COVID-19 Vaccine Regulations under the Health Protection and Promotion Act which came into effect in December 2021, will be suspended as of June 1, 2022. These regulations required employees and service providers of certain businesses, facilities and organizations to be fully vaccinated or have an approved medical exemption. Given the current epidemiology of the province, a decision has been made not to extend them at this time.

The regulations were developed for those working with vulnerable populations within sectors such as personal care homes, assisted living facilities, home care, charitable organizations providing services to persons in need, private health clinics, private schools, post-secondary institutions, fire departments, ambulance providers, businesses employing regulated health professionals, organizations providing child care services, and organizations providing therapeutic, supportive and residential services to children, youth and families.

Also today, the Government of Newfoundland and Labrador is announcing the suspension of the mandatory vaccination policy for public service employees on June 1. This policy was one of the tools that assisted with continued safety in the workplace, as well as offered additional health protection for all Newfoundlanders and Labradorians given the evidence of the effectiveness of the COVID-19 vaccine.

While the regulations and the mandatory vaccination policy for public services employees will be suspended on June 1, Public Health will continue to monitor the epidemiology of the province and, as with any public health measure, these may be reinstated at any time deemed necessary in the future for the protection of the people of the province.

Today, the Honourable John Hogan, QC, Minister of Justice and Public Safety and Attorney General and the Honourable Tom Osborne, Minister of Education announced $600,000 in funding to a restorative justice initiative led by Relationships First: Restorative Justice Education Consortium-NL.

Relationships First: Restorative Justice Education Consortium-NL, which is chaired by Dr. Dorothy Vaandering and Dr. Rose Ricciardelli, aims to nurture and support relational organizational cultures where children, youth, and adults alike thrive.

The funding, provided by Justice and Public Safety, will go toward hiring two Restorative Justice Coordinators, one for justice and community, and one for education, who will work to infuse Indigenous leadership of restorative justice into all facets of society.

The restorative justice movement is deeply rooted in teachings and traditions from Indigenous peoples of North America and beyond. Restorative justice aims to repair harm and rebuild relationships within communities.

The Honourable Bernard Davis, Minister of Environment and Climate Change and Minister Responsible for Labour, today released the final report of the Minimum Wage Review Committee.

The report was completed after a comprehensive analysis and stakeholder engagement process, including input from employers, employees, advocacy, labour and employer groups, and the public.

In January, the Minimum Wage Review Committee was established with a mandate to review input on the minimum wage, on the minimum wage adjustment process and the wage rate.

Earlier today, Minister Davis announced increases to the Minimum Wage in Newfoundland and Labrador. On October 1, 2022 the minimum wage will increase by 50 cents, bringing it to $13.70 per hour. On April 1, 2023, the minimum wage will increase by 80 cents bringing the rate to $14.50 per hour. On October 1, 2023, the minimum wage will increase by another 50 cents, bringing it to $15.00 per hour.

The Provincial Government is also creating a one-year Transitional Support Program for Smaller Employers. The program will provide 50 cents an hour, per employee, for employers with 20 or less employees. The program is application-based and further details will follow on the application process in the coming weeks.

The Honourable Bernard Davis, Minister of Environment and Climate Change, along with the Honourable Seamus O’Regan Jr., Minister of Labour and Member of Parliament for St. John’s South – Mount Pearl, on behalf of the Honourable Steven Guilbeault, Minister of Environment and Climate Change, today announced cost-shared funding of $500,000 for an efficiency and fuel switching project for Labatt Brewing Company in St. John’s. The project will reduce greenhouse gas emissions by 528 tonnes annually.

The funding will be used to replace a diesel boiler with two high efficiency propane boilers which will produce high pressure steam for production purposes at the Labatt Brewery on Leslie Street in St. John’s.

The company is receiving $250,000 each from the Provincial and Federal Governments with Labatt also contributing $500,000 in support of the project.

