lun, 10/21/2024 - 13:25

The Provincial Government is seeking Expressions of Interest from not-for-profit organizations to operate one or more of 12 site locations for pre-kindergarten programming in Newfoundland and Labrador.

Pre-kindergarten locations have opened in phases throughout the province and will result in the creation of more than 3,000 regulated child care spaces in communities by March 31, 2026. There are currently 34 pre-kindergarten program locations operating in the province, representing close to 600 early learning and child care spaces.

The pre-kindergarten program runs full-time, including during the summer months and during traditional after school hours. The program operates in a school setting to support children’s transition to school. As a regulated full-day early learning program under the Operating Grant Program, participating families will pay $10 per day.

Additionally, the Child Care Subsidy Program is available to assist families with the cost of child care fees at regulated child care services

Expressions of interest are being accepted until 5:00 p.m. Newfoundland Time on Wednesday, October 30, 2024. information on the pre-kindergarten program and the expression of interest is available by visiting gov.nl.ca/education/pre-kindergarten/.

This initiative is a part of several actions under the Canada-Newfoundland and Labrador Canada-Wide Early Learning and Child Care Agreement.

We are listening to families and their need for access to early learning and child care services. I encourage all not-for-profit organizations to submit their interest for this next stage, and to be a part of this important program for children in our province.”

Statement by the Child and Youth Advocate

lun, 10/21/2024 - 13:00

The Office of the Child and Youth Advocate is an independent Statutory Office that supports the province’s children and youth by advocating for their rights and interests in dealing with child serving systems. The Office works tirelessly to ensure their voices are heard – and elevated – in matters that affect them.

“Given recent public discourse, I am gravely concerned with the conversation as it relates to the recent Order in Council from the Premier that directed me “to review, investigate and report on the policies and procedures in place to ensure the safety and well-being of children and youth in receipt of protective intervention services where a report is received alleging that a child or youth has been sexually abused or exploited.” I adamantly believe the focus needs to return to the fundamental rights, well-being, and the safety of vulnerable children and youth in our province. Young people need to have their voices heard, rights respected, and their issues responded to appropriately. This is my promise and responsibility to them, and should be everyone’s promise to them,” said Linda Clemens Spurrell, Child and Youth Advocate.

The Office of the Child and Youth Advocate is well positioned, with its legislative authority and decades of investigative expertise, to do this work while remaining solely focused on children and youth. Furthermore, the Child and Youth Advocate Act outlines the powers and duties of the Advocate including receiving, reviewing and investigating a matter relating to a child or youth or a group of them, whether or not a request or complaint is made. Through the investigative process, the Advocate also has subpoena powers and can require a person to give information relating to a matter being investigated, to produce documents related to the matter, and may summon and examine, on oath or affirmation, a person who in the opinion of the Advocate is able to give information relating to the investigation. These powers position the Office of the Child and Youth Advocate to fulfill its mandate with impunity.

“I was appointed by resolution of the House of Assembly and there are processes in place to address any potential conflict of interest – these processes were undertaken with great diligence. Given the recent public discourse I can share that work has commenced and required documents have been requested from the Department of Children, Seniors and Social Development,” said Linda Clemens Spurrell, Child and Youth Advocate. “However, I want to ensure that the focus remains on what is the foundation of my role – the rights, safety and well-being of our province’s children and youth – that is my priority.”

Stronger Rules to Support the Mortgage Broker Industry Effective April 1

ven, 10/18/2024 - 13:30

New rules for the mortgage broker industry in Newfoundland and Labrador are coming into effect on April 1, 2025.

The new Mortgage Brokerages and Brokers Act and Regulations will:

  • Implement a licensing framework for industry.
  • Introduce education and continuing education requirements for industry.
  • Require the industry to have errors and omissions insurance.
  • Require mortgage brokerages to maintain trust accounts.
  • Strengthen client disclosure requirements for industry.
  • Authorize administrative penalties for the industry.

