Atlantic Premiers met today to discuss important regional and national issues, chart a course for regional collaboration in 2023, and celebrate the opening of the Canada Winter Games.
As the new Chair of the Council of Atlantic Premiers, Premier Dennis King of Prince Edward Island was joined by Premier Blaine Higgs of New Brunswick, Premier Tim Houston of Nova Scotia, and Premier Dr. Andrew Furey of Newfoundland and Labrador.
Two weeks ago, the Prime Minister presented his government’s proposal for increasing health care funding to provinces and territories, which Canada’s Premiers have agreed to accept. While the proposal does not address the long-term sustainability challenge facing health care in Canada, Premiers noted the benefits of bilateral agreements that provide flexibility and recognize the unique demographic and geographical challenges facing the Atlantic region in delivering health care services. The bilateral funding will assist provinces in accelerating progress on their priorities such as access to primary care, reducing surgery backlogs, recruiting and retaining health care workers, and improving mental health and addictions care.
Atlantic Premiers also discussed opportunities to continue regional health collaboration, including sharing best practices and lessons learned as new programs are implemented and scopes of practice for health care professionals are expanded, as well as sharing the innovative approaches their provinces are pursuing to improve health care delivery for their residents.
Through the Atlantic Health Accord, Premiers are working closely with the registrars of the Atlantic colleges of physicians and surgeons to improve physician mobility within the region as a first step toward broader health care workforce mobility improvement and multi-jurisdictional licensing. Premiers anticipate the Atlantic Physician Register will be in place by May 1, 2023.
Labour shortages are being felt nation-wide by communities and economies. Immigration and the retention of international students who come to Atlantic Canada to further their education are critical to the continued growth of the region. Atlantic Canada is a prime destination for those looking to move to or within Canada and has proven itself to be an ideal location to pilot new immigration programs. Provincial-federal cooperation will be key to finding solutions to the labour challenges facing Canadian industries.
Premiers look forward to meeting with the federal Minister of Immigration to discuss streamlining processing by reducing duplication, expanding the New Brunswick Critical Worker Pilot to the rest of the region, and adding temporary and permanent resident streams and pathways for health care professionals, targeted projects, and seasonal industries.
Given the importance of enhancing training programs in meeting the demand for new skilled workers across the region, Premiers called on the Federal Government to renew Labour Market Training Agreements to enable provinces to continue improving job training opportunities for Atlantic Canadians.
Premiers discussed access to affordable housing for Atlantic Canadians and how to support those experiencing homelessness. They agreed to improve access to affordable housing and reduce homelessness in the region.
Regional air travel is a critical transportation link for Atlantic Canadian residents, families and business. Premiers discussed the need for access to reliable and affordable regional air routes and support efforts to re-establish and increase the routes that help connect the region, while also improving access to the rest of Canada and the global economy.
At the conclusion of the meeting, Premiers noted the recent Bell 911 system outage. Premiers agreed to raise this critical public safety infrastructure outage issue, including telecommunications reliability and preparedness, with the Federal Government.

Report: A-2023-007 Report Date: February 16, 2023 Public Body: City of St. John’s Summary: The Complainant made a request under the Access to Information and Protection of Privacy Act, 2015 to the City of St. John’s for all records (applications, permits, correspondence, complaints, etc.) relating to a number of addresses in St. John’s. The City provided a large number of records, but redacted some information, particularly the names of property owners, on the basis of section 40(1) (unreasonable invasion of privacy). The Complainant objected to the redactions and filed a complaint with our Office. The Commissioner concluded that, while the City’s redactions were not unreasonable, the better practice would have been to disclose the names of the property owners and the names of other individuals in certain legal documents as they are otherwise publicly available or intended to be public; and to then ensure compliance with section 40 of the Act by redacting other information if its disclosure, coupled with the names, would be an unreasonable invasion of privacy. The Commissioner recommended that the City continue to withhold most of the redacted information in the present case, but that it should adopt the alternative practice in similar future cases.-30-

Council of Atlantic Premiers to Meet in Charlottetown, Prince Edward Island Today
Prince Edward Island Premier Dennis King, Chair of the Council of Atlantic Premiers, is pleased to host a meeting of the Council in Charlottetown, Prince Edward Island on February 20th. Premier King will be joined by his colleagues Newfoundland and Labrador Premier Andrew Furey, Nova Scotia Premier Tim Houston, and New Brunswick Premier Blaine Higgs.

Public Advisory: Motorists Encouraged to Watch for Caribou on Western Newfoundland Highways
Large numbers of caribou are currently active on roadways in various locations in western Newfoundland. Motorists should be on the lookout for caribou when travelling in the following areas:
- Route 490 near the former Abitibi Mill Site;
- Route 460 (White’s Road) between Long Gull Pond and north of Harry’s River; and
- Trans-Canada Highway near Southwest Brook where highway moose fencing ends.
Motorists can reduce the risk of a caribou-vehicle collision by:
- Scanning both sides of the highway and having passengers watch for caribou;
- Paying attention to caribou warning signs;
- Avoiding driving at dusk and dawn when caribou are commonly alongside roadways; and
- Reducing speeds while driving at night when caribou are more difficult to see.

