Today, Susan Walsh, Seniors’ Advocate for Newfoundland and Labrador, released a report titled What Golden Years? The report is a first step in attempting to address the cost of living challenges identified by seniors through an extensive consultation process that heard from approximately 1,400 seniors.
Thirty-two per cent (32%) of seniors throughout Newfoundland and Labrador reported that they did not have enough income to meet their financial needs and were unable to afford food, rent, medications and required medical services. This is contributing to poorer health outcomes and reduced quality of life.
The What Golden Years? report contains twelve (12) recommendations to the Departments of Finance, Health and Community Services, Children Seniors’ and Social Development, and Labrador Affairs, which begin to address some of the cost of living concerns expressed by seniors. Key recommendations include:
- Indexing the NL Seniors’ Benefit;
- Reviewing both the maximum family net income threshold to receive the full NL Seniors’ Benefit and the phase out rate;
- Exempting seniors in receipt of GIS from having to pay for their required home supports;
- Exempting households with a family net income of less than $29,402 from having to pay for their required home supports;
- Implementing the Food First NL recommendation for a shared food delivery service to ensure food can be delivery to seniors if necessary;
- Increasing the amount of money per kilometer people traveling for medical appointments are eligible to receive through the Medical Transportation Assistance Program (MTAP); and
- Providing all people age 65 years and older free access to the high-dose influenza vaccine.
The Office of the Seniors’ Advocate NL will monitor the implementation of the recommendations and report on progress annually in the Status Report on Recommendations.

Statement from Premier Furey on the Installation of the New Lieutenant Governor of Newfoundland and Labrador
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today provided the following statement on the installment of the new Lieutenant Governor of Newfoundland and Labrador:
“Today we extend our warmest congratulations to Joan Marie Aylward and celebrate her installation as the 15th Lieutenant Governor of Newfoundland and Labrador.
As Premier, I recognize that this honour comes with a rich history of service to Newfoundland and Labrador. To hold the title as King Charles’ representative for our province is a remarkable distinction and I am incredibly pleased that Joan Marie was selected by the Governor General in Council to fulfill this constitutional role.
On a personal note, I have the pleasure of calling Joan Marie a friend. This new chapter in her life is one that will be taken with the highest degree of respect and responsibility. I am confident that Newfoundland and Labrador will be well-served in the years ahead by her optimism, and devotion to our province.
Joan Marie’s many years of public service and commitment to community engagement have made a lasting and positive impact for Newfoundlanders and Labradorians, as she has dedicated her storied career to supporting and strengthening our province. There is a pattern of meaningful action that has been woven throughout her life.
As a nurse, a trailblazing provincial Cabinet Minister – where she was Newfoundland and Labrador’s first female Minister of Health and Minister of Finance – as well as a community and union leader, compassion and service has defined her career.
Joan Marie’s life-long commitments and successes are rooted by a desire to make a positive difference in the lives of Newfoundlanders and Labradorians and I know she will continue to serve with distinction.

UNDERTAKINGS REGISTERED:
Boom Siding Residential Property (Reg. 2276)
Proponent: Ken and Lorraine Abbott
The Proponent is proposing to construct a residential dwelling in Boom Siding, Little Rapids area, near Pasadena. The dwelling will be located on a 0.392 hectare lot near the Humber River. The dwelling will be approximately 167 square metres and will include an accessory building approximately 45 square metres. The undertaking was registered on November 9, 2023; the deadline for public comment is December 15, 2023; and the minister’s decision is due by December 24, 2023.
Charlottetown Diesel Generating Station Improvements (Reg. 2277)
Proponent: Newfoundland and Labrador HydroThe Proponent is proposing improvements at the existing diesel generating station located in the community of Charlottetown, Labrador, along Route 514 off the Trans-Labrador Highway. The proposed work would ensure the continued provision of reliable power to the communities of Charlottetown and Pinsent’s Arm, and will result in an increase in installed capacity of the generating station exceeding one (1) megawatt. The work would include the installation and commissioning of a1825 kilowatt mobile genset on an existing concrete pad, electrical and mechanical hookup, fuel system piping modifications, and exhaust stack modification. Bay Bulls-Bauline Multi-Use Trail (Reg. 2220)

