The following is being distributed at the request of the Human Rights Commission of Newfoundland and Labrador and Community Justice Connect.

Relationships First Newfoundland and Labrador (RFNL), in partnership with Community Justice Connect and First Light St. John’s Friendship Centre, today hosted a proclamation signing, in recognition of Restorative Justice Month in Newfoundland and Labrador. The event was held at the Core Science Facility at Memorial University. This year’s theme is Inspiring Collaboration & Igniting Social Change.

Restorative justice is a holistic framework for engaging individuals, organizations, and communities in dialogue. This approach empowers all to contribute to a culture of care, equity, and connection when engaging with one another. Restorative justice emphasizes the nurturing of relationships, fostering of collaboration, and the development of more resilient communities through mutual respect and shared responsibility.

In addition to the signing, Relationships First Newfoundland and Labrador formally launched their provincial restorative justice scan document, Restorative Justice in Newfoundland and Labrador: a catalogue, summary, and history. Copies of the scan document will be available on the Relationships First Newfoundland and Labrador website at a later date.

The report is a 75-page document which includes the findings of a provincial scan that was initiated to identify all people and organizations with experience in and an understanding of restorative justice.

Since 2014, significant work has been made to re-imagine education delivery through a restorative justice lens in Newfoundland and Labrador. Many of the schools, with the support of the Department of Education, are engaged to varying degrees to help promote and implement restorative justice principles and practices. This includes NL Schools, Indigenous schools, independent schools, and the Conseil Scolaire Francophone Provincial.

The Department of Municipal and Provincial Affairs is advising that the date of the 2025 general municipal election for all cities, towns, and local service districts, previously set to take place on September 30, 2025, will be deferred to observe the National Day for Truth and Reconciliation in 2025.

The 2025 general municipal election will now take place on October 2, 2025.

In accordance with the Municipal Elections Act, general elections are held every four years on the last Tuesday in September. In 2025, this date coincides with the National Day for Truth and Reconciliation, a day to honour survivors and raise awareness about the terrible legacy of residential schools in Canada.

As per the new Towns and Local Service Districts Act, which comes into force on January 1, 2025, an election for local service districts will also take place every four years with the first being on October 2, 2025.

The Provincial Government has issued a request for information to community-based agencies to establish and operate sober living homes throughout Newfoundland and Labrador.

Sober living homes, also referred to as recovery homes, are substance-free living environments that support people as they abstain from alcohol and other drugs and pursue personal growth.

They also offer a structured and supportive setting that help residents develop the skills and confidence needed to abstain from substance use, reduce hospital stays, reduce readmission to hospital, and increase connections to community supports.

The submissions from community organizations will be required to provide details on sober-living housing, peer support, access to clinical services, other recovery-focused supports, a plan for partnership with NL Health Services, and details on:

• Location and number of beds;
• Referral criteria;
• Service delivery and staffing;
• Service quality and safety standards;
• Length of stay and housing transition planning; and
• Timeline and financial considerations.

This is another step toward improving the social determinants of health and further supporting health outcomes and the overall well-being of Newfoundlanders and Labradorians.

The Honourable Lisa Dempster, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.

South Brook Bridge Recovery and Reinstallation                            (Reg. 2333)
Proponent: Western Sno-Riders

The Proponent is proposing to recover a washed-out Bailey bridge located 182 metres downstream from its original location on South Brook, Pasadena and replace it with a new, longer bridge. The bridge connects an existing snowmobile trail network. Construction would include clearing a short access trail to recover the old bridge using an excavator and placement of armour stone and concrete blocks on both banks of the river during installation of the new bridge.

Crown Zone 2 Five-Year Forestry Operating Plan Amendment District 2 (2022-2026)

The Proponent is proposing an amendment to the Crown Zone 2 Five-Year Forestry Operating Plan (2022-2026). The Project is proposed in Forest Management District 2, approximately seven kilometres South of the town of Lethbridge. The amendment would create a new harvest block covering 51 hectares of land and the Forest Management District’s harvest level would be balanced by reducing harvesting elsewhere in the District.

