Chief Electoral Officer and Commissioner for Legislative Standards Suspended; Acting Chief Electoral Officer and Commissioner for Legislative Standards Named; Minister Hogan Available to Media
The Provincial Government has accepted the recommendation of the House of Assembly Management Commission, and today suspended the Chief Electoral Officer and Commissioner for Legislative Standards. The suspension will be in effect until an independent review of the findings of the Citizens’ Representative regarding allegations raised at Elections NL is completed.
The Provincial Government had referred the full, un-redacted Citizens’ Representative’s report to the House of Assembly Management Commission, which is composed of members of the three political parties out of respect for the independence of statutory offices. The House of Assembly Management Commission is responsible for overseeing the administration of the statutory offices.
Effective immediately, Travis Wooley, who was previously in the position of assistant Chief Electoral Officer, will serve as the acting Chief Electoral Officer. Ann Chafe, who recently retired from her role as commissioner of the Public Service Commission, will serve as the acting Commissioner for Legislative Standards.
Statutory offices operate independently from government. Given the need to operate independently from the Provincial Government they report to the House of Assembly and include the Chief Electoral Officer, Commissioner for Legislative Standards, the Citizens’ Representative, Seniors’ Advocate, Child and Youth Advocate, Auditor General and Information and Privacy Commissioner.
The Honourable John Hogan, QC, Minister of Justice and Public Safety and Attorney General, will be available to media at 2:00 p.m. today (Tuesday, June 28) outside of the House of Assembly.

Media Advisory: Minister Stoodley to Recognize Automotive Heritage Month
The Honourable Sarah Stoodley, Minister of Digital Government and Service NL, will join members of the National Association of Automobile Clubs of Canada, to recognize July as Automotive Heritage Month.
The event will take place in St. John’s on Tuesday, June 28 at 10:00 a.m. in front of East Block, Confederation Building, and will include a car show and proclamation signing.
This event coincides with the official start of the 55th Anniversary Coasters tour, which will see antique car owners and enthusiasts from throughout Canada embark upon a coast-to-coast tour, beginning in St. John’s and ending in Duncan, British Columbia in early September 2022.

Public Advisory: Forest Access Road Bridge Replacements to Result in Traffic Delays
The replacement of two forest access road bridges scheduled to take place between Monday, June 27 and Thursday, July 7 in the Bay Roberts and Victoria areas will result in periodic traffic delays from two to four hours at a time.
One bridge replacement will take place on Swansea Road, located 2.8 kilometers from the Route 70 (Conception Bay Highway) intersection, while the other bridge replacement will take place on Country Road, located 2.3 kilometers from the Route 70 (Conception Bay Highway) intersection.

Media Advisory: Ministers Stoodley and Davis to Attend Run for Women in Support of Stella’s Circle
On Sunday, June 26 the Honourable Sarah Stoodley, Minister of Digital Government and Service NL and the Honourable Bernard Davis, Minister of Environment and Climate Change, will attend the LOVE YOU’ by Shoppers Drug Mart Run for Women, in support of women’s mental health programs at Stella’s Circle.
The event is set to begin at 8:45 a.m. at Quidi Vidi Lake, 115 The Boulevard, St. John’s.
The Run for Women is held in 18 cities throughout Canada and focuses on Women’s Mental Health. Funds raised go to this year’s charity partner, Stella’s Circle, to specifically support programming at Naomi House and the Just Us Women’s Centre. The event also promotes physical movement as a means to creating better positive mental health outcomes.

Newfoundland and Labrador Population Grows for Fifth Consecutive Quarter
The population of Newfoundland and Labrador continues to grow, with Statistics Canada reporting a trend of sustained population growth for the fifth consecutive quarter. Statistics Canada’s latest quarterly population estimates released Wednesday, June 22, show that the Newfoundland and Labrador population increased by 422 persons from January 1, 2022 to April 1, 2022.
This latest report from Statistics Canada confirms that the population growth trend that began at the start of 2021 has continued into 2022. Since January 1, 2021 the population of Newfoundland and Labrador has grown by 3,211 people.
This continued population growth trend remains primarily fueled by immigration; a key priority area for the Provincial Government with the goal of welcoming 5,100 newcomers per year by 2026. Migration from other parts of Canada also continues to contribute to population growth, with migration remaining concentrated from Ontario and Alberta.

