Minister P. Parsons Launches Consultations to Help Inform New Legislation that is Inclusive of Gender-Diverse People
The Provincial Government is seeking feedback from the public as it moves to replace the decades-old Status of Women Advisory Council Act with new legislation that is inclusive of gender-diverse people. This will mark the first substantive review of the legislation since it was enacted in 1980.
In 2021, the Government of Newfoundland and Labrador underwent a restructuring process which resulted in changes to the then-named Office for the Status of Women. These changes included the creation of an Office of Women and Gender Equality with a dedicated focus on the needs and issues of concern for gender-diverse individuals.
Within this expanded mandate, the Office of Women and Gender Equality remains responsible for the Status of Women Advisory Council Act, which governs the Provincial Advisory Council on the Status of Women, an arms-length, legislated organization that reports to the minister on matters relating to the status of women in Newfoundland and Labrador.
By repealing and replacing the existing Act, consideration will be given, but not limited, to:
- Updating the name of the Act and advisory council to reflect gender diversity.
- Allowing the advisory council’s mandate to expand to include issues of concern for 2SLGBTQQIA+ people in the province.
- Re-defining/restructuring the responsibilities, duties and powers of all council members and staff, including the President and Chief Executive Officer.
- Clarifying the composition of the Provincial Advisory Council on the Status of Women, including membership criteria and term limits.
- Strengthening mechanisms of accountability.
- Modernizing the language of the Act.
The first phase of consultations will be conducted online, where participants complete a questionnaire or provide written submissions about what they would like to see in a new act. The online questionnaire and information regarding written submissions is available at engageNL.ca. Deadline for questionnaires and written submissions is February 23, 2024.
Quote
“As the needs of residents in our province change, so must the services, programs and entities that serve them. We are committed to improving the well-being of women, girls and 2SLGBTQQIA+ people in our province. Modernizing the Act is a needed and positive step forward.”

Temporary Bridge to be Installed While Work Continues on Replacement of Canning Bridge in Marystown
The Provincial Government announced today that a temporary bridge will be installed in Marystown while work continues on the replacement of the Marystown Harbour Bridge, known locally as Canning Bridge.
A temporary, portable, pre-fabricated panel bridge – known colloquially as a bailey bridge – will be installed to provide direct access for local traffic, as well as maintaining emergency vehicle and pedestrian traffic.
The design work, as well as the permitting process with Transport Canada and the Department of Fisheries and Oceans to allow for the temporary structure over the waterway, will get underway this winter. Once the permitting process is complete, it is estimated that it will take approximately six months to construct the temporary bridge.
In August 2023, as a part of the Department of Transportation and Infrastructure’s multi-year roads plan, a contract was awarded to Harbourside Engineering Consultants for the concept design work for the replacement of the Canning Bridge. The consultants’ work included design options, including road layout configurations, hydrological capacities, environmental issues, as well as different types of structures and materials for the replacement of the permanent bridge structure.
The work on the permanent replacement of the Canning Bridge will continue in tandem with the preparations for the temporary panel bridge.
Quotes
“We recognize the impacts that the replacement of the Canning Bridge is having on residents of Marystown and surrounding areas, and we also appreciate them making these concerns known. The town along with a local citizens’ committee brought forward the idea of a temporary panel bridge structure while the permanent structure is being addressed, and we committed to having our consultant review that recommendation. Based on the assessment, we are pleased to commit to this solution.”
Honourable John G. Abbott
Minister of Transportation and Infrastructure
“I am so pleased with the announcement of a temporary bridge that will support the ease of access to services for residents in the Marystown area, while the work on a permanent replacement of the bridge continues. The Canning Bridge is an important piece of infrastructure driving growth and development in this region, and I look forward to the completion of this work which will bring long-term benefits for the residents of Marystown as well as the region and the province as a whole.”
Honourable Paul Pike
MHA Burin – Grand Bank
“The connectivity of both sides of our town is integral to how we live and work, and the Canning Bridge is important for that connection. We are very pleased that the Provincial Government listened to the concerns we raised arising from the bridge replacement and will install a temporary panel bridge, which will not impact any privately-owned land, while the new permanent structure is being built.”
His Worship Brian Keating
Mayor of Marystown

Premier Furey and Minister Crocker to Lead London Tourism Mission
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, will lead a tourism mission to London, United Kingdom, today (January 31) to celebrate and promote the direct air route from St. John’s to London, which begins this spring.
Premier Furey will be joined by the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, as well as a delegation of tourism and transportation partners from the province, including Hospitality Newfoundland and Labrador, Destination St. John’s and the St. John’s International Airport Authority.
While in London, the Premier and Minister Crocker will officially open the Newfoundland and Labrador booth at the Destinations Holiday and Travel Show at Olympia Stadium with a ribbon-cutting ceremony. The Premier and Minister will also address guests at two receptions with tourism and hospitality stakeholders and have arranged meetings with key U.K. travel trade operators.
The goal of the mission is to promote Newfoundland and Labrador as a one-of-a-kind, authentic tourism destination and a key market for travellers from the U.K. The Department of Tourism, Culture, Arts and Recreation’s travel trade and travel media team and partners have been cultivating strong ties with key operators in the U.K. for several years and the affinity for Newfoundland and Labrador among European travel planners and their clientele is strong. The reestablishment of a direct route to London will serve as a catalyst to develop these connections and to encourage direct travel to Newfoundland and Labrador.
Quotes
“Newfoundland and Labrador is a unique and authentic tourism destination. We have what the modern-day tourist is looking for – adventure in nature, a dynamic and exciting food and beverage scene, and music and art galore. The direct flight from St. John’s to London opens a world of potential for our tourism and hospitality industry and we will explore those avenues with boots on the ground in London.”
Honourable Dr. Andrew Furey
Premier of Newfoundland and Labrador
“Now that we have secured the route, the work begins to ensure it is successful. With this mission, we aim to show key tourism and trade stakeholders in the U.K. what a gem of a location Newfoundland and Labrador really is. And we’re just a short five-hour flight away. I look forward to promoting our province on the other side of the pond.”
Honourable Steve Crocker
Minister of Tourism, Culture, Arts and Recreation
“The significance of increased air access for the tourism industry cannot be overstated! Hospitality NL and its members are very excited by the new opportunities the reestablished connection to the U.K. presents for the province and acknowledge the importance of promoting this new route and Newfoundland and Labrador as a destination. As an industry, we look forward to welcoming guests from Europe and providing the authentic, quality experiences for which we are known.”
Deborah Bourden
Hospitality Newfoundland and Labrador
“Destination St. John’s is excited to be in the U.K. market, promoting St. John’s to the leisure, business events and incentive travel markets. With WestJet’s recent U.K. route announcement, YYT – Gatwick, St. John’s becomes an easily accessible and attractive destination for all travellers from the U.K. and further abroad. We are ‘Closer Than You Think.’”

