The Acting Information and Privacy Commissioner, Jacqueline Lake Kavanagh, has released her Report A-2024-028 under authority of the Access to Information and Protection of Privacy Act, 2015. A summary of the Report is included below.

Report: A-2024-028 Report Date: June 20, 2024 Public Body: Royal Newfoundland Constabulary Summary: The Complainant made an access request to the Royal Newfoundland Constabulary (RNC) for the full police file for a motor vehicle collision in which the Complainant had been involved. The RNC provided its file, but some information was withheld pursuant to sections 31 (law enforcement) and 40 (disclosure harmful to personal privacy) of the Access to Information and Protection of Privacy Act, 2015 (ATIPPA, 2015). The RNC also withheld a vehicle collision report prepared by the investigating officer on the grounds that access to that record is governed by the Highway Traffic Act. The Commissioner found that as third party personal information had been previously disclosed to the Complainant through a process under the Highway Traffic Act, then it would not be an unreasonable invasion of personal privacy to provide that same information in response to an access to information request. The Commissioner also recommended that the RNC disclose information previously withheld under section 31 of ATIPPA, 2015.-30-

Public Advisory: Details on the Upcoming Lying-in-State for Newfoundland and Labrador’s Unknown Soldier and the July 1 Ceremony at the Newfoundland National War Memorial
Newfoundlanders and Labradorians are invited to pay their respects at upcoming commemorative events associated with the centennial of the National War Memorial in St. John’s.
The lying-in-state for the unknown First World War soldier from Newfoundland and Labrador will take place from Friday, June 28-Sunday, June 30, in the main lobby of the Confederation Building during the following times:

On July 1, 2024, the Memorial Day ceremony and burial of the unknown will take place beginning at 9:30 a.m. In addition to attending the events in-person downtown, there are alternate viewing options for the commemorative ceremony, including:

The Honourable Bernard Davis, Minister of Environment and Climate Change, will speak at a memorial unveiling ceremony in memory of the lost crewmembers of the Villa De Pitanxo, today (Friday, June 21).
The event will take place at Harbourside Park, Queen’s Cove, St. John’s, beginning at 11:30 a.m.
On February 15, 2022, 21 crewmembers of the Villa De Pitanxo, lost their lives off the shores of Newfoundland and Labrador.

Minister Howell Congratulates Students, Educators and Staff on End of School Year
The Honourable Krista Lynn Howell, Minister of Education, is congratulating students, educators and staff on the final day of classes of the 2023-24 school year and wishing everyone a safe and relaxing summer.
This year, students in the Newfoundland and Labrador public education system advanced their learning through participation in class projects, collaboration with their classmates, and participation in extracurricular activities. Students gain important skills and experiences through the public education system including opportunities to develop skills, expand knowledge, and build personal connections.
The Department of Education recognizes the hard work, dedication and achievements of all students throughout the school year. The department congratulates all graduating students for their efforts to make their schools safe spaces for everyone, especially those who most recently received a Safe, Caring and Inclusive Schools Graduating Student Leadership Bursary.
Educators consistently find new and creative ways to give students an enriched school experience. This week, six teachers were honoured through the annual Premier’s and Minister’s Teaching Awards, which recognize teaching excellence in the public education system for innovation and compassion in teaching.
High school transcripts will be released in the coming weeks and will be available through the PowerSchool portal. The 2024-25 school year will begin for students on Wednesday, September 4, 2024.

Media Advisory: Minister Byrne to Announce Partnership with Professional United Kingdom Football Club to Promote Province
The Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills, will be joined by members of professional United Kingdom football club Barrow AFC, at King George V Field, 3 Carnell Drive, St. John’s on Friday, June 21 at 3:30 p.m. Minister Byrne will announce details of a multi-year partnership to feature and promote Newfoundland and Labrador internationally as an ideal place to live, work and raise a family.
Minister Byrne will also be joined by representatives of the Newfoundland and Labrador Soccer Association and the Association for New Canadians.
Doors open in advance of announcement at 2:30 p.m. Media are encouraged to arrive early to allow time to set up.
Participants are advised to dress appropriately for outdoor weather.
Members from provincial youth soccer organizations are encouraged to attend in their soccer club gear with cleats to help welcome the professional club and players.
Opened on June 22, 1925, the historic King George V Field is the oldest surviving soccer-specific stadium in North America.

An update on the fires in the Churchill Falls area will now take place in the Media Centre, East Block, Confederation Building.
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, will be available to the media at 1:00 p.m. today (Thursday, June 20) to provide an update on the fires in the Churchill Falls area.