The event will take place in the House of Assembly, Confederation Building, beginning at 10:00 a.m.
The Acadian Youth Parliament, which takes place every two years, is comprised of 50 French-speaking participants, aged 16 to 25, from the Atlantic Provinces. It provides an opportunity for young people to learn about the Canadian parliamentary system, to develop their capacity in public speaking and to learn more about the network of provincial Francophone youth organizations.

Public Advisory: Ramp to be Repaired on Trans-Canada Highway in Western Newfoundland
Work is beginning on upgrades to a ramp on the Trans-Canada Highway near the Town of Massey Drive.
Until repairs are complete, the ramp leading from Confederation Drive to the westbound Trans-Canada Highway (Exit 5) will remain closed due to the deterioration of the retaining wall supporting the ramp at the embankment.
The closure is necessary for the safety of motorists in the area. Motorists departing the City of Corner Brook can access the westbound Trans-Canada Highway via the Lewin Parkway (Route 450). Motorists departing Massey Drive can access the westbound Trans-Canada Highway via the Massey Drive access road at its interchange with the parkway.
Design of the new infrastructure is anticipated to be completed this spring, leading to repairs beginning at that time. Updates on construction timelines will be provided as they become available. The Department of Transportation and Infrastructure anticipates the work being completed this summer.

Public Advisory: Highway Enforcement Officers Help Raise Awareness of Human Trafficking
Provincial Highway Enforcement Officers with Digital Government and Service NL will be participating in the Commercial Vehicle Safety Alliance Human Trafficking Awareness Initiative from February 20 to 24, 2023.
During this initiative, officers will raise awareness by passing out wallet cards to commercial drivers during inspections and traffic stops. These wallet cards include the warning signs to look for that may indicate someone is the victim of human trafficking, and how to report a suspected case.
The Human Trafficking Prevention program seeks to reduce human trafficking throughout North America through co-ordinated enforcement and educational awareness measures within the commercial motor vehicle industry.

Premier Furey and Minister Crocker Extend Best Wishes to Team NL as 2023 Canada Winter Games Begin
The Honourable Andrew Furey, Premier of Newfoundland and Labrador, and the Honourable Steve Crocker, Minister of Tourism, Culture, Arts and Recreation, are extending best wishes to Team NL athletes who are beginning the first week of competition at the 2023 Canada Winter Games in Prince Edward Island.
Trampoline Gymnast Gleb Evstigneev will be the flagbearer for Team NL at the opening ceremonies for the games tomorrow (Saturday, February 18). Viewers can tune in to live coverage at 8:00 p.m. NST (7:30 p.m. in most of Labrador). Select events at the games will also be broadcast live and on demand on the Canada Games website.
The first group of Team NL athletes will compete in 10 sports, including Biathlon, Women’s Curling, Hockey, Speed Skating, Squash, Table Tennis and Wheelchair Basketball as well as two Gymnastics disciplines – Artistic and Trampoline. Team NL will also compete in Karate, which is making its debut at the 2023 Games.
The Canada Games are the highest level of national competition for Canadian amateur athletes. The 2023 Canada Winter Games are being held from February 18 to March 5, 2023.

Enhancing Outdoor Adventure Opportunities
Home to one of the world’s greatest wilderness areas, Newfoundland and Labrador is the ultimate outdoor adventure destination. To enhance marketing and development opportunities, the Honourable Andrew Parsons, Minister of Industry, Energy and Technology, today announced nearly $231,000 for five businesses through the Business Development Support program.
Well-known adventure tourism entrepreneur Stan Cook is offering visitors a new way to discover Newfoundland and Labrador with other passionate travelers. Rock Water Luxury Tours is a luxury helicopter business, with stops in Deer Lake, Fogo and St. Johns. To aid in the marketing and branding of this new business, Rock Water Luxury Tours is receiving a non-repayable contribution of $79,400 from the Business Development Support program. The company is matching the provincial contribution for the project.
To further grow and develop marketing opportunities, Sylt Lake Tent Camps is receiving $62,660 from the Business Development Support program. This non-repayable funding will allow this Lewisporte-based company to undertake several marketing initiatives to attract more non-resident visitors, including website improvements. The company is providing $21,370 towards the initiative.
For over 25 years, A1 Hunts Twin Lakes has been offering a moose and black bear hunting experience. The company is receiving a non-repayable $42,875 contribution from the Business Development Support program to assist with digital marketing initiatives to attract more visitors to its lodge. This Springdale-based company is providing $32,875 towards project costs.
Based in Corner Brook, Where-Ya-Wannabee Outfitting Lodge is a year-round operation that offers moose and bear hunts, as well as snowmobiling experiences to targeted markets outside of Canada. To assist with its marketing and promotion, Where-Ya-Wannabee Outfitting Lodge is receiving $29,600 in non-repayable support from the Business Development Support program. The company is contributing $29,100 towards the project.
Located at West Brook on the Great Northern Peninsula, Caines Adventure Outfitters is an outdoor adventure tourism destination that is accessible year-round. The company is receiving a non-repayable $17,250 contribution from the Business Development Support program to help further promote its business and build its clientele. Caines Adventure Outfitters is contributing $23,550 for the initiative.
The Business Development Support Program supports small and medium-sized businesses that demonstrate a desire to develop and grow by improving the operations of their business and expanding their export markets. Support for these projects demonstrates a focus on small businesses in Newfoundland and Labrador, and contributes to the Provincial Government’s commitment to strengthen the province’s economic foundation.

