The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following event relative to Part 10 Environmental Assessment of the Environmental Protection Act.

Undertaking Registered:

Hampden By-road                                                                                      (Reg. 2197)
Proponent: Town of Hampden
The proponent is proposing to develop a municipal by-road for residential property access and fronting in the Town of Hampden. The proposed by-road will be approximately 200 metres in length and constructed using standard construction methods including clearing, grubbing, grading and the placement of rock/granular sub-base with granular Class A topping. In the future asphalt topping may be placed depending on feasibility. A description of the project can be found on the Department’s web page at www.gov.nl.ca/ecc/env-assessment/projects-list

The undertaking was registered on May 5, 2022; the deadline for public comment is June 10, 2022; and, the minister’s decision is due by June 19, 2022.

Media Advisory: Premier Furey and Minister Byrne to Welcome Ukrainian Newcomers

The Honourable Andrew Furey, Premier of Newfoundland and Labrador and the Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills, will welcome Ukrainian newcomers arriving on a charter flight traveling from Katowice, Poland to St. John’s. The welcome will take place on the evening of Monday, May 9 at St. John’s International Airport.

Media interested in attending are asked to RVSP by 12:00 p.m. Monday, May 9 to Jeremy Reynolds (jeremyreynolds@gov.nl.ca). Once registered, media will receive further information about timelines and logistics.

Physical distancing and mask requirements will be in place.

Public Advisory: How to Help Ukrainian Newcomers

With the first government-sponsored charter flight bringing Ukrainians directly to Canada arriving Monday, May 9 at St. John’s International Airport, the Government of Newfoundland and Labrador is reminding residents how they can help welcome and support Ukrainian newcomers.

Residents can help by:

  • Identifying job opportunities for Ukrainians and sending those positions to ukrainianfamily@gov.nl.ca;
  • Sending offers of accommodation and donations of goods and/or services to the Association for New Canadians Ukraine Support Team at ukraine@ancnl.ca or 709-325-0881; and
  • Donating to the Association for New Canadians Emergency Fund, with tax receipts for donations greater than $20.

The Association for New Canadians is also recruiting volunteers to participate as:

  • Interpreters (Ukrainian and other languages);
  • Family Match Program participants (volunteers are matched with newcomers to help with English as a second language learning through friendship. Activities could include exploring the city, sightseeing, going for walks and sharing meals together); and
  • Conversation circle partners (newcomers are given the opportunity to start practicing conversational English).

Those interested in volunteering are asked to register for orientation by emailing volunteer@ancnl.ca. The Association for New Canadians is currently searching for a donations centre to house physical donations, such as furniture and clothing. Residents are asked to hold onto donations until a space is found.

Public Advisory: Motorists Warned to be Aware of Caribou on Northern Peninsula Roads

Motorists are being encouraged to be vigilant when travelling on the Northern Peninsula Highway (Route 430) between the Roddickton Road intersection and Town of Plum Point, between St. Anthony Airport and Eddies Cove and the roadway between St. Anthony Airport and the Town of Main Brook.

A significant portion of the St. Anthony caribou herd has overwintered in these areas and areas adjacent to the St. Anthony Airport. As spring approaches, this herd will increase its daily movements as they begin their trek from wintering ranges to spring calving areas. These caribou will be required to cross roadways making them vulnerable to motorized traffic.

Motorists can reduce the risk of a caribou-vehicle collision by:

  • Scanning both sides of the highway;
  • Paying attention to caribou warning signs;
  • Avoiding driving at dusk and dawn when caribou are more common alongside roadways;
  • Having passengers also watch for caribou; and
  • Reducing speeds when driving at night when caribou are more difficult to see.

Public Advisory: Temporary Detour on Trans-Canada Highway in Western Newfoundland

Work on a culvert replacement on the Trans-Canada Highway near Little Rapids, east of Corner Brook, is expected to begin this weekend.

While work is ongoing, eastbound traffic at this location will detour through Little Rapids via Exit 10, Johnson Drive and Bonnell Drive.

Westbound traffic will be diverted around the construction site with the speed limit reduced to 50 km/h due to heavy equipment and crews working in the area. Motorists are asked to pay attention to traffic control and be prepared to slow down.

