All-Party Committee on Mental Health, Substance Use, and Addictions Seeking Public Input

The All-Party Committee on Mental Health, Substance Use, and Addictions is seeking input and recommendations on how to improve mental health and addictions programs and services in Newfoundland and Labrador.

Members of the public, including individuals and families with lived and living experience, community partners, and experts in child and youth services, education, health services, housing, and justice are encouraged to participate.

Participants will be asked to respond to questions on a variety of topics, including their familiarity with current programs and services, the key services needed by youth and young adults who are experiencing mental health and substance use issues, and the barriers faced when accessing services.

The questionnaire is available on engageNL.ca until August 2. Participants may also provide written submissions and feedback at topic-specific virtual public and stakeholder consultation sessions. All feedback received will be evaluated and considered by the committee during the review.

Individuals who require mental health and addictions services are encouraged to call 811, visit or call a local Doorways office, or visit nl.Bridgethegapp.ca, which provides a provincial online directory of mental health and addictions services in the province.

Resilient Agricultural Landscape Program Investing in Improved Agricultural Lands

The Federal and Provincial Governments are investing in projects that will help farmers adopt beneficial land-use management practices to increase environmental resiliency on farms in Newfoundland and Labrador.

Funding from the Sustainable Canadian Agricultural Partnership’s (Sustainable CAP) Resilient Agricultural Landscape Program helped support 17 initiatives in Newfoundland and Labrador in the program’s first year (2023-24), with an investment of more than $708,000. To date in 2024-25, 30 projects with a value of $868,039 have been approved to implement Beneficial Management Practices on 487 acres of land.

The current 2024-25 intake period saw increased interest, with 40 applications submitted during this period – almost double the number of applications received in 2023-24. Review of applications for the current intake period is ongoing. Applications will open again in spring 2025.

The Resilient Agricultural Landscape Program focuses on improving ecosystems through:

  • Activities that decrease the amount of marginal and fragile lands used for cropping.
  • Activities that maintain healthy, resilient soils while naturally mitigating the impacts of climate change on farms.
  • Agri-environmental beneficial management practices that seek to increase and enhance multiple ecological goods and services.
  • Awareness and knowledge transfer, extension services, program development and product development services related to eligible RALP activities and outreach.

Initiatives include maintaining and providing healthy soil and water resources, wildlife habitat and biodiversity, and adapting to the impacts of climate change. Specific projects and funding amounts are listed in the Backgrounder below.

The Sustainable CAP is a five-year (2023-2028), $3.5 billion agreement between the federal, provincial and territorial governments to strengthen the competitiveness, innovation and resiliency of Canada’s agriculture, agri‐food and agri‐based products sector. This includes $1 billion in federal programs and activities and $2.5 billion that is cost-shared 60 per cent federally and 40 per cent provincially/territorially for programs that are designed and delivered by provinces and territories.

The Resilient Agricultural Landscape Program, a $250-million cost-shared program under the Sustainable CAP, was put in place across Canada to help producers conserve and enhance the resiliency of agricultural landscapes. Details of Emergency Financial Assistance for Labrador City Residents Affected by Wildfires

The Government of Newfoundland and Labrador will be distributing $1,000 in one-time emergency financial assistance to households ordered to evacuate their primary residence in Labrador City as a result of the wildfires.

The Honourable John Hogan, KC, Minister of Justice and Public Safety and Attorney General, will be available to media today (July 15, 2024) at 4:00 p.m. in the east block lobby of Confederation Building to discuss program details.

To access this assistance, people must be registered with the Red Cross. The Red Cross will verify eligibility for assistance based on information submitted during registration and eligibility criteria provided by the Provincial Government. Anyone already registered should not re-register.

Those who have not yet registered with the Red Cross can do so:

  • via telephone at 1-800-863-6582;
  • online at redcross.ca/labradorwildfires; or
  • in-person at E.J. Broomfield Arena, located at 2 Broomfield Street in Happy Valley-Goose Bay.

Registration for this one-time emergency financial assistance will close on July 31, 2024. Assistance will be provided as soon as possible.