On November 9, 2023, the minister advised the Proponent that the Environmental Protection Plan for the Bay Bulls-Bauline Multi-Use Trail Project was reviewed and was found to be acceptable. Peaches Cove – Green Bay Multipurpose Trail Upgrades (Reg. 2252)
Proponent: Peaches Cove – Green Bay Development Inc.
The project is released from environmental assessment subject to the following conditions;
- The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The Water Resources Management Division (WRMD) of the Department of Environment and Climate Change notes that a section of the proposed trail crosses two small wetlands that are visible on the 1:50,000 topographic map. The WRMD therefore requires that the Proponent follow the route as proposed by WRMD to avoid the effects of the trail on the wetlands.
- The Department of Fisheries, Forestry and Agriculture requires the following:
- A minimum 30-metre, undisturbed riparian buffer must be maintained from the high water mark of all wetlands and waterbodies within and adjacent to the project that are identified on either the 1:50,000 scale National Topographic System maps, or the topographic mapping layer shown in the Provincial Land Use atlas, except where crossing is permitted by the Water Resources Act, to protect sensitive riparian and aquatic species and their habitats; and
- Vegetation clearing is not to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. The 200-metre buffer applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest sites shall be reported to the Wildlife Division.
- The Proponent must advise the Environmental Assessment Division when the conditions of release have been met, by e-mailing a written description, document, and images (where applicable) to demonstrate that the conditions have been fulfilled.
- The Proponent must update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the project, within one year from the date of release, and to provide additional updates if required.
CBPPL Zone 6 Five-Year Forestry Operating Plan (2024-2028) (Reg. 2256)
Proponent: Corner Brook Pulp and Paper Limited
The project is released subject to the following conditions:
- The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The Climate Change Branch of the Department of Environment and Climate Change requires that a Greenhouse Gas Management Plan must be prepared and submitted to the Minister of Environment and Climate Change for approval. A draft of this plan must be submitted within one year of the date of the minister’s decision letter with an update on the progress of this plan to be submitted in 6 months. The plan is to include:
- Any carbon modeling that has been or will be used to inform forest management planning;
- Projections on the level of greenhouse gas emissions that are anticipated to be captured and/or released over the five-year period; and
- A description of how forest management will be informed by carbon modelling with regard to climate change mitigation and climate change adaptation.
- The Water Resources Management Division of the Department of Environment and Climate Change requires the following:

- a 30-metre protective buffer is required around the following hydrometric stations:
- Grand Lake east of Grand Lake Brook (Station ID 02YK010);
- Highlands River at Trans-Canada Highway (Station ID 02ZA002).
- Prior to the start of the forestry operations, the erosion susceptible areas in these flood plain watersheds must be identified to prevent erosion during forest harvesting.
- Humber River watershed (Deer Lake and Steady Brook flood plain mapping);
- Stephenville Crossing watershed (Stephenville Crossing and Black Duck Siding flood plain mapping); and
- Codroy Valley watershed (Codroy Valley flood plain mapping).
- a 30-metre protective buffer is required around the following hydrometric stations:
- The Department of Fisheries, Forestry and Agriculture require the following for the protection of sensitive riparian and aquatic species and their habitat:

- A minimum 50-metre no grubbing buffer is to be maintained from the high water mark of all scheduled salmon rivers. A minimum 30-metre naturally vegetated buffer is to be maintained from the high water mark of all waterbodies (wetlands not included) that are identified on either the 1:50,000 scale National Topographic System maps, or the topographic mapping layer shown in the Provincial Land Use Atlas.
- A minimum 50-metre naturally vegetated buffer is to be maintained from the high water mark of all Significant Wetlands shown in the Provincial Land Use Atlas or identified by Wildlife Division during the Annual Operating Plan review.
- The Proponent must advise the Environmental Assessment Division when the conditions of release have been met, by e-mailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled.
- The Proponent must update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the project, one year from the date of this release letter and to provide additional updates if required.
Flat Bay Brook Outfitters Lodge (Reg. 2270)

- The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the project on the environment.
- The Department of Fisheries, Forestry and Agriculture (FFA) requires the following:

- A minimum 50-metre undisturbed riparian buffer zone shall be established along the scheduled salmon river, Flat Bay Brook. Land use activities involving grubbing, ground or soil disturbance, or timber harvesting activities shall not take place in this buffer zone.
- Vegetation clearing is not to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. Update on Development of Key Housing Infrastructure Projects in Pleasantville and Happy Valley-Goose Bay
This news release is being issued on behalf of the Newfoundland and Labrador Housing Corporation:
The Provincial Government, through the Newfoundland and Labrador Housing Corporation (NLHC), is steadily moving forward with the development process for key infrastructure projects that will increase access to affordable housing and provide support for those experiencing homelessness.
The NLHC has issued a Request for Proposals (RFP) for a prime consultant to oversee the design and construction of a 40-unit affordable, residential apartment complex for low-income households in Pleasantville. Located on the corner of Charter Avenue and St. John’s Place, the 40-unit building will include one and two-bedroom units at an estimated cost of over $13 million. Plans for NLHC’s new residential complex will also include retail and supportive services space on the ground floor to better serve residents. The facility’s design will focus on seniors and persons with disabilities, exceeding local accessibility standards and including Universal Design features throughout the property. Energy efficiency will also be a key element of the building design.

The NLHC recently appointed Woodford Architecture as the prime consultant to oversee the design and construction of the new integrated health, housing, and supportive services hub in Happy Valley-Goose Bay at an estimated cost of over $30 million. The new hub will include 30 emergency shelter beds, 20 transitional beds and 20 self-contained supportive housing units, along with access to integrated supports, treatment and services for individuals experiencing homelessness. This next phase of the project will advance detailed design and site considerations, as well as provide ongoing opportunities for public consultation. Access to safe housing is an important social determinant of health. Last month the Provincial Government unveiled a five-point plan designed to increase the availability of housing that is affordable in Newfoundland and Labrador, and this week released an inventory of vacant provincial land in the St. John’s metro region that can be made available for the development of purpose-built rental housing that is affordable.

Media Advisory: Minister Abbott to Attend Remembrance Day Ceremony at the Sergeants’ Memorial in St. John’s
The Honourable John G. Abbott, Minister of Transportation and Infrastructure, will attend the Royal Canadian Legion Remembrance Day ceremony tomorrow (Saturday, November 11).
This year’s ceremony is being held at the Sergeants’ Memorial in St. John’s, starting at 10:55 a.m. The Sergeants’ Memorial is located on the intersection of Queen’s Road and Garrison Hill.
The ceremony is being relocated this year due to the ongoing refurbishment of the National War Memorial on Duckworth Street. The refurbishment, which is a part of the National War Memorial Centennial Project undertaken in partnership with the Royal Canadian Legion – Newfoundland and Labrador Command and the Provincial Government, includes the creation of a Tomb of the Unknown Soldier, restoration of the existing granite monument and other site upgrades, and improved accessibility. The National War Memorial Centennial Project will be unveiled on July 1, 2024.

Public Advisory: School Bus Inspection Results Available Online
Provincial school bus inspection results, released by the Department of Digital Government and Service NL, continue to show high pass ratings for bus operators, demonstrating the industry’s commitment to high safety standards.
The results of inspections by Highway Enforcement Officers for the period from June 1, 2023 to November 3, 2023 indicates a 94 per cent pass rate.
The results of these mandatory school bus inspections are now available online.
Twice a year each school bus must be inspected by an Official Inspection Station, the results of which are provided to the Registrar of Motor Vehicles. In the fall Highway Enforcement Officers complete an additional inspection of all school buses and beginning in January of each year, 30 per cent of each operator’s fleet is selected for inspection by Highway Enforcement Officers. If significant issues are detected, up to 100 per cent of the operator’s fleet may be inspected at the officer’s discretion.
At any time throughout the year, Highway Enforcement Officers may do additional inspections of an operator’s fleet, especially in cases where a complaint has been received, demonstrating the province’s commitment to ensure school buses are safe for children in Newfoundland and Labrador.

