Media Advisory: Minister Davis to Attend Meeting of the Canadian Council of Ministers of the Environment

The Honourable Bernard Davis, Minister of Environment and Climate Change, will be attending the 2022 Canadian Council of Ministers of the Environment meeting, August 30-31. The meeting is taking place at the Kwanlin Dün Cultural Centre, in Whitehorse, Yukon.

Various topics for discussion include the role of Indigenous traditional knowledge in understanding and adapting to climate change, the role of youth in climate change, adaption to climate change, air quality and single-use and disposable plastics.

Sunday Hunting Permitted throughout Hunting and Trapping Season

New legislation to improve the hunting and trapping experience will be in effect beginning Sunday, August 28.

Valid licence holders will be permitted to hunt or trap on Sundays within their respective management areas throughout the entire hunting and trapping season. This change coincides with the opening of the 2022-23 big game bow-hunting season tomorrow, (Saturday, August 27). Please note big game rifle-hunting season does not open until Saturday, September 10.

All hunters and trappers are required to follow firearm and hunting safety practices at all times. Additional information related to wildlife regulations, hunting season dates, bag limits and other hunting safety reminders is available in the 2022-23 Hunting and Trapping Guide.

Also new for this season, Moose Management Area maps showing moose densities in recently surveyed areas and current population information are now available here. More information on moose management is available in the 2022-2026 Moose Management Plan.

Successful hunters are reminded to drop off big game jawbones at one of more than 50 locations throughout the province. Participating hunters will receive a Cooperating Hunter Crest for helping to support important big game population studies and research.

Big game hunters are also encouraged to submit their hunter return forms. Information gathered from hunter returns is critical to establishing harvest rates for our big game species. License holders from last season who have not already done so are encouraged to submit their 2021-22 hunter return forms to:

Public Advisory: More Forest Access Roads Now Open in the Paradise Lake and Bay d’Espoir Highway Area

Additional forest access roads in the Miguel Lake area that had been closed as a result of the Paradise Lake and Bay d’Espoir Highway forest fires are now open.However, public access to areas beyond the fire line is still prohibited. This includes the specific area located along Great Rattling River road from inside Whales Back to Louse Lake – also known locally as 45 Road.

If you are planning to use forest access roads in the vicinity of these fires, please examine the below map to determine whether your cabin or camper is currently accessible. The map shows closed forest access roads in yellow. The areas shown in white crosshatch are active forest fire locations and are not accessible. The ‘STOP’ symbols represent the points at which the public may not go any further as they are considered unsafe.

The Bay d’Espoir Highway (Route 360) continues to remain open to traffic. However, forest access roads around North West Gander including the North West Gander forest access road remain closed as forest fire crews continue to work in the area.

Residents using re-opened forest access roads are asked to proceed with caution and be aware of forest firefighting crews who continue to work in the area.

Road Safety Reminders as Students Return to School

Students are soon returning to their classrooms, which means increased traffic on our province’s roadways. Motorists are reminded to drive with extra caution, especially in school zones.

The following rules are outlined in the Highway Traffic Act, with which motorists must comply at all times:

  • Obey the posted speed limit in school zones and yield to pedestrians at a crosswalk.
  • Never pass a school bus while stopped.
  • Obey the visual signals of the bus driver or the bus, such as the activated stop arm and flashing red or amber lights.
  • One metre of open space between your vehicle, and a bicycle or pedestrian, and one-and-a-half metres if the speed limit is more than 60 kilometers per hour.
  • Motorists are reminded that distracted driving is illegal and poses a serious safety risk.

Cyclists are required to use bicycle paths, or lanes where provided, instead of using the roadway. They are also required, by law, to wear a helmet. Pedestrians are encouraged to put away electronic devices and cellphones, and remove ear buds, so they can easily hear and see approaching traffic.

School buses are held to an extremely high standard of mechanical fitness, and are subject to rigorous inspection requirements to operate on provincial highways. The most recent inspections continue to show high pass ratings, with 93.7 per cent of school buses inspected receiving a pass rating, maintaining the industry’s high safety standard.

