The House of Assembly advises that Jamie Korab, Member-elect for the District of Waterford Valley, will be sworn in at a ceremony on Friday, September 13 at 2:00 p.m. in the House of Assembly Chamber.
The ceremony will be streamed live on the House of Assembly website and social media channels (Facebook, X and YouTube).
Media will be permitted access to the press gallery and, for the purposes of photography/videography, to a designated space on the Chamber floor. Media wishing to access the Chamber floor are asked to pre-register no later than 4:00 p.m. tomorrow, Thursday, September 12. Joint Statement from the Honourable Steve Crocker and Craig Foley, Chief Executive Officer of Hospitality Newfoundland and Labrador, on the Impending Air Canada Strike
The Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, and Craig Foley, Chief Executive Officer of Hospitality Newfoundland and Labrador, are urging Air Canada and the Air Line Pilots Association (ALPA) to work together to avoid a pilot’s strike.
“We are extremely concerned over the potential strike action by Air Canada pilots. Passengers are already receiving notifications of potential flight cancellations. As one of Canada’s largest airlines, Air Canada transports over 100,000 passengers throughout Canada and around the world every day.
The tourism industry is a critical component of our province’s economy, contributing approximately $1.2 billion annually. Air Canada brings a significant volume of travellers to our province and is a partner we rely on to help boost visitation to Newfoundland and Labrador.
A potential strike could be catastrophic for our concluding summer season and upcoming shoulder season. Tourism operators and small businesses in this province will feel the immediate impact of any disruption in Air Canada operations. Newfoundland and Labrador is already disadvantaged in terms of air access. We cannot sustain further reductions in service.
We urge the Federal Government to do everything in its power to intervene on this matter to prevent the need for strike action. While we respect the collective bargaining process, we cannot sit by and allow this potential strike to negatively impact our province’s economy.”

Public Advisory: Western Newfoundland Residents Reminded to Take Precautions to Avoid Black Bears
Conservation officers with the Department of Fisheries, Forestry and Agriculture continue to monitor locations in Western Newfoundland where black bear sightings have been reported in recent days.
Black bear activity has been reported in areas of Corner Brook, Pasadena and Hampden. Wildlife officials encourage residents to remain vigilant and report black bear sightings to the Forestry and Wildlife District Office in Massey Drive at 709-637-2370 or the standby number at 709-632-9897.
Residents can expect to see the continued presence of conservation officers in these areas, as well as bear traps that may be set to capture and relocate bears should the animals remain in these areas. If you see a bear trap, please stay away from it.
Residents throughout Newfoundland and Labrador are reminded to take appropriate steps to prevent encounters with black bears. To avoid attracting bears to residential areas, campsites and work sites, ensure garbage is stored and disposed of properly. In residential areas, do not place garbage in outside containers until the designated collection day. Where bears have been sighted, pet owners should keep their animals inside or under close supervision.
The public is reminded to never feed wildlife. This practice creates a public safety hazard and may lead to the destruction of the animal. Wild animals can be dangerous and unpredictable when approached. While every situation is different, when encountering a bear, take note of its behavior.
If the bear does not see you:
- Quietly back away and leave the area.
- Try to stay downwind of the animal.
- Keep an eye on the bear.
- Never get between a bear and her cubs.
If the bear has seen or smelled you:
- Remain calm.
- Give it space and a route to get away.
- Back away but do not run.
- If you must speak, do so calmly and firmly.
- Avoid direct eye contact.
Report black bear sightings to Forestry and Wildlife offices located throughout the province.

Media Advisory: Province Experiencing Increase in Pertussis, Dr. Janice Fitzgerald Available to Media
The Department of Health and Community Services is monitoring an increase in pertussis cases throughout Newfoundland and Labrador. To date, in 2024, there have been 230 confirmed cases of pertussis throughout the province.
Dr. Janice Fitzgerald, Chief Medical Officer of Health, will be available to media today (Tuesday, September 10) at 1:00 p.m. at West Block, Confederation Building, to discuss the outbreak.
Pertussis is a contagious respiratory infection that can lead to severe complications, especially in vulnerable populations. Symptoms may start with a runny nose, mild fever and cough, and progress to episodes of severe, prolonged coughing, often accompanied by a distinctive “whooping” sound during inhalation.
Symptoms can last from weeks to months. Infants are at the highest risk of complications, such as pneumonia and seizures.
The public, especially pregnant people and those in close contact with infants, are encouraged to be aware of symptoms related to pertussis and to ensure vaccinations are up to date as cases continue to increase throughout the province.
Pertussis can be treated with antibiotics, but vaccination is the most effective means of controlling the spread of pertussis. Pertussis vaccination is offered to:
- All children at two, four, six, and 18 months of age;
- All children between four to six years of age;
- All children in Grade 9;
- Pregnant people between 27 to 32 weeks gestation for each pregnancy; and
- Adults at least 10 years from their school-age dose.
Newfoundland and Labrador Health Services has expanded immunization efforts this school year in response to the rising number of pertussis cases across the province. While booster doses are already given in Grade 9, the whooping cough vaccine is now being offered to Grade 8 students, as well.
For more information on pertussis vaccination schedules, symptoms, and preventive measures, please consult your healthcare provider or contact your local public health office.
If you are unsure if you are up to date with whooping cough vaccine or need to arrange immunization, individuals in the Eastern Urban Zone should call 1-877-752-8171. Individuals in Eastern Rural Zone should contact their local public health nursing office.