Applications for the 2025 Research Inspired Student Enrichment (RISE) Awards program are now open. The RISE Awards will be provided to 20 Level II high school students who demonstrate academic excellence in the STEM fields of science, technology, engineering, and mathematics.

Students selected will be provided the opportunity to attend one of three research-related enrichment programs focused on STEM, which range in duration from three to six weeks over the summer:

• The Research Science Institute, located at the Massachusetts Institute of Technology;
• The Boston Leadership Institute, located in Wellesley, Massachusetts; or
• The Da Vinci Engineering Enrichment Program, located at the University of Toronto.

Additionally, students who are selected will receive financial support to cover tuition, accommodations, and a travel stipend.

The process to be selected for the RISE Awards is competitive. It includes an assessment of academic achievement, as well as a written essay in which the applicant must highlight plans for future study, career and research interests, and how those interests are relevant to Newfoundland and Labrador. Award eligibility requirements are pre-determined in consultation with the program’s administrators. Overall, students must have a minimum average of 90 per cent in each Level II course and have completed a minimum number of courses in science and mathematics. Award recipients must apply, be accepted, and commit to the full duration of the program.

The application deadline is midnight on Monday, December 2, 2024 for eligible students completing Level II by June 2025. Further details on the research-related enrichment programs, awards structure, and eligibility criteria are available online (www.gov.nl.ca/riseawards).

Since its inception in 2011, the Provincial Government has invested $1.4 million for the RISE Awards, which has enabled 226 students in the province to participate in STEM enrichment programs within Canada and the United States.

Residents of Newfoundland and Labrador are reminded that Daylight Savings Time ends this weekend. At 2:00 a.m. on Sunday, November 3, clocks turn back by one hour.

When adjusting clocks, residents are encouraged to take the opportunity to change the batteries in smoke alarms and carbon monoxide detectors.

The Department of Justice and Public Safety advises that smoke alarms should be installed in the following areas of a residence:

• On every level of your home, including the basement.
• In every bedroom.
• In the hallway or room outside of every bedroom or separate sleeping area.

It is recommended that houses and cabins that have a wood, oil or propane fuel-fired appliance also have a carbon monoxide detector installed on each level of the structure.

This evening, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, recognized the athletic success of more than 100 young athletes from across the province at the 20th annual Premier’s Athletic Awards.

Established in 2005, the awards program recognizes athletic excellence and provides financial support to help offset the costs of training and competition. Grants ranging from $500 to $1,500 are awarded based on the level of competition and the athletes’ respective accomplishments.

The Team Gushue Awards, established in honour of Team Gushue’s gold medal win at the 2006 Olympic Winter Games, were also presented at the event. Two athletes are selected annually to receive the awards, valued at $5,000 each. Recipients are chosen based on athletic and academic excellence. This year’s recipients are Brooklyn Wolfrey and Gleb Evstigneev.

Brooklyn Wolfrey from Rigolet has achieved remarkable success in her athletic pursuits. At the North American Indigenous Games, she earned a gold medal in doubles and a silver in mixed doubles badminton. Competing at the World Dwarf Games, she claimed first place in both singles and doubles badminton, and she was part of the bronze medal-winning teams in soccer and basketball. Additionally, Brooklyn secured gold medals in athletics for the 60 metre and 100 metre races. She currently holds the title of Badminton Canada Para Champion in her classification. Academically, she completed Grade 10 in June with an impressive average of 93 per cent.

Gleb Evstigneev from Paradise has made significant strides in gymnastics, recently earning a gold medal in the trampoline discipline at the Canada Games, where he also had the honour of being the flag bearer for Team Newfoundland and Labrador during the opening ceremonies. He represented Team Canada at the 2023 Pan American Championships, finishing first in the individual category. In addition to his athletic achievements, Gleb is currently in his third year at Memorial University, where he maintains a GPA of 3.17.

Additionally, the inaugural Michelle Healey Memorial Award was presented at the event. One female athlete is selected annually to receive the award, valued at $5,000. The award is based on athletic success and an exceptional commitment to community. The recipient of the inaugural Michelle Healey Memorial Award is Zoe Rowe.