Newfoundland and Labrador’s Climate Change Challenge Fund is a competitive grant-based program to fund greenhouse gas reduction projects. The fund supports projects that lower greenhouse gas emissions and is available to organizations across commercial, municipal, not-for-profit sectors and, Indigenous governments and organizations.

The Department of Environment and Climate Change is responsible for programs totaling about $44 million of the $89.4 million Low Carbon Economy Leadership Fund agreement.

The Government of Newfoundland and Labrador recognizes the stress on people due to the global impacts of high oil prices and pandemic-related supply shortages. To further help residents with the high cost of living, government is providing additional support of $80 million for targeted measures, including a temporary provincial gasoline tax reduction, a one-time home heating supplement for furnace oil, and a commitment to increase the minimum wage.

Today’s measures are in addition to the $142 million announced in Budget 2022 to help residents with the cost of living, bringing the total cost of government support to $222 million.

The two targeted and temporary measures to help with the cost of living include:

• Temporarily lowering the price at the pump by 8.05 cents per litre (includes HST) until January 1, 2023. This is possible through a reduction in the provincial tax on gasoline and diesel by 7 cents per litre. Changes in the gasoline tax will be introduced in the House of Assembly and will come into effect upon implementation by the Board of Commissioners of Public Utilities.
• In Fall 2022, a one-time payment will be provided to supplement the cost of furnace oil used for home heating. This supplement will be income-tested based on family net income. Households with family net income under $100,000 will receive a payment of $500. Households with family net income between $100,000 and $150,000 will receive a partial payment of between $200 and $500. More details on how to apply for this supplement will be available in the coming weeks.

Government of Newfoundland and Labrador Cost of Living Investments
The Government of Newfoundland and Labrador has announced $222 million in targeted short- and long-term investments since March 2022 to help residents with the cost of living, including:

Short-term

• A temporary lowering of the provincial tax on gasoline and diesel by 7 cents per litre to January 1, 2023 ($44 million). Note: Changes in the gasoline tax will be introduced in the House of Assembly and will come into effect upon implementation by the Board of Commissioners of Public Utilities;
• A one-time payment in fall 2022 to supplement the cost of furnace oil used for home heating. ($31 million);
• In April 2022, provided a one-time benefit for those receiving income support ($5 million);
• Elimination of the 15 per cent retail sales tax on home insurance ($37.8 million); and,
• 50 per cent reduction in registration fees for passenger vehicles, light duty trucks and taxis for one year ($27 million).

Transition

• Funding for electric vehicle rebates and charging infrastructure ($1.9 million);
• Funding to help homes transition from oil to electricity ($2 million); and,
• Increasing the minimum wage rate and providing a transitional support program for smaller employers (program estimated at $5 million).

Long-term

• 10 per cent increase to the Income Supplement ($6.8 million);
• 10 per cent increase to the Seniors’ Benefit ($6.5 million);
• Lower child care costs from an average of $35 per day just 18 months ago to $10 a day starting in January 2023 ($46 million);
• An increase in the Pre-Natal Infant Nutrition Supplement ($0.3 million);
• Physical Activity Tax Credit (estimated $7.0 million); and,
• Expansion of the Bus Pass Program to seniors over age 65 who are receiving the Guaranteed Income Supplement and youth receiving services from the Youth Services Program ($2.1 million).

Today the Provincial Government announced more than 30 locations for a pilot Pre-Kindergarten early learning program that will open in 2022-23. The pilot will result in approximately 600 new regulated child care spaces in communities throughout the province.

These locations are the first in the Pre-Kindergarten early learning program created through the Federal-Provincial Early Learning Action Plan, set for full implementation by 2025-26. The full list of locations in the pilot can be found in the backgrounder below.

As a regulated full-day early learning program, families will pay the regulated child care rate for each child in Pre-Kindergarten ($15 per day for the remainder of 2022, $10 per day starting in 2023). The program will run full-time, including during the summer months.

