Seniors’ Advocate NL Releases What Golden Years? Report

mar, 11/14/2023 - 08:00

Today, Susan Walsh, Seniors’ Advocate for Newfoundland and Labrador, released a report titled What Golden Years? The report is a first step in attempting to address the cost of living challenges identified by seniors through an extensive consultation process that heard from approximately 1,400 seniors.

Thirty-two per cent (32%) of seniors throughout Newfoundland and Labrador reported that they did not have enough income to meet their financial needs and were unable to afford food, rent, medications and required medical services. This is contributing to poorer health outcomes and reduced quality of life.

The What Golden Years? report contains twelve (12) recommendations to the Departments of Finance, Health and Community Services, Children Seniors’ and Social Development, and Labrador Affairs, which begin to address some of the cost of living concerns expressed by seniors. Key recommendations include:

  • Indexing the NL Seniors’ Benefit;
  • Reviewing both the maximum family net income threshold to receive the full NL Seniors’ Benefit and the phase out rate;
  • Exempting seniors in receipt of GIS from having to pay for their required home supports;
  • Exempting households with a family net income of less than $29,402 from having to pay for their required home supports;
  • Implementing the Food First NL recommendation for a shared food delivery service to ensure food can be delivery to seniors if necessary;
  • Increasing the amount of money per kilometer people traveling for medical appointments are eligible to receive through the Medical Transportation Assistance Program (MTAP); and
  • Providing all people age 65 years and older free access to the high-dose influenza vaccine.

The Office of the Seniors’ Advocate NL will monitor the implementation of the recommendations and report on progress annually in the Status Report on Recommendations.

Quote
“Our research has shown that seniors in receipt of the full federal and provincial financial benefits cannot afford the necessities of life. The recommendations contained in this report are a starting point to begin to provide some financial relief to seniors living in low income, while ensuring they can access the supports and services they require to age well in their homes and communities. I look forward to the details of the provincial government Poverty Reduction Program for seniors, to further support seniors in Newfoundland and Labrador who are struggling with the high cost of living.”

Statement from Premier Furey on the Installation of the New Lieutenant Governor of Newfoundland and Labrador

mar, 11/14/2023 - 07:45

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today provided the following statement on the installment of the new Lieutenant Governor of Newfoundland and Labrador:

“Today we extend our warmest congratulations to Joan Marie Aylward and celebrate her installation as the 15th Lieutenant Governor of Newfoundland and Labrador.

As Premier, I recognize that this honour comes with a rich history of service to Newfoundland and Labrador. To hold the title as King Charles’ representative for our province is a remarkable distinction and I am incredibly pleased that Joan Marie was selected by the Governor General in Council to fulfill this constitutional role.

On a personal note, I have the pleasure of calling Joan Marie a friend. This new chapter in her life is one that will be taken with the highest degree of respect and responsibility. I am confident that Newfoundland and Labrador will be well-served in the years ahead by her optimism, and devotion to our province.

Joan Marie’s many years of public service and commitment to community engagement have made a lasting and positive impact for Newfoundlanders and Labradorians, as she has dedicated her storied career to supporting and strengthening our province. There is a pattern of meaningful action that has been woven throughout her life.

As a nurse, a trailblazing provincial Cabinet Minister – where she was Newfoundland and Labrador’s first female Minister of Health and Minister of Finance – as well as a community and union leader, compassion and service has defined her career.

Joan Marie’s life-long commitments and successes are rooted by a desire to make a positive difference in the lives of Newfoundlanders and Labradorians and I know she will continue to serve with distinction.

On behalf of the Government of Newfoundland and Labrador, I offer our sincerest congratulations to Joan Marie, my friend. I invite all residents across Newfoundland and Labrador and throughout Canada to view today’s proceedings online as it will be streamed live by the House of Assembly.”

Update on Development of Key Housing Infrastructure Projects in Pleasantville and Happy Valley-Goose Bay

ven, 11/10/2023 - 13:10

This news release is being issued on behalf of the Newfoundland and Labrador Housing Corporation:

The Provincial Government, through the Newfoundland and Labrador Housing Corporation (NLHC), is steadily moving forward with the development process for key infrastructure projects that will increase access to affordable housing and provide support for those experiencing homelessness.