Minister Osborne Congratulates Students, Educators and Staff on a Successful School Year
On the final day of classes for the 2021-22 school year, the Honourable Tom Osborne, Minister of Education is wishing students, educators and staff a safe and relaxing summer break.
This year the province welcomed more students to the school system than ever before, with enrollment increasing for the first time in 50 years. Schools throughout the province have welcomed newcomers from Afghanistan, Ukraine and other countries, and have showed compassion and understanding in integrating these new students into school communities.
Students and educators have shown continued resilience, creativity and dedication to learning amidst another year of the COVID-19 pandemic. As graduating students move toward post-secondary studies and educators look toward next year, the Department of Education is moving forward with learning loss symposiums during the summer with key stakeholders to discuss observed impacts and to put in place plans to address the impacts of three years of COVID-19 impacted education.
This 2022-23 school year will begin on Wednesday, September 7, 2022.

The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following events relative to Part 10 Environmental Assessment of the Environmental Protection Act.
UNDERTAKING REGISTERED:
Port au Port-Stephenville Wind Power and Hydrogen Generation Project (Project Nujio’qonik GH2)
Proponent: World Energy GH2 Inc. (Reg. 2202)
The proponent is proposing to construct and operate a maximum 1 gigawatt (GW), 164-turbine onshore wind farm on the Port au Port Peninsula with the associated transmission and supporting infrastructure to power a 0.5 GW hydrogen/ammonia production facility in the port of Stephenville. A description of the project will be can be found on the Department’s web page at: www.gov.nl.ca/ecc/env-assessment/projects-list/
The undertaking was registered on June 21, 2022; the deadline for public comments is July 27, 2022; and, the minister’s decision is due by August 5, 2022.
REQUEST TO AMEND MINISTER’S DECISION:
Exploits River Geodesic Domes (Reg. 2189)
Proponent: Red Indian Adventures Ltd.
The above undertaking was released from further environmental assessment on April 27, 2022. The proponent has requested an amendment to the release decision. The request document can be viewed on the department’s website at www.gov.nl.ca/ecc/projects/project-2189/. The project is released subject to the following conditions:
- The proponent is required to uphold all commitments made in the environmental assessment submissions to mitigate the effects of the project on the environment.
- The proponent is required to update the Environmental Assessment Division on the status of the project, including a copy of all permits, licences, certificates, approvals and other authorizations required by law for the project, within one year from the date of this release letter and to provide additional updates, if requested. Project updates should be emailed to EAProjectComments@gov.nl.ca.
Hampden By-road (Reg. 2197)
Proponent: Town of Hampden
The project is released subject to the following conditions:
- The proponent is required to uphold all commitments made in the environmental assessment submissions to mitigate the effects of the project on the environment.
- The Department of Fisheries, Forestry and Agriculture requires the following:
- The proponent is required to maintain a minimum 50-metre naturally vegetated buffer along the Hampden River to protect sensitive riparian and aquatic species and their habitat from upland activities. For other waterbodies, with exception of the installation of the bridge:
- For slopes less than 30 percent, a minimum 30-metre naturally vegetated riparian buffer zone shall be established around all waterbodies, from the high water mark, that are identified on 1:50,000 scale National Topographic System maps or the topographic mapping layer shown in the Provincial Land Use Atlas. No land use activities involving grubbing, ground or soil disturbance, or timber harvesting activities shall take place in this zone.
- For slopes greater than 30 percent, there shall be a naturally vegetated riparian buffer zone calculated using the following formula: 30 metres + 1.5 metres x slope (%). No land use activities involving grubbing, ground or soil disturbance, or timber harvesting activities shall take place in this zone.
- No vegetation clearing is to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) and 200 metres during the remainder of the year. The 200-metre buffer also applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest site must be reported to the Wildlife Division. For further information, contact the Department of Fisheries, Forestry and Agriculture at 709-637-2353.
- The proponent is required to maintain a minimum 50-metre naturally vegetated buffer along the Hampden River to protect sensitive riparian and aquatic species and their habitat from upland activities. For other waterbodies, with exception of the installation of the bridge:
- The proponent must request permission from the Minister of Municipal and Provincial Affairs to acquire real property not related to the operations of council, as required under Section 201 of the Municipalities Act. - The proponent is required to advise the Environmental Assessment Division when the conditions of release have been met, by emailing a written description, documents, and images (where applicable) to demonstrate that the conditions have been fulfilled to EAProiectComments@qov.nl.ca.
- The proponent is required to update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licenses, certificates, approvals and other authorizations required for the Project, one year from the date of this release letter and to provide additional updates if required. Provincial Government Announces Safe, Caring and Inclusive Graduating Student Leadership Bursary Recipients
Graduating students across Newfoundland and Labrador are being recognized for their leadership and engagement in initiatives aimed at building and nurturing safe, caring and inclusive school communities.
The Provincial Government is providing $6,500 shared among 13 students through the Safe, Caring and Inclusive Schools Graduating Student Leadership Bursary. A list of recipients for 2022 is provided in the backgrounder below.
The Safe, Caring and Inclusive Schools Graduating Student Leadership Bursary acknowledges the contributions of youth in establishing and maintaining safe, caring and inclusive schools and communities, and to promote student awareness of the Safe and Caring Schools Policy.
The Safe and Caring Schools Policy establishes school-based protocols and practices that promote an environment of acceptance, belonging, and respect.
The Provincial Government encourages an inclusive and welcoming school culture, where all members of the school community feel accepted, are able to realize their potential, and contribute to the school community.

