The following statement was read in the House of Assembly today by the Honourable Sarah Stoodley, Minister of Digital Government and Service NL:
Speaker, today I rise to solemnly acknowledge and commemorate World Day of Remembrance for Road Traffic Victims.
This global event, commemorated on the third Sunday in November each year, remembers the many millions who have been killed and seriously injured as the result of a motor vehicle collision, while acknowledging the suffering of all those affected by such senseless tragedy – victims, families and communities.
Over the years, we have taken significant action to strengthen the province’s Highway Traffic Act, as well as the Off-Road Vehicles Act, to ensure our roads and highways are safe for everyone.
While strengthening legislation and increasing penalties are important steps toward safer roads, safety on the road is a collective responsibility. Despite warnings from government, law enforcement and safety advocates, unsafe driving continues to be a problem in our communities.
We will continue to find new ways to address unsafe driving practices. The recent traffic camera pilot project in Mount Pearl and Paradise is one example, and we are now considering the results of the pilot to help inform next steps.
As the holiday season approaches, I ask all residents to never drive impaired or distracted, always use caution when driving in winter road conditions and maintain a heightened sense of awareness of moose on our highways.
Speaker, we must remain vigilant in our efforts and continue to reinforce how important it is to obey the law and drive safely. Lives depend on it.

Provincial Government Now Accepting Applications for 2024 RISE Awards
Applications are now being accepted for the 2024 Research Inspired Student Enrichment (RISE) Awards program. The RISE Awards will be given to up to 15 Level II high school students who demonstrate academic excellence in science, technology, engineering, and mathematics (STEM).
The Provincial Government is providing up to $256,000 for tuition, accommodations and a travel stipend for recipients to participate in renowned STEM enrichment programs. The award recipients will attend one of three research-related enrichment programs:
- The Research Science Institute, located at Massachusetts Institute of Technology;
- The Boston Leadership Institute, located in Wellesley, Massachusetts; or
- The Da Vinci Engineering Enrichment Program, located at the University of Toronto.
The application deadline is Thursday, December 14, 2023 for eligible students completing Level II by June 2024. Further details on the research-related enrichment programs, awards structure, and eligibility criteria are available online (www.gov.nl.ca/riseawards).
The process to be selected for the RISE Awards is competitive. It includes an assessment of academic achievement, as well as written essays in which applicants must highlight plans for future study, career and research interests, and how those interests are relevant to Newfoundland and Labrador.

Improving Access to Early Learning and Child Care for Health Professionals
The Honourable Andrew Furey, Premier of Newfoundland, was joined today by the Honourable Krista Lynn Howell, Minister of Education, the Honourable Tom Osborne, Minister of Health and Community Services and Yvonne Jones, Member of Parliament for Labrador, on behalf of the Honourable Jenna Sudds, Minister of Children, Families and Social Development, to announce a new initiative to improve access to early learning and child care throughout Newfoundland and Labrador.
Three sites are under development and will be operational in St. John’s, Bonavista, and Corner Brook. These sites will create approximately 160 child care spaces and will be developed over the next six months. All sites will be operated by YMCA, and will consider hours of operation to ensure the child care services meet the needs of health professionals.
Premier Furey was joined by the Honourable Krista Lynn Howell, Minister of Education, the Honourable Tom Osborne, Minister of Health and Community Services, Yvonne Jones, Parliamentary Secretary to the Minister of Northern Affairs and Member of Parliament for Labrador, on behalf of the Honourable Jenna Sudds, Minister of Children, Families and Social Development, and Debbie Molloy, Vice President of Human Resources, NL Health Services in making today’s announcement.
Further initiatives to enhance access to early learning and child care for health care professionals in urban, rural and remote communities throughout the province are in development and will be announced in the coming months.
The child care for employees of Newfoundland and Labrador Health Services initiative is a part of the $306 million invested through the Canada-Newfoundland and Labrador Canada-Wide Early Learning and Child Care Agreement. This agreement is increasing access to regulated child care through the creation of approximately 6,000 spaces by 2025-26, as well as improving affordability, inclusivity and the quality of early learning and child care programming in Newfoundland and Labrador.
The Government of Newfoundland and Labrador is committed to providing high quality, affordable child care that is accessible throughout the province. There are currently over 8,600 child care spaces operating at $10-a-day or less in the province, with over 1,000 new spaces created in 2023.