Construction of New Western Memorial Regional Hospital Complete
Construction has been completed on time and on budget for the new Western Memorial Regional Hospital, representing another successful public private partnership (P3) project in Newfoundland and Labrador.
In an event today at the new hospital in Corner Brook, the building was officially handed over by the Corner Brook Health Partnership (CBHP) to the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador. NL Health Services is now in operational control of the facility and will begin the process of moving equipment and staff to the new facility, with the goal of opening the new hospital to the public in spring 2024.
The seven-storey, 600,000 square foot facility has 164 beds, with the same services currently provided at the existing Western Memorial Regional Hospital. The new facility will also host an expanded cancer care program, including radiation services. The new hospital is connected to the 145 bed long-term care home opened in 2020, which was also constructed as a P3 project, combining to form a health care campus in the region.
The new hospital will maintain the same name as its predecessor, Western Memorial Regional Hospital. Earlier this fall, NL Health Services conducted a survey and consulted with community partners to consider options for the name of the new facility and found strong support for the existing name.
The handover marks the conclusion of major construction of the building and the start of the 30-year term of facility management by Corner Brook Health Partnership (CBHP). The partnership consists of the following major participants: Plenary Americas, PCL Investments Inc., PCL Constructors Canada Inc., Marco Services Ltd., B+H Architects, Parkin Architects, The Cahill Group, Plan Group Inc., and Johnson Controls Canada. In 2019, CBHP was selected to design, build, finance and maintain the new acute care hospital in Corner Brook with a contract value of $750 million.
While the new facility will provide health care services in a modern, state-of-the-art environment, it is also environmentally-friendly infrastructure. The geothermal system in the facility will translate into electricity savings of approximately 4,600,000 kWh annually, which is enough to heat 500 homes for a year. The new adult mental health and addictions hospital in St. John’s, currently under construction, is the fourth public-private partnership infrastructure project in the province, and is slated to be opened in 2025. All P3 projects have led, or are leading, to modern health care infrastructure in Newfoundland and Labrador with a goal of improved service delivery.

Public Advisory: Temporary Parking Restrictions in Place at Confederation Building for Lieutenant Governor Installation Ceremony
Visitors to the Confederation Building Complex in St. John’s are advised that parking restrictions will be in place on Tuesday, November 14 near the East Block to accommodate the installation of Newfoundland and Labrador’s next Lieutenant Governor, Joan Marie Aylward.
As a result, parking in front of and behind East Block at 100 Prince Philip Drive will only be available to invited guests, MHAs and other vehicles with parking permits for those areas. The northeast overflow parking lot will also have restricted areas. Entrances to the building will remain accessible to pedestrian traffic as normal.
Parking restrictions will be in place from 7:00 a.m. to 2:00 p.m. Signs will be in place as a reminder.
Parking at Confederation Building Complex will be available in the remaining lots. As per normal protocols, visitors must use Visitor’s Entrance.

Media Advisory: Seniors’ Advocate Available to Media for Release of Recommendations Report, What Golden Years?
Susan Walsh, Seniors’ Advocate for Newfoundland and Labrador, will be available to the media as she releases the report, What Golden Years? This report provides recommendations to begin to address the cost of living challenges identified through an extensive consultation process with seniors throughout Newfoundland and Labrador and outlined in the March 2023 report titled What We Heard: Engagement with Seniors, Family Members and/or Caregivers, and Service Providers.

(NEW TIME) Media Advisory: Premier to Mark Completion of New Western Memorial Regional Hospital Construction
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, will take part in an event tomorrow (Friday, November 10) to mark the completion of construction of the new Western Memorial Regional Hospital.
The event will take place at the new hospital, located on 100 Health Care Crescent, Corner Brook, beginning at 10:30 a.m.
A tour of a section of the new hospital will be provided for media following the event.
Premier Furey will be joined by the Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills and MHA for Corner Brook.

Public Advisory: Electronic Logging Devices Mandatory Effective December 1, 2023
Provincial carriers are reminded that effective December 1, 2023, those that travel more than 160 kilometres outside their home terminal or temporary worksite, and that are required to track hours of service by filling out a record of duty status, will be required to have electronic logging devices installed in commercial vehicles. These devices are used to track a driver’s hours and monitor compliance with the Hours of Service Regulations.
Vehicles will be checked primarily at weigh scale stations throughout the province for mandatory electronic logging device usage. School bus drivers in this province are exempt from using electronic logging devices.
The electronic logging device mandate for provincial carriers aligns with Federal Government requirements for all federally-regulated commercial carriers, announced in late December 2022.