Media Advisory: Premier Furey Co-Chairing NEG-ECP Conference and Leading Tech and Innovation Trade Mission to Boston
As co-chair of the 45th annual New England Governors and Eastern Canadian Premiers (NEG-ECP) Conference, hosted by Massachusetts Governor Maura Healey and taking place in Boston September 9-10, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, will travel to Boston, Massachusetts. He will also lead a delegation of Newfoundland and Labrador companies, industry associations and Provincial Government officials for an adjacent tech and innovation trade mission to Boston. The mission will be held from September 10-13 and will focus on clean tech, ocean tech and energy, as well as health tech.
At the NEG-ECP, Premier Furey will tour the Massachusetts Maritime Academy, which houses an offshore wind simulator and prepares students for clean energy careers. In addition, he will share remarks at a roundtable meeting 9:00 a.m. EDT on Tuesday, September 10. During the trade mission, Premier Furey will be speaking at a reception taking place Wednesday, September 11, at the Courtyard Boston Downtown, 275 Tremont Street, Boston, Massachusetts, beginning at 6:00 p.m. EDT.
For the trade mission, Premier Furey will be joined by approximately 20 Newfoundland and Labrador organizations which represent the technology sector, such as health and ocean, energy sector and post-secondary institutions with a focus on research and development and skills development. The mission will focus on supporting market exploration, providing opportunities for growth and visibility, networking, as well as site visits to key facilities in the Boston region.

Request for Proposals Issued for Speed Cameras
The Provincial Government has taken the next step in its plan to implement speed cameras in Newfoundland and Labrador by issuing a Request for Proposals (RFP).
The RFP, which closes on October 8, will result in the selection of a vendor responsible for the installation, management and maintenance of speed cameras. The vendor will also issue tickets to the owners of registered motor vehicles that are travelling at excessive speeds as documented by speed cameras.
The specific locations for the speed cameras will be determined in consultation with municipalities and law enforcement, with consideration being given to high-traffic routes.
The RFP and information on tenders issued and awarded by the Provincial Government and other public bodies is available online.
The introduction of speed cameras in Newfoundland and Labrador follows a pilot project conducted in the City of Mount Pearl and the Town of Paradise in 2023, during which more than 93,000 vehicles were identified speeding 11 kilometres/hour or more over the posted speed limit.

Public Advisory: New Radiation Health and Safety Act and Regulations to Take Effect in December
The Provincial Government’s new Radiation Health and Safety Act, 2021 and the updated regulations will take effect on December 2, 2024. The legislation governs the inspection, installation, use, maintenance and registration of equipment that produces radiation such as X-ray machines and CT scanners.
The new Act and regulations strengthen existing worker health and safety standards for the operation or installation of radiation equipment. It also formalizes processes and procedures for all workers involved in either the operation or installation of radiation equipment.
This means stronger protections will be in place for any worker who may come in contact with such equipment. For instance, the regulations provide additional safety requirements for radiology workers to follow while using this equipment. The regulations also provide additional safety requirements during installation and registration to ensure equipment is installed properly and safely before it is used.
The regulations also allow dental hygienists, as of December 2, to order, prescribe and provide radiography services.
The new Act and its updated regulations were developed after extensive targeted stakeholder consultations. It also fulfils a Mandate Letter commitment for the Minister of Digital Government and Service NL.
The new regulations are now available in the Newfoundland and Labrador Gazette.

