The Honourable Bernard Davis, Minister of Environment and Climate Change, has announced the following relative to Part 10 Environmental Assessment of the Environmental Protection Act.

UNDERTAKINGS REGISTERED:

Paddy’s Pond Concrete Batch Plant                                                    (Reg. 2292)
Proponent: Farrell’s Excavating Limited

The Proponent is proposing to establish and operate a temporary concrete batch plant in their existing quarry location within the City of St. John’s. The batch plant would be installed within the quarry’s 6.5-hectare boundary and would produce an anticipated 5000 cubic metres of ready-mix cement over the course of 8-12 months. Construction would include levelling the site and the installation of stone footings for the temporary batch plant. Produced concrete would be sold or transported for use in regional construction Projects. The undertaking was registered on March 13, 2024; the deadline for public comment is April 19, 2024; and the minister’s decision is due by April 27, 2024.

Salmon Pond ATV Trail and Cottage                                                    (Reg.2293)

The Proponent is proposing to restore a pre-existing logging trail off the Salmon Pond Resource Road to provide access to a private cottage located 2.8 kilometres off the Trans-Canada Highway Northwest of Glenwood. The trail is approximately 840 metres in length and would require minor brush maintenance. The undertaking was registered on March 14, 2024; the deadline for public comment is April 19, 2024, and the minister’s decision is due by April 28, 2024.

Crown Zone 3 Five-Year Operating Plan
District 4 Amendment (2022-2026)                                                    (Reg. 2294)
Proponent: Department of Fisheries, Forestry and Agriculture              

The Proponent is proposing an amendment to the Crown Zone 3 Five-Year Operating Plan (2022-2026). The Project includes the creation of a new commercial harvest block in District 4 located approximately 17 kilometres southwest of the town of Terra Nova. The amendment would allow access to an additional 1,081 hectares of forested land and 45,000 cubic metres of harvestable timber. Access to the area would be via an existing forestry road and road infrastructure constructed in association with the Labrador-Island Link Project. No new primary road construction is planned, and the district’s sustainable harvest level would be balanced by reducing harvesting elsewhere in the district. UNDERTAKING RELEASED:
Portugal Cove South to Cape Race Multiuse Trail                           (Reg. 2288)
Proponent: Town of Portugal Cove South

The Project is released from further environmental assessment subject to the following conditions:

  • The Proponent must uphold all commitments made in the environmental assessment submission to mitigate the effects of the Project on the environment.
  • The Pollution Prevention Division (PPD) of the Department of Environment and Climate Change requires a Waste Management Plan (WMP) for the construction and operation phases of the undertaking to be approved by the PPD prior to Project construction.
  • The Department of Fisheries, Forestry and Agriculture requires the following;
    • The Wildlife Division requires that an Environmental Protection Plan (EPP) must be submitted and approved prior to Project construction. The EPP must include the following;
      • Measures that will be implemented to prevent adverse effects of the Project on water crossings and wetlands, in accordance with the Off-Road Vehicles Act and regulations, Guidelines for Water Course Crossings and in alignment with Fisheries and Oceans Canada’s Information on Projects Near Water and Best Management Practices for the Protection of Freshwater Fish Habitat in Newfoundland and Labrador.
      • Measures that will be implemented to prohibit trail-braiding/fanning out from the main trail by ATVs, and enforcement to prevent ATV use on wetland and barren habitats.
      • Measures that will be undertaken to mitigate adverse effects on caribou during Project construction and operation.
      • Measures that will be undertaken to mitigate adverse effects of the Project on avifauna species at risk, including Short-eared Owls, Bobolink, Red Crossbill, and Common Nighthawk during Project  construction and operation.
    • The Proponent is required to submit a presence/absence survey for short-eared owls completed by a qualified independent third party, preferably between late June and late July of the construction year, prior to the start of construction.
    • Vegetation clearing is not to occur within 800 metres of a bald eagle or osprey nest during the nesting season (March 15 to July 31) or within 200 metres during the remainder of the year. The 200-metre buffer applies to all other raptor nests (e.g. Northern Goshawk, Sharp-shinned Hawk, Merlin, American Kestrel, Great-horned Owl, Boreal Owl, Northern Saw-whet Owl). The location of any raptor nest sites shall be reported to the Wildlife Division.
    • Digital geospatial data (e.g., a GPS file) of the final trail must be submitted to the Department of Fisheries, Forestry and Agriculture once construction is complete.
  • The Department of Tourism, Culture, Arts and Recreation requires that GPS coordinates for the trail and plans for trail design and construction are to be submitted and approved by Tourism Product Development prior to Project construction.
  • The Proponent must advise the Environmental Assessment Division when the conditions of release have been met, by e-mailing a written description, documents and images (where applicable) to demonstrate that the conditions have been fulfilled.
  • The Proponent must update the Environmental Assessment Division on the status of the Project, including a copy of all permits, licences, certificates, approvals and other authorizations required for the Project, within one year from the date of this release letter and to provide additional updates if required.