Premier Furey and Minister Pike Present 2023 Seniors of Distinction Awards
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Paul Pike, Minister of Children, Seniors and Social Development, today presented the 2023 Seniors of Distinction Awards at a ceremony held in St. John’s.
The Seniors of Distinction Awards recognize the diversity, contributions and achievements of older persons and seniors throughout Newfoundland and Labrador. This initiative also aligns with the Provincial Government’s ongoing focus to be responsive to the needs of seniors and to build an inclusive and age-friendly province, in line with the recommendations of Health Accord NL.
Older adults and seniors are true leaders in their communities, as they share their wisdom, talents and culture with individuals across the lifespan through their workplaces, volunteering, coaching and/or fundraising efforts.
This year there was a total of 19 nominations for the 2023 Seniors of Distinction Awards. The successful recipients for this year’s awards include:

Recipient Biographies for the 2023 Seniors of Distinction Award
Gertrude Bromley
Gertrude Bromley of Conche graduated as a registered nurse in 1971, and became a nurse practitioner in 1975. She was employed with Labrador-Grenfell Health Services on the Great Northern Peninsula from 1971 to 2008. In addition to her normal hours of work, Gertrude was regularly called upon to help with emergencies in Conche and other towns in the region, and she provided constant advice to people working with seniors and persons with disabilities. Gertrude has volunteered on numerous committees and for various causes including school council, town council, housing for seniors, mental health and addictions and nursing recruitment. For the past six years, she has served as a voluntary board member with the Labrador-Grenfell Health Authority. Gertrude takes great pride in her community and has helped organize community concerts, plays and other social events. She helped conserve Conche’s history by having story boards erected at prominent sites within the community. Gertrude’s contributions extend outside her community and include raising relief funds for Haiti, as well as victims of Hurricane Fiona and the war in Ukraine. Gertrude also spearheaded activities to support The Gathering Place, The Salvation Army, Sick Kids, Operation Smile, the Red Cross, the Heart and Stroke Foundation and the Janeway. Gertrude is described as community-minded, loyal, generous, empathetic, fair, and simply kind.
Howard Butt
Howard Butt was born in Twillingate where he married the love of his life, Dolly, in 1961. He finished his formal schooling in 1956 and started teaching in a two-room school in Bluff Head Cove on Twillingate Island. Howard graduated from Memorial University with Bachelor of Arts and Education degrees in 1970. He continued his teaching career in Twillingate, finishing at Twillingate Central High as an English teacher and vice-principal. His approach to teaching was described as enthusiastic and energetic. Howard is described as an inspiring role model in various areas of community life, including as a father, teacher, community member, and advocate for persons with disabilities. Howard’s role as a parent, in particular to two children with disabilities, is most inspiring. Howard and Dolly have been very active as volunteers to provide unique opportunities for persons with disabilities, including summer camps and social activities. Howard has made countless contributions to his community in various roles including: organizer at the Southside United Church for approximately 50 years; treasurer of the Twillingate – New World Island Minor Hockey Association; member of the board of directors for the Notre Dame Bay Memorial Hospital; member of the Newfoundland Rangers covering the Northeast Coast; and journalist/community reporter for the Lewisporte Pilot newspaper. Howard is described as an exceptional man with an exceptional personality that is filled with humour and insight. As one person said, “Rarely in life can we pinpoint the person who has changed our whole outlook on humanity – Howard is indeed one such human being.”
Sarah Foster
Sarah Foster (also known as Sadie Huxter) of Springdale has been a volunteer with the Green Bay Community Employment Corporation for 22 years. She is very dedicated and supportive of that organization’s efforts to reduce barriers for persons with disabilities. Sarah is also a longtime volunteer with the 837 Northeast Air Cadet Squadron, the Springdale Women’s Institute, her local Lions Club and others. She has taken an active leadership role with the Lions, including two terms as president and one term each as first and second vice-president. Sarah was the first female member of her Lions Club and the first female to serve as president. Sarah is described as the epitome of volunteering and giving back to the community.
Martin Brendan Hynes