Zoe Rowe has made a significant impact both on and off the soccer field. In 2023, she competed for the Memorial University of Newfoundland and Labrador (MUN) Sea-Hawks women’s varsity soccer team, earning recognition as a first-team conference all-star and being named team MVP. Beyond her athletic achievements, Zoe is deeply committed to her community, volunteering with organizations such as Easter Seals, CBS Soccer, and the MUN Biochemistry Society. Her dedication to service was recognized when she became a Rhodes Scholar Finalist and was honoured as the 2023 winner of the Atlantic University Sport Community Service Award for her exceptional volunteer work.

Report: A-2024-049 Report Date: October 29, 2024 Public Body: Town of Millertown Summary: The Town of Millertown received an access request for all information about four properties and their tax arrears auction. The Town produced a number of records but withheld some information, citing sections 28 (local public body confidences), 30 (legal advice) and 40 (disclosure harmful to personal privacy) of the Access to Information and Protection of Privacy Act, 2015. The Complainant sought a review of the redactions, asserting the information should not have been withheld. This Office determined that the Town had applied the redactions in accordance with the legislation.

Report: A-2024-048 Report Date: October 29, 2024 Public Body: City of St. John’s Summary: The Complainant made an access to information request for the total amount of legal fees and disbursements paid by the City of St. John’s to external counsel to conduct two hearings. The City provided the Complainant with copies of relevant legal invoices but redacted some information, including the aggregate amount of legal fees and disbursements for each invoice, pursuant to section 30(1) (legal advice) of the Access to Information and Protection of Privacy Act, 2015. The Commissioner found that the City was entitled to withhold this information under section 30(1).

The Department of Transportation and Infrastructure is inviting eligible funding recipients to submit applications for its 2025-26 infrastructure funding programs.

The Call for Applications opens today for the provincial Municipal Capital Works (MCW) program and closes on November 29, 2024.

The provincial Municipal Capital Works program fosters the development of cost-shared projects for many types of municipal infrastructure. Typical projects include water and waste-water treatment, seawalls, roads, recreational facilities, town halls and fire halls. Funding is cost-shared between provincial and municipal governments and is available to municipalities, local service districts and Inuit Community Governments.

The application guide, which addresses the submission requirements for the provincial Municipal Capital Works program, and other important information, can be found here.

Submitted applications may also be considered for the anticipated joint federal-provincial Canadian Housing Infrastructure Fund (CHIF).

The Provincial Department of Transportation and Infrastructure is currently working with the Federal Government to finalize the Canadian Housing Infrastructure Fund program parameters. It is anticipated that the federal program will support water, wastewater and storm water projects. The province will reach out to applicants in late fall or early winter for any additional information that may be required. Budget 2024 includes more than $172 million for community infrastructure projects being completed under the Municipal Capital Works Program and the Investing in Canada Infrastructure Program.

Auditor General of Newfoundland and Labrador, Denise Hanrahan, has issued an unqualified (clean) audit opinion of the province’s 2023-24 Public Accounts. The Public Accounts also includes the latest information on government’s rate mitigation plan, and.  while there is no present impact on the public accounts, the long-term impact of the rate mitigation plan on Public Accounts remains unknown.

“I am pleased to have issued my office’s 30th unqualified audit opinion on the financial statements for the year ended March 2024. However, it is important to keep in mind that the province’s expenses exceeded its revenues by $459 million, which is worse than originally budgeted and last year. Total liabilities of the province are now almost $32 billion with net debt having increased by 7.3 per cent over last year to $17.7 billion. Our net debt per capita is double the rest of Canada. Even with an increasing population, these financial indicators and the challenging demographic and economic risks we face suggest that the province’s financial position is worsening,” commented Auditor General Hanrahan.

Public Accounts are prepared in accordance with the standards established for governments by the Chartered Professional Accountants of Canada. While no audit opinion is offered regarding the financial statement discussion and analysis report entitled ‘Understanding the Financial Health of the Province of Newfoundland and Labrador,” the Auditor General encourages the public to read that report as it provides valuable context and trend information.

“Rate mitigation may have a significant effect on the province’s financial statements in the near future,” continued Auditor General Hanrahan. “The current rate mitigation plan only provides for a limit to rate increases up to and including 2030. Given that Muskrat Falls assets and related debt will extend well beyond 2030, I urge government to plan for this known risk.”