The new Mortgage Brokerages and Brokers Act and Regulations ensures that Newfoundland and Labrador’s legislation is current and modern, reflecting industry input and national best practices in the regulation of the mortgage broker industry. It also provides greater protection and reassurance for people using mortgage brokering services.

The Department of Digital Government and Service NL will be contacting mortgage brokerages and brokers to inform them about the changes and will work with industry to ensure they are ready by the effective date.

Mortgage interest rates are not affected by the Mortgage Brokerages and Brokers Act and Regulations as these are primarily determined by the Bank of Canada policy rate.

The Mortgage Brokerages and Brokers Regulations are available in the Newfoundland and Labrador Gazette.

Quote
“Buying a new home is one of the most important and most exciting experiences in a person’s life. Navigating the process, however, can be challenging with a lot of information to process and understand. The Mortgage Brokerages and Brokers Act and Regulations will help industry stakeholders provide greater assistance to their clients, while also helping those people looking to get a mortgage and buy a new home in Newfoundland and Labrador.”

Construction of New Adult Mental Health and Addictions Centre Complete

jeu, 10/17/2024 - 14:08

Major construction has been completed on time for the new adult Mental Health and Addictions Centre in St. John’s, representing yet another successful public private partnership (P3) infrastructure project in Newfoundland and Labrador.

In an event today at the new centre, the building was officially handed over by Avalon Healthcare Partnership (AHP) to the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador. NL Health Services is now in operational control of the facility and will begin the process of moving equipment and staff to the new facility, with the goal of opening the new centre to the public in spring 2025.

The new, 240,000-square-foot, six-story, state-of-the-art facility has 102 beds and will provide a modern approach to mental health and addictions-based care, which links physical and mental health services, offering patients and their families holistic and integrated care.

The new centre will be an integral part of a mental health and addictions system and provide a user-friendly environment for health care professionals and modern mental health services for patients and clients, such as:

  • a forensic unit
  • two adult acute units
  • a geriatric unit
  • a short stay unit
  • eating disorder inpatient program

Inpatient amenities will include a therapeutic mall with services such as physiotherapy, a village square, fitness studio, art therapy program and horticultural suite.

The handover marks the conclusion of major construction of the building and the start of the 30-year term of facility management by AHP. The partnership consists of the following major participants: Plenary Americas, Marco Group Ltd., G.J. Cahill and Company (1979) Limited, Cahill Facility Management Ltd., B+H Architects, John Hearn Architect Inc., Smith and Andersen, Entuitive and R.V. Andersen Associates Limited. In 2020, AHP was selected to design, build, finance and maintain the new adult Mental Health and Addictions Centre with a contract value of $330 million.

The building incorporates modern-day architectural and design features that recognize the relationship between design and healing environments. With features such as abundant open spaces, natural light and therapeutic spaces inside and out, and places to engage with family and the community, the centre provides a village-like atmosphere with positive and uplifting spaces. From concept to design, to implementation and launch, persons with lived and living experience, along with partners in government, NL Health Services and community, individuals and groups have played a crucial role in its healing-focused design.

Quotes
“The official handing over of the building from Avalon Healthcare Partnership today is another step along our journey of health care transformation in Newfoundland and Labrador. It represents a focus on care of the whole person – mind and body. There will be no more segregation in health care just because someone has a mental illness. Everyone deserves the right to live and receive treatment in their community, and this new facility is based on a model of care that keeps people in the community and closer to home.”
Honourable Dr. Andrew Furey
Premier of Newfoundland and Labrador

“Modern health care infrastructure plays a major role in the delivery of appropriate health care services to the residents of our province. This new facility was constructed to be an environment that is focused on healing, tranquility and well-being, and it certainly meets those objectives. It will undoubtedly have a major positive impact on the delivery of mental health and addictions care in our province when patients are welcomed through its doors next spring.”
Honourable Fred Hutton
Minister of Transportation and Infrastructure
Minister of Rural Economic Development

