Premier Furey and Minister Crocker Express Condolences to the Family of Paul Pope

Thu, 04/14/2022 - 15:05

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, today expressed their heartfelt condolences to the family and friends of pioneering filmmaker Paul Pope on his passing earlier today.

“The loss of Paul Pope brings such tremendous sadness. He was a dynamic force in Newfoundland and Labrador’s film and television industry having produced or worked on hundreds of projects,” said Premier Furey. “His work showcased our beautiful province on the national and international stage, and helped bring visitors from all around to experience what we have to offer with their very own eyes. As we mourn this loss, we recognize the outstanding contributions Paul made to the film and television industry, and his contributions to our province and country. His legacy in this industry will live on for years to come, particularly as he spear-headed the recently announced Film and Media Production Centre at College of the North Atlantic. It was a pleasure working with Paul, and we will ensure his vision is realized as we continue to support the industry he loved.”

“In addition to his passion for film and television, Paul had a passion for Newfoundland and Labrador,” said Minister Crocker. “He was an active member of the Come Home 2022 Host Committee and was the creative force behind some of the wonderful events that the residents of our province will enjoy in the months to come. He brought zest and energy to those meetings. He was positive, comical, passionate, and inspiring. Paul will be missed and remembered forever.”

Ministerial Statement – Minister Recognizes Importance of Professional Land Use Planning

Wed, 04/13/2022 - 12:50

The following statement was read in the House of Assembly today by the Honourable Krista Lynn Howell, Minister of Municipal and Provincial Affairs:

Speaker, I recently had the pleasure of joining members of the Professional Planners Association of Newfoundland and Labrador for a virtual event, focusing on the important contribution planners make to the growth and vitality of communities.

Over half of municipalities in the province have municipal plans and development regulations. Other municipalities are working towards preparing their first plans. Municipalities understand the importance of establishing goals for sustainable development and improving the quality of life for their residents.

Planning is an essential tool to attract industry, residents, and professionals, which are all vital to achieving vibrant and sustainable local communities. Through land use planning, municipalities have a consistent set of rules that apply to everyone and can help meet community goals.

Speaker, as we review the Joint Working Group Report and Recommendations on Regionalization, it is clear that land use planning is a critical component to guide our communities into the future.

With that in mind, the Department of Municipal and Provincial Affairs will begin work towards preparing Professional Planners legislation. This is a very important step in the process of developing professional self-regulating legislation for the association. I look forward to working with the association as we begin this work.

Thank you.

Ministerial Statement – Minister Stoodley Recognizes the Anniversary of the First Women Getting the Right to Vote in Our Province

Wed, 04/13/2022 - 12:45

The following statement was read in the House of Assembly today by the Honourable Sarah Stoodley, Minister of Digital Government and Service NL:

Speaker, on behalf of government, I would like to recognize an important day in the history of Newfoundland and Labrador.

It was on April 13, 1925 that the first women gained the right to vote and hold public office in the province. This was made possible after years of advocacy and through the efforts of the suffragists, who campaigned tirelessly to make their voices heard and their votes count.

In October 1928, 52,343 women cast ballots in their first general election – representing a remarkable 90 per cent voter turnout rate.

Speaker, I am pleased to say that today, all Newfoundlanders and Labradorians aged 18 years and older have the right to vote and run for public office. In 2021, a record number of women put their names forward for election at all levels of government in the province.

As we look to the future, I encourage all women and gender diverse people to continue exercising their right to vote, and to consider serving as elected representatives of the people.

Speaker, I ask all Honourable members to join me in recognizing the anniversary of the first women getting the right to vote in our province. May we continue to advance towards true gender equality and honor the rights of all people in Newfoundland and Labrador.

Thank you.

Supporting Continued Growth of the Local Film and Television Industry

Wed, 04/13/2022 - 10:45

As provincial film and television productions continue to attract investment into the province and garner national and international followings, Budget 2022: Change is in the air supports the film and television industry in its efforts to expand the local talent pipeline and create jobs in Newfoundland and Labrador.

Budget 2022 investments in the film and television industry include:

  • Approximately $10 million for a new Film and Media Production Centre at College of the North Atlantic in St. John’s which includes $2.6 million for operating costs and one-time investments for equipment and renovations;
  • A new All Spend Film and Video Production Tax Credit; and
  • $10 million for the Film and Television Equity Investment Program.