A contract valued at $1.18 million has been awarded to JCL Investments Inc. for the demolition of the bridge on Terminal Service Road in Port aux Basques (locally known as the CNR Bridge).

In fall 2023, the bridge was closed to all vehicular traffic, while it remained open for use by pedestrians and cyclists. The closure was necessary following an inspection which determined the bridge was experiencing ongoing deterioration that had reduced its ability to carry traffic loads.

Planning has commenced for a replacement structure. It is anticipated that design work will be carried out over the winter, with construction to take place in 2025.

This year, $1.1 billion in Budget 2024 will support infrastructure projects in the province, generating close to $600 million in economic activity, and creating hundreds of new jobs for the province’s skilled tradespeople.

The Honourable Siobhan Coady, Deputy Premier and Minister of Finance, today delivered the mid-year fiscal and economic update.

As highlighted in Budget 2024 – Transforming: Our Health. Our Economy. Our Province., the economy is expected to show significant growth in 2024:

• Real Gross Domestic Product is expected to grow by 3.3 per cent, driven by strong consumer spending.
• Employment is forecast to increase by 2.8 per cent, while the annual unemployment rate is forecast to be at 10.5 per cent – a near historical low.
• Retail sales are expected to remain strong, increasing by 5.1 per cent; up from 2.8 per cent expected at budget.
• Housing starts are up significantly through the first three quarters of the year, and home sales are also above last year’s levels through September.
• Population growth continued for the last 14 quarters. On an annual basis, Newfoundland and Labrador’s population increased by 6,340 persons from July 1, 2023 to July 1, 2024.
• Inflation has declined to 2.1 per cent over the January to September period, compared to 2.6 per cent nationally.
• Recent data shows inflation easing even further with growth of only 0.7 percent in September. This was the lowest monthly inflation rate since December 2020.
• Industries including mining, oil and gas, fisheries, and wind-hydrogen, the technology sector, and film and television are expected to contribute to continued economic growth.

As of mid-year, the provincial deficit remains low. The projected deficit for 2024-25 on $10.4 billion budget is $218 million, which is approximately two per cent of total revenues; and is a slight variance from the Budget 2024 projection of $152 million by $66 million which is 0.65 per cent of total revenues. Other highlights include:

• Revenues have decreased by $164 million from the Budget 2024 estimate. This is largely due a reduction in oil royalties because of lower production and a slightly lower oil price, partially offset by a lower exchange rate.
• Expenses are down $98 million from the Budget 2024 estimate due to the timing of program expenses, as well as gains associated with the province’s pension and other post-employment benefit liabilities.
• The average price of oil for 2024-25 has been revised to US$81 from the Budget 2024 projection of US$82. The Canada to United States exchange rate has been revised to 73.2 cents from the Budget 2024 forecast of 74.7 cents.
• As of 2024-25, total contributions to date to the Newfoundland and Labrador Future Fund will be approximately $354 million.

The eight recipients this year are Everard (Bud) Davidge, Clifford R. George, Liam Hickey, Saqamaw Mi’sel Muinjij Joe, C.M., Andy Jones, C.M., Patrick O’Callaghan, Guy J. Poole and Dr. Andrea M. Rose.

With this year’s recipients, there is now a select group of just 151 Newfoundlanders and Labradorians invested into the Order of Newfoundland and Labrador.

Each recipient of the Order of Newfoundland and Labrador is nominated for the award and is presented with a medal bearing the shield of Newfoundland and Labrador surmounted by the Crown. Members receive a certificate signed by the Lieutenant Governor as Chancellor and sealed with the seal of the Order, as well as a miniature medal and a lapel pin. Members of the Order are entitled to use the initials O.N.L. after their names.

Biographies 

Everard (Bud) Davidge
Everard (Bud) Davidge is a musician, songwriter, storyteller, and volunteer from Bay Du Nord. His artistic and cultural contributions to Newfoundland and Labrador are unparalleled.