The NLHC has issued a Request for Proposals (RFP) for a prime consultant to oversee the design and construction of a 40-unit affordable, residential apartment complex for low-income households in Pleasantville. Located on the corner of Charter Avenue and St. John’s Place, the 40-unit building will include one and two-bedroom units at an estimated cost of over $13 million. Plans for NLHC’s new residential complex will also include retail and supportive services space on the ground floor to better serve residents. The facility’s design will focus on seniors and persons with disabilities, exceeding local accessibility standards and including Universal Design features throughout the property. Energy efficiency will also be a key element of the building design.

The request for proposals can be accessed by visiting www.merx.com/govnl (Reference Number 0000258998).

The NLHC recently appointed Woodford Architecture as the prime consultant to oversee the design and construction of the new integrated health, housing, and supportive services hub in Happy Valley-Goose Bay at an estimated cost of over $30 million. The new hub will include 30 emergency shelter beds, 20 transitional beds and 20 self-contained supportive housing units, along with access to integrated supports, treatment and services for individuals experiencing homelessness. This next phase of the project will advance detailed design and site considerations, as well as provide ongoing opportunities for public consultation. To learn more about the Happy Valley-Goose Bay Hub, visit hvgbhub.ca.

Access to safe housing is an important social determinant of health. Last month the Provincial Government unveiled a five-point plan designed to increase the availability of housing that is affordable in Newfoundland and Labrador, and this week released an inventory of vacant provincial land in the St. John’s metro region that can be made available for the development of purpose-built rental housing that is affordable.

Quotes
“We are excited to be moving forward with these two important development projects. The 40-unit complex in Pleasantville will provide a safe, affordable and appropriate place to call home for seniors and persons with disabilities in the St. John’s area, while the Happy Valley-Goose Bay Hub will provide critical housing, treatment and wrap-around supports to individuals experiencing homelessness in the area.”
Honourable Paul Pike
Minister Responsible for the Newfoundland and Labrador Housing Corporation

“The design of a new integrated health, housing, and supportive services hub in Happy Valley-Goose Bay will integrate critical services into the new facility, such as income support, housing search services, health services and mental health and addictions supports. The Provincial Government is bringing services to meet people where they are so that we can address barriers faced by those experiencing homelessness and intergenerational trauma.”
Honourable Lisa Dempster
Minister of Labrador Affairs and Minister Responsible for Indigenous Affairs and Reconciliation

“I am very pleased to see progress being made with the 40-Unit Affordable Housing Complex in St. John’s. Providing access to supports to maintain housing stability are fundamental to the social, financial and physical well-being of all individuals, families and our communities. It is essential that our focus remain on helping Newfoundlanders and Labradorians have safe, adequate and affordable places to call home.”
Honourable Bernard Davis
Minister of Environment and Climate Change and MHA for Virginia Waters-Pleasantville

“I am pleased this next phase of the much needed integrated health, housing and supportive services Hub in Happy Valley-Goose Bay is now underway. This project is based on three years of technical design by front-line organizations working in Lake Melville and across the province. The upcoming public consultation will be important for explaining these design solutions and enhancing community partnerships.”
Perry Trimper
MHA for Lake Melville

Public Advisory: School Bus Inspection Results Available Online

ven, 11/10/2023 - 10:50

Provincial school bus inspection results, released by the Department of Digital Government and Service NL, continue to show high pass ratings for bus operators, demonstrating the industry’s commitment to high safety standards.

The results of inspections by Highway Enforcement Officers for the period from June 1, 2023 to November 3, 2023 indicates a 94 per cent pass rate.

The results of these mandatory school bus inspections are now available online.

Twice a year each school bus must be inspected by an Official Inspection Station, the results of which are provided to the Registrar of Motor Vehicles. In the fall Highway Enforcement Officers complete an additional inspection of all school buses and beginning in January of each year, 30 per cent of each operator’s fleet is selected for inspection by Highway Enforcement Officers. If significant issues are detected, up to 100 per cent of the operator’s fleet may be inspected at the officer’s discretion.

At any time throughout the year, Highway Enforcement Officers may do additional inspections of an operator’s fleet, especially in cases where a complaint has been received, demonstrating the province’s commitment to ensure school buses are safe for children in Newfoundland and Labrador.

Construction of New Western Memorial Regional Hospital Complete

ven, 11/10/2023 - 10:00

Construction has been completed on time and on budget for the new Western Memorial Regional Hospital, representing another successful public private partnership (P3) project in Newfoundland and Labrador.

