Newfoundland and Labrador’s Seniors’ Advocate has released the annual Status Report on Recommendations 2022-2023.
Twenty-five formal recommendations have been issued by the Office of the Seniors’ Advocate Newfoundland and Labrador to various provincial government departments and agencies. To date, 16 recommendations have been fully implemented, compared to 11 in last year’s report; seven recommendations are partially implemented; and two recommendations have no measurable advancement.
Overall, there has been considerable progress in government’s response to the recommendations of the Office of the Seniors’ Advocate in this reporting period. The percentage of implemented recommendations increased from 44 per cent last year to 64 per cent in 2022-23.
As it relates to recommendations partially implemented or not implemented since 2019, the Seniors’ Advocate continues to monitor progress on the outstanding recommendations until satisfied that all are appropriately addressed.

Premier Furey Congratulates First Community Organization in Newfoundland and Labrador to Receive Council of the Federation Award for Literacy on International Literacy Day
As part of International Literacy Day, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Krista Lynn Howell, Minister of Education, are extending congratulations to ABC Life Literacy Canada as the recipient of the 2023 Council of the Federation Literacy Award for Newfoundland and Labrador.
The Council of the Federation Literacy Award was created in 2004 to celebrate adult learners who undertake literacy training, as well as the valuable contributions made by Canadians in the field of literacy, including family, Indigenous, health, workplace, and community literacy. The award is presented to learners, educators, volunteers, community organizations, and businesses in each province and territory.
ABC Life Literacy Canada is dedicated to advancing literacy by empowering adult learners, increasing awareness, and providing support to the adult learning sector. With staff operating throughout Newfoundland and Labrador, this organization has been the lead on two programs that are focused on supporting and empowering individuals in the province.
The Activate Learning program is designed to foster a culture of lifelong learning and reduce stigma. By offering workshops, learning resources, and custom workbooks, ABC Life Literacy has made significant strides in supporting diverse learner groups, families, and community organizations across the province. The Activate Learning program served 24,216 learners in Newfoundland and Labrador from November 2019 to April 2023 through 680 workshops, home learning activities, and workbook downloads. A newer Learning at the Museum program allows residents to avail of cultural literacy activities specific to our unique history and culture. This includes workshops, cultural guides, and increased accessibility to culturally relevant materials and spaces.
Since 1967, International Literacy Day celebrations have taken place annually around the world to remind the public of the importance of literacy as a matter of dignity and human rights, and to advance the literacy agenda towards a more literate and sustainable society.
To support adult literacy in Newfoundland and Labrador, the Provincial Government implemented the five-year Adult Literacy Action Plan in 2019. The plan places a special emphasis on reaching out to and supporting vulnerable populations, including newcomers, individuals with disabilities, and those facing economic hardships to improve literacy in the province.

Manager of Physician Relations to Strengthen Relationship with Physicians
The Department of Health and Community Services has filled a new Manager of Physician Relations position, which will help strengthen its relationship with the Newfoundland and Labrador Medical Association (NLMA).
NLMA members, including individual physicians, clinics, and physician groups with questions regarding the department’s Medical Care Plan (MCP) adjudication can now contact Mr. Gerard Power, the new Manager of Physician Relations, to receive additional information, such as:
- Timely information on MCP adjudications;
- Clear reasons on decisions to adjust or reject claims; and
- Guidance on how physicians can avoid future adjustments.
Mr. Power has been employed as a manager with MCP for the past seven years and has an extensive background in financial services, legislation, health policy and operations in the public sector. He can be reached at GerardPower@gov.nl.ca or 709-729-1011.
The position is part of the Shared Agenda for Family Medicine, which addresses issues related to the retention of the province’s family physician workforce. The agenda, created earlier this year, outlines plans for:
- Physician recruitment and retention;
- Family care teams;
- Human resource shortages; and
- Emergency medicine services.
Both the Government of Newfoundland and Labrador and NLMA recognize the value and importance of adjudication of MCP claims and the importance of compensating doctors for the insured service they provide to patients.