Provincial Government Announces Appointment to Board of Regents at Memorial University

The Honourable Krista Lynn Howell, Minister of Education, today announced the three-year appointment of Rex Gibbons to the Memorial University Board of Regents.

The Board of Regents, along with Memorial University’s Senate, is responsible for all operational matters of the institution including programming, qualifications of employees, and other matters deemed to be in the best interest of the institution. The Board of Regents consists of individuals with a diverse range of knowledge and expertise.

The Provincial Government continues to support Memorial University as it moves through the implementation process of recommendations from the Auditor General’s report.

Biography

Rex Gibbons

Rex Gibbons is an experienced businessperson, and has held positions such as the Executive Vice-President and Board Member with the Jacques Whiteford Group of Companies. Mr. Gibbons has served as a member of the Board of Regents previously, a former Member of the House of Assembly for St. John’s West, and Minister of Mines and Energy and Natural Resources in the Government of Newfoundland and Labrador. He has been an active volunteer throughout his career with several community organizations. Mr. Gibbons holds a PhD in geology from the California Institute of Technology (Caltech), undergraduate degrees in education, math and geology, and a Masters in Science in geology from Memorial University.

Provincial Government Announces Agreement with Corner Brook Pulp and Paper Limited

The Government of Newfoundland and Labrador today announced that it has entered into an agreement to purchase additional power to further support the electricity grid, and to help stabilize Corner Brook Pulp and Paper Limited (CBPP), its workers and the forestry industry during challenging conditions in the global newsprint market while the company explores diversification opportunities.

The six-month agreement includes Newfoundland and Labrador Hydro (Hydro) purchasing excess green energy from CBPP’s Deer Lake Power assets. In turn, CBPP will work to identify new revenue sources from viable wood-based bioproducts projects in order to unlock Newfoundland and Labrador’s high forest potential while further stabilizing the mill’s sustainability and future.

A new agreement between CBPP and Hydro for energy generated from CBPP’s existing power generation facilities will provide flexibility for Hydro to draw upon when needed. There is no impact on the ratepayer as a result of the agreement.

In addition, the Provincial Government and CBPP have reached an agreement with respect to security, workforce and diversification. CBPP has committed to offer for sale saw logs to the three large sawmills in line with CBPP annual operating plans submitted to the Department of Fisheries, Forestry, and Agriculture. These saw log sales are essential for the stability of the forest sector.

The Provincial Government remains optimistic about the forestry industry and continues to have ongoing discussions with CBPP.

CBPP is the only newsprint mill in the province and, according to Statistics Canada, contributed $49.9 million to the provincial GDP in 2020. CBPP operates two paper machines producing 240,000 tonnes annually with a sales value of ~$130 million and paper production directly employees about 305 workers.

CBPP consumes about 450,000 cubic meters of wood per year and employs a further approximately 80 staff in forest management and harvesting. Sale of saw logs to mills supports the lumber sector and generates revenue for CBPP.

