Nova Scotia Premier Tim Houston, Chair of the Council of Atlantic Premiers, is pleased to host a meeting of the Council in Pictou, N.S. on June 29. Premier Houston will be joined by his colleagues Newfoundland and Labrador Premier Andrew Furey, Prince Edward Island Premier Dennis King, and New Brunswick Premier Blaine Higgs.

Today the Provincial Government announced the recipients of the 2022 Premier’s Award for Teaching Innovation and the Minister of Education’s Award for Compassion in Teaching.

The Premier’s Award for Teaching Innovation recognizes primary, elementary or secondary teachers in all disciplines who have demonstrated innovation in instruction and a commitment to preparing their students for future success.

The 2022 Premier’s Award recipients are:

Hailey Lewis, a Level II student of Holy Spirit High is the latest provincial recipient of the Lester B. Pearson Scholarship.

The Lester B. Pearson Scholarship is valued at $50,000 over two years for pre-university study at Pearson College, a United World College in Victoria, B.C. The Provincial Government contributes $34,000 to the scholarship, with the remainder provided through corporate and community sponsors.

As a United World College student, Ms. Lewis will learn how she can inspire change through courageous action, selfless leadership, and careful listening. She will take part in experiences and community activities, so that she is prepared to build with confidence and lead with compassion in later life.

Pearson College is Canada’s most international school and Canada’s only United World College, a movement encompassing 18 global schools dedicated to uniting cultures and countries around the world through education. The college is a two-year, pre-university school for students from over 150 countries who live, study and learn together pursuing the International Baccalaureate and an outdoor-oriented experiential education.

The Honourable Krista Lynn Howell, Minister of Municipal and Provincial Affairs, recently joined members of the Town Council and staff of Roddickton-Bide Arm to unwrap new signage for “The Farm”, the official event site for local Come Home 2022 celebrations.

Funding for the signage was provided under the Municipal Come Home Year Celebration Grants launched in November 2021 to assist municipalities and Inuit Community Governments in preparing for Come Home Year celebrations.

To support the high level of interest and the number of applications received, overall funding was increased from $250,000 to approximately $355,000 for the program. Over 180 towns throughout the province have received a grant through the initiative.

Approximately 10 kilometres of roads on the Northern Peninsula will be improved following the awarding of a contract for road construction in the region.

A contract valued at $4.5 million has been awarded to Nortech Construction Co Ltd. to complete upgrades on Route 430, Northern Peninsula Highway, including 4.6 kilometres between Bear Cove and Green Island Cove, 2.8 kilometres south of Three Mile Rock, and 1.2 kilometres near the Route 430 intersection with Route 432.

The contract also includes work on approximately one kilometre of Route 430-15, West Link Road.

The scope of work for all areas includes replacing culverts, clearing ditches, and paving.

The Department of Transportation and Infrastructure anticipates this work to be completed later this construction season.

Other work planned for Route 430 includes repairs to Bowing Brook Bridge and Castor River Bridge next construction season.

Today, the Honourable John G. Abbott, Minister of Children, Seniors and Social Development, announced a call for applications for the 2022-23 Seniors’ Social Inclusion Initiative.

The application process is now open for 50+ Clubs and other eligible organizations throughout the province to apply for up to $2,000 to organize and promote activities and programs that support social inclusion, healthy aging, mental wellness, and overall well-being.

As well, eligible applicants can apply for up to $3,000 for intergenerational projects and activities with a focus on increasing interaction; sharing of experiences, knowledge and skills; and fostering respect and understanding across generations.

To obtain more information on the Seniors’ Social Inclusion Initiative, guidelines and application form, please visit the department’s website, email CSSDGrantPrograms@gov.nl.ca, or call toll-free 1-888-494-2266. The deadline to submit an application is October 7, 2022.

In 2021-22, 99 organizations received a total of $200,000 through the Seniors’ Social Inclusion Initiative. Details can be found in the backgrounder below.

As part of Budget 2022, the Provincial Government is investing $200,000 for the initiative again this year.

Today, the Provincial and Federal Governments announced that YMCA of Newfoundland and Labrador (YMCA-NL) has been selected by the province as the not-for-profit organization that will operate all of the initial locations in the Pre-Kindergarten early learning pilot program set to open in 2022-23.