Council of Atlantic Premiers to meet in Pictou, N.S. on June 29
Nova Scotia Premier Tim Houston, Chair of the Council of Atlantic Premiers, is pleased to host a meeting of the Council in Pictou, N.S. on June 29. Premier Houston will be joined by his colleagues Newfoundland and Labrador Premier Andrew Furey, Prince Edward Island Premier Dennis King, and New Brunswick Premier Blaine Higgs.

A news conference with the Atlantic premiers will be held at 2:45 p.m. on June 29 in the Juliana Room at Pictou Lodge, 172 Lodge Road, Pictou, N.S. Media will have the option of joining the news conference virtually.

Recipients of 2022 Teaching Awards Announced
Today the Provincial Government announced the recipients of the 2022 Premier’s Award for Teaching Innovation and the Minister of Education’s Award for Compassion in Teaching.
The Premier’s Award for Teaching Innovation recognizes primary, elementary or secondary teachers in all disciplines who have demonstrated innovation in instruction and a commitment to preparing their students for future success.
The 2022 Premier’s Award recipients are:

Holy Spirit High School Student Named 2022 Lester B. Pearson Scholar
Hailey Lewis, a Level II student of Holy Spirit High is the latest provincial recipient of the Lester B. Pearson Scholarship.
The Lester B. Pearson Scholarship is valued at $50,000 over two years for pre-university study at Pearson College, a United World College in Victoria, B.C. The Provincial Government contributes $34,000 to the scholarship, with the remainder provided through corporate and community sponsors.
As a United World College student, Ms. Lewis will learn how she can inspire change through courageous action, selfless leadership, and careful listening. She will take part in experiences and community activities, so that she is prepared to build with confidence and lead with compassion in later life.
Pearson College is Canada’s most international school and Canada’s only United World College, a movement encompassing 18 global schools dedicated to uniting cultures and countries around the world through education. The college is a two-year, pre-university school for students from over 150 countries who live, study and learn together pursuing the International Baccalaureate and an outdoor-oriented experiential education.

Municipal Come Home Year Celebration Grant Project Comes to Life in Roddickton-Bide Arm
The Honourable Krista Lynn Howell, Minister of Municipal and Provincial Affairs, recently joined members of the Town Council and staff of Roddickton-Bide Arm to unwrap new signage for “The Farm”, the official event site for local Come Home 2022 celebrations.
Funding for the signage was provided under the Municipal Come Home Year Celebration Grants launched in November 2021 to assist municipalities and Inuit Community Governments in preparing for Come Home Year celebrations.
To support the high level of interest and the number of applications received, overall funding was increased from $250,000 to approximately $355,000 for the program. Over 180 towns throughout the province have received a grant through the initiative.