Big Game Hunting Season Opening in Newfoundland and Labrador
The Provincial Government is pleased to announce the opening of the Big Game season. The season opens in most areas of Newfoundland and Labrador tomorrow (Saturday, September 9):
- Moose (island): September 9, 2023 – December 31, 2023 (except for national parks).
- Moose (Labrador): September 9, 2023 – March 10, 2024.
- Caribou (island): September 9, 2023 – December 3, 2023 (except Areas 70 and 72). Note: Caribou hunting is prohibited in Labrador.
- Black bear (island): September 9, 2023 – November 12, 2023.
- Black bear (Labrador): August 10, 2023 – November 30, 2023.
- Coyotes and wolves: September 9, 2023 – July 15, 2024 (coyote, province-wide). Season dates for wolf vary by region.
- Trapping Seasons and Zones: Trapping dates vary by species and region.
- Small game (island): Trapping dates vary by species and region.
- Small game (Labrador): Trapping dates vary by species and region.
All hunters must observe firearm regulations and safe hunting practices. Wildlife regulations, hunting season dates, bag limits, safety tips and more are available in the 2023-24 Hunting and Trapping Guide. Hunters are strongly encouraged to review the guide prior to the start of hunting season.
Big game jawbones can be returned at more than 50 locations, and participating hunters will receive a Cooperating Hunter Crest for supporting big game population research.
New hunters wishing to become eligible for the 2024-25 Big Game Licence Draw must complete the Canadian Firearms Safety/Hunter Education Course before November 30, 2023.

The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
Humber Village Forage Production (Reg. 2267)
Proponent: Briarside Affair Limited
The Proponent is proposing to develop 5.53 hectares of Crown land for the production of forage crops near the community of Humber Village, and approximately 15 kilometres northeast of the City of Corner Brook. The development would be an extension of the Proponent’s existing apple orchard and forage farm. Work would include vegetation clearing, tilling, aeration, soil supplementation and seeding. A description of the project can be found on the department’s webpage at: www.gov.nl.ca/ecc/env-assessment/projects-list/.
The undertaking was registered on September 7, 2023; the deadline for public comment is October 12, 2023, and the minister’s decision is due by October 22, 2023.
UNDERTAKINGS RELEASED:
Stephenville Crossing Bridge Removal (Reg. 2255)
Proponent: Department of Transportation and Infrastructure
The project is released from environmental assessment subject to the following conditions:
- The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The Department of Fisheries, Forestry and Agriculture (FFA) requires the following:
- Vegetation clearing is not to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) and within 200 metres during the remainder of the year. The 200-metre buffer also applies to all other raptor nests (e.g. Northern Goshawk. Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest sites must be reported to the Wildlife Division.
- The project area falls within the Species at Risk Act critical habitat for the
Piping Plover. On-site activities that may disturb the Piping Plover (such as use of heavy machinery) must not occur between March 15 – November 15, which covers the breeding and migration periods for the Piping Plover and other shorebird species.
-
- The registration document indicates that the proponent will require the contractor(s) to submit a Contractor Environmental Mitigation Plan to the Department of Transportation and Infrastructure for approval. FFA requires that the Contractor Environmental Mitigation Plan must also be submitted to its Wildlife Division for approval, prior to the start of project construction.
- The Proponent must advise the Environmental Assessment Division when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
- The Proponent must update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if required.
Happy Valley – Goose Bay Aggregate Quarry (Reg. 2258)
Proponent: Tundra Services Ltd.
The project is released from environmental assessment subject to the following conditions:
- The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The Water Resources Management Division (WRMD) of the Department of Environment and Climate Change requires a Water Resources Management Plan to address the following:
- The type of water body and its distance from the site must be provided for any brook/river/stream, pond or wetland present in or within the proximity of the project boundary.
- A description must be provided of any impacts from site operations to the above-mentioned water bodies. A permit/license from the Water Resources Management Division may be required.
- Where there is any potential for onsite drainage water or dewatering water to discharge into a natural water body, a description must be included of the precautionary measures, such as vegetative cover, filter strip, silt curtain, etc., to be deployed to ensure the effluent or runoff meets the requirements of the Environmental Control Water and Sewage Regulations, 2003.
- A description must be provided of water control measures to be deployed onsite for daily workings as well as for high-precipitation storms.
- A description must be provided of sediment control measures to be deployed onsite to avoid discharging sediment-laden water into the natural waterbody.
- The Department of Fisheries, Forestry and Agriculture requires the following:
- A minimum 30-metre undisturbed riparian buffer must be maintained from the high water mark of all wetlands and waterbodies within and adjacent to the project that are identified on either the 1:50,000 scale National Topographic System maps, or the topographic mapping layer shown in the Provincial Land Use atlas, to protect sensitive riparian and aquatic species and their habitats.
- No vegetation clearing is to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. Communities Showing Interest in Collaboration and Service Sharing
On July 17, 2023, the Department of Municipal and Provincial Affairs announced the Community Collaboration Grants initiative, which aims to help address service gaps and build capacity of communities through a collaborative, shared services approach.
Since the launch, communities are expressing interest in working together to increase collaboration and service sharing in various regions. The deadline for applications has now been extended to October 31, 2023.
These grants are part of the new regionalization approach that will advance community sustainability and viability through collaboration and service sharing. Grants will be a maximum of $100,000, with a provincial/municipal cost-share ratio of 90/10.
Some examples of areas that could receive funding through these grants are:
- Procurement;
- Recreation facilities;
- Water services;
- Fire and emergency services; and
- Economic development.