The Honourable Tom Osborne, Minister of Education and Jason Brown, CEO of YMCA-NL will be available to media at 11:00 a.m. today to answer questions about next steps for the pilot program. This availability will take place at the Ches Penney Family YMCA, located 35 Ridge Road in St. John’s.

YMCA-NL was chosen as a result of the Request for Proposals process released in May 2022 when the pilot locations were announced. Preference was given to organizations that demonstrated the ability to run multiple locations. More than 30 locations were identified for the pilot program, and YMCA-NL has indicated interest and ability in running all of them.

Registration for the Pre-Kindergarten pilot program will be facilitated by YMCA-NL. Details and registration process information will be communicated by YMCA as sites are ready to open, and registration for select locations is anticipated to start in late summer 2022.

The first locations will open in either fall 2022 or winter 2023 to any child who starts Kindergarten in September 2023. Pre-Kindergarten spaces will be available to any child in this age range subject to availability, whether they have existing child care or not. The addition of new Pre-Kindergarten spaces will in turn create openings in existing child care services.

The Pre-Kindergarten program will run full-time, including during the summer months. As a regulated full-day early learning program under the Operating Grant Program, families will pay $15 per day for the remainder of 2022, with a reduction to $10 per day starting in January 2023.

The pilot locations are the first in the Pre-Kindergarten early learning program created through the Federal-Provincial Early Learning Action Plan, set for full implementation by 2025-26. The pilot project will create approximately 600 new regulated early learning and child care spaces in communities throughout the province, with further spaces added each year toward the goal of 3,100 new regulated spaces by 2025-26.

The Federal-Provincial Early Learning Action Plan is increasing access to regulated child care through the creation of approximately 6,000 spaces by 2025-26, as well as improving affordability, inclusivity and the quality of early learning and child care programming in Newfoundland and Labrador. This plan is made possible by federal investments in the Canada-wide Early Learning and Child Care system, including $306 million for the 2021-22 to 2025-26 Canada-Newfoundland and Labrador Canada-wide Early Learning and Child Care Agreement, a one-time investment of nearly $6.5 million in 2021-22 to support the early childhood workforce, as well as over $34 million for the 2021-22 to 2025-26 Early Learning and Child Care Extension Agreement.

An Acute Response Team has been established by the Provincial Government to address issues associated with homelessness/transient homelessness in Happy Valley-Goose Bay.

The Acute Response Team brings together senior leaders and decision-makers to lead the rapid development and implementation of acute responses to address the needs of individuals who are experiencing homelessness in the area. The Team has a mandate to address issues involving the vulnerable population that have arisen in the community.

In addition to sharing information, ideas and perspectives, the Acute Response Team provides a forum to collaborate and coordinate actions and solutions by organizations individually, or together with other entities.

Lisa Dempster, Minister Responsible for Labrador Affairs and Minister Responsible for Indigenous Affairs and Reconciliation, and John Hogan, Minister of Justice and Public Safety, will serve as co-chairs of the Team. The Team is composed of representatives of government, the Town of Happy Valley-Goose Bay, and Indigenous Governments and Organizations.

The Action Team, which represents a community-led and collaborative approach, has a membership which includes Indigenous Governments and Organizations, community partners, the RCMP, the regional health authority, and government departments and agencies.

Special edition Come Home 2022 medals will be featured at this year’s Platinum Jubilee Royal St. John’s Regatta taking place on Wednesday, August 3 at Quidi Vidi Lake, weather permitting.

The Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, was at Quidi Vidi Lake this morning to unveil a sneak peak of the medals. The minister was joined by Bradley Power, Immediate Past President of the Royal St. John’s Regatta Committee, for the unveiling. As part of Come Home 2022 celebrations, all medals will include this year’s iconic Come Home logo.

The Royal St. John’s Regatta Committee will be holding ‘Come Home Year Races’ this weekend on Saturday, June 25, weather permitting. These races will give rowers the first taste of competition on Quidi Vidi Lake. Additionally, on Regatta Day, the male championship race will be named the ‘Come Home Year’ Male Championship Race.