Martin Brendan Hynes was born in the community of Port au Port and later moved to St. Lawrence, where he served as a postmaster with Canada Post and on a regional management board for Canada Post for the Burin and Bonavista Peninsulas. He retired in 2004 with 35 years of service. During his career, he also obtained a diploma in Business Administration from Memorial University. Martin has been involved in several organizations and committees, including the RCSCC 269 Endeavour Sea Cadet Corps, St. Thomas Aquinas Parish, St. Lawrence Come Home Year committees, St. Lawrence Soccer Association and community dart league executives. His most recent efforts involve researching history of veterans from the Boer War, World War One, World War Two, the Korean War, peacekeeping duties and the Afghan War. During his time with the Endeavour Sea Cadet Corps, Martin obtained the rank of Lieutenant, served as a cadet instructor, and became highly involved with the annual USS Truxtun & USS Pollux Memorial Services. In 2003, Martin received the Queen’s Golden Jubilee Medal and has also received the Navy League medal for 30 years of service. Martin has also served as a councilor with the Town of St. Lawrence, a member of the Burin Peninsula School Board, and as a Eucharistic Minister. Each year in July and November, Martin places a handmade white cross of memory in front of his property and the town’s municipal building. He makes a special effort to place flags of remembrance at the grave sites of veterans during remembrance week.
Albert Legge
Albert Legge was born in Whiteway and attended school at Whiteway and Green’s Harbour before graduating in 1965. He later obtained Bachelor of Science and Education Degrees from Memorial University. Albert taught at Epiphany Elementary in Heart’s Delight from 1970 to 1975, and at Holy Trinity High in Heart’s Content from 1975 to 2000. Since retiring, Albert has developed a keen interest in photography and enjoys other hobbies such as gardening, fishing and dog training. Residents of Whiteway recognize Albert’s contributions as deputy mayor and president of the 50+ Club. He has also held numerous volunteer positions, including public representative on the Newfoundland and Labrador College of Veterinarians, President and Vice-President of the Retired Teachers’ Association of Newfoundland and Labrador, chairperson of the Whiteway Heritage Society, and founder and present manager of the Whiteway Community Garden and chair of the Garden Committee.
Joyce Morgan
Joyce Morgan of Port de Grave has been involved with many volunteer organizations over the years, including the Port de Grave Peninsula Heritage Society, the Christmas Boat Lighting Event at Port de Grave, 2022 Come Home Year, and St. Luke’s Church, where she has livestreamed all of the church services since the COVID-19 pandemic. This livestreaming has been particularly meaningful for individuals living outside the province during funerals and grave-side burials. Joyce has spent time visiting seniors in their homes, helping with everyday activities such as medical appointments, shopping, banking, and teaching others to use various communication devices. Joyce has always engaged individuals, politicians, governments, historical associations and historians in a respectful way that ensures others’ ideas are considered and included. Joyce is an avid photographer and can be found at most community events taking pictures or videos to preserve history. Her photos and videos have been shared around the world. Joyce and her husband are recreational boaters, and had the privilege of cruising from Portsmouth in New Hampshire to Cartwright in Labrador.
Fraser W. Piccott
Fraser W. Piccott of St. John’s has long been an advocate for persons with disabilities, and has volunteered to make Newfoundland and Labrador more inclusive. Fraser demonstrates the impact one volunteer can make in a community. He has served as chair of the former Provincial Advisory Council for the Inclusion of Persons with Disabilities, Vice-President of Inclusion Canada and President of Inclusion Canada-NL. He currently serves as a member of the Bowring Park Foundation, as a member of SeniorsNL’s Board of Directors, as founding chairperson and active volunteer with Avalon Employment Incorporated, and as interim chair of the Disability Tax Credit/Registered Disability Savings Plan Uptake Task Force. Fraser is described as innovative and relentless in his efforts to support individuals with disabilities, and his efforts are described as immeasurable in their positive societal impacts.
Lorna Warford
Lorna Warford of Irishtown-Summerside has demonstrated a deep commitment to improving the lives of others through her volunteer work and philanthropy. Lorna’s positive impact on her community can be seen through her involvement with various organizations, including the HIS Firettes, the Irishtown Recreation Committee, the Irishtown Mountain View 50+ Club, the NL 50+ Federation, and Girl Guides of Canada. She has also served her community as mayor and a member of council. Lorna’s leadership is described as an inspiration to others to get involved and make a difference. While her community involvement is well known, Lorna’s kindness and support to neighbours and friends is just as commendable.
Angela M. Woodford
Angela M. Woodford of Harbour Main-Chapel’s Cove-Lakeview has been a steadfast volunteer for over 60 years, and contributes in a humble and unassuming way. She is first to admit that nothing would be possible without the support of all volunteers and residents of the town. She advocates for many causes in her community through her volunteer activities, including as a family bereavement coordinator, chair and member of her parish council, lector, Eucharistic Minister, and chair of the Fundraising Committee. Angela also coordinates youth summer employment for her community, is the food bank coordinator, town recreation coordinator, and has served as a Girl Guide leader. She was stage manager for Centre Stage Players; a member of the Ladies Auxiliary for the Harbour Main-Chapel’s Cove-Lakeview Volunteer Fire Department; and a member of the Ladies Auxiliary of the Royal Canadian Legion, North Arm Branch. Angela was a teacher for over 30 years, and vice-principal for four of those years. During her career, she served in many school-related volunteer capacities.