Public Urged to Be Prepared in Advance of Peak Hurricane Season
With the peak of Atlantic Hurricane season just days away, the Honourable John Hogan, KC, Minister of Justice and Public Safety, is encouraging residents to know the risks and take action to be prepared for extreme weather events.
Climate change is increasing the frequency of extreme weather and weather-related events. The recent experiences of Hurricane Fiona and the wildfires in Central Newfoundland have shown a need to provide timely and accurate information to the public before and during potential life-threatening events.
Personal preparedness is critical to the success when managing an emergency situation. In addition to visiting the Be Prepared website for emergency best practices and alerts, the public and local governments are reminded to:
- Ensure roads, ditches and drains are clear of debris;
- Ensure appropriate provisions are made for the delivery of services;
- Check NL 511 via the mobile app, visit nl511.ca or call 511 to check driving condition reports;
- Prepare and update emergency plans; and
- Take steps to ensure personal safety during the weather event.
Families are encouraged to develop their own emergency plans in advance of anticipated adverse weather. Tips for preparing a plan, as well as items to include in an emergency kit, can be found in the backgrounder.
Disasters and emergencies affect everyone. People may experience barriers in emergency preparedness and emergency situations, which may include accessing devices that run electrical power, elevators, accessible transportation and accessible communications.
Information on emergency preparedness for persons with disabilities and their families can be found on the Coalition of Persons with Disabilities NL website and on the federal website for an Emergency Preparedness Guide for People with Disabilities.
To further enhance public safety during potential life-threatening events, residents will be able to access a new tool through www.gov.nl.ca. If a major emergency is deemed imminent, such as a major hurricane about to make landfall, a new emergency preparedness webpage will be activated. The webpage acts as a single source of information and is intended to improve communication with the public ahead of, during, and after an emergency. The webpage will be accessible from government’s homepage, is easy to use, mobile-friendly and will be deactivated once the threat has passed.
This new tool is another way the Provincial Government is preparing residents for increasingly common, extreme weather and weather-related events.
People are encouraged to share their knowledge about emergency preparedness and to help support each other. Be aware of neighbours who are elderly, people with disabilities, people with limited resources or persons who identify they need support for emergencies.