“Today we begin an exciting new chapter in our journey to achieve mental wellness for all Newfoundlanders and Labradorians. As a government we recognize positive mental health is essential to our overall health and well-being. The new Mental Health and Addictions Centre highlights our commitment to ensuring improved physical and mental health and well-being for all Newfoundlanders and Labradorians through a modern facility and a holistic, person-centered approach.”
Honourable John G. Abbott
Minister of Housing
Minister of Mental Health and Addictions

“We are delivering today on our commitment to transforming mental health and addictions services here in our province. This remarkable new facility will provide a modern and integrated approach to mental health and addictions-based care which aligns with recommendations of the Towards Recovery plan as well as the Health Accord. The Mental Health and Addictions Centre represents years of commitment, collaboration and perseverance to achieve quality health care – both physical and mental – to help the people of our province to thrive in their communities.”
Honourable John Hogan, KC

Provincial Government Recognizes International Day for the Eradication of Poverty

jeu, 10/17/2024 - 08:25

October 17 marks International Day for the Eradication of Poverty, a day established by the United Nations to promote understanding and dialogue between people living in poverty and the wider society. The Government of Newfoundland and Labrador joins global communities and partners in recognizing and reaffirming solidarities and commitments to address and eradicate poverty and all forms of discrimination and inequality.

This year’s theme, Ending Social and Institutional Maltreatment Acting together for just, peaceful and inclusive societies, highlights the maltreatment experienced by people living in poverty, and considers ways to act together to promote just, peaceful and inclusive societies. This dimension of poverty is often hidden and the Government of Newfoundland and Labrador acknowledges and is working to address the discrimination, judgement and stigma often faced by people living in poverty. The Provincial Government’s Poverty Reduction Plan was developed based on engagement with people with lived experience.

The Provincial Government recognizes the high cost of living has created challenging times, not just in Newfoundland and Labrador but around the world. The Poverty Reduction Plan focuses on improving the overall well-being of Newfoundlanders and Labradorians, particularly those experiencing poverty.

Now in its second year, the Poverty Reduction Plan is focused on addressing childhood poverty, encouraging meaningful, sustainable employment, improving incomes and seniors’ well-being. The plan includes:

  • An expanded Prenatal and Early Childhood Nutrition Supplement which now provides $150 a month to low-income families during pregnancy and with children up to age of five.
  • A 300 per cent increase to the Newfoundland and Labrador Child Benefit.
  • Additional funding for school food programs, with the goal of every child from Pre-K to Grade 9 having access to healthy food in school.
  • Continuation of the Employment Stability Pilot Project province wide, which is helping more people receiving Income Support better attach to the workforce by providing incentives to maintain employment.
  • $3.5 million this year for the Working Opportunities Program, to provide enhanced programming to train and connect non-employment-insurance-eligible individuals to employment.
  • Continuous improvement and streamlining of the Income Support program, to bring it closer to a basic income.
  • Implementing a Targeted Basic Income for people aged 60-64 receiving Income Support, as well as receiving supportive services and/or financial assistance through NL Health Services’ Community Supports Program.
  • The Seniors Health and Well-Being Plan, which includes enhanced financial supports to improve seniors’ well-being and support healthy aging.

The Provincial Government remains committed to preventing, reducing and alleviating poverty by empowering and supporting people across the lifespan.

Quote
“Individuals and families continue to be deeply impacted by the challenging times we are all facing, especially those living in poverty. We will continue to work to build strong communities and support the overall well-being of Newfoundlanders and Labradorians.”
Honourable Paul Pike
Minister of Children, Seniors and Social Development

BACKGROUNDER

The Government of Newfoundland and Labrador is contributing a total of $376,145 to support projects that will bolster the visitor experience in Western Newfoundland. The Government of Canada, through ACOA, is also investing a total of $1,045,973 to these projects.