Provincial Government Announces Results of RFP for Affordable Rental Housing Program
The Honourable Paul Pike, Minister Responsible for the Newfoundland and Labrador Housing Corporation and Minister of Children, Seniors and Social Development, today announced a provincial investment of over $80 million to support 91 private and community housing sector projects that will see the construction of approximately 900 new affordable rental housing homes throughout the province.
Joining Minister Pike at the announcement was Alexis Foster, Chief Executive Officer of the Canadian Home Builders Association-Newfoundland and Labrador, and Kelly Heisz, Executive Director of SeniorsNL.
Announced in Budget 2023, the Affordable Rental Housing Program provides one-time capital funding in the form of a forgivable loan to assist in the creation of affordable rental homes. The program is being delivered through the Newfoundland and Labrador Housing Corporation and will focus on supporting seniors, as well as other vulnerable populations including young adults, Indigenous peoples, persons with disabilities, newcomers, women and children fleeing violence and people experiencing homelessness. Accessibility and energy efficiency are also key design elements of the program.
Successful proponents will own and manage their projects and rent to lower income households at or below rates established by the Newfoundland and Labrador Housing Corporation. These rates will be based on annual rental market reports published by Canada Mortgage and Housing Corporation. In addition to the creation of more than 900 affordable rental homes, selected projects propose the creation of over 240 market rental homes which will further support the longer-term sustainability of the housing developments.
This investment also presents significant opportunities to contribute to provincial economic activity through the engagement of contractors, building supply businesses and the related economic spin-offs.
Access to safe and affordable housing is an important social determinant of health. Last month the Provincial Government unveiled a five-point plan designed to increase the availability of housing that is affordable in Newfoundland and Labrador, and last week released an inventory of vacant provincial land in the St. John’s metro region that can be made available for the development of purpose-built rental housing that is affordable.

Minister Davis Releases Report from the Fish Price-Setting Strategic Review Team
The Honourable Bernard Davis, Minister of Environment and Climate Change and Minister Responsible for Labour, today released the final report prepared by the Fish Price-Setting Strategic Review Team.
The report includes nine recommendations, which are under review by government. The complete report can be viewed here.
In September, the minister announced the establishment of a provincial Fish Price-Setting Strategic Review Team, to assist with the development of a formula-based framework for fish price-setting, and other potential mechanisms, to address ongoing issues with the current price-setting process. The team was comprised of Glenn Blackwood, Gabriel Gregory and William Broderick.
The team conducted economic analysis, stakeholder consultations and a review of current legislation, policy and regulations, with the objective of finding a solution that reflects the respective roles and values of the fish harvesting and processing sectors. The team’s findings are outlined in the final report.

UPDATE – Media Advisory: Minister Pike to Announce Results of Affordable Rental Housing Program Request for Proposals

Provincial and Federal Governments Help Improve Quality, Productivity and Sustainability in Fish and Seafood Sector
With the longest coastline in the world, Canada’s coastal communities rely on the fish and seafood industry as an integral contributor to local and regional economies. This is why the Government of Newfoundland and Labrador and the Government of Canada today announced funding support for 147 projects through the Atlantic Fisheries Fund (AFF).
The total contribution of more than $25 million will help modernize equipment and improve quality, productivity, and sustainability in the Newfoundland and Labrador fish and seafood sector, including:
- Harvesting – 116 projects supporting new equipment and innovative technologies that will advance onboard handling techniques and improve productivity, product quality, and sustainability;
- Processing – 22 projects targeting advancements in processing technologies and product quality enhancements to improve competitiveness and add value for the industry;
- Aquaculture – Five projects enabling adoption of new technology and processes to support sustainable development of oyster and salmon; and
- Indigenous partnerships – Four projects supporting sustainability and the modernization of equipment used in the seafood sector.
The contribution is from the $400 million Atlantic Fisheries Fund, funded by the Federal and Provincial Governments. The fund focuses on increasing opportunities and market value for sustainably-sourced, high-quality fish and seafood products from Atlantic Canada. Introduced in 2017, the Atlantic Fisheries Fund will continue to invest in projects over its seven-year life. The commercial fisheries and aquaculture industries, Indigenous groups, universities and academia, and industry associations and organizations, including research institutions, may apply.

The Atlantic Fisheries Fund
- The Atlantic Fisheries Fund will invest over $400 million over seven years to support Canada’s fish and seafood sector.
- The Federal Government will provide 70 per cent of the funding, with 30 per cent coming from the Atlantic provinces.
- The fund aims to help Canada’s seafood sector transition to meet growing market demands for products that are high quality, value-added, and sustainably sourced.