While this emergency financial assistance will support evacuated Labrador City residents, a separate assistance program is being developed to assist individuals whose employment has been impacted by the evacuation order. Details on this separate assistance program will be shared when available.

Backgrounder

One-time Emergency Financial Assistance: Payment and Eligibility Details

Who is eligible for the $1,000 in financial assistance the Red Cross is distributing on behalf of the Government of Newfoundland and Labrador?

On behalf of the Government of Newfoundland and Labrador, the Canadian Red Cross is providing $1,000 in one-time financial assistance to households whose primary residence is under evacuation order in Labrador City. This includes homeowners and renters. Residents must have complied with the evacuation order and evacuated outside the order area.

Eligibility requirements are determined by the Government of Newfoundland and Labrador to ensure assistance is complementary to existing resources and reaching those who need it most.

How will people receive the money?

Canadian Red Cross will distribute financial assistance to eligible households through one the following ways.

  • An electronic funds transfer – the quickest, most secure way to receive funds.
  • A payment card.

How long will it take once I register to get my financial assistance?

Once you register with the Canadian Red Cross, we must verify your identity and your eligibility for assistance, which can take some time. Typically, once financial assistance is approved, you will receive your funds as quickly as possible. We appreciate your patience throughout this process.

Will the Canadian Red Cross ever send me a text message to deposit my funds?

No. Financial assistance to eligible households through an e-transfer will always be sent to your email on file.

Will I have to share confidential information with the Red Cross during my registration or to receive financial assistance?

No. The Red Cross will not ask for your SIN number or banking information.

Do I need to register again if I have already registered?

No. If a person whose primary residence is under evacuation order in Labrador City has already registered with the Red Cross online, over the phone, or in-person, they should not register again. Once a Red Cross registration number has been received by a household for the Labrador Wildfires 2024, that household is considered registered and does not need to do so again. Any duplicate registrations may delay the process as additional validation will be needed.

For those who aren’t eligible for emergency financial assistance, what other supports are available through the Red Cross?

Canadian Red Cross assistance is not always financial. Support provided may include reception and information services, emergency accommodation, personal services, emotional support and referrals to other resources available in the community.

People who are not eligible for financial assistance who have outstanding urgent needs are encouraged to call the Red Cross at 1-800-863-6582, 24 hours a day to discuss referrals to other supports that may be available in their area.

Public Advisory: Update On Humanitarian Supports for Labrador West

In response to the wildfires in Labrador West, the Provincial Government continues to work with its federal, municipal and community partners, to ensure the health and safety of residents in Labrador.

Updates on conditions, resources and assistance will be made available continuously throughout this evolving situation. For the most up to date information, please visit www.gov.nl.ca and follow the Government of Newfoundland and Labrador on Facebook and on X.

Red Cross Registration and Assistance
Every evacuee is required to register with the Red Cross in one of the following ways:

  • via telephone at 1-800-863-6582;
  • online at www.redcross.ca/labradorwildfires; or
  • in-person at E.J. Broomfield Arena, located at 2 Broomfield Street, Happy Valley-Goose Bay.

Registering helps ensure every evacuee is accounted for and that emergency services, such as food and shelter, are adequately resourced.

Individuals who are leaving or moving from a shelter location are required to inform a Red Cross official or shelter manager.

Highway Access
As of the afternoon of July 15, the Royal Newfoundland Constabulary will provide hourly escorts along Route 500 from Wabush to Quebec for non-essential traffic. Expect delays of 30-60 minutes.

Enhanced Supports
Individuals that require enhanced supports can contact an on-site representative of the Red Cross at E.J. Broomfield Arena.  Examples of enhanced supports include mental health counselling, assistance with accessibility supports and other social well-being concerns.

Income Support
Income support clients who have been displaced by wildfires and require help with income support can call:

  • 1-877-729-7888 during regular business hours; or
  • 1-888-566-1997 for after-hours assistance.

Health Services
NL Health Services is advising residents who are displaced or impacted by the wildfire to call 811 for urgent/non-emergent health issues and medication-related concerns, including prescription refills. Click here for more info.

