The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today announced the appointment of Dr. Rob Greenwood as Deputy Minister of Rural and Regional Development and Engagement, and Chief Economic Development Officer.
Dr. Greenwood has been a significant voice in our province for many years, particularly when it comes to discussions on the sustainability of communities across Newfoundland and Labrador. His work at the Leslie Harris Centre of Regional Policy and Development at Memorial University has been particularly valuable in promoting engagement and research relevant to all Newfoundlanders and Labradorians.

Biography of Robert Greenwood, Ph.D.
Dr. Rob Greenwood most recently served as Associate Vice President (Public Engagement and External Relations) at Memorial University, and was founding Director of the Leslie Harris Centre of Regional Policy and Development. His responsibilities also included the Signal Hill Campus, Alumni Engagement, Strategic External Relations, the Botanical Gardens and the Newfoundland Quarterly.
Rob has served as a Director and Assistant Deputy Minister of Policy in Economic Development departments in Newfoundland and Labrador and in Saskatchewan. In Saskatchewan, he led the development of the provincial economic strategy. He was Vice President, Corporate Development, Information Services Corporation of Saskatchewan, and was founding Director of the Sustainable Communities Initiative, a partnership of the University of Regina, the City of Regina and the National Research Council of Canada.
In Newfoundland and Labrador, he was Director of Research and Principal Author of the 1995 Report of the Task Force on Community Economic Development, and led the process to establish Regional Economic Development Boards in 20 Economic Zones. He also led the development of a strategy for small-scale manufacturing in Newfoundland and Labrador, which was launched in 1999.
Rob has taught, consulted, published and presented extensively on community economic and regional development, strategic economic planning, sectoral and cluster development, public engagement and knowledge mobilization.
Rob holds a Ph.D. in Industrial and Business Studies from the University of Warwick, England, which he attended as a Commonwealth Scholar and an Institute of Social and Economic Research Doctoral Fellow. He completed his Masters in History at York University and his B.A. (Hons.) at Memorial University. He has been awarded lifetime achievement awards from the Economic Developers Association of Canada, the Newfoundland and Labrador Economic Developers Association, and the Canadian Rural Revitalization Foundation, and was awarded the Pinnacle Award for Organizational Leadership from the International Association of Business Communicators, Newfoundland and Labrador.

Governments of Newfoundland and Labrador and Canada Strengthen Province’s Tourism Industry
Newfoundland and Labrador’s tourism attractions, experiences and amenities continue to show tremendous growth potential, creating jobs, strengthening communities and welcoming visitors from around the world. Today, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador announced provincial investments of $547,795 for seven tourism-related projects in the region. The Honourable Gudie Hutchings, federal Minister of Rural Economic Development and Minister responsible for the Atlantic Canada Opportunities Agency (ACOA) announced federal investments of $2,196,768.
These investments will help upgrade accommodations, host events and festivals, market the region, and develop new world-class attractions.

The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.

Badger Sand and Gravel Quarry (Reg. 2247)
Proponent: Exploits Welding and Machine Shop Limited
The minister has advised the Proponent that an environmental preview report (EPR) is required for the project. The EPR is required to include:
- A proposal of alternate quarry access that aligns with the policy of the Department of Industry, Energy and Technology (IET);
- A site plan prepared in accordance with IET requirements;
- A plan for restricting access, including depicting features such as berms and gates;
- A Water Resources Management Plan that identifies the potential effects of the Project on nearby wetland and waterbodies, and describes onsite water and sediment control measures; and
- Correction of inaccurate information in the registration document.
An Environmental Assessment Committee (EAC) will be appointed to provide scientific and technical advice to the minister and to prepare guidelines for the Proponent in preparation of the EPR. The public will be invited to provide comments on the EPR upon its submission.

Public Advisory: Resource Enforcement Division Investigation Leads to Salmon Poaching Charges
A recent investigation conducted by the Department of Fisheries, Forestry and Agriculture’s Resource Enforcement Division has resulted in charges against one individual related to the poaching of Atlantic salmon and the seizure of several items.
On July 25, 2023, Resource Enforcement Officers located a net set in coastal waters in a manner for catching Atlantic salmon. A subsequent investigation resulted in the arrest of a resident from the community of Hay Cove for violation of the Fisheries Act. The investigation also lead to the seizure of a boat, motor, net and 17 salmon. The individual will appear at court in St. Anthony at a later date.
The public is encouraged to report suspected illegal fishing and hunting activity, as information provided by the public plays a significant role in assisting investigations being carried out by Resource Enforcement Officers.