- Innovation: to support research and development of new innovations that contribute to sustainability of the fish and seafood sector, and to create partnerships and networks that aim to promote and encourage innovations in the sector;

Media Advisory: Premier to Announce Child Care Initiative for Health Care Professionals
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, will announce details of a child care initiative for health care professionals tomorrow (Thursday, November 16).
The announcement will take place at the Janeway Children’s Hospital café, 300 Prince Philip Drive, St. John’s at 12:00 p.m. Media are asked to meet in the main entrance and will be escorted to the event space.
Premier Furey will be joined by the Honourable Krista Lynn Howell, Minister of Education, and the Honourable Tom Osborne, Minister of Health and Community Services, as well as Yvonne Jones, Parliamentary Secretary to the Minister of Northern Affairs and MP for Labrador.

Ministerial Statement – Minister Abbott Highlights Completed Construction on Western Memorial Regional Hospital
The following statement was given today in the House of Assembly by the Honourable John G. Abbott, Minister of Transportation and Infrastructure:
I rise today to highlight the completion of construction of the new Western Memorial Regional Hospital, which is the largest building project undertaken by the Provincial Government in 40 years.
Last week, the state-of-the art facility was officially handed over to NL Health Services by the Corner Brook Health Care Partnership. NL Health Services will now begin the process of moving equipment and staff into the new hospital, with the goal of welcoming patients in spring 2024.
During construction, the percentage of residents on this project from Newfoundland and Labrador was consistently greater than 90 per cent. We will continue to work closely with our partners to ensure all of our infrastructure projects are providing maximum employment for local workers and companies.
I want to acknowledge the Transportation and Infrastructure project management team for their hard work. On-time and on-budget, the project was completed to the exact day to which government committed when the contract was signed.
The new hospital will offer an expanded cancer care program, including radiation services, in addition to all of the same services presently available at the existing Western Memorial Regional Hospital.
Combined with the connected 145-bed long-term care home that opened in 2020, it now forms a health care campus in Corner Brook.
This represents a major milestone in our continued efforts to improve health care service delivery. We look forward to seeing the same positive outcomes on other major infrastructure projects, like the new adult mental health and addictions hospital.

Ministerial Statement – Minister Davis Highlights New Climate Change Action Plan Consultations
The following statement was read in the House of Assembly today by the Honourable Bernard Davis, Minister of Environment and Climate Change:
I am pleased to rise to highlight the launch of a public engagement process for two new proposed Climate Change Action Plans for Newfoundland and Labrador.
In 2019, we released the first provincial Climate Change Action Plan, and I am pleased to say that we have taken action on all 45 items identified in this plan.
These efforts, together with reduction emissions targets for large industry, have lowered our greenhouse gas emissions to 8.3 million tonnes a year – the second lowest on record and well below the 10 million tonnes per year average of the past decade.
Building on this success, we are now developing two new action plans for the 2025 to 2030 period.
The Climate Change Mitigation Plan aims to reduce greenhouse gas emissions to achieve the province’s 2030 greenhouse gas reduction target, establish foundational actions for net zero emissions by 2050, and support the transition to a low carbon economy.
The Climate Change Adaptation Action Plan will focus on actions to adapt to the impacts of climate change, such as increased flooding and wildfires. This will be the first stand-alone climate change adaptation strategy for the province.
Public engagement in developing these plans is important to ensure they reflect the priorities of Newfoundlanders and Labradorians in building and supporting resilient and prosperous communities that are sustainable for future generations. I encourage everyone to visit engageNL.ca to participate.

Public Advisory: National Test of Alert Ready to Take Place Today
The Provincial Government is reminding residents that the national emergency alerting system, Alert Ready, is scheduled to issue an emergency test message through television, radio and compatible wireless devices today (Wednesday, November 15) at 10:55 a.m. (NST), 10:25 a.m. (ADT) in most of Labrador.
Be advised some residents will not receive the test alert on their wireless device due to device compatibility, LTE network connection, cell tower coverage, device software and/or settings. Check your phone’s compatibility here.
As Canada’s emergency alerting system, Alert Ready delivers critical and potentially life-saving alerts through television, radio and compatible wireless devices. In 2022, the Alert Ready system delivered more than 820 public emergency alert messages to Canadians.