A contract valued at approximately $726,000 was awarded to Mike Kelly and Sons Ltd. in April to replace the culvert.

The department anticipates work being completed later this month and paving being completed in June. Updates on progress will be provided as they become available.

Provincial Historic Sites Opening on May 21 with Free Regular Admission for Come Home 2022

All Provincial Historic Sites across Newfoundland and Labrador will offer free regular admission for the upcoming 2022 season as part of Come Home 2022 celebrations. The sites are scheduled to open on Saturday, May 21 and close on Friday, October 7.

$3.7 million has been invested in 2021 and 2022 for necessary upgrades at the sites that will help to ensure a higher-quality experience for local residents and travelers.

A new Provincial Historic Sites website is also launching today to provide useful information for those who are planning to visit the sites. The site contains engaging and in-depth content about each site and its history, enriching the online experience for virtual visitors, as well.

Call for Nominations for 2022 Seniors of Distinction Awards

Nominations are now open for the 2022 Newfoundland and Labrador Seniors of Distinction Awards. The deadline for submissions is June 6, 2022.

The awards are an opportunity to recognize seniors from all walks of life including those who are experts in their field, who share their culture and talent, who volunteer in any capacity and who care for people in need of understanding and companionship.

To be eligible, a senior must be:

  • Nominated by an individual or group;
  • 50 years of age or older; and
  • A current or past resident of Newfoundland and Labrador.

Seniors may be nominated if they have made notable contributions through paid or volunteer work activities. Nominations from previous years will be considered at the request of a nominator or nominee and posthumous awards may be given.

Ministerial Statement – Minister Osborne Congratulates Short Film Festival Award Winners

The following statement was read in the House of Assembly today by the Honourable Tom Osborne, Minister of Education:

Speaker, I rise in this Honourable House to congratulate the winners and participants of the inaugural Newfoundland and Labrador High School Short Film Festival 2022.

The NL High School Short Film Festival is a place for young Newfoundlanders and Labradorians to creatively express themselves through film.

Awards were presented to almost 30 filmmakers from grades seven to 12 from across the province. The grand prize, the Premier’s Short Film Award of Excellence, was presented to Alicia Mason-Quinton of Holy Heart of Mary High School for her film “Young at Heart”. Alicia shared her family’s relationship with dementia, highlighting the positive sides of her relationship with her grandparents that often are not mentioned when discussing this affliction. A full list of winners is available online.

Speaker, I would be remiss to discuss this festival without mentioning Allan Hawco and Paul Pope, who helped create the festival and these awards. There was no bigger advocate for filmmakers young and old in this province than Mr. Pope. His recent, untimely passing is felt deeply, especially amongst his colleagues in the film industry. His legacy will live on though for years to come, particularly as he spear-headed the recently announced Film and Media Production Centre at College of the North Atlantic.

Please join me in congratulating this year’s 28 Short Film Festival Award Winners. They are all shining examples of young Newfoundlanders and Labradorians creatively expressing themselves through film. I cannot wait to see what they produce in the future.

Provincial Government and Physicians Sign Memorandum of Agreement

The Honourable Siobhan Coady, Deputy Premier and Minister of Finance, and the Honourable John Haggie, Minister of Health and Community Services along with the Newfoundland and Labrador Medical Association are pleased to have signed a Memorandum of Agreement.

This signed agreement includes $35 million per annum in new funding to help ensure improved physician services in Newfoundland and Labrador. Highlights of the agreement include Atlantic parity for physicians, a bonus program for remote sites and a provincial locum recruitment program.

The agreement covers over 1,300 salaried, alternate payment plan and fee-for-service physicians in the province.

The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.

ENVIRONMENTAL IMPACT STATEMENT REQUIRED AND ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Rocky Pond Quarry                                                                                   (Reg. 2187)
Proponent: Parson’s Paving Ltd.

The minister has advised the proponent that an environmental impact statement (EIS) is required for this project. Additional information is needed to inform the minister of the following, including, but not limited to:

  • Baseline studies to demonstrate the suitability of existing materials to operate an onsite asphalt plant.
  • The EIS must provide the following information:
    • A Visibility Management Plan;
    • Potential effects of the undertaking on water quality and measures to mitigate the effects;
    • Potential effects of the undertaking on recreational activities in the area and measures to mitigate the effects;
    • Surrounding land use and proximity to human receptors; and,
    • Cumulative effects of the undertaking in consideration of surrounding land use, past and present.