A temporary ambulatory care clinic has been established in Wabush for residents with urgent/non-emergent issues. The clinic is by appointment only and residents are encouraged to call 811. If an in-person visit is required, residents will be contacted directly with an appointment time.

811 Health Line is available 24 hours, seven days a week, providing:

  • medical advice (including virtual nurse practitioner appointments which can usually be accommodated within three days),
  • health information; and
  • support in a mental health crisis.

Pets
SPCA Happy Valley-Goose Bay has staff at E.J. Broomfield Arena to assist those evacuating with pets. SPCA staff are encouraging local families to foster pets in the short-term to assist those who have evacuated Labrador City.

Mental Health
An emergency event can lead to fear and anxiety. If you are experiencing a mental health crisis, need support, or are looking for health information, call 811.

If you are feeling anxious and alone, you can also call the Lifewise Provincial Warm Line at 1-855-753-2560, seven days a week from 9:30 a.m. to 11:30 p.m. ADT, to speak with a trained peer support worker who is there and ready to listen.

You can also visit Bridge the Gapp to access age-appropriate programs and services that are available locally, confidential and free.

Domestic Violence Help Line

Public Advisory: Update on Forest Fires in Labrador West

In response to the forest fire in Labrador West, the Provincial Government is working with its federal, municipal and community partners, to ensure the health and safety of residents in Labrador.

Shelter
Evacuees are strongly encouraged to register with Red Cross upon arrival in Happy Valley-Goose Bay; either,

  • in-person at E.J. Broomfield Arena, located at 2 Broomfield Street;
  • via telephone at 1-800-863-6582; or
  • online at redcross.ca/labradorwildfires.

For those with pets, SPCA Happy Valley-Goose Bay is located on Winnipeg Street.

Provincial Fire Ban in Effect
A province-wide outdoor fire ban prohibiting setting of fires on forest land or within 300 metres of forest land is now in effect in Newfoundland and Labrador. The ban is authorized under the authority of section 99 of the Forestry Act.

Significant firefighting resources are currently dedicated to wildfire suppression near the communities of Labrador West. The province-wide outdoor fire ban will continue to help reduce wildfire risk and support the efforts of wildfire suppression teams actioning active fires.

For more information regarding the fire ban contact your local Forest Management District Office. The latest information on the location, status, and size of active wildfires can be viewed online at the NL Active Wildfire Dashboard.

Provincial fire hazard index maps are updated daily and can be viewed at the Department of Fisheries, Forestry and Agriculture website, along with information about campfires. To report a wildfire, call: 1-866-709-FIRE (3473).

Air quality
Air Quality Health Index related to forest fires in Labrador West is currently low risk. This expected to remain low for at least the next 24 to 36 hours. Visit Air Quality Health index for Labrador City for more information.

Forest fires can increase air pollution levels. Forest fire smoke contains particles and pollutants that can harm your health. For more information on what health impacts it can have and how to protect yourself, please see the backgrounder below.

Transportation
At this time, there are no impacts to the highway infrastructure in Labrador West.

Residents are reminded to be diligent as there is only one gas service station located in Churchill Falls, with additional service available by NL Hydro.

An additional ferry departure will be offered from Blanc Sablon this evening, prioritizing evacuees from Labrador City.

NL511 provides up-to-date information on driving conditions, highway cameras, major incidents, current ferry status updates, and weather.

BACKGROUNDER

Air Quality During a Forest Fire

Milder and more common symptoms of smoke exposure include:

  • Headaches
  • A mild cough
  • A runny nose
  • Production of phlegm
  • Eye, nose and throat irritation

These symptoms can typically be managed without medical intervention.

More serious symptoms include:

  • Dizziness
  • Chest pains
  • Severe cough
  • Shortness of breath
  • Wheezing (including asthma attacks)
  • Heart palpitations (irregular heart beat)

If you have any of these symptoms, talk to a health care provider, call 811, or seek medical attention. If you think you are having a medical emergency, dial 911 and seek immediate medical assistance.