Applications Open for Newfoundland and Labrador Community Transportation Program

 Today, the Honourable Paul Pike, Minister of Children, Seniors and Social Development, is announcing a call for applications for the 2024-25 Newfoundland and Labrador Community Transportation Program.

The Provincial Government is investing $300,000 for the 2024-25 Newfoundland and Labrador Community Transportation Program. Incorporated municipalities, not for profit groups, Indigenous Governments and communities are eligible to apply for up to $100,000 to develop, implement and evaluate accessible and inclusive community-based transportation programs.

Projects under the program should focus on helping to enhance and expand community transportation services for people who experience barriers to transportation, including ability and geography, often in combination with low income.

In 2023-24, five recipients were awarded funding through the Newfoundland and Labrador Community Transportation Program, as detailed in the backgrounder below.

Program guidelines and applications can be found here. The deadline to submit an application is Thursday, May 2, 2024.

Infrastructure Investments will Support Local Roads Improvements

Provincial, federal and municipal government support of more than $32 million will result in various improvements to roads throughout Newfoundland and Labrador.

Spanning from Trepassey to Wabush, the 31 projects include intersection re-designs, sidewalk installations, roadside retaining wall replacements, culvert and bridge replacements, as well as more than 20 road re-paving projects.

A list of the projects is included in the backgrounder below.

A total of 27 municipalities will benefit from this support, including the City of Corner Brook, where today’s announcement took place. In Corner Brook, the retaining wall on Curling Street will be replaced to prevent damage to the road, and the Deep Gulch Brook culvert will also be replaced and will include a new sidewalk and traffic island.

Modern transportation infrastructure is critical to connecting communities, helping businesses move their goods to customer markets, and building a strong economy.

Public Advisory: Chief Medical Officer of Health Encouraging Vaccinations Against Measles

The Chief Medical Officer of Health is reminding Newfoundlanders and Labradorians of the importance of vaccination against measles.

Measles is a highly infectious disease that can spread very quickly through unvaccinated or under-vaccinated populations. While most people who get infected with measles will recover, some may be left with a disability and some may die.

Measles activity is increasing around the world, with many areas of Europe seeing unusually high numbers of measles cases. Although measles vaccination rates have declined in Canada over the past several years, as people travel more in the coming months, an increase in measles cases is likely in this country.

Thankfully, vaccination against measles is extremely effective at preventing measles infection if you come into contact with the virus.

Newfoundland and Labrador offers protection against measles as part of the routine childhood immunization program at 12 and 18 months of age. The province benefits from one of the highest vaccination rates in Canada. In 2022, 94.7 per cent of two-year-olds and 92.6 per cent of kindergarteners in Newfoundland and Labrador were fully vaccinated with two doses of measles-containing vaccines.

Individuals are at very low risk of catching measles if they have received two doses of a measles-containing vaccine, or if they have been infected with the measles virus in the past.

At this time, we are making the following recommendations to those who are travelling outside Canada, particularly to areas where measles is known to spread or to an area where there is a measles outbreak:

  • Infants six to 12 months of age, should receive one dose of MMR vaccine prior to travelling. These children will still need to be vaccinated with MMR at 12 and 18 months of age.
  • Individuals born in or after 1970 should ensure they have had two doses of MMR vaccine prior to traveling.
  • Individuals born before 1970 should ensure they have had one dose of MMR vaccine prior to traveling.

If you are unsure if the area you are visiting is at higher risk for measles, please discuss with your primary care practitioner or local public health office.

People returning from travel abroad who feel sick are encouraged to put on a well-fitting N95 mask or medical mask, limit contact with others, and tell a flight attendant, cruise staff, or border services officer when entering the country to help reduce the spread of infectious diseases in Canada.

Residents who develop symptoms of measles after returning from travel are asked, unless it is a medical emergency, to call a health care provider or 811 immediately for further instruction.

Currently, there are no probable or confirmed cases of measles in the province.

