Media Advisory: Minister Crocker to Attend Commemorative Events in Turkey

Today, The Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation is visiting Gallipoli, Turkey, to attend commemorative events associated with the 109th anniversary of the Royal Newfoundland Regiment’s landing in Gallipoli on September 20, 1915, during the First World War.

Minister Crocker will be joined by the Honourable Bernard Davis, Minister of Justice and Public Safety, Perry Trimper, Parliamentary Assistant to the Premier and Parliamentary Secretary for Veterans and Military Relations, along with Members of the House of Assembly Jim Dinn, and Lin Paddock. Additionally, he will be accompanied by H.E. Ambassador Kevin Hamilton from the Canadian Embassy to Türkiye and representatives from the Royal Canadian Legion – NL Command.

During the almost four months the Royal Newfoundland Regiment fought at Gallipoli, approximately 30 men died in action and 10 more died of disease. These men are buried in four cemeteries on the Gallipoli Peninsula. The delegation visited these cemeteries prior to the commemoration event at the Gallipoli Newfoundland Monument.

The Honourable Lisa Dempster, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.

Brown’s Arm ATV Trail                                                                            (Reg. 2323)
Proponent: Brown’s Arm Recreation Committee

The Proponent is proposing to develop a two-kilometre ATV/snowmobile trail that would connect an existing access road to the town of Brown’s Arm. Trail development would be limited to vegetation clearing using a mini excavator, chainsaws and brush saws. The undertaking was registered on September 19, 2024; the deadline for public comment is October 25, 2024; and the minister’s decision is due by November 3, 2024.

Blaketown to Riverhead 94L Transmission Line Rebuild              (Reg. 2322)
Proponent: Newfoundland Power

The Proponent is proposing a revision to its project (Registration #2184) that was released from further environmental assessment in January 2022. The revised work would involve the rerouting of a section of their 94L Transmission Line between the communities of Blaketown and Riverhead to avoid sensitive wetlands. The undertaking was registered on September 17, 2024; the deadline for public comment is October 25, 2024; and the minister’s decision is due by November 1, 2024.

ENVIRONMENTAL PREVIEW REPORT REQUIRED AND ENVIRONMENTAL ASSESSMENT COMMITTEE APPOINTED:

Argentia Renewables Project

The Minister has advised the Proponent that an environmental preview report (EPR) is required for the Project. Additional information is needed to inform the Minister of the following, including, but not limited to:

  • Water source for hydrogen and ammonia production, and alternative source;
  • Flora and fauna, including species at risk in/near the Project area;
  • Potential effects of blasting on dams in protected public watershed;
  • Viewscape assessment, Visitor Information Centre integration, and consultation with local tourism operators;
  • Effluent characteristics, treatment process and outfall location from hydrogen and ammonia production facility;
  • Supply and demand for quarry materials and potential access restrictions to existing quarry operators;
  • Waste management.

An Environmental Assessment Committee (EAC) has been appointed to provide scientific and technical advice to the Minister and to draft guidelines for the Proponent in preparing the EPR. The EAC includes representatives from the following provincial and federal government agencies:

Public Advisory: Seeking Public Assistance on Moose Poaching Incident Near Black Duck Siding

The Resource Enforcement Division of the Department of Fisheries, Forestry and Agriculture is seeking information related to a moose poaching incident in the Black Duck Siding area in Western Newfoundland.

Officers responded to a complaint from the public about a dead bull moose approximately six kilometres in the Black Duck Siding Resource Road. The moose had been shot and left, and likely killed during the period from September 14-16, 2024.

Anyone who may have additional information about this incident or witnessed suspicious activity in the area is encouraged to contact the Resource Enforcement Division, Stephenville Detachment, at 709-643-3143.

Governments of Newfoundland and Labrador and Canada Invests in Bonavista Peninsula

The Bonavista Peninsula is one of Newfoundland and Labrador’s premier tourism destinations with its rugged coastlines, rich history, vibrant cultural experiences and opportunities for nature viewing. The Government of Newfoundland and Labrador, together with the Government of Canada, is investing to help communities build on the region’s tourism potential and improve experiences for residents and visitors alike.

Today, the Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, announced a contribution of almost $700,000 on behalf of the Government of Newfoundland and Labrador for five tourism-related projects within the Bonavista Peninsula region. The Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for ACOA, also announced federal investments of over $2.4 million for seven projects.

