Provincial Government Announces $32 Million Investment in Health Care Equipment
The Government of Newfoundland and Labrador has announced $32 million in funding for the acquisition of health care equipment for facilities throughout the province, which represents a $5 million increase from last year’s budget.
The funding will be used by Newfoundland and Labrador Health Services and the Memorial University Faculty of Medicine to replace end of life and obsolete equipment, as well as to meet the equipment requirements related to changing clinical service requirements and service expansions. Funding includes approximately:
- $6.4 million for the Central Zone;
- $14 million for the Eastern Urban Zone;
- $3 million for the Eastern Rural Zone;
- $1.9 million for the Labrador-Grenfell Zone;
- $2.3 million for the Western Zone;
- $873,000 for Digital Health;
- $363,000 for the Faculty of Medicine; and
- $3.1 million for contingency and other planning.
Funding will be used to purchase equipment to meet clinical and non-clinical operational facility requirements, from specialized medical equipment such as magnetic resonance imaging (MRI), to CT scanners and other equipment.
Budget 2023, “Your Health. Our Priority” included a record high $3.9 billion investment in health care. This historic investment includes:
- $800,000 to improve operating room capacity at the Janeway Children’s Hospital;
- $1 million to cover provider costs for the Electronic Medical Record system to enable sharing of appropriate clinical information across providers within a patients’ circle of care;
- $15 million towards a new health information system;
- $23 million for recruitment and retention of health care professionals;
- More than $21 million for 10 new Family Care Teams to provide more than 80,000 people with access to primary health care;
- $9 million to begin the consolidation of 60 separate road ambulance services into a single, integrated service with centralized dispatch; and
- Close to $2 million for clinical space for an urgent care centre in the Metro St. John’s area, which will provide access to care for unexpected, non-life-threatening health concerns.

Tender Issued for Refurbishment of National War Memorial
The Department of Transportation and Infrastructure has issued an Open Call for Bids for the refurbishment of the National War Memorial in St. John’s.
Unveiled on July 1, 1924, the National War Memorial commemorates the efforts and sacrifices of those who have served in numerous conflicts, and is one of only two national war memorials in the country. The Memorial has been the site of annual Remembrance Day and Memorial Day ceremonies, and is visited daily by local residents and visitors. As a result of continued use and the passage of time, the site is in need of upgrading and restoration.
With the memorial’s centennial approaching in 2024, the Government of Newfoundland and Labrador and the Royal Canadian Legion-Newfoundland and Labrador Command, in partnership with the Federal Government and the City of St. John’s, has initiated a project to enhance the Memorial grounds.
The scope of work for the project includes the restoration of the existing granite monument; replacement of concrete stairs; provision of new concrete walkways, steps, curbs and metal railings; provision of new and upgraded electrical lighting; and tree, shrub and perennial planting. Improving accessibility is also a key aspect of the restoration project.
This project will also see the construction of a specially designed tomb where the remains of one of our unknown First World War soldiers from Northern France will rest. This tomb will represent Newfoundlanders and Labradorians who have served in all branches of the military. Supply of local granite and installation of the tomb and other granite features has been separately procured from Ocean Floor Granite of Bishop’s Falls.
Budget 2023 includes approximately $2 million for improvements to the Memorial, which celebrates the tremendous contributions of veterans from both world wars and present day armed conflicts.