With approximately 1,400 jobs currently in the film and television industry in this province, there are still significant growth and career opportunities available right here at home. To help grow the industry, College of the North Atlantic will create a new Film and Media Production Centre in St. John’s. This campus will prepare students for exciting and diverse careers in the film industry, with new program offerings in TV and Film Technical Production, Creation, Post-Production, Production Management and Visual Effects.

As part of this new project, the College has also signed Memoranda of Understanding with the Toronto Film School, the Canadian Film Centre and the Nova Scotia College of Art and Design, allowing local students to transfer credits with these partner institutions. This will allow College of the North Atlantic students to further their training with connections to some of the most recognizable and established programs in this country.

Provincial Government funding through Budget 2022 will support renovation and equipment costs for the new campus, which will be located at existing real estate on Strawberry Marsh Road in St. John’s. Classes are expected to start in September 2022.

A new All Spend Film and Video Production Tax Credit provides eligible productions with a 30 per cent tax credit with a cap of $10 million annually per project. This further incentivizes both local and international film studios to choose Newfoundland and Labrador as a premiere destination for their upcoming projects.

Budget 2022 also includes $10 million for the Film and Television Equity Investment Program, which provides funding to eligible producers through the NL Film Development Corporation for the financing of productions in the province. This program supports local productions that in turn create jobs and economic offshoots, often in rural areas of the province.

Quotes
“No matter where they work or what they do, Newfoundlanders and Labradorians are recognized for their creativity and their storytelling abilities. It is no wonder that these traits have made our film and television industry such a fast-growing success story. Our government is proud to support the film and television industry in its efforts to expand the local talent pipeline and create jobs in this province through Budget 2022 investments.”
Honourable Andrew Furey
Premier of Newfoundland and Labrador

“The new Film and Media Production Centre at College of the North Atlantic will help to prepare students for exciting and diverse careers in filmmaking and production, preparing them for a diverse range of careers that they can pursue right here at home. I thank the College for its continued focus on meeting the labour market needs of this province, and we will continue to invest in valuable post-secondary programs that meet the needs of our post-secondary students.”
Honourable Tom Osborne
Minister of Education

“The growth in Newfoundland and Labrador’s film and television industry has been nothing short of amazing. We have so much to offer – our land and vistas, our history and architecture, our culture and arts. Our people are creative, vibrant, humorous and great storytellers. So it makes sense that we are becoming one of the most renowned film destinations in the world. I look forward to continuing relationships and discussions with members of the film and television industry and wish College of the North Atlantic all the best with their new programming.”
Honourable Steve Crocker
Minister of Tourism, Culture, Arts and Recreation

“The Newfoundland and Labrador film and television industry is a blockbuster in the making and these investments will ensure our workforce is ready to ‘hit their marks’ and participate in this creative and dynamic field. The initiatives announced today complement the over $200 million in Budget 2022 to train our workforce for the jobs of the future, especially in sectors like entertainment that represent tremendous potential.”
Honourable Gerry Byrne
Minister of Immigration, Population Growth and Skills

“College of the North Atlantic’s strong connection with the Newfoundland and Labrador arts community has just been taken to a new level. This investment in CNA to deliver a suite of programs specifically related to television and film at a campus in this province makes perfect sense. Our distinct culture easily sets the stage for the production and promotion of tremendously talented artists in our midst. To do so at a local state-of-the-art facility where technology will be combined with artistry to magically bring stories to life on television and the big screen is brilliant. CNA is proud to be part of the behind-the-scenes action that will eventually end up front and centre in projects for the world to see.”
Liz Kidd
President and Chief Executive Officer, College of the North Atlantic

“You can have a brilliant idea, you can have a spectacular location, you can even have the money, but until you have the labour to pull it off, you don’t have anything. These investments from the province will support our industry in growing our labour force.”
John Vatcher
Executive Producer, Take the Shot Productions

“This new College of the North Atlantic program, created in close consultation with industry and unions, will make the entire sector more competitive in national and international markets. It’s a win for everyone!”
Paul Pope
Founder, Pope Productions

“This is an exciting time for the film and television industry in this province! Government’s continued support through enhanced incentives for production, and today’s announcement of the film school at the College of the North Atlantic, ensures the continued growth of the film industry in this province.”
Chris Bonnell
Executive Director, Newfoundland and Labrador Film Development Corporation

Time to Get Growing: Applications Available for Community Garden Support Program

Tue, 04/12/2022 - 14:00

Funding applications for the 2022 Community Garden Support Program are available to help eligible municipalities and community groups establish and enhance new and existing community gardens. There is no deadline to apply, but applications will be processed on a first-come, first-served basis.