Ministerial Statement – Minister Osborne Recognizes Nutrition Month

The following statement was given today in the House of Assembly by the Honourable Tom Osborne, Minister of Health and Community Services:

Speaker, I rise to recognize Nutrition Month, celebrated annually to increase public awareness about the importance of healthy eating.

Our government understands that food security is one of the social determinants of health. Guided by recommendations from Health Accord NL, we are improving access to nutritious food for children, adults, and seniors.

We are proud to provide a total of over $2 million annually to the Kids Eat Smart Foundation of Newfoundland and Labrador and the School Lunch Association, which together serve over 50,000 meals and snacks every school day. As part of the Poverty Reduction Plan, we will provide additional funding to ensure school meal programs are available to all Pre-Kindergarten and K-9 students. We have partnered with the Maple Leaf Centre for Action on Food Security to improve food access for families in all regions of the province, as well as implementing the Provincial School Food Guidelines.

Speaker, we have provided approximately $2.8 million in funding to support The Gathering Place, which, among other services, serves guests three hot meals seven days a week.

Dietitians are being recruited for family care teams, to collaborate and offer tailored nutritional guidance for clients. We also offer dietitian services to all residents through the Dial-a-Dietitian access on the 811 Healthline.

This year’s theme for Nutrition Month is “We Are Dietitians.” I ask all Honourable Members to join me in thanking our dietitians for their dedication, and acknowledging the key role they play in improving the well-being of residents.

Ministerial Statement – Canadian Agriculture Literacy Month Celebrating Farmers and Producers

The following statement was read in the House of Assembly today by the Honourable Elvis Loveless, Minister of Fisheries, Forestry and Agriculture:

 Speaker, March is Canadian Agriculture Literacy Month – a perfect opportunity for young people to learn about, connect to, and celebrate agriculture.

To mark this occasion, Agriculture in the Classroom NL is hosting activities for the 13th year, where farmers and agriculture professionals share stories and spark discussion about food security, safety, and production with students throughout the province.

The month is off to a fine start with the release of a music video for the Little Green Sprouts song, written and produced by JUNO Award-winning band, The Swinging Belles.

There’s also the annual “Bee Creative Literacy Contest” which gives schools a chance to decorate a beehive from a participating beekeeper’s farm. Thanks to the Newfoundland and Labrador Beekeeping Association and Egg Farmers of Newfoundland and Labrador for being part of this fun and educational initiative.

Speaker, Canadian Agriculture Literacy Month activities are funded in part by the federal-provincial Sustainable Canadian Agricultural Partnership, which provided $330,000 to support Agriculture in the Classroom activities in Newfoundland and Labrador this past year.

Through this partnership, Agriculture in the Classroom NL is deepening students’ understanding of where their food comes from and promotes careers in agriculture.

I thank Agriculture in the Classroom NL for their work and encourage students and educators to take part in the variety of activities this month.

Statement from the Speaker of the House of Assembly Regarding the Public Galleries

The Honourable Derek Bennett, Speaker, today provided the following statement regarding the public galleries of the House of Assembly:

“As Speaker, I am pleased to welcome all visitors who wish to view proceedings from the public galleries when the House of Assembly is in Session. Protocols in the parliamentary precinct, including the public galleries, are established by the Speaker for the safety of Members, visitors and employees of the House of Assembly Service.

I wish to once again remind all visitors of the following:

  1. Please remain seated at all times during proceedings, unless standing to exit.
  2. Please do not engage in demonstrations, including the display of signs, banners, buttons, clothing or other activities that convey a political statement.
  3. Please do not show approval or disapproval of proceedings by applauding or talking.

In the Spring 2024 sitting there have been a number of instances where the above-noted protocols have not been respected. Given the importance of matters under debate, I have been tolerant in my direction regarding the public galleries. I have issued repeated verbal warnings to individuals violating protocols before requesting that individuals be removed or that the galleries be cleared.