Tourism is an important industry for communities and a key part to building a robust and diverse economy. These investments will help upgrade equipment and infrastructure, improve energy efficiencies, and support the development and production of art exhibitions, culinary festivals and vibrant theatre experiences in Trinity and the Bonavista Peninsula region.

Acknowledging the New Chair of the Human Rights Commission

Dr. Smita Joshi has been appointed as Chairperson of the Human Rights Commission, effective April 19, 2024. The Honourable John Hogan, K.C., former Minister of Justice and Public Safety, acknowledged the appointment on June 3, 2024.

Established in 1971, the Human Rights Commission is responsible for investigating written complaints of alleged violations of the Human Rights Act, promoting the Act, conducting education and research designed to eliminate discriminatory conduct. The Commission also provides information and assists individuals, groups, organizations and governments, on matters related to human rights.

Biography of Dr. Smita Joshi
Dr. Smita Joshi, a Newfoundlander by choice, arrived from Kenya with her family in 1968 and continues to call Newfoundland and Labrador her home. She is proud of her educational roots as a graduate of Holy Heart High School, and receiving her BA, B.Ed., and M. Ed degrees from Memorial University of Newfoundland. Dr. Joshi also holds a Doctorate of Education from the University of Toronto.

A dedicated civil servant with the Government of Newfoundland and Labrador, Dr. Joshi has worked for over 38 years and has held various leadership positions with the Department of Education and the Office of Immigration and Multiculturalism. She was instrumental in drafting the current policy on multiculturalism for the province. Nationally, and provincially, Dr. Joshi is known for her work as a curriculum developer and her contributions to human rights, enterprise and multicultural education in our K-12 school system.

Dr. Joshi is the founding member and was first President of the Multicultural Women’s Organization of Newfoundland & Labrador, an organization where women from diverse immigrant backgrounds are empowered to achieve their goals of advancing towards equality and becoming contributing members of Canadian society. Dr. Joshi believes in partnerships and volunteerism and currently serves on various federal, provincial, and City of St. John’s committees.

Her passion is to promote literacy, empowerment, and cross-cultural understanding while balancing human rights with responsibilities, has been exemplary.  She has been actively involved as a commissioner with the Human Rights Commission since 2012 and continues to patiently work to promote its mandate.

Right to Know Week 2024

The Office of the Information and Privacy Commissioner (OIPC) joins with other information and privacy commissioners from across the country and around the world in promoting Right to Know (RTK) Week from September 23 to 29, 2024.

To mark the week, OIPC has organized a RTK 2024 Atlantic Event – a Virtual Panel Discussion on Access Rights and Democracy featuring three of Atlantic Canada’s access to information oversight offices and a representative from the Centre for Law and Democracy. The discussion will take place on September 25, 2024, from 12:30 p.m. – 1:45 p.m. (Newfoundland Time) and interested individuals can find more information about the event and a registration link on the OIPC website.

OIPC has also released guidance titled How to Make an Access Request in both English and French, which will be posted in the Guidance section on the OIPC website.

RTK Week in Canada evolved from International Right to Know Day, September 28, which has been marked around the world since 2002. RTK Week recognizes the importance of the right of access to information held by government and other public bodies. Access to information is essential to both democracy and good governance, and it provides individuals with the knowledge to address public issues, hold government accountable, and become active participants in the democratic process.

RTK Week also provides an opportunity to recognize the hard work of the officials in government departments, agencies, boards and commissions, educational and health care bodies and municipalities, who help process the increasing number of requests.

In Newfoundland and Labrador, the Access to Information and Protection of Privacy Act, 2015 (ATIPPA, 2015) provides a right of access to information. Since 2015, when citizens demanded that the province’s access to information system be reformed, there has been an overall increase in the number of access to information requests filed each year. While the media, businesses, and political parties use the access to information system regularly, individual Newfoundlanders and Labradorians are filing more and more access to information requests. This is extremely positive, reflecting an engaged population and a well-functioning access to information system.

OIPC is a statutory Office of the House of Assembly. OIPC has a broad range of responsibilities and powers under both ATIPPA, 2015 and PHIA. Oversight of these Acts includes investigating and attempting to resolve complaints about access to information and protection of privacy involving public bodies under ATIPPA, 2015 and custodians of personal health information under PHIA. The Commissioner may also make recommendations in order to uphold the Acts and support better compliance.