As part of the $2.25 million Provincial Agrifoods Assistance Program, the Provincial Government is continuing to invest $100,000 annually into non-repayable grants under the Community Garden Support Program.

In 2021, the program supported 146 community gardens, including funding to enhance 102 existing community gardens and establish 44 new gardens. This compares to 124 total projects in 2020 and 101 projects in 2019. In 2021, the maximum available grant increased from $500 to $750. Video highlights from last season’s program are available here and the 2021 final report can be read here.

The Community Garden Support Program was established to increase:

  • Food self-sufficiency;
  • Access to fresh foods;
  • Consumption of fruits and vegetables; and
  • Awareness and appreciation of the importance of local food production and the agriculture sector.

Approximately 7,400 people participated in, and benefited from, this program in 2021, including youth, seniors, and Indigenous groups. This has grown from nearly 6,000 people in 2020 and 3,500 participants in 2019.

The 2022 application and program guide are available on the Fisheries, Forestry and Agriculture website. For more information on the program please call: 709-637-2474 or email CGSP@gov.nl.ca.

Quote
“You don’t need to look any further than a community garden to see that the cooperative community spirit Newfoundlanders and Labradorians are known for is alive and well. The Community Garden Support Program just keeps on growing, and every year more and more people from school kids to senior citizens are coming together to share the work and rewards of contributing to food self-sufficiency here at home. I encourage all municipalities, schools, service groups and not-for-profit organizations to get in on this fun and rewarding program.”

Ministerial Statement – Minister Hogan Highlights Support for Ground Search and Rescue

Tue, 04/12/2022 - 12:15

The following statement was read in the House of Assembly today by the Honourable John Hogan, QC, Minister of Justice and Public Safety and Attorney General:

Speaker, ground search and rescue teams in Newfoundland and Labrador play a significant role in public safety. Regardless of the conditions, these volunteers step up when there is an emergency and people are in need of assistance.

In December 2021, we released the final report from the Inquiry into Ground Search and Rescue for Lost and Missing Persons in Newfoundland and Labrador. The findings of this public inquiry will have long-lasting impacts for many more years to come. Since the release of the report, our government has committed approximately $1.8 million to the Newfoundland and Labrador Search and Rescue Association. This includes the nearly $1 million that was announced last week as part of Budget 2022 and the $775,000 provided at the end of 2021. The $1.8 million is in addition to the current $191,000 in annual funding provided to the Newfoundland and Labrador Search and Rescue Association. The significant investment will be used to implement the inquiry recommendations, as well as for equipment and training.

Speaker, we are committed to working with our partners to strengthen search and rescue in Newfoundland and Labrador, and we will continue to work on how best to implement the inquiry recommendations. I want to thank NLSARA for its continued partnership in this area.

Newfoundland and Labrador has a long history of volunteerism, and the system as it exists, would not function without the efforts of these dedicated and trained ground search and rescue teams. I would like to take this opportunity to thank the search and rescue teams around this province for their hard work, dedication and commitment to our communities.

Thank you Speaker.

Provincial Government Supports Emergency Response in Labrador

Tue, 04/12/2022 - 11:50

The Government of Newfoundland and Labrador is contributing $85,000 to assist The Salvation Army, Newfoundland and Labrador Division, in the purchase of an Emergency Disaster Relief Vehicle in Happy Valley-Goose Bay and the construction of a garage to house the vehicle.

With the acquisition of this vehicle, The Salvation Army Corps is better equipped to provide outreach services and supports to vulnerable populations, as well as other areas of Labrador during emergencies and adverse events.

The Federal Government and community organizations also supported The Salvation Army with significant levels of funding for the emergency response project, totaling over $400,000.

With a growing frequency of climate-related disasters, and an expression of need in communities, the Salvation Army’s Emergency Disaster Services has grown into an international network involving thousands of trained personnel in Newfoundland and Labrador, Canada, and worldwide, including many volunteers. Salvation Army Emergency Disaster Services personnel provide supports that meet the immediate, as well as long-term, physical, emotional and spiritual needs of disaster survivors, responders, and vulnerable populations that include the homeless and transiently homeless.

