St. John’s Status of Women Council Receives Council of the Federation Award for Innovation in Mental Health and Addictions Care
Yesterday, in a presentation at the Confederation Building, the Honourable Andrew Furey, Premier of Newfoundland and Labrador, awarded the St. John’s Status of Women Council’s Managed Alcohol Program with the Council of the Federation Award for Innovation in Mental Health and Addictions Care.
Caitlin Urquhart, Chair, Board of Directors; Lisa Faye, Executive Director of the St. John’s Status of Women Council and Women’s Centre; and Rebecca Fleming, Managed Alcohol Program Coordinator were in attendance and were acknowledged for their hard work and dedication in mental health and addictions programming and services.
The Managed Alcohol Program is a pilot that began in 2021 and assists women and non-binary people who experience risks and harms related to alcohol use. The program’s harm reduction approach provides participants with a safe and stable supply of alcohol, along with social and health care support. The team works with Eastern Health to assess participant eligibility, determine a safe dose of alcohol and provide ongoing reassessment and primary health care services.
Premier Furey was joined at this presentation by the Honourable Tom Osborne, Minister of Health and Community Services, and the Honourable Pam Parsons, Minister Responsible for Women and Gender Equality.
Presented for innovative initiatives that make positive impacts in mental health and addictions care in each province and territory, the Council of the Federation Award for Innovation in Mental Health and Addictions Care recognizes individuals and organizations excelling in these fields.
Each award recipient receives a certificate, signed by the Premier of their province or territory, as well as a $5,000 prize to advance the awarded initiative and foster further innovation.
The Council of the Federation comprises all 13 provincial and territorial Premiers. It enables Premiers to work collaboratively, form closer ties, foster constructive relationships among governments, and show leadership on important issues that matter to Canadians.

“The St. John’s Status of Women works every day to support people in our communities who are facing challenges. Ministerial Statement – Minister Hogan Offers Apology to Youth Secure Custody Class Action Members
The follow statement was read in the House of Assembly today by the Honourable John Hogan, KC, Minister of Justice and Public Safety and Attorney General:
Speaker, the Government of Newfoundland and Labrador is responsible for the running of youth secure custody facilities in the province, and this is a responsibility we take seriously. However, we now know that there were young people at these institutions in the 1970’s and 80’s that experienced harm. For many, this harm still lives with them today. The abuses that occurred at these facilities were the subject of a class action lawsuit which the Province has now settled. It took courage for class members to come forward and bring their stories to light. The class members trusted those who were taking care of them at these institutions and that trust was broken. Not just with the young people who were staying at the facility, but with their families and communities.
For those individuals who were mistreated, as well as their families and supporters, I, as Attorney General, and on behalf of the Government of Newfoundland and Labrador and the people of this province, want to acknowledge the harms that these young people suffered while they were in custody. These abuses should not have happened and no young person should have had to endure what these people endured. For this, I offer a sincere and profound apology.
The goal of youth custody is to deliver programs to assist youth in successfully re-integrating in the community and limit their time in custody. The youth who spent time at our facilities during the class period deserved our support, our respect and our care.
We are committed to learning from the past and ensuring that no other child experiences the trauma these people lived through. The stories told by survivors are tragic and they compel us to do better. Again, I express our sincere apologies to all those affected, we are truly sorry that you experienced such pain.

Launch of Mission to Recruit Registered Nurses from India
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador announced today that the Provincial Government is spearheading a mission to India to recruit internationally-educated registered nurses who can fill vacancies in Newfoundland and Labrador. The mission complements other ongoing national and international recruitment activities targeting health care professionals.
Premier Furey was joined at the announcement by the Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills, the Honourable Tom Osborne, Minister of Health and Community Services, Lynn Power, Executive Director of the College of Registered Nurses of Newfoundland and Labrador, and representatives from two regional health authorities.