Public Advisory: Residents Reminded to Take Precautions to Avoid Black Bears

Residents throughout Newfoundland and Labrador are reminded to help prevent encounters with black bears, which are more active in the fall as they seek food to prepare for winter hibernation.

Giving wild animals access to food creates a public safety hazard and may lead to the destruction of an animal. To avoid attracting bears to residential areas, campsites and work sites, ensure garbage is stored and disposed of properly.

In residential areas, do not place garbage in outside containers until the designated collection day, ensure barbecues are clean, and remove any fallen fruit that may be collecting around properties. Where bears have been sighted, pet owners should keep their animals inside or under close supervision.

Residents throughout the province can expect to see the continued presence of conservation officers in areas where black bear sightings have been reported, as well as bear traps that may be set to capture and relocate bears, if necessary. If you see a bear trap, please stay away from it.

Conservation officers in Labrador continue to monitor and patrol locations where black bear sightings have been reported. Bear traps are currently in place at Mud Lake, Gosling Lake, and Gull Island in the Happy Valley-Goose Bay Area.

Sightings have been reported in Northwest River, Churchill Falls, Rigolet, Port Hope Simpson, Labrador City, Mary’s Harbour, Cartwright, and communities on the south coast of Labrador.

Over the past three weeks, conservation officers have been responding to reports of black bears around the Birch Island boardwalk in Happy Valley-Goose Bay. On September 17, one bear was successfully trapped near the boardwalk and relocated. Another bear in the area reported to be behaving aggressively was euthanized by a conservation officer out of concern for public safety.

Wild animals can be dangerous and unpredictable if approached. While every situation is different, when encountering a bear, take note of its behavior.

If the bear does not see you:

  • Quietly back away and leave the area.
  • Try to stay downwind of the animal.
  • Keep an eye on the bear.
  • Never get between a bear and her cubs.

If the bear has seen or smelled you:

  • Remain calm.
  • Give it space and a route to get away.
  • Back away but do not run.
  • If you must speak, do so calmly and firmly.
  • Avoid direct eye contact.

Report black bear sightings to Forestry and Wildlife offices located throughout the province.

Public Advisory: Seeking Public Assistance on Moose Poaching incident in St. David’s Area

The Resource Enforcement Division of the Department of Fisheries, Forestry and Agriculture is seeking information related to an incident of moose poaching in the St. David’s area.

On the morning of September 18, officers responded to a complaint from the public of an illegally harvested moose. It appears the animal was shot on the roadway between the hours of 6:30 a.m. and 7:20 a.m. and dragged approximately 800 meters on the road to a pit, where the moose was then processed.

It is an offence under the Wild Life Act to discharge a firearm from or across a railway, highway, public road or private road. The area in which this incident took place is a well-travelled residential area within Moose Management Area 9, which creates significant public safety concerns.

Anyone who may have additional information about this incident or witnessed suspicious activity in the area is encouraged to contact the Resource Enforcement Division, Stephenville Detachment at 709-643-3143.

Minister Dempster Names 2026 Labrador Winter Games Board of Directors and Announces Increase in Funding Support

The Honourable Lisa Dempster, Minister of Labrador Affairs and Minister of Environment and Climate Change, announced the members of the Board of Directors for the 2026 Labrador Winter Games at an event held on September 11 in the Happy Valley-Goose Bay area.

Minister Dempster also announced a contribution of $800,000 from the Provincial Government to support the 2026 Labrador Winter Games, an increase of more than 50 per cent from a base level of $500,000.

The funding, which is administered by the Department of Labrador Affairs, covers costs associated with organizing and delivering the Games. Some of the additional funding will be used to advance the concept of a regional games in remote areas in the months leading up to the next Games.

The board is chaired by Pauline Russell of Mary’s Harbour, the first female to chair the board of directors. She is joined by:

  • Joan Hibbs and Devon Ryan (Labrador West)
  • McKinley Winters and Julie Dicker (Labrador North)
  • Donna O’Brien (Labrador South)
  • Chief Eugene Hart and Andrew Battcock (Labrador Central)
  • Mina Campbell and Rex Goudie (culture and tourism)
  • George Russell, Jr. (Aboriginal Sport and Recreation Circle of Newfoundland and Labrador)

The Labrador Winter Games, which are generally held every three years, are known as the “friendship games” for their portrayal of friendly competition and a focus on traditions and cultural heritage. More than 300 participants from communities across Labrador traditionally participate in the week-long event.