Quotes
“The Provincial Government is committed to working with The Salvation Army, the Federal Government and all our community partners to help address the needs and supports for those who are homeless or are at risk of homelessness, as well as community members who are impacted by disasters. The Salvation Army is a valued community partner in Labrador and the rest of the province, and our government is pleased to support this emergency response initiative.”
Honourable Lisa Dempster
Minister Responsible for Labrador Affairs

“This initiative is a great example of the Provincial and Federal Governments working together with valued partners like the Salvation Army to meet the needs in communities throughout the province. The Emergency Disaster Relief Vehicle is a much welcomed addition to support outreach services for the most vulnerable in the Happy Valley-Goose Bay area, including those experiencing homelessness.”
Honourable John G. Abbott
Minister of Children, Seniors and Social Development
Minister Responsible for Newfoundland and Labrador Housing

“Congratulations to The Salvation Army on this initiative which will result in additional support for the most vulnerable residents. This work complements previous support from the Department of Municipal and Provincial Affairs to assist the Town of Happy Valley-Goose Bay with safety enhancements to help them address the needs of the vulnerable and homeless population.”
Honourable Krista Lynn Howell
Minister of Municipal and Provincial Affairs

“We are grateful for the support of the Government of Newfoundland and Labrador and community partners to help fund the resources we need to meet the needs in Labrador. This vehicle will be used primarily for our Outreach Program to prepare and serve meals to vulnerable populations. We want the community to know we’re here whenever and wherever help is needed.”

Ministerial Statement – Minister Congratulates Hospitality Newfoundland and Labrador Annual Award Winners

Mon, 04/11/2022 - 12:20

The following statement was read in the House of Assembly today by the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation:

Speaker, I rise in this Honourable House to congratulate Hospitality Newfoundland and Labrador’s annual award winners.

These awards recognize the outstanding tourism leaders and businesses that make valuable contributions to the provincial tourism industry.

Sullivan’s Songhouse received the Cultural Tourism Award and Kathi Stacey received the Tourism Achievement Award. Both of these awards are sponsored by the Department of Tourism, Culture, Arts and Recreation.

Located on the Southern Shore of the Avalon Peninsula, Sullivan’s Songhouse welcomes people into a traditional biscuit-box house, twice a week, to celebrate the rich tradition of storytelling and song. Just like a traditional kitchen party, host Sean Sullivan, accompanied by friends and fellow musicians, encourages visitors to participate and ‘give a song,’ if they are so inclined.

Positioning Eastern Newfoundland as a leader in sustainable tourism and a premier destination for travelers, Kathi Stacey created a sense of local pride with her ‘My Town’ television program. She is responsible for the Legendary Coasts of Eastern Newfoundland partnership with St. Pierre et Miquelon, a new and never before seen partnership that has been an amazing success for both the French Islands and Eastern Newfoundland.

Other notable recipients this year include Kilmory Resort, Grates Cove Studio, Perchance Theatre, Rugged Edge, E.C. Boone Limited, George House Heritage Bed and Breakfast, Fishing for Success, and Ann Simmons.

Please join me in congratulating them on their remarkable achievements. They are all shining examples of the quality of our tourism operations in Newfoundland and Labrador.

Thank you, Speaker.

Provincial Government Secures Multi-Year Partnership Agreement with NASCAR

Mon, 04/11/2022 - 10:05

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation today announced that the Provincial Government has entered into a multi-year partnership agreement with NASCAR. The partnership will see three Pinty’s Series races held in Newfoundland and Labrador over the next three years. This is Canada’s largest national motorsports series, and the agreement is the first time a Pinty’s Series race has been hosted on an island. Newfoundland and Labrador is only the fifth province to host a NASCAR race.

As part of Come Home 2022, the first NASCAR Pinty’s Series Race, the PRO•LINE 225, will take place at the Eastbound International Speedway and Concert Park in Avondale on Saturday, June 25, 2022. Tickets for this race can be purchased online here beginning Friday, April 15, 2022, at 12:00 p.m.