An advance team of Provincial Government officials will depart for southwestern India in the coming weeks with the goal to set up a recruitment desk in the city of Bengaluru, located in the state of Karnataka. They will be joined by a representative of the College of Registered Nurses of Newfoundland and Labrador who will be dedicated to oversee licensure.
The state of Karnataka has been chosen because many nurses in the region receive similar training to what registered nurses receive in Newfoundland and Labrador. The region was also chosen because it has a high concentration of prestigious nursing schools. Additionally, the Provincial Government has had past success recruiting health care professionals from Bengaluru.
Once landed, the team will meet with institutions that graduate nurses who have the academic credentials to qualify for licensure in Canada. The team will also begin raising awareness of Newfoundland and Labrador as an ideal immigration destination through presentations and meetings with nurses and nursing students.
Creation of the recruitment desk in India is modeled on the recent success in Poland that showed being on-the-ground is essential to establishing relationships and identifying high-potential candidates for immigration to Newfoundland and Labrador.
Quotes
“This mission takes an innovative and successful model for international recruitment and applies it to addressing the nursing shortage in Newfoundland and Labrador. Our government and dedicated partners are taking bold action to address the staffing issues facing the health care system in our province, as we compete with other jurisdictions to attract and retain health care professionals at this critical time.”
Honourable Dr. Andrew Furey
Premier of Newfoundland and Labrador
“The mission is the culmination of months of work spent to identify the best market in the world for recruiting internationally educated registered nurses who have been trained in similar ways to Newfoundland and Labrador nurses. Our expert recruiters and settlement officers will ensure Indian nurses receive a full range of supports from first contact, to arrival and beyond. We are once again making Newfoundland and Labrador an immigration destination of choice.”
Honourable Gerry Byrne
Minister of Immigration, Population Growth and Skills
“For some time now, we have been employing a number of measures to try to find new and creative ways to help bring health care professionals to our province and encourage the ones already here to stay. It is our hope that these highly-skilled professionals from India, who have similar training to our nurses, will choose to live and work in our province.”
Honourable Tom Osborne
Minister of Health and Community Services
“The College of Registered Nurses is the largest healthcare regulator in the province with a mandate to ensure the Registered Nurses we licence provide safe, ethical, and competent care to Newfoundlanders and Labradorians. In collaborating with Indian nursing schools and state and national nursing regulators of India, Newfoundland and Labrador can better identify areas that align with our benchmarks and standards. Establishing these regulatory connections is a fundamental first-step in becoming a Registered Nurse in Newfoundland and Labrador.”

Provincial Government Working with Community Partners to Support Vulnerable Populations and Public Safety
The Provincial Government is working with community partners, stakeholders and Indigenous Governments and Organizations to address the needs of vulnerable populations and to ensure public safety in Happy Valley-Goose Bay.
In June, the Happy Valley-Goose Bay Acute Response Team was established, which brings together senior leaders and decision-makers from the Provincial Government, Indigenous Governments and Organizations, the Town of Happy Valley-Goose Bay and Labrador-Grenfell Health. The team meets regularly, and is striving to ensure the safety and well-being of transiently homeless and homeless individuals who present with multiple and complex service needs.
Homelessness is a complex issue and is not unique to Happy Valley-Goose Bay. Throughout Canada, there has been an increase in homelessness since the pandemic, which can be attributed to various underlying issues, including mental health and addictions, loss of employment and housing supply challenges. The issues identified and experienced in this region are also often deeply rooted in intergenerational trauma and mental health and addictions.
Some of the short-term actions already under way to address these issues include:
- The Department of Municipal and Provincial Affairs provided funding to the Town of Happy Valley-Goose Bay to enhance security services in the community.
- RCMP B-Division recently provided additional resources to the town. Regular patrols are being carried out in the interest of public safety.
- Through the provision of housing units and an annual investment of approximately $3.6 million, the Newfoundland and Labrador Housing Corporation partners with the Nunatsiavut Government for the provision of wrap around supports to individuals with complex needs.