Public Advisory: Services for Labrador Wildfire Evacuation Concludes
On the evening of Friday, July 12, 2024, a fast-moving wildfire forced over 9,600 residents of Labrador City to evacuate. In the days that followed, a coordinated humanitarian effort that spanned a multitude of government departments, organizations and community partners helped to safely manage the largest evacuation in Newfoundland and Labrador history.
As part of the emergency response, the Government of Newfoundland and Labrador provided more than $3.5 million in disaster funding relief through one-time financial assistance to individual households, businesses, and other entities, including:
- More than $3 million to over 3,000 households whose primary residence was under evacuation order.
- About $180,000 to more than 360 employed and self-employed residents of Labrador City and Wabush whose employment was impacted by the wildfires.
- $150,000 to 72 eligible businesses in Labrador City and Wabush that were impacted by the wildfires.
Those residents and/or businesses that were impacted by the Labrador wildfires are advised that the disaster relief programs for all one-time financial assistance supports offered through the Departments of Immigration, Population Growth and Skills; Industry, Energy and Technology; and Justice and Public Safety have now concluded.
Submitted applications continue to be processed by the Canadian Red Cross and relevant government departments, and funds will continue to be dispersed to all eligible individuals.
Any eligible residents and/or businesses who have not yet received their funding should receive it in the coming days as the processing of applications is finalized.

Provincial Government Statement on Tentative Agreement with Innu Nation on Rate Mitigation

Virtual Urgent Care Services Expanding in Central Newfoundland
Health care services in Central Newfoundland are expanding with new virtual urgent care services at the Bay D’Espoir Medical Clinic in St. Alban’s.
Virtual urgent care services will begin on September 11 and available from Monday to Friday, 8:00 a.m. to 4:00 p.m. treating patients with urgent care needs by an 811 HealthLine nurse practitioner virtually and other health care professionals locally, such as nurses.
The virtual care services will provide additional access for non-emergent patients and ease pressures on emergency departments by treating patients presenting with urgent, non-life-threatening medical injuries and illnesses, such as:
- Sprains and strains.
- New and worsening non-emergent pain.
- Fever and infections.
- Less serious childhood illness and injury, cuts, wound or skin conditions.

The virtual nurse practitioner services complement similar services provided virtually in Stephenville, Harbour Breton, New-Wes-Valley, Baie Verte, and Gander.

Report: P-2024-003 Report Date: September 5, 2024 Public Body: Town of Grand Falls – Windsor Summary: The Complainant made a privacy complaint to this Office under the Access to Information and Protection of Privacy Act, 2015 alleging the Town of Grand Falls – Windsor had breached their privacy through its use of mass emails to employees using their personal email addresses without blind copying those addresses. The Commissioner concluded that the Town’s use and disclosure of personal information of employees was contrary to the privacy provisions of the Act, and recommended it cease use of this information for this purpose unless express consent is obtained. Additionally recommendations were made with respect to updated education and training of staff on the Town’s privacy obligations under the legislation.-30-

Public Advisory: Vehicle Ownership Transfers Now Available on MyGovNL
A new service recently added to MyGovNL makes it easier to transfer ownership of a vehicle.
The Highway Traffic Act requires vehicle owners to notify Motor Registration Division within 10 days of a change of ownership, whether the vehicle has been sold through a private sale or been gifted. Both parties can do this online with their free MyGovNL accounts, which can be easily created using a valid email address.
Within 24 hours after the current owner submits their change of ownership, the new owner will receive an email notification with a link to their MyGovNL account to complete the ownership transfer.

Failure to notify the Motor Registration Division of a change of ownership may result in a fine and the previous owner may continue to be liable for traffic fines, impound fees or damages related to a collision.
Ownership transfers can also be completed by mail or in person at a Motor Registration Division office or Government Service Centre.

Premier Furey Congratulates Learning Disabilities Association on Receiving Award for Literacy
The Provincial Government is marking International Literacy Day on September 8 by celebrating the 2024 recipient of the Council of the Federation Literacy Award for Newfoundland and Labrador.
The Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Krista Lynn Howell, Minister of Education, are extending congratulations to the Learning Disabilities Association of Newfoundland and Labrador.
The Learning Disabilities Association of Newfoundland and Labrador is a non-profit organization dedicated to supporting individuals with learning disabilities across the province. The association offers a wide range of services such as specialized tutoring for children and adults, support groups, screening, and community outreach programs. These services are aimed at promoting awareness, providing resources, and advocating for the rights and needs of individuals with learning disabilities and their supporters.
The association works closely with schools, educators, health care professionals, and the community to enhance the understanding and support for individuals with learning disabilities to help empower them to achieve their full potential.
The Council of the Federation Literacy Award is marking 20 years of presenting this award in Canada. The award was created in 2004 to celebrate adult learners who undertake literacy training, as well as the valuable contributions made by Canadians in the field of literacy, including family, Indigenous, health, workplace, and community literacy. The award is presented to learners, educators, volunteers, community organizations and businesses in each province and territory.
To support adult literacy in Newfoundland and Labrador, the Provincial Government implemented the five-year Adult Literacy Action Plan in 2019. The plan places a special emphasis on reaching out to and supporting vulnerable populations, including newcomers, individuals with disabilities, and those facing economic hardships to improve literacy in the province.