The official dates for the 2026 Labrador Winter Games will be determined by the board of directors.

Biographies of 2026 Labrador Winter Games Board of Directors
Pauline Russell
Pauline Russell is a long-time community volunteer who served as community coordinator for eight Labrador Winter Games from 1989 to 2010, and most recently served on the board for the 2019 and 2023 Labrador Winter Games. She has held positions on the Mary’s Harbour Recreation Committee and served as chair of the Mary’s Harbour Crab Festival. Ms. Russell was a school board trustee with District #2 (Northern Peninsula / Labrador South) and volunteered with the Kids Eat Smart Program, the Circle of Friends Resource Centre and Harbourview Manor. Ms. Russell served for 20 years as an Anglican licensed lay minister and most recently was the recipient of the 2023 Nakummesuak Award from NunatuKavut for her contributions and volunteering with communities.

Andrew Battcock
Andrew Battcock is a retired educator of 30 years where he worked as a program specialist for many years before moving into a position as school health promotion liaison consultant for the Labrador-Grenfell region of the Newfoundland and Labrador English School District. Mr. Battcock was provincial director of the Canadian Intramural and Recreation Association for three years, chairperson of the Provincial Intramural Student Leadership for four years and has been involved in sport at all levels and capacities. He works with Mamu Tshishkutamashutau Innu Education as a curriculum development coordinator for land based/outdoor education. Andrew previously served on boards for the 2006, 2010, 2013, 2016 and 2019 and 2023 Labrador Winter Games.

Mina Campbell
Mina Campbell is an Inuk woman born and raised in North West River, Labrador.  She was raised by her grandparents which created roots for her strong cultural/heritage background. Ms. Campbell has been the curator at the Labrador Interpretation Centre since 1998. She has served with the Labrador Inuit Association and the Nunatsiavut Government. Ms. Campbell was also a member of the Nunatsiavut Government Assembly, Speaker of the Nunatsiavut Assembly and a councillor with the Town of North West River.  Her enthusiasm to protect Labrador’s culture and history led her to serve on the boards of the Labrador Heritage Society and Them Days. Ms. Campbell describes herself as a hunter and fisher, crafter and cultural teacher.

Julie Dicker
Julie Dicker was born and raised in Nain, Labrador. She is an educator and is the first female Inuk school principal at Jens Haven Memorial in Nain. She completed a Bachelor of Education and a Bachelor and Master of Physical Education from Memorial University and has now begun her PhD in Arctic and Subarctic Futures at Memorial. Ms. Dicker is the first female Inuk to teach physical education, first at John Christian Erhardt Memorial in Makkovik, Nunatsiavut, and in her home community of Nain. When Jens Haven Memorial faced a two-year gap without a permanent Inuttitut teacher, she took on the role of teaching Inuttitut. In 2023, Ms. Dicker was the recipient of ITK Award for Inuit Excellence. She continues to serve as a teacher and a volunteer for youth sports and in 2017 served as assistant coach of the Newfoundland and Labrador boys under 18 volleyball team at the North American Indigenous Games and served as the team manager at the 2023 event.

Chief Eugene Hart
Chief Eugene Hart is the newly elected Chief of the Sheshatshiu Innu First Nation and previously served as Chief from 2015-2023. In the late 1990s he became a classroom assistant at Peenamin McKenzie School, beginning a 16-year career with the Innu education system in Sheshatshiu. During this time, he held a number of key positions, including guidance counsellor assistant and community school liaison. He served as Innu vice-principal for a period of four years. Chief Hart was a manager at the Charles J. Andrew Youth Treatment Centre and employed as a community service worker with the Department of Children, Youth and Family Services. To support his community activism, Chief Hart received a leadership certificate in community management from the Faculty of Business at the University of Prince Edward Island.  He was elected to the board of the Innu Nation in 2012 and 2014 and served as chair of the finance committee.

Joan Hibbs
Joan Hibbs of Labrador City is an active member of her community. She has played and coached on numerous teams in Labrador West and is a certified coach and referee. Ms. Hibbs has served as northern director of female hockey from 2012-15 and previously served as female director of the Labrador West Minor Hockey Association. Ms. Hibbs is also a coach and executive member for Special Olympics in Labrador West and served on the 2023 board of the Labrador Winter Games.