An Environmental Assessment Committee (EAC) has been appointed to provide scientific and technical advice to the minister and to draft guidelines for the proponent in preparing the EIS. The EAC includes representatives from the following provincial government agencies:

  • Department of Environment and Climate Change
    • Environmental Assessment Division – Chair
    • Water Resources Management Division
  • Department of Industry Energy and Technology
    • Mineral Lands Division
  • Department of Tourism, Culture, Arts and Recreation
    • Tourism Product Development Division

UNDERTAKINGS  RELEASED:

Voisey’s Bay Wind Energy Project                                                       (Reg. 2180) Proponent: Innu-Inuit Envest Limited Partnership

The project was released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • The proponent must develop a Species at Risk Impacts Mitigation and Monitoring Plan (IMMP) for approval of the Minister of Fisheries, Forestry and Agriculture, prior to issuance of a permit under Section 19 of the Endangered Species Act. The IMMP is to include a mitigation, monitoring, and adaptive management framework for bats, short-eared owls and the peregrine falcons.
  • The proponent must consult with the Innu Nation and the Nunatsiavut Government and demonstrate, to the satisfaction of the Minister of Environment and Climate Change, how local Innu and Inuit traditional knowledge is incorporated in IMMP, including the timing of avian and bat surveys.
  • The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all  permits, licences, certificates, approvals and other authorizations required for the project, within one year from the date of this release letter and to provide additional updates if requested.

Exploits River Geodesic Domes                                                            (Reg. 2189)
Proponent: Red Indian Adventures Ltd.

The project is released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • The Department of Fisheries, Forestry and Agriculture requires the following:
    • A minimum 50-metre undisturbed natural buffer to be maintained along the Exploits River. The buffer is measured from the edge of non-hydrophytic vegetation.
    • For all other waterbodies, for slopes less than 30 percent, a minimum 30 metre naturally vegetated riparian buffer zone shall be established around all waterbodies, from the high water mark, that are identified on either the 1:50,000 scale National Topographic System maps, or the topographic mapping layer shown in the Provincial Land Use Atlas. No land use activities involving grubbing, ground or soil disturbance, or timber harvesting activities will take place in this zone. For slopes greater than 30 percent, there shall be a naturally vegetated riparian buffer zone calculated using the following formula: 30 metres + 1.5 metres x slope (%).
    • No land use activities involving grubbing, ground or soil disturbance, or timber harvesting activities will take place in this zone, no vegetation clearing is to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) and 200 metres during the remainder of the year.   • The proponent is required to advise the Environmental Assessment Division when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
  • The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for your project, one year from the date of this release letter and to provide additional updates if required.

The project is released subject to the following conditions:

  • The proponent is required to uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
  • The Water Resources Management Division of the Department of Environment and Climate change requires the following:
    • Prior to commencing any work related to this project, a Water Resources

Management Plan must be prepared and submitted to the Water Resources Management Division for approval. The Water Resources Management Plan should address the following questions:

  • If there are any brooks, rivers, ponds, streams or wetlands, present in or within 30 metres of the boundaries of the project site, then please provide the type of water body and its distance from the site.
  • If any of the above-mentioned water bodies are affected by the farm construction or operation, describe how the water body will be affected. A permit/license from the Water Resources Management Division may be required.
  • The Department of Fisheries, Forestry and Agriculture requires the following;
    • A minimum undisturbed 50-metre buffer shall be maintained from the highwater mark of any waterbodies or wetlands that appear on a 1 ;50,000 scale National Topographic Systems map or the topographic systems map layer shown in the Provincial Land Use Atlas. The buffer is required to mitigate the potential effects of surface runoff, infiltrations, or the application of chemicals or manure on surrounding water systems within or adjacent to the project boundary.
    • Vegetation clearing is not to occur within 800 meters of a bald eagle or osprey nest during the nesting season (March 15 to July 31) and 200 meters during the remainder of the year. The 200-metre buffer also applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). Ministerial Statement – Minister Hogan Acknowledges Corrections Week

The following statement was read in the House of Assembly today by the Honourable John Hogan, QC, Minister of Justice and Public Safety and Attorney General:

Speaker, I am very fortunate to work with a great group of people in the Department of Justice and Public Safety, and today I would like to recognize the correctional staff for the important work that they do, day in and day out.