I have issued direction that the public galleries will remain open for today’s proceedings. However, as I carry out my responsibilities over the parliamentary precinct, I once again ask for the cooperation and respect of all visitors. Please adhere to the above-noted protocols so that the public galleries can remain open for the benefit of all. “

Provincial Government Congratulates Winners and Organizers for Successful Cain’s Quest 2024

The Provincial Government congratulates the winners, competitors, organizers and supporters for making the 2024 Cain’s Quest Snowmobile Endurance Race a success.

The top finishers in the race were:

  • First – Randy Malleck and Sebastien Malleck of Sheshatshiu, Team 99 Saga Boys Vikings
  • Second – Spencer Robinson and Kevin Willmott of Labrador City, Team 73 PWR Sports
  • Third – Eric Newhook and Daniel Newhook of Labrador City, Team 79 Bay Marine Racing

Cain’s Quest 2024 started on March 3 in Labrador City with 31 teams leaving the start line. The race, which is considered the most challenging snowmobile event of its kind, covered more than 3,100 km throughout western, central and northern areas of Labrador. Fourteen teams completed the race.

The Provincial Government is proud to support Cain’s Quest, a longstanding event that attracts racers from Newfoundland and Labrador and areas of Canada. Since its inception in 2006, Cain’s Quest has made Labrador synonymous with spectacular beauty, extreme conditions and unrivalled backcountry adventures, boosting its appeal as a year-round destination for tourists. Provincial Government Provides Funding to Assist Local Companies to Attend Oceanology International

The Department of Industry, Energy and Technology is supporting 11 Newfoundland and Labrador businesses and organizations as they participate in Oceanology International 2024 from March 12-14. Oceanology International is a leading forum in which industry, academia and government can share knowledge, showcase and connect with the world’s marine science and ocean technology communities and developments.

The Honourable Andrew Parsons, KC, Minister of Industry, Energy and Technology, today announced approximately $31,000 to support the Newfoundland and Labrador delegation attending the show. The delegation includes econext, Edgewise Environmental Consultancy, eDNAtec, eSonar, GRI Simulations, Oceans Advance, Pan-Maritime Energy Services, SubC Imaging, Training Works, Whitecap Scientific and The Launch at Memorial University.

These companies and organizations are a part of a pan-Atlantic delegation supported by the Atlantic Trade and Investment Growth Agreement. They will join the Canadian contingent at Oceanology International in London, United Kingdom, where they will explore business development opportunities, expand markets and collaborate to increase profitability. As an organizing partner for the Atlantic Canadian delegation, representatives from the Department of Industry, Energy and Technology will also be in attendance.

Speaker, I welcome to the gallery today the newest group of university graduates who have joined our public service through the graduate recruitment program.

These new graduates bring a wealth of skill and education to government. Among this team you will find many with master level degrees in science, medicine, gender studies, sociology, political science, business administration and environmental policy, to name just a few.

These talented recruits are very eager to make meaningful contributions to our province. They are gaining first-hand experience in the development of social, health, fiscal and environmental policies, as well as business analysis, mineral development, renewable energy and public safety among others.

Since its implementation in the spring of 2022, the graduate recruitment program has enabled recent graduates to gain valuable experience in one or more work assignments, expand skills and knowledge, network and connect with professionals and receive ongoing mentoring, coaching and learning opportunities. Through this program we are developing a career path to management and executive roles within the public service.

The graduate recruitment program is offered by the Public Service Commission which works to lead, guide and build a professional public service that is inclusive, diverse, respectful and skilled.

Consultations Begin on High School Assessment and Evaluation Plan

The Provincial Government is inviting input from stakeholders and the public on a proposed new high school assessment and evaluation plan for Newfoundland and Labrador. Feedback from the consultation process will inform the development and finalization of the plan, as part of the ongoing work to modernize and transform the K-12 education system to make it better for all those connected to it.

Beginning today until March 27, 2024, feedback can be provided at engageNL.ca. This will include an online questionnaire and the option of providing a written submission.

In September 2023, the province announced that it will engage with its partners in education to introduce a new evaluation framework for high school students that will include a new literacy and numeracy assessment and modular course evaluation. This step marked the elimination of public exams from the public education system.