Rex Goudie
Rex Goudie was born and raised in L’Anse au Clair. He is currently chief executive officer of the Goose Bay Airport Corporation and holds a Bachelor of Arts in Economics from Memorial University and a Bachelor of Commerce from Dalhousie University. Previously, Mr. Goudie worked as manager of field operations with the Atlantic Canada Opportunities Agency in Newfoundland and Labrador, served as Assistant Deputy Minister with the Department of Labrador and Aboriginal Affairs, served as coordinator of the Comprehensive Labrador Agreement and as chair of the agency’s Indigenous Economic Development Working Group. Mr. Goudie has more than 30 years of experience in the coordination, delivery, and design of economic/social development programs for Labrador. He has been actively involved in community-based organizations in Labrador since the 1980s, including the Grenfell Foundation, Rotary Club of Happy Valley-Goose Bay, International Grenfell Association, Amaruk Golf and Sports Club and the Labrador Winter Games.

Donna O’Brien
Donna O’Brien was raised in L’Anse au Loup. She devoted 33 years to teaching and community service and played a key role in Participation Nation, an after-school program.  A lover of the Labrador Winter Games, Ms. O’Brien managed her hometown’s winter games team for two years and was also a games athlete for one year. An outdoor enthusiast, she delights in snowmobiling, snowshoeing, and hiking. Her passion for the great outdoors is rivaled only by her commitment to nurturing a sense of community.

George Russell, Jr.
George Russell, Jr. is a native of Williams Harbour and has been living in Happy Valley-Goose Bay since 2001. Mr. Russell is the director of environment and natural resource with NunatuKavut and has more than 20 years of experience working on environment, community and Indigenous initiatives in Labrador. Mr. Russell has a strong connection to community, sports and recreation and has been involved with the Labrador Winter Games since 1992 as a competitor and a volunteer. In his most recent role, he served as a director on the 2019 and 2023 boards. Mr. Russell serves as chair of the Board of Directors for the Aboriginal Sport and Recreation Circle of Newfoundland Labrador and has been the president of the men’s softball league in Happy Valley-Goose Bay since 2008. He helps organize sporting events in the area and coaches minor sports.

Devon Ryan
Born and raised in Labrador City, Devon Ryan has developed a deep connection to the region and its vibrant culture. With a passion for sports and community, he has competed in the Labrador Winter Games, showcasing athleticism and determination in various events. Specializing in snowshoe races and the Labrador run, he reached the podium seven times, earning recognition and respect among fellow competitors. The Labrador Winter Games hold a special place in Mr. Ryan’s heart, as they unite communities, fostering camaraderie and sportsmanship. Each competition is not just about winning – it’s about celebrating the spirit of Labrador and the friendships formed along the way. He cherishes the memories he has of the games. The guidance and encouragement Mr. Ryan received from his late coach, Dennis Drover, played a pivotal role in shaping his athletic journey. Mr. Drover’s belief in his athletes and his passion for sport inspired many, creating a lasting legacy within the community.  Mr. Ryan is grateful for the lessons learned under coach Drover’s mentorship and carries those values into every competition, ensuring his spirit lives on in the hearts of all who knew him.

McKinley Winters
McKinley Winters was born and raised in Hopedale, where he currently lives with his wife, Darlene, and three children. Sports has been a constant in his life – as an athlete and volunteer – and believes that an active lifestyle at any age is an important part of one’s life. He enjoys spending time at the cabin and on the land hunting, fishing and berry picking. Mr. Winters is working towards a Master of Theology degree at Queen’s College along with his wife Darlene. They love to travel, read the Moravian daily text, and share the word of God.

Randy Letto
Randy Letto resides in Happy Valley-Goose Bay and has been executive director of Destination Labrador for more than 17 years. He holds a Bachelor of Science in Economic Geography from Memorial University and has more than 30 years of experience in community economic and business development, and 28 years of experience in the public and private tourism sector. Mr. Letto has a proven track record of award-winning and innovative approaches to community and tourism development and has managed numerous innovative projects and events. He is president of the Happy Valley-Goose Bay Rotary Club and a member of the Newfoundland and Labrador Geographical Names Board. Mr. Letto served on the 2019 and 2023 boards.