Some people are at a higher risk of health problems when exposed to wildfire smoke including:

  • Seniors
  • Pregnant people
  • Infants and young children
  • People who work outdoors
  • People involved in strenuous outdoor exercise
  • People with an existing illness or chronic health conditions, such as:
    • cancer
    • diabetes
    • mental illness
    • lung or heart conditions

The best way to protect your health is to reduce your exposure to wildfire smoke.

General:

  • Pay attention to special air quality statements or other indicators of smoke levels. If necessary, limit outdoor activity and strenuous physical activities.
  • If you need to work outdoors, check with your provincial or territorial occupational health and safety organization or your local health authority. They can provide guidance on how to work safely outdoors during wildfire smoke events.

Indoors and at home:

  • Keep windows and doors closed as long as the temperature is comfortable.
  • Turn off or use recirculation settings on your HVAC system to prevent smoke from entering your home.
  • Use a clean, good quality air filter (for example, HEPA) in your ventilation system.
  • Use an air purifier that uses HEPA filtration to remove smoke from your home. For more information on selecting an air purifier that is appropriate for your needs, refer to the “Using an air purifier to filter wildfire smoke” factsheet.
  • Visit community centres, libraries, and shopping malls. These places often have cleaner filtered air and can provide a break from the smoke.
  • Keep vehicle windows closed and set the ventilation system to recirculate.

Other recommendations to protect your health:

  • Drink plenty of water to help your body cope with the smoke. Check on others who are in your care or live nearby who may be more vulnerable to smoke.
  • Avoid vacuuming and burning candles, incense or other materials.

If smoke is present for more than a few days:

  • Stay active when you can. Try finding a place with clean air to exercise indoors, for instance at the gym, the community centre or at home. Consult the AQHI to look for breaks in the smoke to find opportunities to go outdoors.
  • Don’t forget to take care of your mental health. It’s not unusual to feel anxious, stressed out, sad or isolated during a smoke event. Eating well, getting enough sleep, exercising and staying in contact with friends can help. Anyone who is having trouble coping with symptoms of stress, anxiety or depression should seek help from a health care provider.

Public Advisory: Open Fire Ban in Effect for Entire Province

A province-wide outdoor fire ban prohibiting setting of fires on forest land or within 300 metres of forest land is now in effect in Newfoundland and Labrador. The ban is authorized under the authority of section 99 of the Forestry Act.

Significant firefighting resources are currently dedicated to wildfire suppression near the communities of Labrador West. The province-wide outdoor fire ban will continue to help reduce wildfire risk and support the efforts of wildfire suppression teams actioning active fires.

The latest information on the location, status, and size of active wildfires can be viewed online at the NL Active Wildfire Dashboard.

Provincial fire hazard index maps are updated daily and can be viewed at the Department of Fisheries, Forestry and Agriculture website, along with information about campfires.

To report a wildfire, call: 1-866-709-FIRE (3473).

Residents are urged to do everything they can to prevent forest fires. Off-road vehicle operators should use a proper screening or baffling device to prevent sparks from escaping and carry a fire extinguisher with a minimum of 225 grams of ABC-class dry chemical when travelling in grassy or wooded areas.

All evacuees can register in-person upon arrival in Happy Valley-Goose Bay with the Red Cross at E.J. Broomfield Arena, located at 2 Broomfield Street. Registering with the Red Cross can also be done online or by telephone. Individuals and families must register at www.redcross.ca/labradorwildfires or by calling 1-800-863-6582, 24 hours a day.

Public Advisory: Update on Forest Fire Impacting Labrador City and Wabush; Evacuation Order Issued for Labrador City

The Provincial Government has advised that an evacuation order is in place for Labrador City.  The order stems from extreme fire behaviour that has occurred today and expected into tomorrow (Saturday).

The fire has the potential to grow significantly closer to Labrador West over the next 24 to 48 hours. Residents are encouraged to remain vigilant and closely monitor local media and news reports as conditions are likely to change on short notice.

An incident management team has been activated to manage the response. Aerial resources are actioning the fire and will be sectioning the fire once it is safe to do so. Forestry officials are coordinating with the Provincial Emergency Operations Centre, which has been activated to Level 2 – Enhanced Monitoring. Emergency management partners have been engaged to respond, if necessary.