Public Advisory: Public Engagement Sessions Rescheduled for Proposed Indian Arm Brook Protected Area
The in-person public engagement session on the proposed Indian Arm Brook protected area, originally scheduled for November 1, has been rescheduled to Wednesday, November 22 beginning at 6:30 p.m. The session will be hosted by the Wilderness and Ecological Reserves Advisory Council (WERAC) at the Lewisporte Lions Club on Bowater Ave, Lewisporte.
An additional session is scheduled for Thursday, November 23 at 10:00 a.m. at the Norris Arm Heritage and Arts Centre, 202 Citizens Drive, Norris Arm.
Interested participants are requested to register for the sessions through the EngageNL website to ensure compliance with capacity limits.
Feedback on the proposed Indian Arm Brook ecological reserve can also be submitted through an online questionnaire or by email to werac@gov.nl.ca.
In October, the Department of Environment and Climate Change and the Wilderness and Ecological Reserves Advisory Council commenced a multi-year public engagement process on ten proposed protected areas, beginning with site-specific engagement on the proposed Indian Arm Brook ecological reserve. The in-person sessions are the first step in this multi-phased project.
WERAC will report back to the Provincial Government on the results of this engagement process and make a recommendation on whether to proceed with interim protections on the proposed ecological reserve. Engagement is crucial to determining the Provincial Government’s next steps for protecting these sites.

Minister Howell Announces Recipients of Provincial Scholarships
The Honourable Krista Lynn Howell, Minister of Education, today announced more than $200,000 in scholarships for 201 recent high school graduates as part of the Provincial Scholarship Program. The program recognizes high school graduates throughout Newfoundland and Labrador for their hard work, dedication, and academic achievements.
Scholarships include one Constable W.C. Moss Scholarship, 120 Electoral District Scholarships and 79 Centenary of Responsible Government Scholarships, all valued at $1,000, as well as one Junior Jubilee Scholarship, valued at $2,500.
The Junior Jubilee Scholarship is awarded to the student with the highest scholarship score in the province. This year’s recipient is Arielle Connors, a graduate of Queen Elizabeth Regional High.
The Constable W.C. Moss Scholarship is awarded to a child of a member of the Royal Newfoundland Constabulary or the Royal Canadian Mounted Police (active, retired or deceased) with the highest scholarship score (other than the Junior Jubilee Scholarship recipient). This year’s recipient is Natalie Walsh, a graduate of Pasadena Academy.
The 120 Electoral District Scholarships are awarded to three high school graduates in each electoral district with the highest scholarship score (other than the Junior Jubilee and the Constable W.C. Moss Scholarships recipients).
The Centenary of Responsible Government Scholarships are awarded to the remaining students province-wide with the highest scholarship score – other than the Junior Jubilee, Constable W.C. Moss and the Electoral District Scholarships recipients.

Provincial Government Introduces Weigh Station Bypass Option for Commercial Drivers
Weigh station bypass service is now available in Newfoundland and Labrador, allowing compliant commercial carriers to bypass weigh scales.
The bypass service, provided by Drivewyze PreClear, uses GPS transponder technology to notify an on-duty Highway Enforcement Officer that a registered vehicle is approaching the scales. The driver receives a hands-free audible and visual in-cab notification advising when they can bypass the scales. Commercial carriers subscribing to the service are rewarded for their safety ratings with weigh station bypass privileges.
The program saves trucking companies time and money by reducing delays and fuel costs when a truck pulls in and out of a station. It also reduces congestion at scale facilities and allows officers to focus inspections on vehicles with a higher likelihood of having defects or compliance issues.
The Newfoundland and Labrador service allows all Canadian-plated subscribed trucks to have bypass opportunities at six locations throughout the province, including:
- Channel-Port aux Basques, Trans-Canada Highway;
- Foxtrap, Trans-Canada Highway;
- Goobies, Trans-Canada Highway;
- Grand Falls-Windsor, Trans-Canada Highway;
- Labrador West, Route 500; and
- Pynn’s Brook, Trans-Canada Highway.
Newfoundland and Labrador is the third province to offer this service, joining Ontario and Alberta.