Parking Spaces for Pregnant People Installed at Confederation Building

The Honourable Pam Parsons, Minister Responsible for Women and Gender Equality, is pleased to announce the designation of six parking spaces for pregnant people at Confederation Building.

The six spaces are located in the Confederation Building parking lot next to the West Block entrance and in close proximity to the visitor’s entrance. The pregnancy parking spaces are available in addition to parking spaces designated for accessible parking permit holders and visitor parking spaces.

This initiative was undertaken by Provincial Government in response to an identified need to support access for pregnant people entering the Confederation Building. The installation of parking spaces for pregnant people at other government buildings is being explored.

Applications Now Open for the K-6 Teacher Mathematics Bursary Program

In the continued effort to build capacity and enhance math education in primary and elementary schools, applications are now being accepted for the fall 2022 semester for the K-6 Mathematics Bursary. The deadline to apply is October 31, 2022.

Providing access to the necessary training is a key initiative and the Department of Education welcomes applications from administrators and teachers who work with K-6 students, including replacement and substitute teachers.

Since 2018, more than $280,000 has been invested in mathematics professional learning opportunities for school administrators, classroom teachers and specialists, including $74,250 in bursaries for 127 K-6 teachers.

As referenced in the Education Action Plan,  the goal of the mathematics curriculum in the province must be student achievement that is comparable to the highest achieving Canadian jurisdictions. The Plan notes that accomplishing this

requires a sound and balanced curriculum with well-articulated outcomes and expectations, highly skilled teachers, and an assessment program that adheres to national and international assessment standards.

Town of St. Anthony to Enhance its Sense of Arrival

The Governments of Newfoundland and Labrador and Canada are investing to help municipalities like the Town of St. Anthony improve tourism infrastructure and create economic opportunities in the region.

Today, the Honourable Krista Lynn Howell, Minister of Municipal and Provincial Affairs and MHA for St. Barbe-L’Anse aux Meadows, on behalf of the Honourable Andrew Parsons, Minister of Industry, Energy and Technology, announced a $170,649 investment for the Town of St. Anthony. The Honourable Gudie Hutchings, federal Minister of Rural Economic Development and Member of Parliament for Long Range Mountains, on behalf of the Honourable Ginette Petitpas Taylor, federal Minister of Official Languages and Minister responsible for ACOA, announced $442,353 towards the project.

This funding will allow the town to implement the first phase of its enhancement plan and create new tourism opportunities. This project includes making the entrance to the town more welcoming for visitors; upgrading the Fishing Point Park waterfront walkway; creating a new lookout that overlooks St. Anthony Harbour; and marketing.

Together, the upgrades will foster a sense of positivity and excitement upon arrival for visitors and cruise ships. This will help grow the town’s status as a key tourism destination and a service hub for the area.

Support for this project demonstrates the Provincial Government’s commitment to strengthen the province’s economic foundation.

Public Advisory: Lane Reduction on Highway in Bay of Islands

Work is expected to begin next week on repairs to Route 450 in the Bay of Islands near Coppermine Brook.

Work includes scarifying, reshaping, rebuilding, and paving a section of the highway. Crews will also be completing ditching and shoulder work in the area.

Motorists should expect some traffic delays in the area and are asked to reduce their speed and pay attention to traffic control.

Updates on progress will be provided as they become available.

Atlantic Premiers Meet in Newfoundland and Labrador to Discuss Regional Cooperation on Renewable Energy

The following is being distributed at the request of The Council of Atlantic Premiers.

Atlantic Premiers met yesterday to continue their collaborative efforts to demonstrate leadership in the pursuit of emissions reductions, clean power generation and transmission and future-oriented energy development.

Newfoundland and Labrador Premier Andrew Furey welcomed Nova Scotia Premier Tim Houston, New Brunswick Premier Blaine Higgs and Prince Edward Island Premier Dennis King to Stephenville where they attended the signing of the Joint Declaration of Intent between the Federal Republic of Germany and the Government of Canada on Establishing a Germany-Canada Hydrogen Alliance.

The Premiers welcomed the signing of the declaration as important to accelerating the development of renewable energy and clean fuel industries in Atlantic Canada, as well as the region’s transition toward net-zero carbon emissions.