Provincial Government Celebrates First Direct Route to Europe Since 2019
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today joined representatives from the St. John’s International Airport Authority and WestJet to celebrate the announcement of a direct route from St. John’s International Airport to London Gatwick Airport. This flight marks the reestablishment of a connection between Newfoundland and Labrador and Europe – the first since 2019.
In partnership with the Provincial Government, the St. John’s International Airport Authority has entered into an agreement with WestJet to offer this route for the next three years starting in 2024. The flight will operate seasonally, three days per week, from May to October.
Air transportation is critical for connections to global and domestic markets, and delivery of essential goods, health and emergency services. It is an important source of employment and is vital for tourism and economic development in the province.
Air access remains a top priority of the Government of Newfoundland and Labrador, and route exploration work continues. Budget 2023 included $1.5 million to support the development and expansion of air travel in Newfoundland and Labrador.

Statement from Minister Pike on the Office of the Seniors’ Advocate’s Report
Enclosed is a statement from the Honourable Paul Pike, Minister of Children, Seniors and Social Development, in response to a report issued today by the Office of the Seniors’ Advocate:
“Older adults and seniors have helped shape Newfoundland and Labrador’s communities. As a government, we value their role in building our economy and raising families, and we appreciate the pressures that they are facing due to increases in the cost of living, which are impacting people globally.
Our government, through the Cabinet Committee on Seniors, is steadfast in its commitment to fostering inclusive, age-friendly communities. We are firmly focused on making investments that positively impact the lives of older adults and seniors.
Through Budget 2023, we invested in a wide range of programs, including increasing the Seniors’ Benefit and the Newfoundland and Labrador Income Supplement.
Just last week, we took the additional step of announcing a second targeted Basic Income Program for people aged 60 to 64 who currently receive Income Support and the Community Supports Program through the Department of Health and Community Services. These same individuals will receive an increase in payments to match federal seniors’ benefits, which they will receive at age 65. This will allow for more adequate and stable financial supports.
And, in the coming months we will release a dedicated poverty reduction plan for seniors. This will complement the many programs that are already in place.
Together with community partners and all levels of governments, the Provincial Government will continue improve the overall health and well-being of seniors throughout the province, ensuring they can live healthier and more active lives.”

Public Advisory: Home Heating Supplement Program Deadline is November 30
The Provincial Government is reminding residents that the Home Heating Supplement Program is open for applications until November 30, 2023. The supplement, which ranges between $200 and $500, is available to residents of the province whose adjusted family income for 2022 was $150,000 or less and who have directly incurred costs for the purchase of furnace or stove oil to heat their principal residence.
Residents can apply online. In order to ensure the most efficient processing time, please make sure your application is complete. This includes:
- Providing a copy of your invoice for the purchase of furnace or stove oil, which should include the delivery address;
- Signing your application; and
- Double-checking that the social insurance number provided is correct.
Residents who received the home heating supplement last fall are welcome to apply again this year if they meet the eligibility criteria.
As announced in Budget 2023, maintaining the home heating supplement for furnace or stove oil is part of how the Provincial Government continues to help with the cost of living. Government has provided more than a half billion dollars in targeted short- and long-term measures since March 2022.

A partnership of federal, provincial and territorial emergency management officials, Environment and Climate Change Canada, Pelmorex, the broadcasting industry and wireless service providers, the system ensures residents receive emergency alerts immediately to take action and to stay safe.
In 2022, the Alert Ready system delivered more than 820 public emergency alert messages to Canadians.

Office of the Information and Privacy Commissioner – Report A-2023-045 Released
The Information and Privacy Commissioner, Michael Harvey, has released his Report A-2023-045 under authority of the Access to Information and Protection of Privacy Act, 2015. A summary of the Report is included below.

Report: A-2023-045 Report Date: November 10, 2023 Public Body: College of the North Atlantic Summary: The Complainant submitted an access to information request to the College of the North Atlantic for records relating to a workplace investigation involving the Complainant. The College responded by providing the Complainant with some records, but made redactions pursuant to sections 30(1)(a), 37(1)(a), and 40(1) of ATIPPA, 2015 and withheld most records citing the same exceptions. The Complainant disagreed with the exceptions and filed a complaint with this Office. After review of the responsive records and submissions, the Commissioner agreed that the investigative report was created for the dominant purpose of and in contemplation of litigation and thus agreed with most of the College’s application of section 30. Furthermore, the Commissioner agreed a reasonable expectation of harm exists if the information withheld under section 37 was to be disclosed. As such, the Commissioner recommended the College maintain its position on the section 30 and 37 records, but did recommend release of the Complainant’s own provided information and statements as required by section 33 of ATIPPA, 2015.-30-