Mr. Davidge is one half of the traditional music duo Simani, a group he co-founded with Sim Savory in 1977. His songs, such as Music and Friends and The Mummer’s Song, have given music and words to the feelings of many. The Mummer’s Song was published as an illustrated children’s book in 1993 and received an award from the American Folklore Society in 1994.

A passionate advocate for the preservation and promotion of this province’s cultural heritage, Mr. Davidge serves as an ambassador of Newfoundland and Labrador across Canada and around the world. He recognizes the importance of passing down traditions to future generations. Mr. Davidge continues to work tirelessly to ensure the province’s unique folklore, stories and dialect are celebrated and preserved.

Throughout his career, Mr. Davidge has generously lent his talents to many benefit concerts, fundraisers, and charitable events. He uses his music as a powerful tool to bring people together and make a positive impact.

In addition to Mr. Davidge’s cultural achievements, he is a supportive mentor to young artists, an educator, and a volunteer with Memorial University’s Board of Regents. He has been heavily involved in municipal and community affairs, with groups including Lions International, Choosing Wisely NL, and regional development organizations.

Mr. Davidge received two bachelor’s degrees and an honorary Doctor of Laws from Memorial University, and a Master of Arts from the University of Toronto.

Clifford R. George
Clifford George is a renowned visual artist from Whiteway, Trinity Bay, who has maintained an active studio practice for more than 50 years and exhibited in more than 100 exhibitions since 1970. His paintings are found in public and private collections around the world.

He has travelled throughout Newfoundland and Labrador and, through his work, met and documented hundreds of communities and the people who live there. For Mr. George, the narratives of those people – the poets, songwriters, and storytellers – are as important in his paintings as the locations themselves.

Mr. George’s passion and lobbying, including his 1996 exhibition titled Chiming Times, along with the advocacy of the Friends of the Newfoundland Pony group, brought the awareness needed to protect the Newfoundland Pony as a Heritage Animal. Mr. George’s contributions have helped ensure that this iconic animal will continue to thrive in Newfoundland and Labrador for generations to come.

His passion for the arts and mentorship of young Newfoundland and Labrador artists is inspiring. Not only does his artistic output reveal the beauty and variety of this province’s landscapes and people, but his support for the community – whether for fellow artists or the local health foundation, among other causes – reflects a deep love and commitment to Newfoundland and Labrador.

Liam Hickey
Liam Hickey was born in St. John’s and started playing parasports when he was eight years old. Since then, Mr. Hickey has achieved success at the highest level of international sports in both summer and winter Paralympic Games — a rare and impressive feat.

By age 20, Mr. Hickey represented Team Canada at two Paralympic Games in two sports: wheelchair basketball at the 2016 Summer Paralympic Games in Rio (where he was the youngest member of the team), and para ice hockey at the 2018 Winter Paralympic Games in Pyeongchang, earning a silver medal. Most recently, Mr. Hickey became a world champion after Team Canada won gold at the 2024 World Para Ice Hockey Championships.

Throughout his journey, Mr. Hickey helped grow wheelchair basketball and para ice hockey at a local, national, and international level. He regularly participates in the local Wheelchair Basketball Program, introducing it to schools and mentoring young players. Mr. Hickey continues to participate with Avalon Sled Dogs, again helping to grow the sport, on and off the ice.

Mr. Hickey’s achievements have not only contributed to the pride of place for all Newfoundlanders and Labradorians but has also allowed young athletes to reach for the sky when chasing their sporting dreams, knowing that success on the international stage is possible for them, too.

A current member and assistant captain of Canada’s para ice hockey team, Mr. Hickey is working towards the 2026 Paralympic Winter Games and is a full-time student at Memorial University.

Saqamaw Mi’sel Muinjij Joe, C.M.
Chief Mi’sel Joe was born in Miawpukek into a strong Mi’kmaq family. He has played a leadership role in the community for more than 40 years, including serving as Hereditary Saquamaw of Miawpukek since 1982 and Administrative Chief for 15 two-year terms.

With a deep commitment to preserving the language, culture and traditions of Mi’kmaq people, Chief Mi’sel Joe has helped foster a better understanding of Mi’kmaq people in Newfoundland and Labrador, and Canada. He is a highly respected leader and shining light of reconciliation.