Tips for Preparing an Emergency Management Plan and Emergency Kit Checklist
Residents should ensure their own personal safety and know the risks most likely in their community. You should ensure your family has an emergency plan prepared in advance of anticipated adverse weather. Some tips are:
- Have a basic emergency kit and vehicle emergency kit prepared for at least 72 hours with food, water, batteries, a portable radio, and prescription medications;
- You should store a three-day supply of water, food, and clothing for each person, including supplies for family pets;
- Have copies of documents, such as insurance, driver’s license, passport, etc;
- You should ensure an ample amount of baby supplies, such as formula and diapers;
- Have a supply of medications, medical supplies and other essential personal items;
- Plan in advance to have your vehicles fueled and to have cash on hand;
- Secure loose items around your house and clear drains and basins;
- Trim branches and cut down dead trees;
- Be prepared to move inland and go to higher ground; and
- Stay up-to-date by monitoring forecast information and local news.
In case of an adverse weather event or major emergency or disaster, you will need some basic supplies set aside. You should always be prepared to be self-sufficient for at least 72 hours to allow emergency workers to focus on those of most urgent need. The kit should include:
- Two litres of drinking water per person/per day;
- Non-perishable canned and dried foods;
- Manual can opener and disposable plates and utensils;
- Prescription glasses/contact lenses and supplies;
- Prescription medications/medical equipment;
- Personal hygiene items;
- Extra water for washing (if possible);
- First aid kit;
- Battery-operated radio;
- Battery-operated flashlight;
- Extra batteries;
- Phone charger and battery bank;
- Cash;
- Car and house keys;
- Change of clothing and footwear per person;
- Copy of personal documents (Identification, insurance and bank account information. This should be stored electronically or placed in a waterproof bag);
- Home emergency plan with contact numbers; and
- Blanket or sleeping bag per person.
For those with babies, toddlers and children consider:
- Formula;
- Diapers;
- Bottles;
- Wipes; and
- Games, books, crafts.
If you have a pet add:
- Pet food;
- Water;
- Bowls;
- Leash; and
- Kennel.
Emergency kits should be stored in a dry place, in an easy to carry container or backpack, and all family members should know where it is located.
Plan in advance to have your vehicles fueled and to have cash on hand. Gas pumps and bank machines will not work during power outages. Drivers should also consider packing an emergency kit for their vehicle.

Media Advisory: Minister Byrne to Speak at Community Hubs Launch
The Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills, will speak at the official launch of Memorial University’s Community Hubs in Corner Brook tomorrow (Friday, September 8).
Minister Byrne will speak at the Grenfell Campus Centre for Research and Innovation, 1 Mill Road, Corner Brook beginning at 11:30 a.m. This is one of 16 launch event locations.
The Community Hubs initiative builds on the partnerships Grenfell Campus established in 2020 in response to the COVID-19 lockdown, when the university and its partners co-designed two “rural learning hubs.” There are currently 17 hubs throughout the province, each with high-speed internet access, digital equipment and multipurpose space for study, meetings and workshops.

Provincial Government Establishes Fish Price-Setting Strategic Review Team
The Honourable Bernard Davis, Minister Responsible for Labour, today announced details for the establishment of a provincial Fish Price-Setting Strategic Review Team to assist with the development of a formula-based framework for fish price-setting, and other potential mechanisms, to address ongoing issues with the current price-setting process.
The strategic review team’s mandate includes economic analysis, stakeholder consultations and review of current legislation, policy and regulations, with the objective of finding a solution that reflects the respective roles and values of the harvesting and processing sectors.
The strategic review team consists of three members appointed by the Lieutenant-Governor in Council, based upon nominations from Fish, Food and Allied Workers – Unifor, the Association of Seafood Producers Inc., and the Provincial Government.
All three members have extensive experience in the fishing industry, and include:
- Glenn Blackwood (Chair);
- Gabriel Gregory; and
- William Broderick.
Members will begin their review immediately and will make recommendations to the Minister Responsible for Labour.