Provincial Government Signs Memorandum of Understanding with Newfoundland-Labrador Federation of Co-operatives
A Memorandum of Understanding has been renewed between the Government of Newfoundland and Labrador and the Newfoundland-Labrador Federation of Co-operatives.
The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, announced the signing of the Memorandum of Understanding with Lloyd Hayden, President, Newfoundland-Labrador Federation of Co-operatives, during the Annual General Meeting of the federation in Clarenville this weekend.
The Memorandum of Understanding focuses on five components:
- Research and opportunity identification;
- Co-operative development in Newfoundland and Labrador;
- Co-operative development training modules;
- Co-operative development – business financing; and
- Public awareness and support.
The Newfoundland-Labrador Federation of Co-operatives is a non-profit, multi-sector provincial co-op federation serving co-ops and credit unions operating in the province. The federation actively promotes the co-op business model, supports the growth and development of rural communities through the delivery of co-op development programs and services, and represents the interests of its membership and the co-op business sector at both provincial and national platforms.
The Provincial Government has an ongoing commitment to advance co-operative development in the province. To this effect, the first joint five-year Memorandum of Understanding was initiated between the Government of Newfoundland and Labrador and the Newfoundland-Labrador Federation of Co-operatives in 2007. This was subsequently renewed in 2012 and 2017.
The Newfoundland-Labrador Federation of Co-operatives receives $100,000 Sector Partnership funding annually from the Department of Industry, Energy and Technology, under the Regional Development Fund, to support implementation of the organization’s annual business plan.

Supporting Locally Sourced Work in the Oil and Gas Supply Chain
To support the purchase of cutting-edge technology and the required labour training, the Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology announced over $197,000 for Eastern Machining and Welding Inc. during a site visit of the company on Friday.
Eastern Machining and Welding Inc. is a welding and metal fabrication shop originally founded in Clarenville in 2007. The company is solely owned and operated by Shannon Howse, employing almost 20 machinists, welders, metal fabricators and office staff.
Eastern Machining and Welding Inc. provides quality services to various sectors, including mining, forestry and marine, with a main focus on oil and gas.
This past fall, the company invested in a large lathe, the only one of its kind in the province, to further service the offshore oil and gas industry and be better equipped to service other sectors of the marine industry. This lathe enabled the company to complete two large projects that would have otherwise gone to a machine fabricating company outside of the province.
Building on this momentum, and with the support of the Innovation and Business Development Fund, the company will purchase a new laser tracker to enhance the company’s performance in ongoing precision machining, in-situ machining as well as propeller and propeller shaft manufacture and repair. Support from the Provincial Government will enable the purchase of this specialized state-of-the-art equipment and enable Eastern Machining and Welding Inc. to further train their employees in the use of this new technology.
Through the Innovation and Business Development Fund, the Provincial Government makes strategic investments in growing and diversifying Newfoundland and Labrador’s oil and gas supply and service capabilities.

Newfoundland and Labrador to Host 2023 Southeastern United States-Canadian Provinces Alliance Conference
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, today announced that the province will host the 2023 Southeastern United States-Canadian Provinces (SEUS-CP) conference from July 23 to 25, 2023. This will be the first time Newfoundland and Labrador has hosted the conference since 2009.
The 2023 SEUS-CP conference is expected to bring over 250 delegates to the province, and will consist of a wide range of activities, including networking events, a business-to-business matchmaking program, panel sessions, keynotes within identified sectors, and site visits/tours. This conference demonstrates the Provincial Government’s commitment to supporting trade and investment opportunities for Newfoundland and Labrador companies, as well as our long standing economic ties with neighbouring Canadian provinces and the United States.
The SEUS-CP Alliance was established in 2007 to enhance trade and investment, promote business partnerships, and encourage technological and scientific exchanges between member provinces and states. The conference brings together top government officials including governors and premiers, business leaders from companies of all sizes in a variety of sectors, as well as trade, investment and economic development stakeholders. Opportunities to forge connections, grow partnerships, as well as share views and ideas on ways to expand commerce between members of the Alliance are a few of the many benefits expected during this three day event.

Public Advisory: Temporary Closure of Lanes on Pitts Memorial Drive
The eastbound and westbound lanes of Pitts Memorial Drive between downtown St. John’s and Kilbride will be closed on Tuesday, June 20, from 7:00 p.m. – 9:00 p.m.
The closure is necessary to complete repair work on the CN Viaduct.
Motorists are asked to pay attention to traffic control and take an alternate route.