Lt.-Col. Aleem Sajan
Lt.-Col. Aleem Sajan was born in Iringa, Tanzania, and emigrated to Canada in 1993. He enrolled in the Canadian Air Force in 1998 as an Aerospace Engineer and holds a Bachelor of Science and Masters in Defense Studies from the Royal Military College of Canada and a Master of Public Administration degree from Dalhousie University. Through his 25-plus years of service, he has been fortunate to have numerous opportunities to serve, including a role as a United Nations military observer in the Sudan and an advisor to the Afghanistan Airforce supporting Canada’s contribution to the NATO Training Mission. He has served as an aircraft maintenance services officer with 14 Air Maintenance Squadron (AMS), a Senior Aircraft Maintenance Officer with 405 Squadron, an Air Maintenance Standards Officer at 1 Canadian Air Division A4 Maintenance Directorate and as the CC177 Globemaster weapon system manager and senior design engineer. In June 2023, he concluded a posting as commanding officer for 14 AMS and considers himself extremely fortunate to assume command of 5 Wing Goose Bay. With his spouse, Amy, and daughter Anaya, they are delighted to have the opportunity to experience all the Big Land has to offer.

Michelle Watkins
Michelle Watkins has served in various social and economic development volunteer capacities in Labrador since the 1990s, including president of the Labrador North Chamber of Commerce and president of the Melville Mantas Swim Club. Ms. Watkins also served on the 2019 and 2023 boards and was arts and culture chair/volunteer for past Labrador Winter Games. She is currently Assistant Deputy Minister for the Department of Labrador Affairs.

Andrew Wright
Andrew Wright is the acting director of the Recreation and Sport Division for the Department of Tourism, Culture, Arts and Recreation, Government of Newfoundland and Labrador. Mr. Wright has held several management positions with the Provincial Government for approximately 15 years. Most recently, Mr. Wright was the manager of policy and planning for Celebrate NL. Prior to his work with the province, which included roles in the Department of Justice and Public Safety, Municipal Affairs and Tourism, Culture and Recreation, he was a senior director for Tennis Canada and executive director of Tennis Newfoundland and Labrador. Mr. Wright sits on the board of the 2025 Canada Summer Games in St. John’s in an observer role for the Provincial Government, and is a co-chair of SPARC (Sport, Physical Activity and Recreation Council), which is a federal -provincial-territorial collaboration advancing sport matters in Canada.

Media Advisory: Minister Stoodley Travelling to United Kingdom to Support Provincial Government’s Efforts to Attract Newcomers

The Honourable Sarah Stoodley, Minister of Immigration, Population Growth and Skills, will travel to the United Kingdom this week to attend immigration fairs in Milton Keynes and London, and to meet with the High Commission of Canada in London.

In 2023, the United Kingdom had a total net migration of 685,000 people. With changing immigration policies, the Provincial Government believes there is a unique opportunity to attract highly skilled and targeted newcomers currently living in the United Kingdom to settle in Newfoundland and Labrador, filling in demand jobs in healthcare, early childhood education and residential construction, among others.

While in the United Kingdom, Minister Stoodley will attend a football match between Barrow AFC and Chelsea FC on September 24 at Stamford Bridge Stadium in London. During the match, Barrow AFC’s jerseys will prominently feature Newfoundland and Labrador as part of a partnership that the Provincial Government and the team launched in June. The partnership is designed to help raise awareness of Newfoundland and Labrador globally and promote the province as a great place to live through HomeAwaits.ca.

Barrow AFC has advanced in a mid-season tournament known as the Carabao Cup to play the English Premier League side Chelsea FC on September 24. Kickoff is 4:15 NDT. The match is set to draw significant exposure for the Home Awaits brand as Chelsea FC is one of the top clubs in European football with a massive global fanbase. Subscribers of the sports streaming service DAZN can watch the match there.

Members of Keyin College, which also became a Barrow AFC partner this year, will also be attending the game.

Federal-Provincial Partnership Will Provide Rent Support for Survivors of Gender-Based Violence

The Government of Canada and the Government of Newfoundland and Labrador today announced an enhancement to the Canada Housing Benefit that will provide additional housing supports for survivors of gender-based violence.

Through a joint investment of $17.12 million over five years, this enhancement will help survivors, including women, children and 2SLGBTQQIA+ people, find a safe and affordable place to call home in the private rental market.