In an event today at the new hospital in Corner Brook, the building was officially handed over by the Corner Brook Health Partnership (CBHP) to the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador. NL Health Services is now in operational control of the facility and will begin the process of moving equipment and staff to the new facility, with the goal of opening the new hospital to the public in spring 2024.

The seven-storey, 600,000 square foot facility has 164 beds, with the same services currently provided at the existing Western Memorial Regional Hospital. The new facility will also host an expanded cancer care program, including radiation services. The new hospital is connected to the 145 bed long-term care home opened in 2020, which was also constructed as a P3 project, combining to form a health care campus in the region.

The new hospital will maintain the same name as its predecessor, Western Memorial Regional Hospital. Earlier this fall, NL Health Services conducted a survey and consulted with community partners to consider options for the name of the new facility and found strong support for the existing name.

The handover marks the conclusion of major construction of the building and the start of the 30-year term of facility management by Corner Brook Health Partnership (CBHP). The partnership consists of the following major participants: Plenary Americas, PCL Investments Inc., PCL Constructors Canada Inc., Marco Services Ltd., B+H Architects, Parkin Architects, The Cahill Group, Plan Group Inc., and Johnson Controls Canada. In 2019, CBHP was selected to design, build, finance and maintain the new acute care hospital in Corner Brook with a contract value of $750 million.

While the new facility will provide health care services in a modern, state-of-the-art environment, it is also environmentally-friendly infrastructure. The geothermal system in the facility will translate into electricity savings of approximately 4,600,000 kWh annually, which is enough to heat 500 homes for a year. A video relating to the construction of the hospital and its key design features can be found here.

The new adult mental health and addictions hospital in St. John’s, currently under construction, is the fourth public-private partnership infrastructure project in the province, and is slated to be opened in 2025. All P3 projects have led, or are leading, to modern health care infrastructure in Newfoundland and Labrador with a goal of improved service delivery.

Quotes
“This new state-of-the-art acute care hospital will provide a more modern health care environment for the residents of the western region. The official handing over of the building from Corner Brook Health Partnership today represents a major milestone in our continued efforts to improve health care service delivery in our province. We worked with community partners to deliver this project on time and on budget, and I look forward to seeing the same for our government’s other major infrastructure projects, like the new adult mental health and addictions hospital in St. John’s. ”
Honourable Dr. Andrew Furey
Premier of Newfoundland and Labrador

“This is a great day for the western region of our province and for health care infrastructure in general, as we begin the process of moving this project from a building to a hospital. During construction, the percentage of workers on this project from Newfoundland and Labrador was consistently greater than 90 per cent, and we will continue to work closely with our partners to ensure all of our infrastructure projects are providing employment for Newfoundland and Labrador workers and companies.”
Honourable John G. Abbott
Minister of Transportation and Infrastructure

“This new hospital will significantly improve the delivery of health care for everyone in the region. The new seniors-friendly emergency department, the adjacent long-term care home will also be a more welcoming environment to seniors. While staff at the current Western Memorial Regional Hospital will move to the new hospital, our recruitment strategy is working and we continue to recruit for vacant positions. We are looking forward to the new hospital opening in 2024.”
Honourable Tom Osborne
Minister of Health and Community Services

“The completion date of our new state-of-the-art hospital is finally here. While our frontline health care providers remained dedicated to the task of providing the best care for their patients, our government committed to providing new tools and a new home for them and for these services. As I look upon this amazing facility, I’m very proud to have served on the leadership team that made sure it happened. Today is a very great day for Corner Brook and the entire region.”
Honourable Gerry Byrne
Minister of Immigration, Populations Growth and Skills and MHA for Corner Brook

NL Health Services is appreciative of the support of our employees, our government and community partners throughout the planning and construction phase of the new hospital. We are excited to be so close to opening the new regional hospital, where patients will notice significant enhancements including all private inpatient rooms, improved flow due to strategic program adjacencies, and an increase in natural light. Our next focus is to ensure that employees and the new Western Memorial Regional Hospital are ready for opening in spring 2024.
Teara Freake
Vice President and Chief Operating Officer, Western Zone
NL Health Services

“The Corner Brook Health Partnership team is thrilled to be celebrating the completion of the new Western Memorial Regional Hospital. This facility stands as a testament to the collaborative efforts and professionalism of our entire team and our strong partnership with the Government of Newfoundland and Labrador and Newfoundland and Labrador Health Services. Together, we were able to deliver this major infrastructure project on time, despite the headwinds faced by the construction industry throughout the pandemic. This project showcases how the strengths of a public-private partnership can lead to successful outcomes. We look forward to continuing our partnership as the new hospital serves the region for generations to come.”