Currently, there are 11 active wildfires in Labrador and current weather conditions have increased potential for fire activity throughout this weekend. The public can view updated active wildfire information, including maps identifying the location of fires, on the online NL Active Wildfire Dashboard.

The Proponent is proposing a Five-Year Operating Plan for Crown managed lands in Forest Management district 20 for the period 2025-2029. The district covers 2.2 million hectares of boreal forest on the south coast of Labrador. The plan consists of 15 commercial and 4 domestic operating blocks and would provide approximately 125000 cubic meters for commercial harvest and 21425 for domestic harvest. The plan would require the construction of 14.2 kilometers of access roads.

The undertaking was registered on July 8, 2024; the deadline for public comment is August 16, 2024; and the minister’s decision is due by August 22, 2024.

Lewisporte Biomedical Waste Incineration                            (Reg. 2316)

The Proponent is proposing to construct and operate a biomedical waste incineration facility that would be located at 17 Roebotham Street in the Town of Lewisporte. The operation would include the collection, transport and storage of biomedical waste on-site. The facility would dispose of approximately 450-500 tonnes of biomedical waste annually using an incineration technology. The proposal is planned to serve Newfoundland and Labrador Health Services for the disposal of biomedical waste.

Public Advisory: Lane Reductions on the Ruth Avenue and Galway Roundabouts

The Department of Transportation and Infrastructure wishes to advise that both the Ruth Avenue and Galway roundabouts will have lane reductions for entering and departing Galway on Sunday (July 14). The lane reduction is necessary for line painting in the roundabouts.

The lane reductions will occur between 7:00 a.m. and 12:00 p.m.

Motorists are asked to reduce their speed and pay attention to traffic control.

Public Advisory: Off-Road Vehicle Operator Safety Training Mandatory This Fall

As of October 15, 2024, operator safety training will be mandatory for users of off-road vehicles who:

  • are under 16 years of age.
  • are registering an off-road vehicle with the Motor Registration Division for the first time.
  • have had their off-road vehicle registration suspended or cancelled because of a conviction under the Off-Road Vehicles Act and Regulations, as a condition of reinstatement.

Anyone who is supervising a person under the age of 16 who is operating an off-road vehicle will be required to ensure that the person has completed the training.

While training is only mandatory for some users, anyone who operates an off-road vehicle is encouraged to complete the training.

Operators are encouraged to download and review the free Off-Road Vehicles Handbook and take the free test online at MyGovNL. Upon completion of the training, which requires a minimum score of 80 per cent, the operator can print a certificate of completion or save it to a mobile phone. Anyone without a device to complete the training or print the certificate may do so at an Employment Support Centre or public library or contact the Motor Registration Division at 1-877-636-6867. The training is also available in alternate formats by calling the Motor Registration Division.

More than 380 users have already completed the free safety training program, which has been available on MyGovNL since May 24, 2024. Those who complete the training before October 15, 2024, will not have to complete it again, unless their off-road vehicle registration is suspended or cancelled because of a conviction under the Off-Road Vehicles Act and Regulations.

Other training courses approved by the Registrar of Motor Vehicles, such as in-person training, will also be accepted.

Proof of successful completion of safety operator training must be carried at all times while using an off-road vehicle.

Premier Furey Announces Provincial Support for a Statue in Honour of Gordon Pinsent, Commemorating his Incomparable Contribution to the Arts

The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, announced Provincial Government support for a new statue that the Town of Grand Falls-Windsor is commissioning as a tribute to the late Gordon Pinsent. Premier Furey made the announcement while speaking at the 2024 Grand Falls House Garden Party.

The Provincial Government will provide $210,000 for the statue’s creation and installation in the Grand Falls-Windsor area, creating a lasting tribute to Mr. Pinsent’s incredible accomplishments and impact on the arts and cultural sector in Newfoundland and Labrador.

Gordon Pinsent remains one of the province’s most prolific actors and writers. He was much beloved, not just in Newfoundland and Labrador, but across Canada and the world. Mr. Pinsent passed away on February 25, 2023.