Public Advisory: Residents Encouraged to Refrain from Setting Outdoor Fires During Current Period of Warm, Dry Weather
Recent dry weather conditions in Labrador and forecasted warm temperatures for both Labrador and the island in the coming days have increased the wildfire risk throughout the province.
To reduce the risk of forest fires and to support the efforts of wildfire suppression teams currently actioning active fires, forestry officials are recommending the public avoid lighting outdoor fires while the fire weather index remains elevated.
The forest fire weather index forecast for the province tomorrow ranges from MODERATE to EXTREME for many areas. Residents are reminded open or outdoor fires are not permitted where the index is VERY HIGH or EXTREME and burning permits are invalid where the index is HIGH, VERY HIGH or EXTREME. Provincial fire hazard index maps are updated daily and can be viewed at the Department of Fisheries, Forestry and Agriculture website.
Operators of off-road vehicles should be vigilant when travelling in grassy and forest areas. Use a proper screening or baffling device to prevent sparks from escaping and carry a fire extinguisher with a minimum of 225 grams of ABC-class dry chemical.
There are currently seven active fires burning in the province – all in Labrador. Wildland firefighting crews and waterbombers continue to prioritize suppression efforts on the two forest fires burning in proximity to Churchill Falls. There are currently five helicopters, four waterbombers and 38 ground crew members tasked with operations. This includes an additional 13 personnel that arrived in Labrador on Tuesday. There is no risk to the community at this time.
The latest information on the location, status, and size of active wildfires can be viewed online at the NL Active Wildfire Dashboard.
Provincial forestry officials in conjunction with officials from the Province of Quebec also continue to monitor two fires burning within Quebec to determine if suppression activity is required. One fire is approximately 37 kilometers south of Wabush and the second fire is approximately 55 kilometers south, southeast of Wabush.

Premier Furey and Minister Howell Announce Recipients of 2024 Teaching Awards
Today, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Krista Lynn Howell, Minister of Education, announced the recipients of the 2024 Premier’s Award for Innovation in Teaching and the Minister of Education’s Award for Compassion in Teaching during an awards ceremony at The Rooms.
The Premier’s Award for Innovation in Teaching recognizes primary, elementary or secondary teachers in all disciplines who have demonstrated innovation in instruction and a commitment to preparing their students for future success.
2024 Premier’s Award recipients are:

Report: A-2024-027 Report Date: June 14, 2024 Public Body: Department of Justice and Public Safety Summary: The Complainant made an access request under the Access to Information and Protection of Privacy Act, 2015 to the Department of Justice and Public Safety. The Department did not respond to the request in the timeframe required by section 16 of the Act and was deemed to have refused access. The Complainant made a complaint to this Office. The Commissioner found the Department had not complied with its obligations under the Act, in particular sections 13 (duty to assist) and 16 (time limit for final response). The Commissioner recommended the Department comply with its statutory duties in the future, apply for extensions when necessary, provide updates to applicants if deadlines are missed, provide periodic partial disclosure when appropriate, and provide a final response to the request within 10 business days of receipt of this Report.-30-

Provincial Government Expands Access to Chronic Obstructive Pulmonary Disease Inhalers
The Government of Newfoundland and Labrador is pleased to announce that long-acting muscarinic antagonist (LAMAs) inhalers, used in the treatment of Chronic Obstructive Pulmonary Disease, are now open benefits for beneficiaries of the Newfoundland and Labrador Prescription Drug Program (NLPDP) effective June 14, 2024.
Chronic Obstructive Pulmonary Disease (COPD) is a debilitating lung disease that results in severe progressive airway dysfunction. Patients diagnosed with COPD experience shortness of breath, limitation of physical activity, reduced quality of life, and increased hospitalizations. Inhalers help improve the symptoms of COPD, prevent exacerbations, and improve quality of life.
The change to open listing on the NLPDP reduces the administrative burden of prescribers by eliminating the special authorization process that had been in place. This will ensure NLPDP beneficiaries have timely access to these inhalers for the treatment of their COPD.
This update is part of the Provincial Government’s continued commitment to increasing access to health care. It complements other health care actions, including the creation of family care teams, the pediatric glucose monitoring pilot program, the expansion of scopes of practice for nurses and pharmacists, and the launch of the personal health record, which allows residents to access the same information their providers have.

Media Advisory: Minister Dempster Participating in Events Celebrating the Launch of the San Juan
The Honourable Lisa Dempster, Minister of Labrador Affairs and Minister Responsible for Indigenous Affairs and Reconciliation, is representing the Government of Newfoundland and Labrador at events celebrating the historic ties between the Basque Country and the province.
As part of a Canadian delegation travelling to the Basque Country in Spain, June 18-22, Minister Dempster is joining Wendy Drukier, Ambassador of Canada to Spain, and other officials for the inaugural meeting of the San Juan Bound for Canada committee. The Minister is speaking at a conference organized by the University of the Basque Country on Canada-Basque relations.
Other events include discussions with government and trade officials in the Basque Country and the inauguration of the new President of the Basque Country.
A replica of a 16th-century galleon, the San Juan, which is under construction, will be launched in 2025 and make its first voyage across the Atlantic Ocean to Red Bay, Labrador, in 2026. The project is based on the work of the late Selma Barkham, historian and geographer, and Parks Canada archeologists and researchers.