The Atlantic provinces are uniquely placed to become a hub for export to international markets in traditional and sustainable energy sectors. By working together, the provinces continue to show leadership in reducing emissions and identifying clean power generation and transmission opportunities.

Premiers discussed ways in which regional proponents and governments can work together to facilitate the establishment of a green hydrogen industry in the region during a roundtable discussion with industry leaders and federal ministers.

Atlantic Canada can play a central role in supporting our nation and allies around the world with their energy needs and energy security. Atlantic Canada’s natural resources, skilled and dedicated workforce, and strong values make the region a highly desirable destination for investment in a world that is transitioning toward a more sustainable economy.

Premiers emphasized the opportunity to advance strategically important economic development and decarbonization objectives that all provinces in the region share, to the benefit of all their residents.

Premiers remain willing partners with the federal government on energy planning and security and look forward to engaging with partners on targets and timelines on the initiatives and progress of the Canada-Germany Hydrogen Alliance.

Premier Furey Welcomes Declaration of Intent to Establish a Canada-Germany Hydrogen Alliance

The Honourable Andrew Furey, Premier of Newfoundland and Labrador, is welcoming today’s signing of a Declaration of Intent to establish a Canada-Germany Hydrogen Alliance between the Governments of Canada and Germany. The signing of the declaration in Stephenville highlights the significant potential of Newfoundland and Labrador’s renewable energy resources, in particular its wind resources, and opportunity to bring them to the global marketplace.

The purpose of the Declaration of Intent is to promote opportunities for a bilateral trade relationship pertaining to hydrogen and its derivatives, as well as hydrogen-related technologies, and to accelerate the expansion of the hydrogen industry and the improvement of infrastructure and supply chains. The German government’s focus is on green hydrogen, which is hydrogen produced from renewable energy sources, such as wind, that do not emit carbon.

On April 5, 2022, the Provincial Government announced it would lift its moratorium on commercial wind energy developments to develop this valuable renewable energy resource with a focus on meeting global demand and furthering our work to tackle climate change. On July 26, 2022, in order to ensure a fair and transparent process, government released Guidelines: Nominating Crown Lands for Wind Energy Projects. The Guidelines outlined a two-phased approach:

  1. Call for Land Nominations: Interested parties may nominate areas within which they wish to develop wind energy projects by October 1, 2022. Nominations will inform the selection of a land area(s) to be included in subsequent Calls for Land Bids.
  2. Call for Land Bids: A Call for Land Bids will be issued by mid-December 2022. The Nominations process will be used to inform the competitive Bids process, which will enable the development and use the province’s wind energy resources in a fair and transparent way, and in a manner that ensures the greatest long-term benefits.

From 2021 to present, over a dozen companies have contacted the Provincial Government and/or NL Hydro, expressing interest in using the province’s wind energy resources and/or the Interconnected Electricity System, primarily to power the production of hydrogen/ammonia for export. The Provincial Government has also been engaged with various industry associations and governments interested in pursuing opportunities for Newfoundland and Labrador to be a green hydrogen/ammonia supplier.

The Provincial Government launched the Province’s Renewable Energy Plan in December 2021. The five-year economic development plan includes a number of action items related to the production of green hydrogen, including the drafting of a Hydrogen Development Action Plan.

Planning Underway to Celebrate Independence Day of Ukraine

The Government of Newfoundland and Labrador, working with community partners, is planning to celebrate Wednesday, August 24, as Independence Day of Ukraine.

Ukrainian newcomers represent one of the fastest growing populations in the province. Since the illegal Russian invasion began on February 24, 2022, over 600 Ukrainians have arrived in Newfoundland and Labrador. The Provincial Government, through the continued work of the Ukrainian Family Support Desk, is also engaged with hundreds more individuals who are planning to seek safe haven in the province.

As part of recognizing Independence Day for Ukraine, Confederation Building will be lit in yellow and blue on the night of August 24. The Ukrainian flag will also continue to fly at Confederation Building. Some municipalities across the province plan to join this display, while others intend to make proclamations. Municipalities looking for assistance with marking this occasion are encouraged to contact the Association for New Canadians by emailing ukraine@ancnl.ca or calling 709-325-0881.