The City of Corner Brook is receiving non-repayable contributions totalling $370,350 for three projects:

  • Hire a consultant to develop an invigorated and consistent branding and marketing strategy for Corner Brook, Lower Humber and Bay of Islands that aligns with the Strategic Areas and Regions (STAR) integrated tourism plan that was developed in 2019 with area stakeholders. (Province: $82,875, ACOA: $215,475).
  • Undertake Phase I of trail assessment and design from the STAR report to anchor regional offerings around destination trails and trail-based tourism. Specifically, to develop a design package for Cape Blow Me Down (a 3.8-km trail that ascends 650 metres) and the Man in the Mountain (a 5.5-km trail that covers 358 metres of elevation change) that will establish long-term sustainable and safe trails. (Province: $12,500, ACOA: $32,500)
  • Conduct a feasibility study for establishing a farmer’s market in Corner Brook. If the study results in favourable outcomes, the entrepreneurial environment in the city will be further enhanced to allow spaces for those selling their products and grow their businesses. The market would serve as a hub on weekends for residents and visitors to gather, socialize, find healthy, affordable food options and shop locally. (Province: $7,500, ACOA: $19,500)

The City of Corner Brook is an incorporated municipality in the Province of Newfoundland and Labrador. Incorporated in 1955, the City of Corner Brook is located on the western shores of Newfoundland, at the mouth of the Bay of Islands. Corner Brook is known as a popular tourist attraction, with its combination of ocean and mountain scenery, as well as for its outdoor facilities, such as Marble Mountain Ski Resort.

The Town of Humber Arm South is receiving a non-repayable contribution totalling $258,425 (Province: $67,542, ACOA: $190,883) to develop a localized area to support and enhance the tourism experience in the Bay of Islands region. These activities include a small building to provide amenities, such as showers, washrooms and visitor information for the surrounding region; landscaping and signage; and the construction of barbecue and firepit areas.

A strengthened infrastructure in the community will encourage tourists and those in the surrounding areas to explore the hiking, geology and natural landscapes thus creating a positive economic impact for local businesses. The Town of Humber Arm South is a relatively small community on the south shore of the Bay of Islands, bordering the Blow Me Down Mountains, with a population of approximately 1,800 people. The town is comprised of four communities that spans 18 kilometres and is about a 20-minute drive to Corner Brook, which increases the visitor potential in the area. The major economic drivers in the community are the inshore fishery, fish processing, and tourism, with an increasing number of visitors from the cruise ship market segment.

Corner Brook Stream is receiving a non-repayable contribution totalling $269,148 (Province: $85,716, ACOA: $183,432,) to implement Phase II of accessibility improvements to a community trail system. These upgrades will include the installation of lighting to increase daily usage of the trails, a redesigned interpretive welcome area, and accessibility upgrades to the west side of the trail. This initiative increases the inclusivity of community infrastructure offerings and will positively impact the linkage between main attractions within the Corner Brook business ecosystem.

The Corner Brook Stream Development Corporation is a not-for-profit organization. In the early 1990s, a group of likeminded individuals from a variety of backgrounds decided to explore the possibility of creating a series of walking trails throughout the city. The Corner Brook Stream Development Corporation was established as a volunteer organization to further refine and implement this strategy.

The West Coast Cycling Association is receiving a non-repayable contribution totalling $217,792 (Province: $55,225, ACOA: $162,567) to build a 5.8-km long, multi-use trail in the Rocky Harbour municipal planning area. The trail will be designed for intermediate-level cyclists, including those using e-bikes, while also offering high-value opportunities for hikers, trail runners, and snowshoers. Key activities for the project include contracting, marking and clearing the route, trail building, and installation of signage. Given that the Gros Morne region does not currently have any trails suitable for cycling, this project will address this gap thus providing economic development capacity through a new marketable attraction.

West Coast Cycling Association is an incorporated not-for-profit organization that has been developing mountain bike trails and hosting cycling events on the West Coast of Newfoundland since 2010. The organization strives to bring people together through the shared passion for mountain biking, by building a legacy of inclusive, sustainable trails, and by promoting a healthy and active lifestyle that embraces the outstanding terrain and natural beauty of western Newfoundland. Its plan focuses on building world-class, community-based mountain bike trail networks that highlight the region’s vibrant towns and inspire new and experiences riders to enjoy the region.