The Pre-Kindergarten program will be run by not-for-profit organization(s), and registration dates for families will be announced by these operator(s) once opening dates are finalized for each site. The Department of Education released a Request for Proposals (RFP) today allowing established not-for-profit groups to submit their qualifications and apply to run these facilities. All applications will be considered, with preference given to organizations that demonstrate they can run multiple locations. The deadline for submissions is June 6, 2022.

The first locations will open in either Fall 2022 or Winter 2023 to any child who starts Kindergarten in September 2023. Pre-Kindergarten spots will be available to any child in this age range, whether they have existing child care or not, as any child transferring from an existing child care location will open up a spot in their previous service for new children. Details on the registration process will be provided in the coming weeks once operators are confirmed.

At full implementation, the province-wide Pre-Kindergarten program will create approximately 3,100 regulated spaces by 2025-26, which will open up existing child care spaces for younger children.

The Provincial Government continues to maintain a contact list of anyone interested in working in the Pre-Kindergarten pilot program. If you are interested you are encouraged to email PreK@gov.nl.ca to join the contact list for the application process. Hiring preference will be given to early childhood educators holding a Child Care Services Certification (CCS) Level III or higher, including those who left the sector while holding this certification.

To ensure that Pre-Kindergarten will be a play-based program with consistent programming in all locations throughout the province, any staff hired to take part will be required to complete a short orientation course related to the early learning framework, developed in consultation with the Association of Early Childhood Educators Newfoundland and Labrador specific to work the Pre-Kindergarten setting.

Through the Early Learning Action Plan, by 2025-26 the province aims to add approximately 6,000 additional regulated child care spaces and to increase the percentage of fully certified early childhood educators working in the sector to at least 60 per cent.

Locations for 2022-23 Pre-Kindergarten Early Learning Pilot Program

Pre-Kindergarten Early Learning pilot locations will launch throughout the 2022-23 fiscal year. While some locations will open as early as Fall 2022, all locations will be in operation no later than March 2023. Pitts Memorial Drive and a section of Peacekeepers Way will be closed Sunday, May 29, from 7:00 a.m. to 7:00 p.m. for a cleanup of litter and large discarded items.

The closures are necessary to ensure a safe environment for all crews working on and near the highway.

Peacekeepers Way will be closed between Fowler’s Road and the interchange with the Trans-Canada Highway while Pitts Memorial Drive will be closed from the interchange to the New Gower Street, St. John’s, intersection.

Traffic control will be in place to guide motorists. During the cleanup, barricades will be erected to prohibit access at all entry points:

• Fowler’s Road
• Trans-Canada Highway interchange
• Ruth Avenue
• Richard Nolan Drive
• Robert E Howlett (Route 3) Interchange
• Eastbound ramp from Bay Bulls Road
• Bay Bulls Road interchange
• New Gower Street intersection

The Department of Transportation and Infrastructure is also using the closures to complete highway maintenance.

On Sunday, May 15, the department closed the Outer Ring Road for a cleanup that resulted in the equivalent of 10 tandem dump trucks of garbage removed from the highway, including 2,400 bags of garbage. Approximately 4,500 bags and 1,500 bags were collected in May 2021 and September 2021, respectively.

The department also used the closure to replace highway signs, remove illegally-posted signs, replace guide rails, remove excess sand and debris, and repair shoulder erosion.

Report: A-2022-006 Report Date: May 19, 2022 Public Body: Department of Industry, Energy and Technology Summary: The Department of Industry, Energy and Technology received a request for documents related to the acquisition of the Come by Chance refinery. The Third Party was notified of the Department’s intention to release the records and subsequently objected to the release of certain information contained within a memorandum of understanding. The Third Party filed a complaint with this Office, claiming that the information must be withheld under section 39 (disclosure harmful to business interests of a third party). The Commissioner found that the burden of proof had not been met and recommended that the information be released.