Nominations Now Open for the 2024 Human Rights Award
The following is being distributed at the request of the Human Rights Commission of Newfoundland and Labrador:
Nominations are now open for the 2024 Newfoundland and Labrador Human Rights Award. This award recognizes an individual or group who has made and/or continues to make a meaningful contribution to advancing and furthering human rights in the province.
The deadline for nominations is Friday, October 4, 2024.
The award will be presented on Tuesday, December 10, 2024, at Government House in St. John’s in celebration of International Human Rights Day. The award ceremony will have both in-person and virtual attendance available. Follow us on X (formerly known as Twitter) and Instagram @nlhumanrights for updates on the ceremony.
You can submit a nomination form online at www.thinkhumanrights.ca. However, if you have questions about the nomination process or would like to complete the nomination form in an alternative format, such as an interview, please contact the Newfoundland and Labrador Human Rights Commission.

Public Advisory: Cross-Provincial Immigration Engagement Kicks Off in Labrador
The Department of Immigration, Population Growth and Skills is launching a cross-provincial series of engagement sessions for employers and newcomers this fall, beginning next week (September 9 to 13) in Happy Valley-Goose Bay and Labrador West.
Employer engagement sessions will include representatives from the Provincial Government and staff from Immigration, Refugees and Citizenship Canada. This is an opportunity for employers to ask questions to Provincial and Federal immigration officials. Employers can register for a session here.
Newcomer engagement sessions will include Provincial Government staff and representatives of the Association for New Canadians. These sessions will provide an opportunity to learn about permanent immigration options, such as the Provincial Nominee Program and the Atlantic Immigration Program. Sessions for newcomers do not require pre-registration.
The Provincial Government will also have an immigration booth at Expo Labrador September 10-12. Staff with the Office of Immigration and Multiculturalism will be available to discuss immigration options available to employers looking to meet their business needs and individuals interested in making Newfoundland and Labrador their permanent home.
See the backgrounder for a full list of the sessions occurring in Labrador next week.
More information about future engagement sessions in Western, Central, and Eastern regions will be provided in the coming weeks.

Public Representative Appointed to WorkplaceNL Board of Directors
The Honourable Lisa Dempster, Minister of Environment and Climate Change and Minister Responsible for WorkplaceNL, today announced the appointment of Louise Bradley as the Injured Worker Public Representative to the WorkplaceNL Board of Directors. The appointment is for a three-year term and is effective immediately.
Ms. Bradley was appointed following a merit-based selection process administered by the Independent Appointments Commission, as required by the Independent Appointments Commission Act.

Biography of Louise Bradley
Louise Bradley started her career as a Registered Nurse in western Newfoundland and has since devoted her efforts to many different areas of mental health. Most recently, Ms. Bradley retired from the Mental Health Commission of Canada as its president and chief executive officer after nearly 12 years. In this role, she oversaw many firsts such as the development of the Mental Health Strategy for Canada, along with the development of the world’s first Psychological Safety Standard for the Workplace, an achievement she is incredibly proud of.
Upon her retirement from the Mental Health Commission of Canada two years ago, Ms. Bradley returned to her home province of Newfoundland and Labrador. She currently sits on several boards both locally and nationally; and is also the mental health advisor and chair of a working group for Her Excellency, the Governor General of Canada. For her contributions to mental health, Ms. Bradley has received many awards including four Honorary Doctorates from Canadian universities. She is also the recipient of both the Order of Canada and the Order of Newfoundland and Labrador.
Ms. Bradley holds a bachelor of nursing from Dalhousie University, and a master of science from Northeastern University in Boston, along with other advanced education qualifications in her field.

Premier Furey Announces Funding for Turf Upgrades at Topsail Soccer Field
This afternoon, the Honourable Dr. Andrew Furey, Premier of Newfoundland and Labrador, announced an investment of approximately $150,000 to support upgrading the turf at the Topsail Soccer Field.
The Town of Conception Bay South will fund the remainder of the project, valued at more than $900,000.
This investment will ensure the soccer facility is in top form as a venue for competition at the 2025 Canada Games. This facility will also provide vital support to the town’s dynamic soccer community for years to come.
The Provincial Government remains committed to transforming sporting and recreational infrastructure within our province’s growing communities, ensuring all residents have opportunities to meet their own health and well-being goals.