Cabox Geopark is receiving a non-repayable contribution totalling $110,000 (Province: $32,450, ACOA: $77,550) to construct a four-kilometre trail at the east end of the Blow Me Down Mountains above Benoit’s Cove. This initiative will include clearing and grading the trail path and graveling for accessibility, installation of directional signage, rest areas, picnic spots and educational features. The trail will allow tourists a convenient experience of the spectacular views and geological history of the Bay of Islands and surrounding mountains.

Cabox Geopark Inc., incorporated in 2018, is a non-profit organization led by a dedicated volunteer board of directors who represent municipalities, businesses, and the Outer Bay of Islands Enhancement Committee. Cabox Aspiring Global Geopark is in the Bay of Islands region of Western Newfoundland and has been working its way towards UNESCO global geopark status. Its mandate is to develop a world-class tourism product, promoting the region’s natural and cultural heritage while increasing local knowledge, innovative technology and rural economic development. Cabox is the name of the highest peak on the island of Newfoundland.

Western NL DMO is receiving a non-repayable contribution totalling $91,300 (Province $15,000, ACOA: $76,300) to develop and promote the winter tourism anchor experiences in the western region of Newfoundland and Labrador. New experiences will also be encouraged and integrated with existing products. By bringing skiing, snowmobiling and other outdoor experiences together with cultural and culinary experiences, innovation and inclusion within the ecosystem, the local tourism sector will see a significant boost.

Western NL DMO, also known as Go Western, is an incorporated not-for-profit organization and is the key marketing, market readiness and product development organization in western Newfoundland and Labrador. As the Destination Management Organization for the western region, the organization had excellent relationships with business operators, not-for-profit experience providers and municipalities. Western NL DMO was integral to the development of a Winter Stakeholder Committee consisting of representatives from all sub-sectors of the winter tourism sector.

The Mi’kmaw Cultural Foundation is receiving a non-repayable contribution totalling $60,689 (Province: $5,000, ACOA: $55,689) to support its 2024 Elmastukwek Mawio’mi in Corner Brook. The Mawio’mi, in its third year, consists of two full days of teachings, celebrations, activities, art displays and ceremonies as part of an Indigenous cultural and heritage experience. The Mi’kmaq name for the Bay of Islands is “Elmastukwek” and “Mawio’mi” refers to a gathering of people. The event provides a platform to allow for intergeneration cultural sharing, while also showcasing and sharing Mi’kmaw culture to the community at large.

The Mi’kmaw Cultural Foundation is a not-for-profit organization. The foundation was incorporated in 2014 and exists to preserve and promote the culture and heritage of the Mi’kmaq of Newfoundland and Labrador. Like other First Nations, the Mi’kmaq have a long and rich history that includes unique cultural, social, political and spiritual traditions. The foundation is making every effort to reach out to individuals with limited knowledge of their heritage and provide them with information and experiences that will assist them in the discovery process. They also seek to unite the people who have the experience and knowledge of Mi’kmaw traditions.

CB Nuit Incorporated is receiving a non-repayable contribution totalling $44,414 (Province: $12,337, ACOA: $32,077) to increase the accessibility capacity and inclusivity for the three-day art at night festival in Corner Brook. Activities will include engaging an accessibility expert to understand how to support guests in terms of mobility needs, sensory sensitivities, as well as vision and hearing impairment. The project will involve implementing points of contact for digital and in person artist sites, creation of a low sensory guided walk, and a low sensory space.

CB Nuit was established in 2017 and aims to engage artists in the creation and installation of site specific and participatory contemporary work. By bringing art of all mediums to streets, businesses, and vacant spaces, CB Nuit has the goal to invigorate, beautify, inspire, and economically stimulate the community. Its long-term goal is to become an international destination for artists participating in the festival as well attracting an international audience.