The Canada Housing Benefit for Survivors of Gender-Based Violence is expected to support over 580 individuals or householders throughout the province during the critical time of vulnerability and need experienced by those fleeing violence, experiencing homelessness or with severe core housing need. This recognizes that individuals exiting violence may be experiencing financial abuse or face barriers to accessing other types of benefits because of complex family situations.

The Honourable John G. Abbott, Minister of Housing and Minister of Mental Health and Addictions, and the Honourable Pam Parsons, Minister Responsible for Women and Gender Equality, joined the Honourable Gudie Hutchings, federal Minister Responsible for the Atlantic Canada Opportunities Agency and Minister of Rural Economic Development, who made the announcement on behalf of the Honourable Sean Fraser, federal Minister of Housing, Infrastructure and Communities. The ministers were also joined by Malin Enström, Executive Director of Iris Kirby House.

Since 2021, the Canada-Newfoundland and Labrador Housing Benefit has helped over 550 families secure housing in the private rental market. The enhanced benefit will follow the same terms and conditions as the existing Canada Housing Benefit. While the enhanced federal funding is specifically for survivors of gender-based violence, provinces and territories will have the flexibility to use their cost-matching to support ending gender-based violence or other priorities and programs to assist this vulnerable population with direct-to-household affordability assistance.

Since 1991, NL Housing has prioritized and offered affordable housing for victims of violence, which has helped people province-wide regain control and rebuild their lives. The Newfoundland and Labrador Housing Corporation provides over $9 million annually to support ten transition houses throughout the province, including the new and expanded Grace Sparkes House opened this year in Marystown.

Digital Trust and Cyber Security Priorities Discussed at Annual Meeting of Federal, Provincial and Territorial Ministers

The federal, provincial and territorial ministers responsible for digital trust and cyber security met at the Federal, Provincial and Territorial Ministerial Symposium in St. John’s on September 16 and 17 to discuss three key areas: cyber security, digital trust and artificial intelligence (AI). The ministers are committed to delivering secure, cutting-edge public services.

Cyber security
The ministers discussed cooperation among their respective governments at the FPT Ministers’ Table on Digital Trust and Cyber Security, stressing the importance of having measures in place to facilitate the sharing of cyber security information to better protect Canadians.

The ministers also emphasized the importance for the governments to share information and best practices to ensure Canada’s IT and operational technology (OT) systems have effective cyber defences in today’s complex digital world. Intergovernmental partnership is needed to share information in real time in order to prevent cyber threats and facilitate mutual assistance in the event of a cyber attack.

The ministers discussed cooperative measures including the sharing of information and cooperation with law enforcement to hold cyber criminals and threat actors accountable, while effectively identifying and responding to cyber attacks, both inside and outside Canada.

Digital trust
The ministers discussed the use of technology to modernize systems and to deliver better, faster and smarter services to the public. The ministers agree that maximizing choice for Canadians is a priority for those Canadians who choose to use more online services. The development of strong digital trust frameworks will be vital to ensure secure online service delivery. The ministers also agreed to focus on interoperability among jurisdictions for the benefit of Canadians.

Artificial intelligence
The ministers discussed their practices and experiences in terms of AI governance so that its use in government service delivery is transparent, responsible and accountable for Canadians.

The ministers agreed that the use of AI should be assessed and managed on a case-by-case basis. This ensures safe and responsible development, procurement and deployment in high-risk settings, with minimal administrative burden in lower-risk settings.

Further, the ministers discussed various AI principles and found some common ground in terms of what AI should do:

  • improve human, social and environmental well-being and not discriminate against individuals, communities or groups
  • be inclusive and accessible and respect the human rights, diversity and autonomy of individuals
  • uphold privacy rights and data protection in accordance with relevant legislation
  • be transparent and exercise responsible disclosure so Canadians can clearly understand when they are being significantly affected by AI, can find out when an AI system is engaging with them, and can challenge, in a timely manner, when they are affected by the outcome of an AI system
  • have human oversight so that those responsible for AI systems are identifiable and accountable for the outcomes

The ministers agreed to engage in open discussions on federal, provincial and territorial legislation that could affect the use and development of AI within the various jurisdictions in Canada.

The ministers also agreed to share where AI is used in their own governments to identify best practices.