A concert will also take place pond side at Quidi Vidi Lake the night before the races on Tuesday, August 2, weather permitting. Discussions are underway and the Regatta Committee is expected to announce details on the concert in the coming weeks.

New rowing oars for all race participants will be purchased by the Regatta Committee. The Committee will also complete some infrastructure upgrades in the Boathouse, including the installation of a mini-split, to help with their operating cost savings.

The Royal St. John’s Regatta is the oldest continuing sporting event in North America, with 2022 marking the 204th anniversary. The annual event is known to draw up to 50,000 spectators each year to the shores of Quidi Vidi Lake.

The Honourable Siobhan Coady, Deputy Premier and President of Treasury Board, and the Honourable Tom Osborne, Minister of Education, are pleased that a tentative agreement for the renewal of the Labrador West Collective Agreement has been ratified with the Newfoundland and Labrador Teachers Association.

This agreement provides a salary increase effective retroactively from September 1, 2020, as well as improvements regarding leave and housing. A committee will also be formed to address recruitment and retention opportunities in the region. Further details will be released once the final agreement is signed.

This is the third set of agreements the Provincial Government has negotiated this year, beginning with the Newfoundland and Labrador Medical Association, followed by the Newfoundland and Labrador Dental Association.

Today, the Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills, announced the creation of a new office for the Association for New Canadians in Gander. He was joined by the Honourable John Haggie, Minister of Health and Community Services and MHA for Gander, Derrick Hann, Manager of Satellite Offices with the Association for New Canadians, and Percy Farwell, Mayor of the Town of Gander.

Gander and surrounding communities are experiencing an influx of newcomers and the demand for settlement supports is at an all-time high. This new office, funded in part by the Government of Newfoundland and Labrador, will provide those supports across a region spanning from Fogo Island to Appleton to Gambo. It will be staffed by a Regional Settlement Coordinator who will assist the burgeoning newcomer population with in-person and virtual services ranging from navigating citizenship pathways to English language training.

Newfoundland and Labrador welcomed a record number of newcomers in 2021 and many are choosing to live and work outside of the Northeast Avalon. To ensure newcomers are successful and that communities can continue to grow, on-the-ground service delivery is required.

The new Association for New Canadians office in Gander, which is slated to open within weeks, will join a province-wide network of offices located in:

• Labrador City
• Happy Valley-Goose Bay
• Forteau
• St. Anthony
• Corner Brook
• Grand Falls-Windsor
• Clarenville
• St. John’s

This initiative is aimed at boosting newcomer attraction and retention and supports the Provincial Government target of welcoming 5,100 newcomers per year by 2026.

Today, the Honourable John G. Abbott, Minister of Children, Seniors and Social Development, announced that a contract to complete a review of the current child welfare service delivery model and workload assessment for social workers has been awarded to Ernst and Young LLP.

Through a Joint Committee, the Department of Children, Seniors and Social Department and the Newfoundland and Labrador Association of Public and Private Employees (NAPE) have been actively working to address issues and resolve challenges identified by regional social workers in three priority areas: safety, stress and workload.

In April 2022, the department issued a Request for Proposals for a Child Welfare Service Delivery Model and Workload Review. The contract valued at $290,000 has been awarded to Ernst and Young LLP to complete a review of the current child welfare service delivery model and a scope of practice review. As well, Ernst and Young LLP will provide recommendations on the appropriate skill mix of professionals to provide child welfare services and recommendations for continuous improvement to child welfare programs, policies and operations.

This overall review by Ernest and Young LLP is anticipated to be completed in fall 2022.

Report: A-2022-008 Report Date: June 15, 2022 Public Body: Newfoundland and Labrador Centre for Health Information Summary: The Complainant submitted a request under the Access to Information and Protection of Privacy Act, 2015 to the Newfoundland and Labrador Centre for Health Information for records relating to a cyber security risk assessment. The Centre provided responsive records, with redactions under section 29(1)(a) (policy advice or recommendations), section 31(1)(l) (disclosure harmful to law enforcement) and 40(1) (disclosure harmful to personal privacy). The Complainant objected to the redactions. During the complaint investigation, the Centre agreed to provide additional information to the Complainant. The Commissioner found that the remaining redactions were properly applied and recommended that the Centre continue to withhold that information.