Municipal Infrastructure Improvements Underway in Central Newfoundland

The Honourable John G. Abbott, Minister of Transportation and Infrastructure, was in Gander today to reaffirm the Provincial Government’s commitment to municipal infrastructure improvements for Central Newfoundland through the Multi-Year Capital Works and Municipal Capital Works funding programs.

Minister Abbott was joined by the Honourable John Haggie, Minister of Municipal Affairs and MHA for Gander, for the announcement. More than $5.4 million under both cost-shared programs will contribute towards improvements to water and sewer, road infrastructure and recreational enhancements for towns in the area.

Under the Multi-Year Capital Works (MYCW) funding program, the Town of Gander has received $4.06 million to build an outdoor ice rink; replace existing infrastructure on Sullivan Avenue; as well as a sport facility enhancement program.

The Town of Appleton has received approximately $927,000 for water and sewer upgrades, as well as a new road for the town. Additionally, the Town of Gambo has received approximately $492,000 for a new generator for its chlorine house which would provide safe drinking water to residents in the event of a prolonged power outage, as well as a generator for the Fire Hall to allow it to act as a warming/cooling centre in the event of adverse weather events/prolonged power outages.

Budget 2024 includes provincial support of $31 million in 2024-25 ($70 million over three years) in support of the Multi-Year Capital Works funding program. Currently, 62 projects have been approved under this program, totaling $61.5 million, including the municipal share. For towns and communities that have the capacity to make multi-year commitments, funding is cost shared between provincial and municipal governments for three-year blocks of funding under this program. These recipients are larger municipalities throughout the province and projects typically focus on water and/or sewer, paving and/or road construction, municipal buildings and recreation facilities.

A total of $50 million over five years is also included in the Budget for the Municipal Capital Works program, which fosters the development of cost-shared projects for many types of municipal infrastructure. To date, 70 projects at a cost of approximately $60 million have been approved under the program for 2024-25.

Typical projects include water and waste-water treatment, seawalls, and climate mitigation efforts. Funding is cost-shared between provincial and municipal governments and is available to municipalities, local service districts and Inuit Community Governments. The provincial share is $47 million.

Nova Scotia Hosts Summer Meeting of Canada’s Premiers

Canada’s Premiers will meet on July 16 and 17 at the Westin Nova Scotian Hotel in Halifax.

“I look forward to welcoming my colleagues to Nova Scotia and to hosting this meeting on the Halifax waterfront, one of the most-visited destinations in the province,” said Premier Tim Houston, Chair of the Council of the Federation.

Premier Houston said his colleagues will continue their discussion on revitalizing cooperative federalism in Canada, an issue Premiers highlighted in their post budget letter to the Prime Minister.

“When all governments work together, we can find the best solutions for the challenges we face. This meeting will allow Premiers to engage on the issues that matter most to Canadians.”

Premiers will be discussing housing and affordability, health care, infrastructure, energy, Canada-U.S. relations, emergency preparedness and response, and Arctic security.

A closing news conference is planned for the afternoon of July 17.

The Council of the Federation comprises all 13 provincial and territorial Premiers. It enables Premiers to work collaboratively, form closer ties, foster constructive relationships among governments, and show leadership on important issues that matter to Canadians.

Public Advisory: Forestry Officials Provide Update on Forest Fires in Labrador

Provincial forestry officials are providing an update on two forest fires in Labrador. Residents of Labrador West are advised that there may be increased fire activity today (Friday, July 12) which could produce increased levels of smoke that could impact Route 500, as well as the railway lines in Labrador West.

There is no immediate threat to Wabush or Labrador City. However, residents are encouraged to remain vigilant and to monitor local media and news reports as conditions could change. Residents should avoid the area north of Bloom Lake Mine and west of the Bloom Lake Rail Line.

Waterbombers and helicopters will be deployed to action the fire and officials will be monitoring fire behaviour closely.

Fire officials are also closely monitoring a fire near Happy Valley-Goose Bay. Smoke from the fire is anticipated to be visible throughout the day and may impact air quality and travel west of the community.

There are currently 13 active wildland fires in Labrador. The public can view updated active wildfire information, including maps identifying the location of fires, on the online NL Active Wildfire Dashboard.