Public Advisory: Heavy Loads Not Permitted on Route 93
The Department of Transportation and Infrastructure would like to advise the public that because of a narrow road width (2.8 metres) during the bridge replacement underway on Route 93 (Mount Carmel Road), heavy loads, wide loads and/or permitted loads will have to detour via Route 91 to Colinet to access Harricott and Mount Carmel until the bridge replacement is complete.
Normal traffic can proceed as usual along the route. However, drivers should note the road has been reduced to one lane with a speed limit of 30 km/h.

New Multi-Purpose Community Centre Announced for the Town of Forteau
A cost-shared agreement of more than $2 million between the Provincial Government and the Town of Forteau will help support the construction of a new multi-purpose community centre in the town.
The project will involve the construction of an open space hall which will be used as a multi-purpose community space and performance space. By including a gym floor in the space, it can also be used for recreational activities such as ball hockey, basketball, children’s games and seniors’ recreation activities, as well as family events.
Budget 2023 includes more than $161 million for community infrastructure projects under the Investing in Canada Infrastructure Program and for projects under the Municipal Capital Works Program.

Contract Awarded for National War Memorial Refurbishment; Public Information Session Scheduled
A contract valued at $6.1 million has been awarded to Can-Am Platforms and Construction Ltd. for the refurbishment of the National War Memorial in St. John’s. Refurbishing the National War Memorial will ensure it remains an enduring tribute to the brave Newfoundlanders and Labradorians who have served and continue to serve to protect the freedom that was fought for so many years ago.
In August 2022, the Department of Transportation and Infrastructure issued a Request for Proposals for a consultant team to develop and design a new site plan for the War Memorial. With the site plan now finalized, the latest contract signals the start of the construction phase of the project.
To provide an overview of the National War Memorial refurbishment project, the Royal Canadian Legion – Newfoundland and Labrador Command and the Provincial Government will host a public information session on Tuesday, August 15 at 7:00 p.m. at the Royal Canadian Legion, Branch 56, Pleasantville. Anyone interested in learning more about the project is welcome to attend.
In July 2022, the Provincial Government announced it would partner with the Royal Canadian Legion – NL Command, Veterans Affairs Canada and the Commonwealth War Graves Commission on the refurbishment of the National War Memorial, including the repatriation of the remains of an unknown soldier from northern France. The remains will be reinterred in a specifically designed Tomb of the Unknown Solider at the National War Memorial in St. John’s. The reinternment of the remains will take place during a special ceremony marking the 100th anniversary of the National War Memorial on July 1, 2024.
For this special project, the Government of Newfoundland and Labrador has procured local granite and installation services from Ocean Floor Granite in Bishop’s Falls.
During the First World War, the Dominion of Newfoundland was a member of the British Empire. The Commonwealth War Graves Commission agreed to the repatriation of remains to Newfoundland and Labrador in recognition of the exceptional losses suffered by the Newfoundland Regiment on the first day of the Battle of the Somme (July 1, 1916). The agreement also ensured that Newfoundland would be afforded the same honour as other Dominions/Commonwealth countries, which received repatriated remains of a World War One soldier interred in a tomb. As the only province in Canada to have its own National War Memorial – a National Historic Site since 2019 – Newfoundland and Labrador will also be the only province to have a dedicated tomb component.
Newfoundlanders and Labradorians served on land, sea and by air during the First World War. The repatriation of the Unknown Soldier represents the efforts and sacrifices of all who served.

Public Advisory: Lewin Parkway Bridge Repair Update
The Department of Transportation and Infrastructure would like to provide residents with an update on the rehabilitation of the Lewin Parkway Bridge in the City of Corner Brook.
Currently, the contractor is waiting for bearings for the bridge to be fabricated so work can resume on the project. Additionally, design work is underway to relocate a major waterline below the Trans-Canada Highway on-ramp near Massey Drive, in an effort to facilitate repair of the wall below the ramp.
Public safety remains paramount and the closure of this roadway remains necessary until critical repairs are completed. The department apologizes for any inconvenience this may be creating for motorists in the area.

Registration Open for Becoming an Outdoors Woman Workshop
Applications are open for the Becoming an Outdoors Woman workshop at Marble Mountain in Steady Brook from September 29 to October 1, 2023.
The Becoming an Outdoors Woman program helps participants aged 18 and over develop a variety of outdoor skills, with a focus on conservation of Newfoundland and Labrador’s natural, historical and cultural resources. Participants choose from a wide range of hands-on courses, including shotgun and rifle basics, archery, all-terrain vehicle safety, cooking in the outdoors, creating leather from animal hides, orienteering and bee keeping.