Public Advisory: Update on Hurricane Fiona Relief Efforts
The Government of Newfoundland and Labrador continues to support residents impacted by Hurricane Fiona.
The Provincial Government has designated a Hurricane Fiona impact zone in collaboration with the Town of Channel-Port aux Basques. The delineation of the impact zone is based on objective, evidence-based considerations including the debris line of the storm surge, aerial photography and on-site verification.
All property owners within the impact zone have been notified and provided with information outlining the process and estimated timelines. The financial framework consists of:
- A replacement value for the home at a minimum of $200 per square foot and based on a detailed assessment;
- The value for land of $30,500 or provision of a suitable land option.
This is a continuation of the ongoing Hurricane Fiona recovery effort. The Provincial Government is collaborating with the Federal Government, South West Coast communities and community partners on other outstanding matters.

Fisheries Advisory Council Delivers Action Plan to Guide Province’s Fishing Sector
Today, the Fisheries Advisory Council released its Fisheries Action Plan, which identifies several key objectives aimed at positioning the province’s fishery for sustainable growth and success.
The Fisheries Action Plan represents a collaborative and strategic approach by the province’s fisheries stakeholders to advance the industry.
The action plan pursues actions focused on:
- Resource sustainability, including seal management;
- Market access and development;
- Innovation and diversification; and
- Human resources and labour.
The new plan focuses on opportunities for collaboration on fisheries science, climate change impacts on the fisheries and marine ecosystems, development of strategies to address market access for seals, new product development and solutions to recruitment and retention for fisheries related occupations.
The objective of the newly restructured council is to pursue new short and long-term actions to address opportunities and challenges to generate sustainable socioeconomic benefits from Newfoundland and Labrador’s wild fishery resources.
The diverse group is co-chaired by the Honourable Elvis Loveless, Minister of Fisheries, Forestry and Agriculture, and Kevin Anderson, Head of the School of Fisheries at Fisheries and Marine Institute of Memorial University of Newfoundland. It includes representatives from:
- The Association of Seafood Producers;
- Professional Fish Harvesters Certification Board;
- Fish, Food and Allied Workers;
- Torngat Joint Fisheries Board;
- Qalipu First Nation;
- Nunatsiavut Government;
- NunatuKavut Community Council;
- Innu Nation;
- Canadian Sealers Association;

Provincial Government Renews Funding for Eye See Eye Learn Program
The Government of Newfoundland and Labrador is working with the Newfoundland and Labrador Association of Optometrists to continue administration of the organization’s Eye See Eye Learn Program. The Provincial Government is continuing funding of $150,000 to make the program accessible for children attending Kindergarten in the upcoming school year.
The Eye See Eye Learn Program, which first launched in December 2020, is designed to enable children to overcome potential barriers to eye exams. Under this program, children attending Kindergarten in September 2023 are eligible for financial support towards a comprehensive eye examination from an optometrist and eyeglasses.
The Newfoundland and Labrador Association of Optometrists delivers the program in cooperation with participating optometrists, funding provided by the Department of Health and Community Services, and eyeglasses donated by the Essilor Vision Foundation Canada.
Currently, there are 63 Newfoundland and Labrador Association of Optometrists members practicing in the province, increasing coverage and allowing more patients to be seen in a timely manner.
The program continues to be successful year after year. Between April 2023 and March 2023, 892 students have had a full comprehensive eye exam under the program. Learn more about the Eye See Eye Learn Program.

The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, will bring greetings at the Newfoundland-Labrador Federation of Co-operatives Annual General Meeting this evening (Friday, June 16).
The event takes place at the Lion’s Club, 25 Legion Road, Clarenville beginning at 7:00 p.m.
The Newfoundland-Labrador Federation of Co-operatives is a non-profit, multi-sector provincial co-op federation serving co-operatives and credit unions across the province.

The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.

Cat Bay Cottage Access Road (Reg. 2249)
Proponent: Brent Payne
The proponent is proposing to develop an 800 metre access road to a cottage in Cat Bay. The road would be located east of Gambo off Drover’s Ridge resource road along the eastern side of Cat Bay Pond. The road would provide year round access to an existing remote cottage. The undertaking was registered on June 15, 2023; the deadline for public comment is July 20, 2023; and the minister’s decision is due by July 30, 2023.