The Provincial Government, working with the Association for New Canadians and the newly formed Ukrainian community cultural organization Ukrainian-NL, have planned free events that will be open to the public. These include:

Team NL Para-Athlete Cori Hicks Wins Silver Medal at the 2022 Canada Summer Games

The Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, is congratulating Team NL para-athlete Cori Hicks of Flat Bay on her Silver medal win at the 2022 Canada Summer Games in Niagara, Ontario.

This past weekend, Cori participated in the 400 metre wheelchair female race with a final time of 1:52.69, successfully beating her own personal best by nearly three seconds. Cori was also selected to be Team NL’s Flagbearer at the Canada Summer Games closing ceremony, which took place Sunday at Queen Victoria Park in Niagara Falls.

Cori is a multi-sport para-athlete who has been training in wheelchair racing for six years. She trains at the Stephenville Athletics Club with coach Rosie Ryan Forsey. In the winter, Cori also trains and competes in para sit-skiing. She won a Gold medal in para sit-skiing at in the 2018 Newfoundland and Labrador Winter Games.

The 2022 Canada Summer Games has now ended, and Team NL won nine medals – one Gold, six Silver, and two Bronze. Approximately 400 athletes, coaches, managers and mission staff participated in the 2022 Canada Summer Games. Team NL was represented by 22 teams, participating in 17 sports.

The 2023 Canada Winter Games will take place in Prince Edward Island, February 18, 2023 – March 5, 2023.

Contracts Awarded for Highway Improvements in Labrador

Work will soon begin on improvements to North West River Highway (Route 520), north of Happy Valley-Goose Bay, and three bridges in Labrador.

A contract valued at approximately $1.6 million has been awarded to JCL Investments Inc. for paving and shoulder repairs on three kilometres of North West River Highway between its intersection with Edmonton Street and North West River.

The Department of Transportation and Infrastructure anticipates this work being completed this construction season.

Additional work is being planned for future construction seasons.

A $3.5 million contract has also been awarded to JCL Investments for the rehabilitation of St. Charles River Bridge (Route 510) near Lodge Bay, Pinware River Bridge (Route 510), and Goose River Bridge (Route 520).

The scope of bridge work includes:

  1. Replacement of the existing timber deck, installation of new steel rail system and concrete end blocks, repairs to steel trusses and concrete substructure, and installation of new expansion joints on the Pinware Bridge;
  2. Installation of new steel connections on the Goose River Bridge; and
  3. Application of concrete sealer to all exposed concrete surfaces on St. Charles River Bridge.

Media Advisory: Minister Osborne to Attend Motorcycle for Miracles Ride Event at Janeway Children’s Hospital

The Honourable Tom Osborne, Minister of Health and Community Services, will participate in the Motorcycle for Miracles Ride in support of the Janeway Children’s Hospital today (Friday, August 19).

The event begins at 11:00 a.m. at the Janeway Children’s Hospital main entrance, 300 Prince Philip Drive.

The Janeway Children’s Hospital Foundation is a registered charitable organization created to raise funds to meet the financial needs of the Janeway Children’s Health and Rehabilitation Centre for capital projects, medical equipment, and research and programs directly related to the health and welfare of Newfoundland and Labrador’s children, while promoting awareness of these needs.

Pinware River Access Road and Cottage                                          
(Reg. 2212)
Proponent: Alexander O’Brien

The proponent is proposing to construct an access road and recreational cottage near the Pinware River, approximately six kilometres north of the Town of Pinware, off Route 510. The proposed 150-metre road is required to access the proponent’s cottage grant acquired in 2017. The project would require vegetation clearing and grubbing, and cottage construction would include installation of a drilled well and waste disposal system. The project is estimated to take 12-15 months to complete. A description of the project can be found on the department’s webpage at:

Sexton’s Road Snowmobile Trail Re-Route                                       (Reg. 2213)
Proponent: Newfoundland and Labrador Snowmobile Association Inc.