Aside from political leadership, Chief Mi’sel Joe also provides spiritual leadership to his people and has gained recognition locally, nationally, and internationally in this capacity. Chief Mi’sel Joe has presented on traditional medicines and healing practices at several International Alternative Medicine Conferences and hosted the 1996 and 2006 International Healing Conference at Conne River.

He is a recognized author of many literary works, including My Indian, Muinjij Becomes a Man, An Aboriginal Chief’s Journey, Backyard of Heaven and, most recently, Suliewey.

For Chief Mi’sel Joe’s impressive contributions to Indigenous communities and governments and impactful leadership, he has received many distinctions. In 2004, he was awarded an honorary Doctor of Laws by Memorial University. He received the Queen’s Jubilee Medal in 2012 and was awarded the Order of Canada in 2018. In 2019, Chief Mi’sel Joe was appointed Honorary Lieutenant Colonel of the 5th Canadian Ranger Patrol Group, responsible for the area of Newfoundland and Labrador.

Andy Jones, C.M.
Andy Jones is an actor, comedian, writer and mental health advocate from St. John’s and a former member of the groundbreaking CODCO comedy troupe. CODCO has entertained audiences across Canada for decades and has been one of Newfoundland and Labrador’s most successful cultural exports.

With his brother Michael Jones, he co-directed The Adventures of Faustus Bidgood, the first feature length film produced entirely in this province with a cast and crew composed solely of Newfoundlanders and Labradorians.

Over the last four decades, the two-time Gemini Award and ACTRA Lifetime Achievement Award recipient has shared his multi-faceted talents on Canadian television and film and has toured theatres from coast to coast.

Mr. Jones and his life partner Mary-Lynn Bernard combined advocacy and art to create the one-man show Don’t Give Up on Me, Dad, an emotional and personal exploration of the death of their son, Louis, who died by suicide in 2014 after years of struggles with his mental health. This show was directed and dramaturged by Charlie Tomlinson and produced by Resource Centre for the Arts.

Mr. Jones has also written six children’s books based on traditional Newfoundland folktales. His book Jack and Mary in the Land of Thieves won the Winterset Award in 2013.

Along with his fellow CODCO troupe members, Mr. Jones was awarded an honorary doctor of letters degree by Memorial University in 2000. He was awarded the Order of Canada in 2019.

Patrick O’Callaghan
Patrick O’Callaghan is an entrepreneur and humanitarian from Ireland who has called Atlantic Canada home for more than 50 years. Mr. O’Callaghan has given generously to many local causes and tirelessly served many charitable and community service organizations. He has made a real difference in the lives of the most vulnerable members of our community.

After a successful career in hospitality, Mr. O’Callaghan built a thriving business, East Coast Catering. He hired, trained, and mentored thousands of Newfoundlanders and Labradorians. In 1998, Mr. O’Callaghan established a ground-breaking business partnership with the Innu Nation, resulting in the creation of Labrador Catering, a company that provided employment for more than 200 Indigenous People primarily at the Voisey’s Bay site.

Mr. O’Callaghan’s financial support has helped develop rugby in the province to be competitive nationally and internationally. He provided ongoing support to develop Rainbow Riders and helped to ensure its continued success during operational challenges during the pandemic.

Most recently, Mr. O’Callaghan donated over $2 million to The Gathering Place in support of a permanent low-barrier emergency shelter. In recognition of his visionary leadership, the emergency shelter will be named O’Callaghan’s Haven. Mr. O’Callaghan has shown incredible generosity, humility, and unwavering commitment to improving the lives of Newfoundlanders and Labradorians.

Guy J. Poole
Guy Poole is an advocate and community volunteer from St. Lewis on the south coast of Labrador. He began the annual Liz’s Walk to raise funds to support diabetes research and awareness after losing his beloved wife to complications from the disease. Over the past two decades, Mr. Poole has walked thousands of kilometres across Newfoundland and Labrador to raise more than $300,000 for diabetes research.

His contribution to diabetes awareness through his annual campaign has been recognized by Diabetes Canada as one of their most successful fundraisers.

His walks have taken him across most of the roads in the Big Land to the main highways and many of the branch roads on the Island of Newfoundland.