Joint Statement from Minister Bragg and Minister Davis on ASP and FFAW-Unifor Announcement
The Honourable Derrick Bragg, Minister of Fisheries, Forestry and Agriculture, and the Honourable Bernard Davis, Minister of Environment and Climate Change, are pleased to see the shared commitment between the Association of Seafood Producers (ASP) and the Fish, Food and Allied Workers Union (FFAW-Unifor) to address the challenges facing the crab fishery.
“Our government is pleased to see the ASP and FFAW-Unifor indicate their desire to work together to address issues like pricing, scheduling and trip limits prior to the start of the fishery season. We are all aware that these issues impact many Newfoundlanders and Labradorians, as there are 17,000 seafood workers in 400 communities throughout the province that rely on the fishery for their livelihood.
As the ministers responsible for fisheries and labour, we meet with both of these groups on a regular basis. It is exciting to see them taking an approach to collaborate on key issues. We are looking forward to working with both groups to find solutions that work for all sides, so that fish harvesters, plant workers and residents benefit from a strong industry.
We have extended congratulations to both ASP and FFAW-Unifor on this important partnership. We hope that as the fishing season progresses in 2023 and into the coming years, both groups will see success through a united approach.

Provincial Government Funds Expansion of Office for Indigenous and Northern Skilled Trades
The Provincial Government is providing $910,649 to fund the expansion of the Office for Indigenous and Northern Skilled Trades to Corner Brook and St. John’s, and to maintain the existing office in Happy Valley-Goose Bay. This new footprint enables the office to serve more status and non-status Indigenous peoples interested in seeking employment opportunities in the skilled trades.
New and emerging construction opportunities across the province influenced the decision to expand. Mining exploration and development on the west coast and central regions, hydrogen generating proposals for Bay St. George, and the pursuit of landing liquefied natural gas from the Grand Banks in Placentia Bay are creating more opportunities for Indigenous people to secure work in the skilled trades.
The three offices will ensure that programs, policies, procedures and reporting mechanisms support both status and non-status Indigenous peoples. The offices will also ensure that non-status Indigenous people will be able to self-identify and will not be required to show documentation proving their Indigeneity.
The Office for Indigenous and Northern Skilled Trades, funded by the Provincial Government and operated by Trades NL, opened its Happy Valley-Goose Bay location in March 2020 to promote, recruit, support and advance the economic development of Indigenous peoples in the skilled trades. The Office has a mandate to pursue a target of reaching 15 per cent Indigenous representation in building and construction trades in Newfoundland and Labrador.

The Office for Indigenous and Northern Skilled Trades activities can be categorized into two categories: partnership and outreach, and employment and training support.
All offices assist clients in obtaining and maintaining meaningful employment by removing barriers to ensure successful progression from apprenticeship to Red Seal certification.

- Supporting workplace diversity and inclusion;
- Provision of workplace supports to improve retention;
- Exam preparation support for trainees; and
- Arranging wage subsidy funding for placements.

Media Advisory: Premier Furey to Announce Expansion of Services for Indigenous Tradespeople
The Honourable Andrew Furey, Premier of Newfoundland and Labrador, will make an announcement tomorrow, February 16, regarding the expansion of services for Indigenous tradespeople.
The event will take place at 12:00 p.m. at the Grenfell Room of the Glynmill Inn, 1B Cobb Lane, Corner Brook. The event will also be live streamed on the Government of Newfoundland and Labrador Facebook page.
Premier Furey will be joined by the Honourable Gerry Byrne, Minister of Immigration, Population Growth and Skills, the Honourable Lisa Dempster, Minister of Indigenous Affairs and Reconciliation, Brendan Mitchell, Chief of the Qalipu First Nation, representatives of the Miawpukek First Nation and Darin King, Executive Director of Trades NL.

Office of the Information and Privacy Commissioner – Report A-2023-006 Released
The Information and Privacy Commissioner, Michael Harvey, has released his Report A-2023-006 under authority of the Access to Information and Protection of Privacy Act, 2015. A summary of the Report is included below.

Report: A-2023-006 Report Date: February 10, 2023 Public Body: Eastern Health Summary: The Applicant requested Operational Standards Compliance Reports completed by Eastern Health regarding the Third Party Complainant’s long-term care and personal care home for the years 2018-2020. The requested information included details of its non-compliance with the Personal Care Home Operational Standards. Eastern Health intended to release the information requested, but decided to notify the Third Party of this decision. The Third Party Complainant subsequently filed a complaint with this Office, claiming that the information must be withheld from the Applicant pursuant to section 39 (disclosure harmful to business interests of a third party). The Commissioner found that the burden of proof under section 43(3) had not been met by the Third Party and recommended that the information be released.-30-