Provincial Government Awards Nearly $1 Million in Funding to Local Projects that Strengthen Adult Literacy
Today the Honourable Krista Lynn Howell, Minister of Education, announced four projects that have received a total of $996,174 in funding by the Government of Canada’s Skills for Success Program.
Projects from the Newfoundland and Labrador Laubach Literacy Council, econext, the Council of Marine Professional Associates, and the Murphy Centre were selected to help strengthen literacy skills within the province.
The Newfoundland and Labrador Laubach Literacy Council received $247,755 for the Employability Skills for Entry-level Health Care Workers project. This project aims to bridge the gap between underrepresented groups experiencing employment barriers and employers in the health-care sector. Western Newfoundland is the base for this project, which focuses on participation of Indigenous women.
Econext received $360,419 for the Green Economy Adult Learner Career Exploration project. This project provides adult learners with micro-learning opportunities, information on career pathways, and work placements all specific to the emerging provincial green economy. Close to 200 individuals can participate in the project, which focuses on newcomers to Canada.
Council of Marine Professional Associates received $140,000 for the Elevate Empower Employ: Women Ocean Innovators in Newfoundland and Labrador project. This project proposes to address the barriers that prevent women from entering the ocean workforce. To do so, the project will raise awareness of employment opportunities, support skills development to explore careers in the ocean sector, and support participants as they enter the workforce.
The Murphy Centre received $250,000 for TECHPREP, a program that helps create opportunities for participants to enter the technology sector in the province. TECHPREP aims to attract, recruit and train participants for the technology sector, with a focus on those participants who require supportive interventions.
To support adult literacy in Newfoundland and Labrador, the Provincial Government implemented the five-year Adult Literacy Action Plan in 2019. The plan places a special emphasis on reaching out to and supporting vulnerable populations, including newcomers, individuals with disabilities, and those facing economic hardships to improve literacy in the province.
Quotes
“Congratulations to each organization on being recognized for your efforts in fostering literacy education in our province. The work and contribution you make to the lives of those who are furthering their literacy skills is foundational to creating a more vibrant and prosperous Newfoundland and Labrador.”
Honourable Krista Lynn Howell
Minister of Education
“There is a wealth of untapped talent across Canada, ready to develop their skills, advance professionally and contribute to Canada’s growing economy. With support from the Skills for Success program, through these organizations we will empower individuals, including those that face barriers to employment, with essential skills in key sectors of Newfoundland and Labrador, such as healthcare, the green economy and the ocean industry. Through these innovative projects, we are helping to create more opportunities in vital sectors for all Canadians.”
Honourable Randy Boissonnault
Minister of Employment, Workforce Development and Official Languages
“Literacy and other essential skills are the foundation a strong workforce stands upon. The demand for better levels of literacy and essential skills among workers is evident as workplaces evolve. Simultaneously, employers are having difficulty filling vacant positions. Through the Employability Skills for Entry-level Health Care Workers program, we are increasing the pool of workers employers can draw from. The program provides essential, employability and job-specific skills training to individuals so they can meet on-the-job demands and succeed at work.”
Margie Lewis
Executive Director, NL Laubach Literacy Council
“We anticipate significant growth in Newfoundland and Labrador’s green economy in the years to come, and it will be important that we maximize the associated local employment opportunities. We are therefore very pleased to partner with the Department of Education in strengthening adult literacy on this increasingly important topic.”
Kieran Hanley
Chief Executive Officer, econext
“Though many traditional sectors have made progress in attracting a diverse labour force, the ocean sector has lagged behind. Marine-related jobs sometimes have limited career options due to their niche training and hiring processes. This project will address the barriers that prevent women from entering the workforce and then elevate, empower and employ women who inspire the next generation to pursue a career in the ocean sector.”
Rick Ellis
President, Council of Marine Professional Associates
“Thanks to this crucial funding, the Murphy Centre’s TECHPREP program becomes an important service in meeting employer demands within Newfoundland and Labrador’s thriving tech sector. This support enables us to empower participants, previously underserved in this field, to explore potential career paths, learn about available post-secondary training opportunities, and equipping them with skills that can not only transform their futures but also assist in fulfilling the workforce needs of our local tech industry.”

Director, The Murphy Centre