Biographies of Fish Price-Setting Review Team Members
Glenn Blackwood
Glenn Blackwood holds a Bachelor of Science (Hons.) in marine biology and a Master of Arts in resource management from Memorial University. Globally recognized for his leadership and expertise in fisheries and ocean sciences, Mr. Blackwood brings a wealth of knowledge into this role.
Mr. Blackwood most recently completed his term as Vice-President of Memorial University (Marine Institute) after 16 years of exemplary leadership in navigating the institute through largely successful expansions and transitions. Throughout his career, he has further directed the Marine Institute’s Centre for Sustainable Aquatic Resources, was the Managing Director of the Canadian Centre for Fisheries Innovation and served as Assistant Deputy Minister of Fisheries and Director of Resource Analysis with the Government of Newfoundland and Labrador.
A Fellow and a Governor of the Royal Canadian Geographical Society, Mr. Blackwood has also been an elected Chair of the International Association of Maritime Universities for two terms, and was a member of the Boards of the World Maritime University, Ocean Supercluster and the Oceans Frontier Institute.
Gabriel Gregory
Gabriel Gregory holds a Bachelor of Commerce from Memorial University and is a certified management accountant through the Society of Management Accountants. Mr. Gregory has spent most of his decades-spanning career in the fishing industry and brings extensive knowledge and experience to his role.
Mr. Gregory is currently the principal of a private consulting company that provides fisheries and management consulting services to both industry and government clients. Throughout his career, Mr. Gregory has held senior executive roles at Beothic Fish Processors Limited (President) and at Fishery Products International Limited (Executive Vice President of Atlantic Operations) .
Furthermore, Mr. Gregory has served as the Chairman of the Canadian Centre of Fisheries Innovation, Vice-Chair of the Fisheries Resource Conservation Council, Director and President of the Canadian Association of Prawn Producers, and Director and President of the Groundfish Enterprise Allocation Council.
William Broderick
William Broderick is a retired Fish, Food and Allied Workers – Unifor (FFAW-Unifor) Inshore Director who worked with the union for 16 years. Prior to being hired as a staff member, Mr. Broderick held the election position of Inshore Vice-President with the FFAW from 1995-2004.
Mr. Broderick has an extensive background in the fishing industry, with a career spanning over more than 25 years. He has served as a member of the Fisheries Resource Conservation Council from 1999-2003, and has been serving on the Board of Directors of the Fish Harvesters Resource Centres from 1993 to present. Nationally, he has been the FFAW – CAW member on the Board of Directors of the Canadian Council of Professional Fish Harvesters from 1996 to present.
Mr. Broderick has been a FFAW representative on the Board of Directors of the Professional Fish Harvesters Certification Board, where he is currently serving as the Chairperson, a position he has held since the organization’s first election of governing officers in 1997.
BACKGROUNDER
Terms of Reference for the Fish Price-Setting Strategic Review Team
Purpose
The fishing industry is a vital economic generator in Newfoundland and Labrador, with a total value of $1.4 billion dollars annually, and employing more than 17,500 people. Historically, the fishery was based on groundfish, primarily cod, but for the past 30 years it has been dominated by shellfish, with snow crab accounting for more than 50 per cent of the total value of the fishery.
Established in 1971 and amended over time, the Fishing Industry Collective Bargaining Act (the Act) regulates collective bargaining between fish harvesters and processors. The Act includes authority for the appointment of a Standing Fish Price-Setting Panel (the Panel). In addition to duties such as the facilitation of collective bargaining in the fishing industry, the Panel has a mandate to set price and conditions of sale for a fish species where parties have been unable to conclude a negotiated collective agreement.
The current panel approach was implemented in 2006. While amendments have been made to the Act since that time, market volatility and disputes between interested parties have continued to create challenges for ongoing stability in the industry. Government will facilitate the development of a new approach for setting fish prices annually.
In an effort to address ongoing issues with the current price-setting process, a Fish Price-Setting Strategic Review Team (Strategic Review Team) will be established to assist with the development of a formula-based framework for fish price-setting, and possibly other mechanisms, with the objective of avoiding future disruption in the processing and harvesting sectors.
Mandate and Objectives
The Strategic Review Team will make recommendations to the Minister responsible for Labour about matters regarding the process for fish price-setting as outlined in the Act, including the recommendation of a new formula-based framework. The objective is to find a solution that reflects the respective roles and value of the harvesting and processing sectors, and leads to a fair and balanced distribution of the market value to all participants in the fishery. To complete the work, the Strategic Review Team will:
- Consult all interested parties such as the respective organizations of fish harvesters and processors, and consider these views in the recommended framework;
- Consult current and past members of the Panel;
- Consider current relevant legislation, regulations, and policy;
- Consider the findings of reports, previously prepared for the Province, about the Act and fish price-setting;
- Complete economic analysis of historic pricing structures for various species;
- Examine pertinent formula-based approaches applied in the fishing industry in other jurisdictions;
- Report on the type and rationale for each variable that should be considered in a new formula for determining annual fish prices, such as price to harvesters, labour cost, yield, market prices and exchange rates;
- Develop and test formulaic approaches to price setting and seasonal adjustments, including economic modelling cases depicting how the recommended formula framework will function under various scenarios of fluctuating market conditions and for different species;
- Outline any important considerations for implementation of the recommended formula (e.g. time period for applying the formula and any potential interruption mechanisms such as seasonal adjustments);
- Report observations to the Minister regarding potential impacts to industry parties under different possible scenarios and at different stages of formula implementation; and,
- Provide recommendations regarding other considerations for fish price-setting that are identified through the review process.
Composition
The Strategic Review Team shall consist of three members appointed by the Lieutenant-Governor in Council (LGIC). Members will have relevant experience in the fishing industry and the Minister will accept nominations for consideration from the Fish, Food and Allied Workers-Unifor and Association of Seafood Producers, to inform the selection of one member per organization. One of the three members will serve as Chairperson, as appointed by the LGIC, for the purpose of facilitating results through mediation and finding common ground between the harvesting and processing sectors.
Resources
To complete its work, the Strategic Review Team will be supported by the Departments of Environment and Climate Change and Fisheries, Forestry and Agriculture.
A small budget will be available to hire external expertise as required. The remuneration rate for members of the Strategic Review Team will be in accordance with the Level I rate outlined in the Guidelines for Agencies, Boards and Commissions.
Timelines
The mandate of the Strategic Review Team is time sensitive.
Initial meetings with industry will begin immediately, followed by completion of the requirements outlined in the mandate and objectives section.
A report will be submitted, including a recommended formula-based framework, by October 12, 2023.