Provincial Government Expanding Jurisdiction of Royal Newfoundland Constabulary in Western Newfoundland
In an effort to ensure the effective and efficient delivery of policing services, the Honourable John Hogan, KC, Minister of Justice and Public Safety and Attorney General, today announced that the Royal Newfoundland Constabulary (RNC) is expanding its jurisdiction in western Newfoundland.
The expanded jurisdiction will include the communities in the Bay of Islands, the Town of Massey Drive, and communities in the Humber Valley as far east as Pasadena. In total, nearly 33,000 residents in the region will be served by the RNC’s 24-hour policing model.
The transition will occur over the next year, with an effective date to be finalized in the coming months. The Provincial Government continues to work with the RNC, RCMP, and communities to ensure policing is working in the most effective and efficient way possible to ensure all Newfoundlanders and Labradorians feel safe and secure.
Until further notice, residents are advised to continue to contact their local police detachment. In the event of an emergency, always call 911.

Contracts Awarded for Advisors on Ambulance Integration
As part of the next phase of establishing an integrated ambulance service in Newfoundland and Labrador, the Department of Health and Community Services has awarded three consulting contracts totaling approximately $581,500. These include:
- Healthcare Strategists has been awarded a contract valued at $300,500 to provide technical and research advisory services for the procurement of ambulance services;
- LifeFlight of Maine has been awarded a contract valued at approximately $246,000 for helicopter emergency medical service planning to inform future decision making on the design of the overall emergency air ambulance system; and
- RFP Solutions has been awarded a contract valued at $35,000 as a fairness advisor and will provide services as an independent third party overseeing and monitoring the procurement of ambulance services.
The department anticipates working together with these advisors throughout the next year to introduce changes in ambulance service delivery in this province. The advisors will guide government on service requirements and the development of an RFP for the design, management, and operation of an integrated ambulance service.
Budget 2023 allocated $9 million to begin the consolidation of 60 separate road ambulance services into a single, integrated service with a centralized approach. This aligns with the recommendation of Health Accord NL to “design one provincial, modern, integrated air and road ambulance system with a central medical dispatch” as one of the essential elements of a reimagined health system.

Report: A-2023-036 Report Date: August 7, 2023 Public Body: Department of Tourism, Culture, Arts and Recreation Summary: The Complainant sought access to information from the Department of Tourism, Culture, Arts, and Recreation (TCAR) regarding the $1 million of funding for the Come From Away production being held in Gander. The search for responsive records produced some records, all of which were withheld pursuant to section 27 of ATIPPA, 2015. However, due to a lack of consultation with the Complainant on the part of TCAR as to the scope of the Complainant’s request, it was unclear whether all responsive records were produced. The Commissioner agreed with TCAR that the responsive records should be withheld pursuant to section 27. However, the Commissioner found that TCAR did not meet its duty to assist as it took a narrow interpretation of the request that was not reasonable and that may have contributed to the lack of responsive records produced. As a result, the Commissioner recommended that a new search for responsive records be conducted, prior to which TCAR should consult with the Complainant in order to confirm the scope of the request.-30-

Public Advisory: Road Closure for Pitts Memorial Drive
The eastbound and westbound lanes of Pitts Memorial Drive from Bay Bulls Road to the CN Viaduct will close from 6:30 a.m. to 7:00 p.m. on Saturday, August 12 and Sunday, August 13.
The closure includes the westbound lane entrances to the viaduct via Hamilton Avenue, New Gower Street and Job Street. Eastbound traffic will exit by Bay Bulls Road. The closure is necessary to complete work related to the removal and reinstallation of a culvert.
Motorists are asked to pay attention to traffic control measures and take an alternate route if possible.

Government of Newfoundland and Labrador Providing Update on Health Care Recruitment
As a result of ongoing strategic recruitment efforts by the Government of Newfoundland and Labrador and Newfoundland and Labrador Health Services (NL Health Services), access to primary health care has increased significantly in recent months.
The Honourable Tom Osborne, Minister of Health and Community Services, will be available to discuss recent recruitment results today at Confederation Building, East Block Lobby, at 1:30 p.m. Minister Osborne will be joined by Debbie Molloy, Vice-President of Human Resources at NL Health Services.
More than 40 physicians have agreed to work in Newfoundland and Labrador since the start of the fiscal year (April 1, 2023), including in hard-to-fill areas such as Bonavista, Burin, Carbonear, Clarenville, Grand Falls-Windsor, Fogo Island and Twillingate.
Additionally, during the same period the Department of Health and Community Services and NL Health Services have recruited more than 170 nurses, including licensed practical nurses, registered nurses and nurse practitioners.
While some physicians have begun practicing in the province, others are anticipated to begin practicing later this year. Start dates for each physician range from mid-April to early December. These recruitment efforts will help stabilize health care in communities where positions are difficult to fill.
Budget 2023 included the largest ever investment in health care, with close to $6 million in funding for this signing bonus program. This builds upon significant actions government is taking to address the current challenges facing the health care sector in the province.