- More than $542,000 is also provided annually to operate the Housing Hub overnight shelter and additional shelter overflow at the Labrador Inn.
- A team of outreach workers, comprised of representation from Indigenous Governments and Organizations, community groups and organizations and various government agencies provide direct outreach support to vulnerable individuals experiencing homelessness throughout Happy Valley-Goose Bay.
- A Case Management Team works with individuals experiencing or at risk of being homeless and those who are transiently homeless. The team, comprised of Action Team members, collaborates and prioritizes supports and housing for vulnerable individuals in Happy Valley-Goose Bay.
A full list of short-term and long-term actions under way through the Acute Response Team, Action Team and Labrador-Grenfell Health can be found in the Backgrounder below.
The Provincial Government is working in collaboration with Indigenous and community partners in this effort and acknowledges and appreciates the community leaders and individuals who are making valuable contributions to address the challenges and present solutions.
Quotes
“The Provincial Government acknowledges concerns that have been raised by community leaders and residents of Happy Valley-Goose Bay. While the situation is complex, the Provincial Government, Indigenous Governments and Organizations and its community partners are working collaboratively through the Acute Response Team and the Action Team to address the needs of vulnerable populations and concerns associated with public safety. Collectively, we are determined to meet these challenges and continue working on these matters.”
Honourable Lisa Dempster
Minister Responsible for Labrador Affairs
Minister Responsible for Indigenous Affairs and Reconciliation
“Homelessness is a complex issue, and meaningful solutions require strong partnerships. As a member of the Happy Valley-Goose Bay Action Team, Newfoundland and Labrador Housing Corporation is committed to continuing to work in partnership with Indigenous Governments and Organizations, the Town of Happy Valley-Goose Bay, and all community partners to build up and further develop meaningful investments and responses to help address the needs of vulnerable populations in this region.”
Honourable John G. Abbott
Minister Responsible for the Newfoundland and Labrador Housing Corporation
“The Department of Justice and Public Safety remains committed to working with communities and our police agencies to ensure all Newfoundlanders and Labradorians feel safe and secure. Recognizing that the presenting issues are complex and serious, we continue to work with the RCMP in an effort to address public safety concerns while respecting the needs of vulnerable populations.”
Honourable John Hogan, KC
Minister of Justice and Public Safety
“Access to the appropriate health-related services at the appropriate time is a priority for our government. We understand the complexity of some of the challenges facing our vulnerable populations, and we are working together at both the community and government levels to help ensure the proper supports and services are in place.”
Honourable Tom Osborne
Minister of Health and Community Services
“As the MHA for Lake Melville and a resident of Happy Valley-Goose Bay, the political and personal challenges of keeping everyone safe is my priority. The ultimate solution will take time, however, it will lead to success. In the meantime, I thank all leaders and citizens for their assistance.”

Ministerial Statement – Minister Dempster Salutes Labradorians in the Newfoundland Regiment
The following statement was read in the House of Assembly today by the Honourable Lisa Dempster, Minister Responsible for Indigenous Affairs and Reconciliation and Minister Responsible for Labrador Affairs:
Speaker, I rise in this Honourable House to recognize the Labrador veterans who served with the Newfoundland Regiment in World War I.
More than 100 years ago, these brave men left their traplines and fishing boats to fight in battles half a world away. Some of them were too young to enlist, but they were driven by a duty to serve.
Historians have studied military records to piece together the stories of their courageous service. We know quite a bit about who they were.
They were Blakes, Barneys, Curls, Flowers, Fords, Greens, Pottles, Shiwaks and Browns. They came from places like Battle Harbour, Henley Harbour, L’Anse au Loup, Sandwich Bay, Nain, Spotted Islands, Hopedale, North West River, Grand Village, Red Bay and Rigolet.