Weather is no deterrent, and he has proven that he will not stop for rain, strong winds, or extreme temperatures and conditions.

Mr. Poole has created awareness, gathered an enormous amount of community support, raised thousands of dollars and, most importantly, inspired hope amongst those who live with this disease every day.

As an active member of NunatuKavut and vocal advocate for Indigenous rights, Mr. Poole has made significant and noteworthy contributions to his community. His partnership with the NunatuKavut Community Council was recognized by the Newfoundland and Labrador Region of the Canadian Diabetes Association with the 2016 Provincial Outstanding Partnership Award.

Dr. Andrea M. Rose
Dr. Andrea Rose is an educator, musician, and researcher from St. John’s. Her long affiliation with the music education program at Memorial University, her contributions to music festivals, in particular, Festival 500, and commitment to music at all levels, distinguishes her noteworthy contribution to Newfoundland and Labrador.

Dr. Rose has left a legacy of excellence in the undergraduate and graduate programs in music education. Many of her students have assumed influential positions in music and education professions and in the wider community. Upon retirement, she was designated Professor Emerita and Honorary Research Professor.

Dr. Rose is the co-founder and director of The Singing Network, an international collective of individuals and organizations interested in singing and song. The Singing Network generates and hosts local-international musical, educational, and scholarly events including an International Symposia on Singing and Song.

She performed as a violinist with the Newfoundland Symphony Orchestra (NSO) and Sinfonia for more than 30 years and conducted various music ensembles and productions. Dr. Rose now serves as Board Member of the NSO.

Dr. Rose is the recipient of many awards including the Queen’s Diamond Jubilee Medal, Memorial University’s President’s Award for Distinguished Teaching, designation of 3M National Teaching Fellow by the Canadian Society for Teaching and Learning in Higher Education, Honorary Life Member award by the Canadian Music Educators’ Association, and Holy Heart of Mary Founders’ Award for Achievement in the Arts.

The Public Accounts for 2023-24, the audited financial statements of the Government of Newfoundland and Labrador for the fiscal year ended March 31, 2024, have been released and tabled with the House of Assembly. The public accounts were independently audited by the Auditor General and were issued with an unqualified (clean) audit opinion.

As announced in Budget 2024, the deficit for the 2023-24 fiscal year was revised and has now been confirmed at $459.0 million through public accounts.

Compared to the original estimate, the revised deficit confirmed in public accounts reflects a decrease in revenues of $59.1 million, primarily due to lower than anticipated federal revenues, federal corporate income tax adjustment, and offshore royalties; and an increase in expenses of $240 million, mainly attributed to higher interest rates, investments in health care community supports and mental health and addictions, and recruitment and retention of health care professionals.

The Honourable Gerry Byrne, Minister of Fisheries, Forestry and Agriculture, applauds the recommendations outlined in the Auditor General of Newfoundland and Labrador’s performance audit on Crown lands administration. The recommendations closely align with the Provincial Government’s bold plan to transform Crown lands administration and enforcement, and decisive action on all recommendations is already occurring.

This government is aware of systemic problems in Crown lands management and has been taking substantive actions to effectively manage Crown lands’ administration, including extended illegal occupation of public land. This is why the Provincial Government has already introduced the most bold and significant amendments since the Lands Act was passed nearly five decades ago.

The Provincial Government has been removing the barriers people face when applying for, or securing property title to, Crown lands. Many of the concerns outlined in the report will be addressed through upcoming legislative amendments to the Lands Act this fall, recently announced measures to transform Crown lands approvals and access, and other ongoing initiatives.

Major legislative and policy changes include new tools for securing land and clarifying title, innovative pathways to housing security, and a simplified and streamlined Crown lands application process.

Ongoing initiatives related to enforcement, policy updates, oversight and reporting are already in place as the department continues to review policy to improve and modernize Crown lands management, service delivery, application processing times, and enforcement. A new referral policy will be initiated to improve consistency and reduce wait times for applications that require review from multiple departments and agencies.

The department is improving the provincial Land Use Atlas to ensure a more complete and accurate system and will continue working with other departments and interested parties to address issues related to land systems, land registration and title management.