Public Advisory: Electronic Logging Devices Mandatory Effective December 1, 2023

jeu, 11/09/2023 - 11:30

Provincial carriers are reminded that effective December 1, 2023, those that travel more than 160 kilometres outside their home terminal or temporary worksite, and that are required to track hours of service by filling out a record of duty status, will be required to have electronic logging devices installed in commercial vehicles. These devices are used to track a driver’s hours and monitor compliance with the Hours of Service Regulations.

Vehicles will be checked primarily at weigh scale stations throughout the province for mandatory electronic logging device usage. School bus drivers in this province are exempt from using electronic logging devices.

The electronic logging device mandate for provincial carriers aligns with Federal Government requirements for all federally-regulated commercial carriers, announced in late December 2022.

Information regarding electronic logging devices is available here.

An additional session is scheduled for Thursday, November 23 at 10:00 a.m. at the Norris Arm Heritage and Arts Centre, 202 Citizens Drive, Norris Arm.

Interested participants are requested to register for the sessions through the EngageNL website to ensure compliance with capacity limits.

In October, the Department of Environment and Climate Change and the Wilderness and Ecological Reserves Advisory Council commenced a multi-year public engagement process on ten proposed protected areas, beginning with site-specific engagement on the proposed Indian Arm Brook ecological reserve. The in-person sessions are the first step in this multi-phased project.

WERAC will report back to the Provincial Government on the results of this engagement process and make a recommendation on whether to proceed with interim protections on the proposed ecological reserve. Engagement is crucial to determining the Provincial Government’s next steps for protecting these sites.

Provincial Government Introduces Weigh Station Bypass Option for Commercial Drivers

mer, 11/08/2023 - 13:30

Weigh station bypass service is now available in Newfoundland and Labrador, allowing compliant commercial carriers to bypass weigh scales.

The bypass service, provided by Drivewyze PreClear, uses GPS transponder technology to notify an on-duty Highway Enforcement Officer that a registered vehicle is approaching the scales. The driver receives a hands-free audible and visual in-cab notification advising when they can bypass the scales. Commercial carriers subscribing to the service are rewarded for their safety ratings with weigh station bypass privileges.

The program saves trucking companies time and money by reducing delays and fuel costs when a truck pulls in and out of a station. It also reduces congestion at scale facilities and allows officers to focus inspections on vehicles with a higher likelihood of having defects or compliance issues.

The Newfoundland and Labrador service allows all Canadian-plated subscribed trucks to have bypass opportunities at six locations throughout the province, including:

  • Channel-Port aux Basques, Trans-Canada Highway;
  • Foxtrap, Trans-Canada Highway;
  • Goobies, Trans-Canada Highway;
  • Grand Falls-Windsor, Trans-Canada Highway;
  • Labrador West, Route 500; and
  • Pynn’s Brook, Trans-Canada Highway.

Newfoundland and Labrador is the third province to offer this service, joining Ontario and Alberta.

Quotes
“Weigh scale sites represent the busiest areas for commercial traffic. We decided to embrace PreClear weigh station bypass services as a way to help reduce congestion at scale locations, reduce greenhouse gases created from idling vehicles, increase efficiency for carriers and allow for more focused inspections.”
Honourable Sarah Stoodley
Minister of Digital Government and Service NL

“The bypass service increases driver satisfaction because they avoid the lineups and wait times at weigh stations. Weigh stations of all sizes create shipment delays because of congestion associated with high volumes. Bypass eases that, while allowing enforcement officers to concentrate their efforts on vehicles that truly do need inspecting.”
Brian Mofford, Vice President of Government Experience
Drivewyze

“It is great to see Newfoundland and Labrador become the first Atlantic Province to adopt the DriveWyze system. We are hopeful the adoption of this tech platform will improve efficiency and reduce delays for our industry, while contributing to greater road safety on Newfoundland and Labrador’s highways.”
Chris McKee, Executive Director
Atlantic Provinces Trucking Association