Tragically, not all of these brave men returned home. Like others, they paid the ultimate sacrifice. Sadly, the men who returned to Labrador would never be the same.
As we prepare to observe Remembrance Day next Friday, and mark Indigenous Veterans Day on November 8, it is fitting that we remember the Labradorians who volunteered in the First and Second World Wars, the Korean War, and more recently, the Gulf War and Afghanistan. They fought to preserve the freedoms and the liberties we take for granted today.
Please join with me in saluting the men and women from the Big Land who served in the armed forces and peacekeeping missions. We also praise the Labradorians who have answered the call of duty and today proudly wear the uniform of their country.

The following statement was given today in the House of Assembly by the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation:
Speaker, it is my pleasure to rise in this honourable house today to share some exciting news. As I am sure everyone is well aware, the City of St. John’s is hosting the 2025 Canada Summer Games. It will be an excellent event for not only the capital city, but for all of Newfoundland and Labrador.
I am pleased to share with my colleagues today that we will be building a brand new, state of the art track and field facility. This facility will support the 2025 Games, giving athletes and coaches top-notch facilities from which to train and perform.
This project will be cost-shared between the federal, provincial and municipal governments. The City of St. John’s will be issuing a Request for Proposals for this facility.
The proposed facility will not only create a quality athletics facility in the metro St. John’s region that meets Canada Games technical standards, but will also add a significant piece of sport infrastructure to benefit youth of all ages.
The proposed facility will also support active healthy living opportunities for residents in the region, long after the Games have ended. This facility has the potential to be widely utilized by community members of all ages.
It will also enable Newfoundland and Labrador to attract more large-scale sporting events in the years to come, bringing athletes, coaches and their families to our province, benefiting our tourism industry.
Thank you, Speaker.

Provincial Government Introduces Legislation for the Creation of a Single Provincial Health Authority
Proposed legislation to create a single health authority for the province was introduced today in the House of Assembly. If passed, the new Provincial Health Authority Act will facilitate the integration of the existing four health authorities and the Newfoundland and Labrador Centre for Health Information into one entity.
The Honourable Tom Osborne, Minister of Health and Community Services, will be available to the media to provide details on the proposed legislation today (Wednesday, November 2) at 12:15 p.m. in the front of the House of Assembly, East Block, Confederation Building.
Announced as part of Budget 2022, the Provincial Government has begun the process of integrating the existing four health authorities into one entity, with a view to streamlining programs and services, as well as associated corporate services such as human resources, payroll and finance. In April of this year, Mr. David Diamond was named the transitional CEO for the establishment of the single health authority and has been leading the transition team since that time.
Given the importance of ensuring the new authority structure is reflective of all regions of the province, the legislation proposes creating Regional Health Councils. These councils would be responsible for advising the provincial health authority on the particular needs of various areas of the province to deliver health care at the regional level.
The legislation also proposes creating a Quality Council, appointed by Lieutenant-Governor in Council, that will be responsible for, among other things, reporting to the Minister of Health and Community Services on the quality and performance of the health system. In the spirit of transparency, the Bill requires the minister to release reports on the quality and performance of the health system to the public.
Bill 20 also proposes to task the new provincial health authority with the responsibilities and duties of the Newfoundland and Labrador Centre for Health Information. This will help ensure that the health authority is well-positioned to meet the needs of the provincial health system and pursue the tremendous opportunities of digital technology in health care.
Employment impacts resulting from the creation of a single health authority will be managed primarily through attrition and other efficiencies, and it is anticipated that employees would be offered meaningful, comparable alterative employment in the new health authority.
Quote
“The new Provincial Health Authority Act will support the transition to a single provincial health authority and fulfil the mandate of providing uniform, quality health care to all residents of the province, regardless of where they live. The goal of this transition is to create more consistency in health care throughout Newfoundland and Labrador, as well as avoid duplication in associated corporate services, thereby enhancing the delivery of important health care services.”