Each year, the first week of May is recognized as Corrections Week. It is a time to acknowledge the demanding and challenging job of correctional staff who work 24/7 to ensure that all correctional facilities in the province remain safe and secure for inmates, staff and members of the public.

The COVID-19 pandemic has brought additional obstacles, but through it all, staff remained committed to ensuring that the inmate population and those who provide services in the facilities stayed as safe as possible and connected to ensure the proper supports were delivered. Despite these extra demands, correctional staff arrived each day with compassion, empathy and enthusiasm.

This enthusiasm is also on display through the participation of corrections staff in many community activities that aim to make the province a better place to live and help some of our most vulnerable citizens.

Speaker, I would also like to acknowledge our government’s investments in infrastructure for the construction of the new correctional facility that will replace Her Majesty’s Penitentiary and the extension of the Labrador Correctional Facility. These projects will provide a better place of work for our correctional staff, and  more opportunities for rehabilitation of inmates through enhanced programs and services.

I ask all Honourable members to join me in thanking our correctional staff for their service and contribution in their workplaces and in their communities to support the people of Newfoundland and Labrador.

Ministerial Statement – Public Have a Role to Play in Preventing Forest Fires

The following statement was read in the House of Assembly today by the Honourable Derrick Bragg, Minister of Fisheries, Forestry and Agriculture:

Speaker, forest fire season has started for the island and will begin in Labrador on May 15. The season remains in effect for the entire province until September 30.

I would like to remind everyone enjoying the province’s beautiful outdoors this summer that you all have a role to play in protecting our forests from the threat of wildfire. Be cautious when lighting fires in and around forest areas, never leave one unattended, and always ensure fires are completely extinguished.

I strongly encourage anyone planning a fire to learn the outdoor burning regulations and to check the Forest Fire Hazard Index Rating Maps on the Department of Fisheries, Forestry and Agriculture website to determine the wildfire risk for their location in the province.

A permit to burn must be obtained from a provincial Forest Management Office to burn vegetation, wood and paper products during the forest fire season. However, recreational campfires, backyard fires and boil ups do not require a permit, provided they are conducted safely in accordance with provincial and municipal regulations.

Our fleet of water bombers and dedicated team of professional wildland firefighters are strategically positioned throughout Newfoundland and Labrador and are ready to take action to protect the public, property and forests. To report a wildfire, call 1-866-709-FIRE (3473).

Applications Being Accepted for Grants to Youth Organizations

The application process for Grants to Youth Organizations is now open.

Through Budget 2022, the Provincial Government is investing more than $450,000 in the program which supports projects that:

  • Encourage skills, knowledge, and/or leadership development;
  • Support youth in contributing to their community, region and/or province;
  • Enhance, promote or support partnerships, collaboration or inclusion;
  • Build relationships and share experiences between generations; and/or
  • Fill a gap in services.

More information on the Grants to Youth Organizations, including the application form, can be found online here. Information can also be provided by emailing CSSDGrantPrograms@gov.nl.ca. The deadline for applications is June 1, 2022.

Grants to Youth Organizations were provided to groups across the province in 2021-22 including Boys and Girls’ Clubs, YMCAs, Community Youth Networks and the Association for New Canadians. A complete list of the 2021-22 recipients can be found in the backgrounder below.

Public Advisory: National Test of Alert Ready to Take Place Today

Today (Wednesday, May 4), Newfoundland and Labrador will issue a test message of the national emergency alerting system, Alert Ready, at 10:55 a.m. (10:25 a.m. in most of Labrador). Residents do not need to take any action when receiving this test message.

The Alert Ready system enables designated government authorities to rapidly warn the public via television, radio and compatible wireless devices of imminent or unfolding threats to life. The system was developed with many partners including federal, provincial, and territorial emergency management officials, Environment and Climate Change Canada, Pelmorex, the broadcasting industry and wireless service providers.

Not all residents will receive the test alert on their wireless devices. There may be a number of reasons why a device may not receive the alert, including; device compatibility, network connection, cell tower coverage, device software and settings.
