivered to individuals engaged in the encampment in downtown St. John’s. Through regular visits by partner agencies including the Provincial Government, End Homelessness St. John’s, and NL Health Services, individuals continue to be offered services and medical care, as required.

The NL Health Services’ Harm Reduction Team, which includes nurse practitioners, psychiatric registered nurses, pharmacists, occupational therapists, addictions counsellors, peer support and outreach staff, continues to be actively engaged in working with the individuals to understand their health needs, including medications and mental health supports.

The Honourable Paul Pike, Minister Responsible for the Newfoundland and Labrador Housing Corporation (NLHC), will officially open eight new NLHC affordable housing units in St. John’s on Monday, January 8.

The event will take place at the NL Housing and Homelessness Network Provincial Learning Centre, 77 Charter Avenue, Suite 100, St. John’s, at 10 a.m. Following the announcement, media will be invited to tour one of the completed units, located at 37 Janeway Place.

Minister Pike will be joined by Joanne Thompson, Member of Parliament for St. John’s East, on behalf of the Honourable Sean Fraser, federal Minister of Housing, Infrastructure and Communities, as well as the Honourable Bernard Davis, Minister of Environment and Climate Change and MHA for Virginia Waters-Pleasantville, and His Worship Danny Breen, Mayor of the City of St. John’s.

As Newfoundland and Labrador enters the early days of 2024, the Year of the Arts officially begins. This year, the province’s rich and vibrant arts and cultural sector and the artists who comprise it will enrich our communities with artistic creation, presentations and marquee events.

Since the Year of the Arts was announced in 2023, the Provincial Government has provided more than $4 million to support and enable projects for the year ahead. Many events are planned, showcasing the immense talent and creativity of Newfoundland and Labrador artists, with more to be released in the coming weeks.

In addition to igniting new inspiration and projects, the Year of the Arts aims to applaud the success of established arts and culturally related events by helping the community enhance them, taking them to the next level. The Year of the Arts also aims to position Newfoundland and Labrador as a creative and cultural hub where artists can live out their dreams of both creating art and making a living doing so.

To support women and children at risk or fleeing violence on the Burin Peninsula, the Federal, Provincial and Municipal Governments came together today to announce more than $7.5 million to build a shelter for women in Marystown. This investment is aligned with the Provincial Government’s overall commitment to supporting the safety and well-being of women in the province.

Owned and operated by Grace Sparkes House, the new shelter will have 10 private rooms with 20 beds, with a design that will accommodate single women, women with children and trans women that are in emergency need.

The shelter will have a safe interior space with a fenced-in outdoor courtyard. Security features such as cameras monitored by staff, deadbolts and keycard entry will also be in place. The residents will have access to both an in-suite kitchenette and a communal kitchen, as well as laundry facilities in each wing of the building.

Funding for this project includes:

• $6.7 million in funding through the federal Affordable Housing Fund, Women and Children Stream;
• $40,000 from Canada Mortgage and Housing Corporation’s SEED funding;
• $722,000 in funding from the Government of Newfoundland and Labrador;
• $250,845 in funding through Reaching Home – Remote and Rural NL Funding Stream; and
• Land donated by the Town of Marystown.

Construction of the project is expected to be completed in spring 2024.

• The Government of Canada’s National Housing Strategy (NHS) is an ambitious 10-year plan that will invest over $82 billion to give more Canadians a place to call home.
• The Affordable Housing Fund (AHF) (previously the National Housing Co-Investment Fund) (NHCF) is a program under the NHS that gives priority to projects that help people who need it most, including women and children fleeing family violence, seniors, Indigenous peoples, people living with disabilities, those with mental health or addiction issues, veterans, and young adults.
• The AHF is part of Canada’s NHS, an $82-billion-plus plan to give more Canadians a place to call home. Progress on programs and initiatives are updated quarterly at https://www.placetocallhome.ca/. The Housing Funding Initiatives Map shows affordable housing projects that have been developed.
• As of September 30, 2023, the Government of Canada has committed over $38.89 billion to support the creation of over 151,803 units and the repair of over 241,133 units.

Minister Howell Announces Recipients of Safe, Caring and Inclusive Schools Special Initiatives Grants

The Honourable Krista Lynn Howell, Minister of Education, today announced the recipients of this year’s Safe, Caring and Inclusive Schools Special Initiatives Grants.

To help establish safe and inclusive learning environments for all students, the Provincial Government is providing $12,500 for these grants, shared among 26 public schools this year. The Safe, Caring and Inclusive Schools Special Initiatives Grants aims to support specific initiatives in schools that are student focused. Schools are recognized for their efforts in achieving safe, caring and inclusive learning environments, promoting positive school climates, and sustaining safe and inclusive communities that celebrates equity, diversity, inclusion and accessibility.

The event will take place at the Marystown Summer Games Building, 2A Harris Drive, beginning at 1:00 p.m.

The ministers will join Churence Rogers, Member of Parliament for Bonavista-Burin-Trinity, on behalf of the Honourable Sean Fraser, federal Minister of Housing, Infrastructure and Communities. Also participating will be His Worship Brian Keating, Mayor of the Town of Marystown, and Lisa Slaney, Executive Director of Grace Sparkes House.

The Government of Newfoundland and Labrador has completed the integration of the former Newfoundland and Labrador English School District.

The NLSchools brand will now represent the K-12 English public school system in Newfoundland and Labrador. All school-facing functions (including the daily operations of schools), teacher hiring and allocation, and school transportation remain unchanged.

The Department of Transportation and Infrastructure will undertake new responsibilities, which include the daily operations of student transportation, as well as supporting maintenance services to school facilities throughout Newfoundland and Labrador.

Integration allows staff from the former school district and from government to work together to support improved educational outcomes in a more unified way. Aligning program and curriculum development and enhancing service delivery will improve the education experience and help students excel.

The Provincial Government has taken additional actions to improve the educational experience of students in K-12 public education. These include:

• Embarking on a transformative educational process to review and evolve the K-12 educational curriculum;
• Developing and implementing a Grade 10 literacy and numeracy assessment by 2025 to ensure that students have the expected mathematics knowledge and skills as they leave the K-12 public education system;
• Continuing to promote the new STELLAR Program which promotes professional learning opportunities for educators in mathematics education;
• Implementing the Newfoundland and Labrador Standards of Practice for Mathematics Teaching which is designed to promote excellence among math teachers through professional learning, engaging in reflection on practice, and working collaboratively with others in mathematics teaching;
• Phasing out the 1.6 kilometre rule to access school bus services; and,
• Allocating over $127 million through Budget 2023 to educational infrastructure, including new schools in Portugal Cove-St. Philip’s, Cartwright and Kenmount Terrace in St. John’s, to support modern learning environments.

The Department of Education worked closely with the English School District, the Newfoundland and Labrador Teachers Association, NAPE and CUPE throughout the integration process to support a seamless transition.

Report: A-2023-053 Report Date: December 29, 2023 Public Body: Department of Finance Summary: The Complainant made an access request to the Department of Finance for records relating to the planning for the release of the Office of the Auditor General’s report on Memorial University. The Department responded that it had no responsive records other than those that had been provided and published in response to an earlier request. The Complainant filed a complaint, arguing that the Department had not conducted a reasonable search under section 13 (duty to assist the applicant) and that the redactions made to the previously published records were inappropriate. On review the Commissioner found that the Department had conducted a reasonable search for records, and that the exceptions were properly applied. The Commissioner recommended that the Department need not conduct a further search, and that it continue to withhold the information.