Premier Furey Announces the Launch of Well-Being Week 2023
As part of the Provincial Government’s commitment to improve and redefine the well-being of all residents, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador today announced the launch of the first “Well-Being Week” in the province from September 17 to 23, 2023.
Today’s announcement builds on many ongoing initiatives to support a person’s physical, mental, financial and economic health and overall well-being, the social determinants of health. Investments in recent years have focused on helping Newfoundlanders and Labradorians with the increased cost of living, economic security, affordable housing and child care, active and healthy living, education and the health care system.
This is the latest step towards achieving the goal of becoming one of Canada’s healthiest provinces by 2031. Well-being will be a key consideration in policy and spending decisions and programs, with a heightened focus on determinants such as access to housing, food, water, justice, money and education, as well as our experience of equity, social connection and safety.
Health Accord NL identified these determinants as having a far greater impact on well-being than the health care system, and that by addressing these areas government and residents can significantly improve health outcomes for the people of the province.
Premier Furey made the announcement today with Sheldon Pollett, Executive Director of Choices for Youth, Darla King, Vice President of Transformation – Well-Being with NL Health Services, and Amy Coady, President of Municipalities NL.
Well-Being Week will be a time to bring awareness to the influence of the social factors on health outcomes and quality of life. Participants will learn, engage, support and take action around the many factors that impact our health and quality of life. There will be events held throughout the province that will help build momentum around the goal of becoming one of Canada’s healthiest provinces.
Achieving this goal will require governments, communities, groups, businesses and organizations to incorporate a well-being approach in their policies, and for individuals to discover how well-being applies to them.