Media Advisory: Media Accreditation Process for Lying in State and July 1 Commemorative Event
Media are advised that a completed accreditation form will be required for all members of the media who plan to report on the June 28-30 lying in state of the unknown soldier at Confederation Building, as well as the commemorative ceremony at the National War Memorial on July 1.
Media are also invited to attend a familiarization tour of the National War Memorial site and the lying in state space in the lobby of Confederation Building (East Block) on Wednesday, June 26. The tour will be followed by a technical briefing on the history behind the National War Memorial, as well as Newfoundland and Labrador’s contributions and sacrifices during the First World War.
Intention to attend the familiarization tour and technical briefing must be included on the Accreditation Form. Further details on the tour and technical briefing will be confirmed with those who indicate interest in attending.
Please note that each member of a news outlet must complete a form; one form per organization will not be accepted.
Media can get the accreditation form from Emily-Jane Gillingham at emilygillingham@gov.nl.ca. The completed form must be returned by Thursday, June 20 at noon. This deadline is required to ensure accreditation identification badges are ready for the July 1 event.

Minister Howell Announces Recipients of the Safe, Caring and Inclusive Schools Graduating Student Leadership Bursary
The Honourable Krista Lynn Howell, Minister of Education, is recognizing graduating students across Newfoundland and Labrador for their leadership and engagement in initiatives aimed at building and nurturing safe, caring and inclusive school communities.
The Provincial Government is recognizing 14 students as the 2024 recipients of the Safe, Caring and Inclusive Schools Graduating Student Leadership Bursary. Each student will receive a $500 bursary recognizing their efforts to create inclusive school spaces. A list of recipients is available in the backgrounder below.
The Safe, Caring and Inclusive Schools Graduating Leadership Bursary helps to establish school-based protocols and practices that challenge all forms of bullying, harassment and inappropriate behavior, and to create an environment of acceptance, belonging, respect and empathy. The bursary highlights the contributions from youth in establishing and maintaining safe, caring and inclusive schools and communities, and promoting student awareness of the Safe, Caring and Inclusive Schools Policy.
The Provincial Government promotes an inclusive and welcoming school culture where all members of the school community feel accepted, are able to realize their potential and contribute to the school community.

Media Advisory: Minister Pam Parsons to Attend 50th Anniversary Celebration of Women Being Accepted as Regular Members of the RCMP
The Honourable Pam Parsons, Minister Responsible for Women and Gender Equality, will bring greetings on behalf of the Provincial Government at the 50th Anniversary celebration of women being accepted as regular members of the Royal Canadian Mounted Police (RCMP).
The event will take place tomorrow (Tuesday, June 18) at 10:30 a.m. at RCMP headquarters, 100 E White Hills Rd, St. John’s.
Three of the first female officers are from Newfoundland and Labrador. They include retired Staff Sergeant Gail Courtney, retired Constable Cheryl LaFosse and retired Constable Rosemary Coffey.

Media Advisory: Minister Crocker Supporting Transatlantic Cable UNESCO Nomination
The Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, will be in Valentia, Ireland, this week to further support the Heart’s Content-Valentia transatlantic cable UNESCO World Heritage nomination (June 15-20). While in Valentia, Minister Crocker will meet with the Kerry County Council, the Irish Department of Housing, Local Government and Heritage, and Valentia Island residents.
Minister Crocker will be joined by a delegation from the Town of Heart’s Content.

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Krista Lynn Howell, Minister of Education, will present the Premier’s Award for Innovation in Teaching and the Minister’s Award for Compassion in Teaching.
The award presentation ceremony will take place tomorrow (Tuesday, June 18) at The Rooms, 9 Bonaventure Avenue, St. John’s, at 2:00 p.m.

Media Advisory: Minister Pike and Minister Stoodley to Participate in Seniors-On-The-Go
The Honourable Paul Pike, Minister of Children, Seniors and Social Development, and the Honourable Sarah Stoodley, Minister of Digital Government and Service NL and MHA for Mount Scio, will participate in the Seniors-On-The-Go event tomorrow (Tuesday, June 18).
Minister Pike will attend the event at 9:30 a.m. and Minister Stoodley will attend at 12:00 p.m.