The week leading up to the first race will be NASCAR Week with a series of family-friendly activities and events including a NASCAR vehicle parade from the port in Argentia to the Eastbound International Speedway and Concert Park, a Meet the Teams autograph session, and a NASCAR Advance Auto Parts Weekly Series race on Friday, June 24. It is estimated that the events of the weekend will attract close to 10,000 spectators.

The partnership agreement will see a total investment of $665,000 from the Provincial Government over three years – $305,000 in 2022 and $180,000 in 2023 and 2024 respectively. The NASCAR races and associated events are anticipated to generate an estimated $5.4 million for the provincial economy.

Come Home 2022 aims to encourage former residents of Newfoundland and Labrador to come home, remind residents of the wonders here in their own ‘backyard,’ and complement ongoing work to attract visitors earlier in the season and expand ongoing marketing efforts with non-resident visitors. Newfoundlanders and Labradorians everywhere can visit ComeHome2022.ca to sign up for the Come Home e-newsletter which will share event announcements and information throughout the year. They can also follow ComeHome2022 on Facebook and Instagram to get up-to-date celebration information.

NASCAR is an international organization with a wide reach, and we look forward to inspiring fans here in our province and all over the world. NASCAR, you’re in for an incredible display of fan support and dedication, as well as a true destination experience.”
Honourable Andrew Furey

“As a signature Come Home 2022 event, this multi-year partnership agreement with NASCAR offers a new and unique event for the people of Newfoundland and Labrador to enjoy. The icing on the cake is the incredible benefits these races will bring to our communities and our tourism and hospitality industries, as Come Home 2022 continues to offer exciting experiences for everyone to enjoy.”
Honourable Steve Crocker
Minister of Tourism, Culture, Arts and Recreation

“Bringing the NASCAR Pinty’s Series to Atlantic Canada is a historic milestone for NASCAR in Canada. As Canada’s largest national motorsports series, we strive to bring the exciting side-by-side racing NASCAR is known for to fans across the country. Partnering with the Government of Newfoundland and Labrador will give our fans on the eastern coast a great chance to get the full NASCAR experience.”
Chad Siegle
NASCAR Vice-President of International Business Development

“I am so proud to be hosting the NASCAR Pinty’s Series starting with the Come Home 2022 celebration. To have this level of drivers in Newfoundland and Labrador is a dream come true and one of the reasons we built Eastbound International Speedway. With TSN and FloRacing coverage, the town of Avondale and Eastbound International Speedway will once again be highlighted internationally thanks to the hard work of our team, the province, and the town of Avondale.”
Patrick Squires
Owner of Eastbound International Speedway and Concert Park.

“Our tourism industry welcomes events of this nature. They provide a direct economic benefit to our community and help put Newfoundland and Labrador on the world stage. With our world-class event facilities, our unique cultural and natural attractions, and the renowned hospitality of our people, St. John’s and the Northeast Avalon are well-positioned to attract and host many more national and international events.”

Newfoundland and Labrador to Welcome Their Royal Highnesses to Canada

Mon, 04/11/2022 - 09:51

Newfoundland and Labrador is to welcome Their Royal Highnesses, The Prince of Wales and the Duchess of Cornwall, to Newfoundland and Labrador in May as they begin their tour to Canada to celebrate the Platinum Jubilee of Her Majesty Queen Elizabeth II, marking her 70th anniversary on the throne.

“As the Premier of Newfoundland and Labrador, I am pleased to welcome back Their Royal Highnesses, the Prince of Wales and the Duchess of Cornwall, to our beautiful province, in their first official visit to Newfoundland and Labrador since 2009. The Province has a historical connection with the Royal Family, and it is an honour to have Their Royal Highnesses start their tour to Canada in Newfoundland and Labrador.

The Royal Tour coincides with a significant provincial celebration as Newfoundlanders and Labradorians welcome family, friends, and newcomers, from around the world, to celebrate and mark Come Home 2022.

We look forward to the opportunity to highlight some of our inspiring community organizations that are contributing to our communities, and increasing our province’s strengths as a place to live, visit, raise a family, get an education, and start or operate a business.

We are excited to offer a warm Newfoundland and Labrador welcome to Their Royal Highnesses, and to share with them the province’s friendly hospitality, rich arts, cultural, and Indigenous traditions, as well as our incredible pride of place.”

A detailed itinerary for the Tour will be released in the coming weeks.