Minister Howell Welcomes Students to a New School Year
The Honourable Krista Lynn Howell, Minister of Education, is welcoming students in the K-12 education system back to class for the start of the 2023-24 school year.
Enrollment in the K-12 education system is once again increasing this year, and is expected to reach more than 64,000 students throughout Newfoundland and Labrador. These students will either start at – or return to – one of over 250 schools in the province with a team of teachers, administrators, and support staff who are eager to welcome them back.
The Provincial Government continues to implement and improve programs and services to further enhance education in the province. This includes promotion of the Safe and Inclusive Schools Policy to ensure an inclusive and accessible school environment for all students.

New Funding Program to Support Research and Development in the Provincial Aquaculture Industry
The Provincial Government is launching a new Multi-Species Research and Development Fund to diversify and expand Newfoundland and Labrador’s aquaculture industry. The fund will support investment in the research and development of aquaculture species that are not currently commercialized in the province.
Today, the Honourable Elvis Loveless, Minister of Fisheries, Forestry and Agriculture launched the fund at Cold Harvest 2023, the Newfoundland Aquaculture Industry Association’s annual conference in St. John’s.
Successful program applicants will access non-repayable funding to assist in research and development for specific aquaculture projects, and to incentivize the farming of cultured plants and new species.
The program will support the transfer of knowledge and technology to encourage the introduction and establishment of diverse species in the provincial aquaculture sector. Businesses, organizations or individuals can find more information on the Multi-Species Research and Development Fund at the Fisheries, Forestry and Agriculture website.
Through Budget 2023, the Provincial Government has allocated $500,000 annually for three years for multi-species aquaculture development and the collection of oceanographic data.

New Initiatives Support Retention of Correctional Officers
The Provincial Government, in collaboration with the Newfoundland and Labrador Association of Public and Private Employees (NAPE), is taking action to support retention of correctional officers in the province.
New initiatives include:
- Effective August 30, 2023 to February 29, 2024, correctional officers who are required to work on their first regularly scheduled day of rest shall receive pay at twice their regular hourly rate; and
- A one-time retention bonus of $2,500 will be paid to NAPE Correctional Officers Bargaining Unit members who are actively working full-time hours as of August 30, 2023. Payments are currently being arranged.
In addition, the Provincial Government recognizes the need for more correctional officers, and has ongoing recruitment efforts. In July, Minister Hogan announced provincial support of up to $130,000 for 13 confirmed seats for Newfoundland and Labrador residents to obtain a Correctional Officer Certificate at the Atlantic Police Academy in Prince Edward Island. This new incentive received significant interest, with 60 applications received by the August 11 deadline. Applicants are moving through the process and fitness testing was recently conducted.
A separate recruitment effort involves training 20 new recruits in Labrador this fall. Upon successful completion of the training program, it is anticipated that the graduates will be employed at the Labrador Correctional Centre and at Her Majesty’s Penitentiary beginning in January 2024.

Public Advisory: Temporary Outer Ring Road Ramp Closure
The eastbound ramp leading from Topsail Road (Route 60) to the Outer Ring Road (Route 1) will be closed this Saturday, September 9, from 6:00 a.m. to 6:00 p.m.
The closure is necessary for paving operations and a detour will be put in place. Motorists will be required to use an alternate route and should plan for some traffic delays.