The proponent is proposing to re-route an existing Discovery Trails Snowmobille Association trail located near Sexton’s Road, south of Port Blandford. The new section of trail would be approximately four kilometres in length and would by-pass wetland areas near the current route. Construction upgrades include widening the trail for safer operations of snowmobiles and maintenance equipment. Appleton Mineral Exploration – Seismic Survey and Trenching  (Reg. 2214)
Proponent: New Found Gold Corp.

The proponent is proposing to conduct mineral exploration in the form of a seismic survey and trenching. The seismic survey would be completed over an area of 48 square kilometres, while the trenching would have a total exposed area of eight square kilometres. The activity would include 269 kilometres of line cutting, with gridlines of 1.75 – 2.75 metres in width to allow for access of vehicles to complete the seismic survey. The proposed trench would be 210 metres long and 10-70 metres wide, with a total estimated volume of 40,000 cubic metres of material removed. Improved Outlook for Province’s Credit Rating

The Honourable Siobhan Coady, Minister of Finance and President of Treasury Board, today announced that Moody’s, S&P Global and DBRS Morningstar have confirmed a stable outlook for the provincial government’s credit rating. These firms provide an independent assessment of the credit worthiness of the Government of Newfoundland and Labrador, typically providing a credit rating for the short-term debt, long-term debt, and an outlook for the long-term debt rating.

Moody’s has rated the province’s long-term debt at A1 (stable). The outlook was upgraded from negative to stable in July 2022 due to the expectation of a stabilizing debt burden and an assessment of reduced risk regarding the Muskrat Falls electricity generation project.

S&P Global has rated the province’s long-term debt at A and short-term debt at A-1, indicating a strong capacity to meet financial commitments. The outlook was upgraded from negative to stable in July 2022 due to confidence that the province will maintain fiscal gains precipitated by the run-up in Brent crude oil prices and the expectation that the province will continue to demonstrate prudent financial management.

DBRS Morningstar confirmed the province’s long-term debt at A (low) and short-term debt at R-1 (low) in September 2021. In its most recent review (August 2022), DBRS Morningstar noted that the province continues to show an improving fiscal outlook relative to prior expectations, supported by stronger commodity prices and ongoing expenditure restraint.

Credit ratings from all three agencies indicate that the debt of the Government of Newfoundland and Labrador continues to be regarded as investment grade.

Update on the Return of K-12 Classes for the 2022-23 School Year

On Wednesday, September 7, the 2022-23 school year will resume for K-12 students in Newfoundland and Labrador. After three school years spent under the COVID-19 pandemic, the priority for this school year will be to maintain in-person learning.

Students, teachers and staff should expect schools to reopen under the same conditions as when classes ended in June 2022:

  • Masks continue to be recommended in schools. The prevalence of illness-related absences will be monitored throughout the school year and, if necessary, masking requirements may be introduced at a school or regional level to maintain in-person classes.
  • Students, teachers and staff should stay home if they become sick. However, people with COVID-19 symptoms related to other known causes (e.g. runny nose due to allergies or lingering cough from prior illness) can still attend.
  • All students, teachers and staff should stay up-to-date on their vaccinations. These are key to minimizing disruptions during the school year by lessening self-isolation timeframes and allowing for a faster return to the classroom.
  • Parents, especially of Kindergarten students, should ensure their children start the vaccination process as soon as possible. For more information, visit www.gov.nl.ca/covid19/vaccine.
  • All classrooms and most common areas in schools throughout the province have air filtration and purification systems which were installed last year.
  • Junior high and high school students will continue to have access to Chromebook devices. These were instrumental for online learning during the past year, and they have ongoing value for extending learning inside and outside the classroom.

On August 23, the Department of Education will join over 90 front-line teachers, as well as educators and representatives from both school districts, the Newfoundland and Labrador Teachers Association, Memorial University and College of the North Atlantic at a second learning impact symposium, focusing on the K-12 system. The first session, which focused on the post-secondary system, highlighted a need for greater collaboration between all parties in addressing the impacts of the COVID-19 pandemic.

After the second session a working plan will be developed, which will be released publicly this fall.
